Iriga City High Value Target busted



IRIGA CITY (Bicol Standard) – The Philippine Drug Enforcement Agency in Bicol under the supervision of Regional Director Christian O. Frivaldo has reported the arrest of Francis Manuel “Bong” De Lima y Ballester, allegedly the nephew of Senator Leila de Lima, in a buy-bust operation Friday afternoon.

De Lima was collared by the Regional Special Enforcement Team inside Zams Apartelle, Barangay San Nicolas, Iriga City, the report said.

The report also revealed that De Lima, who resides in San Agustin, Iriga City, is considered as a High Value Target in the Provincial Target List.

According to PDEA Camarines Sur, the operation resulted to the confiscation of the following:

1. One (1) small silver perfume box marked as GCB 1 with signature containing five (5) pieces heat sealed transparent sachets containing while crystalline substance suspected as shabu marked as GCB 2, GCB 3, GCB 4, GCB 5 and GCB 6 all with signature with an estimated weight of MOL 25 grams worth one hundred thousand pesos (Php. 100,000.00)

2. One (1) piece P1,000 bill with serial number HQ363490 placed on top of several boodle money wrapped inside a transparent plastic bag with label "PIGEON" marked as GCB 7 with signature

3. One (1) piece Chico mobile cellular phone marked as GCB 8 with signature

4. One (1) piece black and pink pouch marked as GCB 9 with signature

5. One (1) crumpled aluminum foil placed inside a transparent plastic bag marked as GCB 11 with signature

6. One (1) unit black Motor Star motorcycle marked as GCB 10 with signature and;

7. One (1) piece heat sealed transparent plastic sachet marked as RNE 09/28/18 containing while crystalline substance suspected as shabu with an estimated weight of MOL 0.3 gram worth one thousand five hundred pesos (Php. 1,500.00).

CSur gets P523-M aid for Typhoon Nina victims

PILI, Csur—Governor Miguel Luis Villafuerte has confirmed that the Provincial Government has received the check for the second tranche of the Emergency Shelter Assistance (ESA) for victims of 2016's Typhoon Nina.

The check, Villafuerte said, amounts to P523,650,000, and was received on September 25, 2018 by the representatives of the Provincial Treasurer's Office from the Department of Social Welfare and Development Regional Office V.

Villafuerte noted that this will be immediately released to the beneficiaries once the documents are ready.

Meantime, in an interview by the Bicol Standard, DSWD Regional Director Arnel Garcia said that the ESA was delayed because of the office's compliance to the documentary requirements prior to the release.

Garcia, however, emphasized that they have exerted all efforts to expedite the release of the ESA for the benefit of the typhoon victims.

P50-M landfill to rise in Tabaco City in 2019

LEGAZPI CITY--A 5-hectare sanitary landfill (SLF) facility will soon rise in Barangay Marirok in Tabaco City next year, Mayor Cielo Krisel Lagman Luistro said Wednesday.

Luistro said the construction of the SLF facility would now comply with the government’s proper waste disposal program under RA 9003, or the Ecological Solid Waste Management Act.

Luistro, in a phone interview, said the Dynamic Builders and Woodfields Consultants, Inc. was contracted to build the PHP50-million facility.

She said “construction work would start next month and the facility would be fully operational by July of next year.”

The Environmental Management Bureau (EMB) of the Department of Environment and Natural Resources has issued an Environmental Clearance Certificate (ECC) to start the SLF construction project at Barangay Marirok, an upland village in Tabaco City.

In 2015, Luistro and Polangui Mayor Cherilie Mella Sampal were suspended by the Office of the Ombudsman for operating an open dumpsite in their respective localities.

Ombudsman Samuel Martires, however, lifted the suspension order last Sept. 3 and directed the Department of the Interior and Local Government (DILG) to implement the recall order.

Martires, in recalling the suspension order, also asked for a review of the implementation of the waste disposal program under RA 9003.

The review would determine how capable are the local governments to finance and comply with the law in the setting up of sanitary landfill facilities in their areas of jurisdiction.

