EDITORIAL | Restore faith in the electoral process

After the Penafrancia fiesta, the political fever for the 2019 elections has started to set in.

Conversations left and right are about the selection of candidates, shifts in political alliances, and other political issues.

What is often overlooked, however, in these discussions is the ongoing Oversight Committee Hearing that tackles the alleged anomalies in the previous election.

Said anomalies range from advanced transmission of votes a day before the election, numerous vote counting machines (VCM) which malfunctioned, and wet ballots, to name a few.

The lack of interest in the alleged anomalies, however, is not at all surprising, given that mainstream media hardly gives space or coverage in the rather difficult-to-understand technical issues involved in the automated election system.

With nine months to go before the 2019 polls, it appears that the same questionable system will be used anew, despite its credibility being substantially tainted.

Meanwhile, the public cannot even turn to the Commission on Elections (COMELEC) for answers, as it consistently throws the queries to Smartmatic, as if the latter were in charge of running the political exercise.

Thus, these questions on the irregularities increase rather than diminish, because COMELEC continues to outright dismiss instead of confront them.

The alleged irregularities, which have been noted during the 2010, 2013, and 2016 elections, must be resolved before the conduct of the next political exercise, lest the electorate completely loses faith in the outcome.

The questions cast on the election system have put our democracy in peril, and we barely have time to come up with a solution.

Immediate action is the order of the day.


Alfelor vs. Alfelor

IRIGA CITY — “Panahon ta na ini.” (This is our time.) This was the first statement issued by Emmanuel "Nonokoy" Alfelor, Jr. after he was introduced to the group of political leaders in this city as the standard bearer for mayor of Team One CamSur in the forthcoming midterm elections.

“Let’s put an end to the time when farmers, tricycle drivers, and poor residents are ignored or belittled by our leaders. Let’s end the time when barangay officials are treated shabbily when they would not accede to the whims of the powers-that-be,” he said.

He admitted that he never expected that the change in the political climate would happen, where he would find himself aligned with Gov. Migz Villafuerte, Cong. LRay Villafuerte, and Cong. Sal Fortuno.

“Of course it was hard to make this decision since I have always been loyal to my partymates,” he revealed.

“But in the end, the interest of the people of Iriga City proved to be more important than anything else,” he added.

Alfelor is the son of former City Mayor Emmanuel “Kulot” Alfelor, Sr., an undefeated chief executive of Iriga City.

Previously, he was elected as the topnotcher city councilor, and ran for mayor in 2013 and 2016.

Alfelor made his statements in front of political backers headed by Gov. Villafuerte, Cong. Villafuerte, Cong. Fortuno, and Iriga City’s political kingpins Atty. Nonoy Ortega of University of St. Anthony, to name a few.

Also in attendance were Frank Bernaldez of Bato, Rey Lacoste of Buhi, Jeff Besinio of Baao, and Fer Simbulan of Nabua.

"Nonokoy" Alfelor, Jr. will slug it out with his first cousin, former mayor Ronald Felix “Gang-gang” Alfelor.


Sorsogon fishermen to venture in Bangus Culture

Defying the strong waves of the southwest monsoon and the scorching heat of the sun, the fishermen of Pilar in Sorsogon persevere to provide for the needs of their family. They spend hours in the mid-sea despite their hunger and exhaustion just to catch buckets of fishes to bring home food and money for their family’s daily sustenance.

If lucky they can directly sell “lawlaw or tamban” (Sardinella SP.) to sardines manufacturers and earn as much as P 450.00/fish bucket during the season or P 700.00/fish bucket during the off season.

“Mapagal po talaga an hanapbuhay didi, batod dose anyos ako hanggang ngunyan na singkwenta y nuebe na ako, pangingisda pa din ang pinagkakakitaan ko, (Working here is really hard, since I was twelve years old, until now that I am fifty-nine, fishing has been my only source of living).” Domingo Jazareno said.

Even with hardships experienced on his daily job, he still envisions an improvement in their life by learning new technology and skills that would enhance their capacity to increase their fish catch and engage in other livelihood such as bangus culture.

Jazareno is the president of the Samahang Mandaragat ng Barangay Inapugan (SMBI), the lead proponent of the clustered fisherfolk organization from the three barangays of Pilar namely Bantayan, Inapugan and Dapdap (BIDA) where one of the pre-identified Marine Protected Area (MPA) of the Philippine Rural Development Project- Global Environment Facility (PRDP-GEF) is located.

