Duterte witnesses signing of pact to help teachers settle loans

MANILA -- President Rodrigo Duterte on Monday witnessed the signing of an agreement that would help hundreds of thousands of teachers and non-teaching personnel free themselves from burden of loans and over-borrowing.

The Department of Education (DepEd) and the Government Service Insurance System (GSIS) signed a memorandum of agreement (MOA), which stipulates that teachers and other DepEd personnel can apply for loans under the GSIS Financial Assistance Loan to DepEd Personnel (GFAL) to facilitate the payment of their loans from private lending institutions (PLIs).

“We don’t want DepEd employees to sink deep into debt, so we have proposed a better way for them to manage their finances,” GSIS President and General Manager Jesus Clint Aranas said.

Aranas said having several loans have weakened the capability of teachers and DepEd personnel to pay their monthly GSIS premiums and contributions.

“Payment of their GSIS premiums and loans usually take a back seat. If the practice continues, their future GSIS benefits are bound to suffer,” he said.

Under GFAL, the qualified members’ existing loans with private lending institutions (PLIs) will be refinanced by GSIS with 6 percent per annum interest rate and a longer loan term of up to six years.

Qualified members may borrow up to PHP500,000, provided that their take-home pay will not go lower than PHP5,000.

DepEd Secretary Leonor Magtolis Briones emphasized that the GFAL is voluntary, giving teachers and non-teaching personnel of DepEd the option to get out of indebtedness with PLIs.

She said the GFAL would also ensure the preservation of the benefits of the teachers and other personnel in the GSIS.

The project reinforces the issuance of DepEd Order No. 38 in July last year, reiterating the instruction to prioritize premium and loan payments for GSIS.

If a private lender has filed a case against GSIS members for nonpayment of obligations after GSIS loan payments have been prioritized by virtue of DO 38, such members are still eligible to apply for GFAL. (PNA)

BANTAY, Ilocos Sur -- A Bicolana got the privilege of winning the first gold medal in the Palarong Pambansa 2018 at the Quirino Stadium here on Monday.

Lheslie De Lima took the top spot in the 3,000-meter steeple chase after beating Camila Tubiano of Northern Mindanao in a close race.

De Lima maintained her stride in the final 100 meters to edge Tubiano by just nearly a half-second. De Lima came in at 10:06.54, while Tubiano stepped on the finish line at 10:07.02.

Grace Tejones of Western Visayas took the bronze with the time of 10:52.99.

On the other hand, Ann Quitoy of Western Visayas did not only dethrone Sylvian Abunda as the secondary girls javelin throw champ but also shattered her old record in style.

Quitoy's throw went 45.72 meters, way longer than the previous record of 42.85 set by Abunda last year in Antique.

Abunda, representing Northern Mindanao, was actually far from her gold medalist self this time as her throw was only good for 41.28 meters, still enough to capture the silver.

DepEd moves to provide internet connectivity, e-classrooms in schools


As part of its commitment to continuously improve the teaching and learning processes for the benefit of the Filipino learners, the Department of Education (DepEd) shared its plans to provide every school in the country with internet connectivity.

Undersecretary for Administration Alain Pascua highlighted the importance of maximizing the use of available technologies in the classroom during a recent press conference held at Juan Sumulong High School in Quezon City.

“We are eyeing the implementation of the DepEd Internet Connectivity Program which will be first implemented in five pilot regions. We have allotted P1 billion fund for the said program and we’ll be trying all platforms and devices to deliver internet connectivity to schools such as broadband, satellite, etc” Usec Pascua stated.

The Undersecretary further mentioned the initiative to put up “e-classrooms” in schools that will convert traditional blackboards into digital boards where teachers and learners can play educational videos, presentations, and the like.

These efforts will be fulfilled in conjunction with the DepEd Computerization Program (DCP) which aims to raise the information and communications technology (ICT) literacy of learners, teachers, and school heads by integrating ICT in the school system and providing information technology (IT) equipment to schools nationwide.

In the same press conference, Usec. Pascua explained that all DCP units have offline version of learning materials which the learners and teachers may access in the absence of internet connectivity.

“Yung computers na idi-distribute, mayroon na yang nakapasok sa hard disk na offline version nung portal ng DepEd, may mga learning materials na rin po na naka-save doon. So kahit walang internet, mayroon na siyang resources kaagad na maa-access,” he elaborated.

Moreover, Department of the Interior and Local Government (DILG) Assistant Secretary Jonathan Malaya underscored the vital role of security personnel in ensuring the sound implementation of this program, which Philippine National Police (PNP) Director Eduardo Serapio Garado seconded.

“We are encouraging the local government units (LGUs) and the barangays to support DepEd in its desire to secure all these different ICT equipment which are to be delivered to schools. We will be issuing a memorandum circular to all the local government officials to provide schools with security personnel that will assist the school in securing these ICT equipment,” Malaya mentioned.

Garado ensured that the police community fully supports the program and will be active in handling cases of robbery of these DCP packages, if there will be such.

Both the DILG and PNP officials lauded the new mechanism developed by the Department which made the DCP-issued devices blue to indicate that the packages are government property and the possession of such outside of public schools can be grounds for prosecution.