It would also define the role of the national government in assisting LGU in carrying out the waste disposal program.

As for the 3-hectare open dumpsite in Barangay San Antonio, which according to Luistro was already closed last year, the city government would pour in an additional PHP18 million for its rehabilitation.

She said that even before her suspension she has already complied with the order closing the open dumpsite on March 17 last year.

She said “when I received the order on March 2015 for us to close the 3-hectare open dumpsite I immediately scouted for an alternative area where we can build a sanitary landfill as compliance to the order.”

Meanwhile, Polangui Mayor Cherilie Mella Sampal, in an interview, said she is negotiating with Daraga Mayor Awin Baldo for the use of the Daraga Sanitary Landfill once the facility becomes operational next year.

She said that the open dumpsite in Sitio Barobo, Barangay Sugtad was already closed in compliance with the law.

Sampal said lack of resources in preventing them to build their own SLF which prompted them to negotiate with Daraga town for the use of their facility.

Polangui, in partnership with the EMB, is now conducting a waste analysis on 44 town villages as well as the business establishments operating in the municipality.

Sampal said the town collects six tons of garbage daily and these waste are segregated and goes to a material recovery facility. (PNA)

DOH Bicol: Avoid misusing antibiotics


LEGAZPI CITY--In observance of the Generics Awareness Month, the Department of Health (DOH) Bicol urged the public to refrain from overusing or misusing antibiotics by taking in antibiotic medicines without the doctor’s prescription or discontinuing use before the specified date. This is to prevent the spread of Antimicrobial Resistance (AMR) wherein the microorganisms exposed to antimicrobial drugs such as antibiotics develop a resistance from medicines. 

DOH warns that misusing antibiotics would render medicines ineffective and let infections persist in the body, which can increase the risk of spread to others. AMR also threatens the effective prevention and treatment of an ever-increasing range of infections caused by bacteria, parasites, viruses and fungi.

DOH 5 Regional Director Napoleon Arevalo cited that “without effective antimicrobials for prevention and treatment of infections, medical procedures such as organ transplantation, cancer chemotherapy, diabetes management and major surgery would be compromised.”
He also added that the cost of health care for patients with resistant infections is higher than care for patients with non-resistant infections due to longer duration of illness, additional tests and use of more expensive drugs.

To strengthen the thrust of preventing AMRs, DOH conducts Philippine Antibiotic Awareness Week every November. Meanwhile in Bicol, DOH Pharmacist III, Maribel Cruz, also started to integrate lectures on AMR on most programs of the DOH Bicol to further spread the advocacy. 

“The best we could do is be strict with prescriptions, and conduct more information caravans so we can convince people to change their behavior when it comes to taking antibiotics,” said Cruz.
In 2016, 490 000 people developed multi-drug resistant TB (MDRTB) globally, extensively drug-resistant tuberculosis (XDR-TB), a form of tuberculosis that is resistant to at least 4 of the core anti-TB drugs, has been identified in 105 countries, as data from World Health Organization (WHO).
Meanwhile, records from 2017 registered a total of 368 people in Bicol region afflicted with MDRTB and mostly affects people from ages 25 to 54, especially males. 

WHO revealed that drug resistance is starting to complicate the fight against HIV and malaria, as well.

DOH advises the public to always consult with a doctor before taking antibiotics, follow and finish the correct regimen when taking the medicine, and desist from giving excess antibiotics to others. Additionally, it is recommended to cover the mouth when coughing or sneezing to prevent bacteria from spreading.//nsau

Bicol cops given new equipment, vehicles

New vehicles of the Police Regional Office 5

LEGAZPI CITY—Additional vehicles and equipment to help in internal security operations, civil assistance during civic actions, relief, search and rescue, and other related operations against criminality and insurgency in the Bicol region were issued to Police Regional Office 5 by the Directorate for Logistics, Camp Crame, Quezon City earlier this week.