The Rehabilitation of the Marine Reserve and Fish Sanctuary in Pilar, Sorsogon has a total area of 1, 449 hectares with a total project cost P 4, 752, 900.00. The organized group will serve as the deputized sea warden to help rehabilitate and restore the marine habitat in their area.

With the assistance of the LGU-Pilar, PLGU of Sorsogon and with the support of the PRDP-GEF, the clustered group will have a small-scale livelihood program as their substitute or alternative source of income. The group will venture in Bangus (Milkfish) Culture and Marketing which aims to generate employment among the members or the organization, increase in income as well as their fish catch volume.

Bangus will be cultured in Panlatuan Bay for better protection from the southeast monsoon. Bangus Culture and Marketing is said to be a highly profitable business for its adequate survival growth rate, cheap supply feeds and its fast growth to a marketable prize of about 300 – 500 grams body weight within 5-6 months of culture period.

To further capacitate the clustered group, PRDP-GEF organized an Experiential Exposure Training and Hands-on Implementation of the Bangus Culture Project Technology. Representatives from the Bureau of Fisheries and Aquatic Resources (BFAR) and the Office of the Provincial Agriculturist (OPAg) Sorsogon introduced new technology and practical experiential inputs to kidentify the different factors affecting the bangus growth and survival rates, feeding and nutrition, sanitary and health management, care and maintenance, harvesting and trading to help the group grow their bangus in marketable size and volume.

As a part of their exposure training, participants were given the chance to visit one of the Bangus and Lapu-lapu fish cage in Tabaco City managed by BFAR. This will give them an idea of how the 10 x 10 fish cages looked like and how the fish cage implements were used. During the site visit the participants were able to experience feeding as they went from fish cage to another. Some of the deputized fish wardens assigned in that area shared their experiences to encourage the participants to venture in growing bangus.

They were also trained on how to make a hapa net which will serve as the impoundment placed inside the fish cage. The members of the organization patiently sewed the hapa net to make a strong and stable cage for the fishes.

“Excited na po kami na maiimplent ang project na ini, makakatabang ini na madagdagan an samuyang kabuhayan sa araaldaw, (We are very excited for the implementation of this project, this will surely help us in our daily living)” Jazareno added.

The involvement of the community in the implementation process plays a vital role since it made the members to appreciate the benefits of the project.

GEF aims to increase the fish stocks and biomass of the GEF covered MPAs and protects various trigger species present in the pre-identified sites. GEF related interventions include (a) provision of additional and/or alternative source of income to marginalized fishermen, (b) improving skills and capability of target proponent groups, (c) strengthening collaboration among key stakeholders and (d) updating Integrated Coastal and Fishery Resource Management Plans (ICFRMP) linking to sustainable aquamarine farming systems towards increase productivity and enterprise operations in the near future.


NFA: No rice shortage in Cam Norte

DAET, Camarines Norte—National Food Authority (NFA) Provincial Manager Remedios V. Dumawal has confirmed that there is no rice shortage in Camarines Norte.

In fact, rice sufficiency stands at 96% if the Daily Consumption Requirements are considered, she said during the Provincial Price Coordinating Council Meeting earlier this week.

Across the province, NFA rice is available at 267 retail outlets, in addition to the pamilihang-bayan.

Dumawal also appealed to the LGUs and barangay officials to monitoring of the distribution of NFA rice here.

Meantime, Department of Trade and Industry Provincial Director Cynthia Olaguer announced that the price of basic and prime commodities in the province has risen to around 1 to 7 percent, as compared to the prices in January to August 2017.

This is likely due to the increase in delivery cost, she said.

She further announced the office's plans to put up DTI Suking Tindahan units in various barangays.

The Provincial Agriculture Office for its part said that a kilo of rice in the pamilihang bayan now costs P53.52, which is higher than the price in the same period in 2017, which was P49.00, Raphy Belardo, Planning Officer IV said.

Food and Drug Administration (FDA) Representative Maria Dolores V. Alegre reported that medicines did not increase in price in the province.

Ombudsman lifts suspension of Tabaco mayor

LEGAZPI CITY—"The Department of Interior and Local Government (DILG) here is ready to implement the order lifting the suspension order slapped against Tabaco City Mayor Cielo Krisel Lagman-Luistro," Elouisa Pastor, DILG Bicol Regional Director said.