Importance of ICT
Education Secretary Leonor Magtolis Briones said that it is high time to train our children in the use of ICT systems, “This will further sharpen their analytical capacities, help them in solving problems, and keep them up with the demands of the world outside—whether it is university studies or the world of work.”

The Education chief further expressed her gratitude to all DepEd partners, civil society groups, and private sector and individuals, who are donating computers and are helping out in capacitating not only the learners but also the teachers and staff who are taking care of these computers packages.

Jeepney driver in Bicol nabbed for gun ban violation



SORSOGON CITY (Bicol Standard) – A 41-year-old jeepney driver was arrested for violation of the gun ban at around 9:15 p.m. Sunday at Barangay Balete, Bacon District, this city.

The Sorsogon police said Edwin Mision de Torres, a resident of Barangay Balete, Bacon District, this city, was found to be in possession of one caliber .40 Taurus pistol bearing serial number SEP94049 with magazine inserted and loaded with 9 pieces of ammunition.

Upon his arrest, the suspect was informed of his rights, brought to Sorsogon City Police Station, where he remains as of this writing.

The barangay and SK poll gun ban started last Saturday, April 14, a month before the May 14 elections.

Aspiring barangay, SK leaders urged to stand up for the environment


A waste and pollution watch group urged women and men aiming to become Barangay and Sangguniang Kabataan (SK) leaders to take up the cudgels on behalf of Mother Earth.

“We need grassroots leaders who will inspire and guide our communities to the cause of environmental conservation and protection and make sure that our ‘common home’ is cared for,” said Daniel Alejandre, Zero Waste Campaigner, EcoWaste Coalition.

“As front liners of public service, Barangay and SK leaders have a huge responsibility in making our neighborhoods clean, healthy and safe for everyone, especially for children who are most vulnerable to harm and illness,” he pointed out.

“We need public servants who will help in local government unit (LGU) enforcement of environmental laws and regulations that seek to protect our air, water, soil and our people against damaging and polluting activities,” he said.

One of these laws is Republic Act 9003, or the Ecological Solid Waste Management Act, which emphasizes waste prevention, volume reduction, segregation at source, recycling and composting through the adoption of “best environmental practices in ecological solid waste management excluding incineration.”



As stated in the Philippine Development Plan (PDP for 2017-2022), “LGU compliance with the Ecological Solid Waste Management Act has been low and majority of local areas are still unserved by solid waste management (SWM)facilities or materials recovery facilities (MRFs).” According to the PDP, only 31.28 percent of barangays are covered by SWM facilities and 30.92 percent by MRFs below the 2016 targets of 67.39 percent and 77.10 percent, respectively.”


R.A. 9003 requires the establishment of MRFs or ecology centers in every barangay or cluster of barangays “to receive, sort, process and store compostable and recyclable materials efficiently and in an environmentally sound manner.”

“These MRFs have the potential to boost community-driven ecological waste management that will reduce hauling costs, conserve resources, prevent spillage of plastics to water bodies, and foster environmental values among the people,” Alejandre said.



“We hope that those running for the May 14 Barangay and SK polls do recognize the importance of enforcing R.A. 9003 in their localities and their role to get the law implemented,” he added.

The EcoWaste Coalition expressed its hope that contenders will address garbage and other pressing environmental concerns in their electoral platforms, and that voters will support pro-Mother Earth candidates at the ballot box come polling day.

Last Friday, the EcoWaste Coalition launched its campaign for waste-free Barangay and SK elections outside the headquarters of the Commission on Elections and in the presence of Commissioner Luie Tito Guia.

“As actions speak louder than words, we urge candidates to campaign in a manner that will not misuse resources, dirty the surroundings and cause damage to community health and environment,” the group said.

No need for biodata, campaign platform in COCs: Comelec

MANILA -- The Commission on Elections (COMELEC) on Sunday said there is no need for candidates in the May 14 Barangay and Sangguniang Kabataan (SK) polls to attach their biodata and campaign platforms in Certificates of Candidacy (COCs).

“It actually has no bearing in the filing of COCs. The Election Officer will accept the COC forms, with or without biodata (and) program of government,” Comelec posted on Twitter.

The clarification was issued after receiving queries if the poll body added new requirements in the filing of COCs.

The Comelec, however, noted that it would be better if poll aspirants who will file COCs will include such documents.

“This will help you in informing and educating voters in voting wisely come campaign period,” the Comelec added.

The Department of Interior and Local Government (DILG) earlier urged Comelec to require barangay and SK bets to submit their biodata or resume.

Last Saturday, the poll body started the period of filing COCs for the village and youth polls, which will run until Friday, April 20.

COCs must be filed with the Office of the Election Officer that has jurisdiction over the barangay, where they are seeking office, between 8 a.m. to 5 p.m.

Meanwhile, Commissioner Rowena Guanzon advised would-be candidates to make sure that they are not members of any political party.

“Be aware: Candidates for barangay positions will sign Certificate of Candidacy that states they are not members of any political party, group, or coalition of parties,” she posted on Twitter.

Under Section 38 of the Omnibus Election Code, no person, who files a COC, shall represent or allow himself to be represented as a candidate of any political party or any other organization during the barangay and SK elections.

“They could be penalized in accordance with the provisions of the Omnibus Election Code, which is a criminal offense,” Guanzon added. (PNA)