These include 35 units of Patrol Jeep Single Cab 4x2 (Toyota Hi-lux); 371 units undershirt vest level III-A; 224 units Enhanced Combat Helmet Level III; and Machine Guns (5.56 mm and 7.62 mm).

These vehicles and ISO equipment will be distributed to police provincial offices, city police office, and mobile force company in the region.

The 35 units of Patrol Jeep Single Cab 4x2 (Toyota Hi-Lux) will be distributed to RHQ (1 unit); Albay Police Provincial Office will receive 5 units; Camarines Norte PPO - 5 units; Camarines Sur PPO - 10 units; Naga City Police Office - 6 units; Catanduanes PPO - 3 units; Masbate PPO – 3 units; and Sorsogon PPO will receive 2 units.

Recipients of the vehicles in Albay were the Provincial Headquarters; Bacacay MPS; Polangui MPS, Sto Domingo MPS; and Malinao MPS.

While in Camarines Norte, it will be Provincial Headquarters, Capalonga MPS, Daet MPS, Jose Panganiban MPS, and Mercedes MPS.

In Camarines Sur, it will be PHQ; Balatan MPS; Bato MPS; Bula MPS; Del Gallego MPS; Garchitorena MPS; Lagonoy MPS; Nabua MPS; Pili MPS; and Presentacion MPS.

In Naga City, the recipients of the vehicles were the City Headquarter, City Mobile Force Company, Police Station 1, Police Station 2, Police Station 3, and Police Station 4.

In Catanduanes, the recipients were PHQ, Caramoran MPS, and Virac MPS were among the recipients of the police vehicles.

While in Masbate, its Masbate Headquarters; Batuan MPS; and San Fernando MPS. In Sorsogon, the recipient is Provincial Headquarters and Sorsogon City Police Station.

The 224 units Enhanced Combat Helmet Level III will be for the use of Regional Mobile Force Battalion, Provincial Mobile Force Company, and City Mobile Force Company personnel.

Likewise, the 371 undershirt vest level III-A will also be distributed to the six PPOs and CPO. Albay PPO will have 90 units; Camarines Norte PPO (34 units); Camarines Sur PPO (96 units); Catanduanes PPO (25 units); Masbate PPO (48 units); Sorsogon PPO (42 units); and Naga City Police Office (11 units).

Catanduanes abaca farmers receive cash assistance

VIRAC, Catanduanes—“ Yu dalwang libong yan masarig na tabang nay an.”

These were Elizabeth Interior Delos Santos' words after finally receiving her Cash for Work Incentive under the P50 Million Abaca Rehabilitation program of Department of Agriculture (DA).

Delos Santos, a citizen of barangay Sagrada, Bagamanoc is one of the 442 total recipients of the CWI for the municipality of Viga, Payo, Bagamanoc.

Of the 442 total recepients, 269 abaca farmers came from Bagamanoc, 93 came from Panganiban, while 80 from Viga amounting to over one million pesos.

Provincial Agriculturist Nelia Teves was surprised that 100% of the targeted farmers from Bagamanoc and Panganiban were present in the awarding of cash incentives.

Teves also added that there is more recipient compared from before.

This was after Governor Joseph Cua, ordered to hire additional abaca technicians to help the Philippine Fiber Industry Development Authority (PhilFIDA) in the implementation of the Abaca Rehabilitation Program.

“I am confident na matatapos yung rehabilitation within the year,” Teves said.

Last August 17, 2018, 393 abaca farmers also received cash for work incentives amounting to 941, 600. According to the office of the Provincial Agriculture, they have accomplished 47% of the total targeted recipients of the cash for work incentive amounting to a total cost of P20, 707, 664

Cua also responded to the allegations that the Provincial Government of Catanduanes is delaying the release of fund. “Ang 50M para sa saindong mga palahag-ot iyan. Bako ko iyan kaya ngani yatama ta ang pagluwas kan pondo tanganing tunay na palahag-ot ang makaresiber,” the local chief executive added.