Pastor added she is just waiting to receive the directive signed by DILG officer in charge Eduardo Ano.

In response, Mayor Luistro said she welcomes the lifting of the suspension order, which was implemented against her last month.

This means that once implemented, the lifted suspension will will allow the local officials to return and assume their posts and receive their withheld salaries.

Luistro said she would still wait for the Court of Appeals’ (CA) decision on her request for a Temporary Restraining Order (TRO), questioning the Ombudsman order.

In its order dated Sept. 3, the Ombudsman lifted the suspension of Luistro as well as Polangui town Mayor Cherilie Mella Sampal, and Polangui Councilors Jesciel Richard Salceda, William Buendia, Sr., Edgar Arbo and Edna Siguenza, pending a review of the environmental case it slapped against the local chief executives.

It will be recalled that the Office of the Ombudsman slapped a one-year suspension order on Luistro last March for her alleged failure to close an open dump site despite an earlier warning, Pastor said.

The environmental team of the Environmental Ombudsman Program recommended the suspension after the team found her liable for gross neglect of duty.

The order also carried a directive for Luistro to immediately close and rehabilitate the dump site and desist from establishing an open dump site in Barangay San Antonio in Tabaco City.

In an earlier interview, the mayor described the suspension order as unmeritorious, stressing that she complied with the order to close the open dump site on March 17 last year.

She said the local government unit is in the process of bidding for a sanitary landfill.

The Ombudsman suspended Sampal and four town councilors for allegedly not complying with the proper waste disposal program under Republic Act No. 9003 or the Ecological Solid Waste Management Act of 2000.

They were charged for gross neglect of duty and conduct prejudicial to the best interest of the service.

Polangui town is operating an open dump site in Sitio Barobo, Barangay Sugtad.

Prosecution junks complaint versus Bicolano broadcaster


NAGA CITY (Bicol Standard) -- The City Prosecutor's Office has dismissed the complaint filed against media man Jonathan "Boyet" Paderes for lack of merit.

In a Resolution received by respondent Paderes yesterday, the Prosecutor's Office said that "as to the violations of Sections 11, 12, and 15 [of Republic Act 9165], the same are all dismissed."

"The immediate release of Jonathan Paderes from detention is hereby ordered," the Resolution further reads.

From the very start, Paderes insisted that he has neither participation nor knowledge of the charges against him.

It will be recalled that Paderes was apprehended last month in an operation conducted by the Philippine Drug Enforcement Agency in Sto. Nino St., MT Villanueva Avenue, here.

Paderes said that he felt vindicated when the complaint was dismissed.

Legazpi to build housing units for city's poorest families

LEGAZPI CITY -- Local officials here are fine-tuning all documents for the construction of a housing project for the city's poorest families, Mayor Noel E. Rosal said Wednesday.

In an interview, he said his administration will construct another 40 houses at the resettlement site in Barangay Taysan, located in the southern portion of this city, after Mandaluyong City Mayor Carmelita Abalos earlier handed over a PHP2-million support fund for the project.

Abalos noted that the amount came from the Ciera Marie Foundation named after her daughter Ciera, who died in 2008.

The foundation is a charity organization focused on giving medical and educational assistance to indigent children. It also holds annual fundraising events, such as golf tournaments and horse races.

Rosal said the donated amount was originally planned to be used for the construction of a permanent evacuation center but he decided to use it instead for the construction of the housing project that would benefit the poorest of the poor in the city.

The mayor said the fund for the construction of a permanent evacuation center will come from Senators JV Ejercito, Nancy Binay, Juan Edgardo Angara, Juan Miguel Zubiri, Sherwin Gatchalian, and Joel Villanueva, who had pledged to give PHP10 million each for a total of PHP60 million for the project.

The facility would serve as temporary shelter for residents from the four villages, which are covered by the 8-km. extended danger zone at the foot of Mt. Mayon during the volcano's eruptive episodes, he said.

