Garchi employees urge wage release

NAGA CITY— Officials and employees of the Local Government Unit of Garchitorena have not received their salaries since October 15, 2018, Acting Mayor Edmundo F. Simando, Jr. confirmed to the Bicol Standard.

“This is due to the continuing refusal of Municipal Treasurer Victoria Riva and Municipal Accountant Edmar Bombase to prepare the payroll,” Simando said.

He added that as Acting Mayor, he had already submitted all the legal documents that would authorize him to sign the withdrawal of funds for the salaries of the employees and officials.

He further noted that he tried to persuade both Riva and Bombase to expedite the withdrawal of the funds since the employees have already been clamoring for the release.

It will be recalled that Simando was installed as Acting Mayor when Mayor Nelson D. Bueza was slapped with an administrative suspension earlier this year by the Sangguniang Panlalawigan due to Grave Misconduct and Conduct Prejudicial to the Best Interest of the Service.

This after Bueza entered into consultancy contracts without authority from the Sangguniang Bayan.

The same is said to be in violation of Republic Act 7160 or the Local Government Code of 1991.

Despite the suspension, Bueza convinced Riva and Bombase not to follow any memorandum issued by Simando primarily on the ground that he (Bueza) has a pending appeal with the Office of the President to have the suspension lifted or stayed.

Meanwhile, even without a stay order or an order lifting his suspension, Bueza insists that he is the legitimate town chief.

As this developed, employees said they already feel demoralized and have no idea as to when the controversy may be settled.