SolGen mulls libel rap vs. Trillanes

MANILA -- Solicitor General Jose Calida on Thursday said he plans to sue beleaguered senator Antonio Trillanes IV for the slanderous statements made by the latter against him.

"The putschist Mr. Trillanes ranted to the media yesterday that I “stole” his amnesty application document. In effect, Mr. Trillanes maliciously branded me as a thief, which I’m not. Unless Mr. Trillanes expresses his sincere apology for calling me a thief, I shall be constrained to file a criminal case for libel plus damages against him," Calida said in a statement sent to reporters.

Calida said Lt. Col. Thea Joan N. Andrade, Chief of the Discipline, Law and Order Division of the Office of the Deputy Chief of Staff for Personnel (J1), who is the custodian of the records, earlier issued a certification that there is no available copy of Trillanes’ application for amnesty in their records.

"I have never entered the offices of the J1 or the Personnel Division of the AFP at Camp Aguinaldo so how could I “steal” documents kept there?" the top government counsel said.

"Apparently, Mr. Trillanes did not bother to read with perspicacity the Proclamation No. 572 series of 2018, concerning the revocation of the DND Ad Hoc Committee Resolution No. 2 (#1) dated January 31, 2011 insofar as it granted amnesty to him," he added.

Earlier reports said Trillanes failed to comply with two minimum requirements for the grant of amnesty.

In particular, he did not file an Official Amnesty Application Form and the sworn statement or narration of his participation in the Oakwood and Manila Peninsula incidents which was required to be annexed to his application.

Calida noted that the lawmaker likewise did not express his guilt for his participation in the Oakwood coup d’etat and the Manila Peninsula siege.

"If we follow the convoluted logic of Mr. Trillanes, he’s saying that he did not commit the crimes that were covered by the amnesty. If that is what he really means, then he has no need for amnesty because when one applies for amnesty he must expressly admit his guilt to the crimes he committed. Moreover, DND-AC Circular No. 1 further requires the applicants to recant all previous statements inconsistent with the requirement of admission of that guilt which he never did," he added. (PNA)

Duterte abolishes Partido Dev’t Administration

MANILA -- President Rodrigo R. Duterte has abolished the Partido Development Administration (PDA) for consistently operating at a loss for almost 20 years since it was established.

Under Memorandum Order No. 29 signed by Executive Secretary Salvador Medialdea on Sept. 25, the Sangguniang Panlalawigan of Camarines Sur urged the President and the Governance Commission for Government-Owned or Controlled Corporations (GCG) to abolish the PDA for failing to serve its purpose.

The GCG gave two reasons to abolition the PDA: the PDA performs functions or purposes that duplicate or unnecessarily overlap with functions, programs, activities or projects already provided by a government agency; and the PDA is not producing the desired outcomes, or no longer achieving the objectives and purposes for which it was originally designated and implemented and/or not cost efficient and does not generate the level of social, physical, and economic returns.

The memorandum said the PDA was established in 1994 to accelerate the development of 10 municipalities, comprising the 4th District of the Province of Camarines Sur --Sagnay, Tigaon, Goa, San Jose, Lagonoy, Tinambac, Siruma, Presentacion, Garchitorena, and Caramoan.

“Despite the operation of the PDA for almost 20 years, the 4th District of the Province of Camarines Sur has the highest poverty incidence level compared to other districts of the Province and has a higher poverty incidence compared to the average for the entire Bicol Region,” the memorandum said.

Meanwhile, the memorandum said the Privatization Management Office (PMO) will be tasked to dispose of the assets of the PDA to settle its outstanding liabilities in accordance with applicable laws, rules, and regulation.

The planning and development functions of the PDA shall be relinquished to the appropriate local government units, while the administration and operations of the Nato Port shall be relinquished to the Philippine Ports Authority.

All affected officials and personnel of the PDA, whether regular or contractual, may avail of separation benefits.

Funding for the separation pay and other benefits of affected officials and personnel of the PDA shall be sourced from its corporate funds. (PNA)