Rosal also said he is just waiting for the approval of the Sangguniang Panlungsod (City Council) for the PHP100,000 financial support to the local government units in areas in northern Luzon that suffered from the onslaught of Typhoon Ompong over the weekend. (PNA)

DSWD-Bicol ready to extend aid to ‘Ompong’ victims in CAR

LEGAZPI CITY -- The Department of Social Welfare and Development (DSWD) 5 (Bicol) is ready to extend help to victims of Typhoon Ompong in the Cordillera Administrative Region (CAR), an official of the agency said Tuesday.

“We are ready to provide aid as soon as we receive directives from the central office or letter request from the said affected region,” said Arnel Garcia, DSWD-5 director, in an interview on the sidelines of the Albay Media Forum held here Tuesday.

“Kung sila ay tumutulong sa atin, bakit hindi natin tulungan sila (If they are helping us, why can’t we help them) with a PHP3.2-million available standby fund ready to be used anytime," Garcia said.

He said as of Sept. 13, the warehouse of DSWD-5 contained 11,360 family food packs, each with 6 kg. of rice, four cans of corned beef, four cans of sardines, and six packs of energy drink or coffee sufficient for five members of a household and good for two days of consumption.

For the non-food stocks, she added, there were 2,297 hygiene kits, 623 dignity kits, 9,066 sleeping kits, 327 laminated sacks, 376 tents, 115,296 malong, 1,998 family kits, and 46,350 blankets.

Garcia said he is willing to offer funds, as well as volunteer workers and even equipment technology, if needed.

“I already instructed them (volunteer workers) to be on standby mode,” he noted.

Red Cactus Resto Bar owner arrested in buy-bust

NAGA CITY (Bicol Standard) – A buy-bust operation in front of Red Cactus along Magsaysay Avenue, Barangay Concepcion Pequena led to the arrest of the owner of the resto bar at 12:24 a.m. today.

The owner was identified as Dennis Chiu y Shea, 37 years old, married, and a resident of Villa Concepcion, Barangay Concepcion Pequena, Naga City, the Bicol police said.

Suspected shabu in one heat-sealed transparent sachet worth P100,000.00 was seized from the suspect, the report added.

The buy-bust operation was carried out by a composite team from the PNP, PDEA, and Philippine Army.

Hundreds of public servant hopefuls join Albay CSC fair

LEGAZPI CITY -- Hundreds of jobseekers on Tuesday flocked to the "Government Job Fair" being conducted here by the Bicol Civil Service Commission (CSC) until Wednesday (September 19).

Lynbee Navio, regional information officer of CSC-Bicol, told the Philippine News Agency in an interview that the two-day job fair offers hundreds of vacant positions from the 10 participating regional line agencies.

According to her, most of the vacant positions are plantilla or permanent positions and the remaining are contract of service and job order positions.

Held at the newly-opened SM City Legazpi, the job fair is among the highlights of the 118th Philippine Civil Service Anniversary with the theme “Lingkod Bayani: Maka-Dios, Makatao, Makabayan”.

“This is a strategy to market highly qualified civil service eligible to government agencies, make accessible, transparent and open vacancies in the government for the public and place talented graduates and jobseekers in the government,” Navio said.

The job fair also aims to increase the absorption rate of workers who are Career Service eligible in the government service.

Among the participating agencies in the event are the Department of Social Welfare and Development, Professional Regulation Commission, Philippine Drug Enforcement Agency, Bureau of Jail Management and Penology, Legazpi City PESO office, Department of Public Works and Highways, Philippine National Police, Department of Education, Land Transportation Office, and CSC thru its Human Resource Division.

Aside from the job fair, the CSC is also holding the “Government Express Goes to the Mall” program, which aims to bring government services closer to the people by making available front-line services.

Quack dentist arrested in Naga City

NAGA CITY (Bicol Standard) – A person believed to be a quack dentist was arrested by authorities as he was extracting a tooth at the sidewalk of Caceres St. here the other day.

In an interview with Dr. Jess Albeus of the Philippine Dental Association, he identified the alleged fake dentist as Alfonso Villanueva, 42 years old, of Barangay Magurang, Polangui, Albay.

Villanueva believes to have the gift of healing people with tooth problems.

In his treatment, he uses amulets or anting-anting that he said were passed on to him by his ancestors.

Among the apprehending officers were Dr. Jonathan Lopez, the Chairman of the Committee on Illegal Practice of the Philippine Dental Association and members of the Philippine National Police.

Villanueva will be charged with violation of Republic Act 9484, or the Philippine Dental Act of 2007.
