Environmental advocates quiz 'No Objection' resolution on cutting of Naga City trees



NAGA CITY (Bicol Standard) -- A coalition of volunteer environmental advocates is opposing the indiscriminate cutting of trees in Naga City by the Department of Public Works and Highways (DPWH) and the Department of Environment and Natural Resources (DENR) with support from the City Government. 

In a letter to the officials of the local government unit of Naga furnished to the Bicol Standard, the group sought answers to the following questions and a clarification of the position and processes with regard to people participation in policy formulation and decision-making:

"a. Was there any informed public consultation prior to the SP’s adoption of a `NO OBJECTION’ Resolution on March 20, 2018?
b. Why was the NO OBJECTION to the DPWH projects sought during the CDC meeting on April 12, 2018 when the SP had already adopted a NO OBJECTION expression on March 20, 2018? 
c. Did the SP present any evidence-based data for the SP NO OBJECTION Resolution during the CDC meeting?
d. Did the SP City Development Council consider at all the on-going protest against indiscriminate cutting of trees in Naga roads by civil society constituents?"

The group furthermore underscored that as civil society constituents, "we do not simply oppose. We take proactive and productive actions when good governance is threatened. We honor the genuine meaning of `People Empowerment’ as stated in the Naga City’s Empowerment Ordinance No. 95-092 of 1995."

"As such, and for love of Naga City, we have undertaken the following initiatives not only to prevent indiscriminate cutting of trees in Naga roads but also to contribute to the process of achieving effective environmental governance:

1. Submission of a Petition Letter
2. Tree Planting along Magsaysay
3. Inventory of Philippine Native Trees
4. Proposed Pedestrian-Friendly Road Design
5. Ocular Inspection together with DPWH and DENR
6. School Forum"

It would be recalled that Resolution No. 2018-323 or "A resolution expressing no objection to the cutting of affected trees of various kinds that may be found along the road right of way or which may be affected by road-widening projects of the Department of Public Works and Highways along Maharlika Highway, MT Villanueva Avenue, San Felipe-Pacol-Carolina-Panicuason Road, and such other national and major roads within the traditional jurisdiction of Naga" was passed earlier this month by the Sangguniang Panlungsod of Naga.

Meantime, in a Facebook post, Mayor John Bongat explained:

"1) There are no 1,000 trees to be cut by City Hall;

2) The city will not cut any tree. If at all, it is the DPWH, being the one requesting it;

3) The approving authority re requests of such nature is not the city govt but the DENR, after compliance with legal and environmental conditions;

4) The standing policy of the city govt is tree relocation, not tree cutting, where a tree for instance already poses danger to life and limb, a bounden duty it must perform;

5) All of these road widening projects of national roads was started during the Pnoy administration and is being pursued by the Duterte govt, thru the DPWH, with the primary aim of promoting public good;

6) Naga happens to be one of thousands of localities nationwide traversed by these highways, and elsewhere in the country, road widening of highways is happening left and right and has affected trees in the process;

7) I have advised the Sangguniang Panlungsod to hear the sentiments of sectors in the city opposing DPWH projects resulting in clearing of obstructive trees

 8) While it is true that the city council did not object to such road widening by DPWH, and in effect to tree relocation or clearing affected thereby, the decision is based on their sound judgment as, for instance, it will necessarily address the worsening traffic condition in these roads in particular, networked with the rest of the city's major thoroughfares to improve traffic management and minimize congestion, an issue that has gotten the ire not only of some but of all sectors

 9) I have advised the Sangguniang Panlungsod to rehear issues being raised by some sectors and broaden consultative mechanisms regarding divisive issues like tree relocation or clearing, a matter they have graciously heeded."

Duterte witnesses signing of pact to help teachers settle loans

MANILA -- President Rodrigo Duterte on Monday witnessed the signing of an agreement that would help hundreds of thousands of teachers and non-teaching personnel free themselves from burden of loans and over-borrowing.

The Department of Education (DepEd) and the Government Service Insurance System (GSIS) signed a memorandum of agreement (MOA), which stipulates that teachers and other DepEd personnel can apply for loans under the GSIS Financial Assistance Loan to DepEd Personnel (GFAL) to facilitate the payment of their loans from private lending institutions (PLIs).

“We don’t want DepEd employees to sink deep into debt, so we have proposed a better way for them to manage their finances,” GSIS President and General Manager Jesus Clint Aranas said.

Aranas said having several loans have weakened the capability of teachers and DepEd personnel to pay their monthly GSIS premiums and contributions.

“Payment of their GSIS premiums and loans usually take a back seat. If the practice continues, their future GSIS benefits are bound to suffer,” he said.

Under GFAL, the qualified members’ existing loans with private lending institutions (PLIs) will be refinanced by GSIS with 6 percent per annum interest rate and a longer loan term of up to six years.

Qualified members may borrow up to PHP500,000, provided that their take-home pay will not go lower than PHP5,000.

DepEd Secretary Leonor Magtolis Briones emphasized that the GFAL is voluntary, giving teachers and non-teaching personnel of DepEd the option to get out of indebtedness with PLIs.

She said the GFAL would also ensure the preservation of the benefits of the teachers and other personnel in the GSIS.

The project reinforces the issuance of DepEd Order No. 38 in July last year, reiterating the instruction to prioritize premium and loan payments for GSIS.

If a private lender has filed a case against GSIS members for nonpayment of obligations after GSIS loan payments have been prioritized by virtue of DO 38, such members are still eligible to apply for GFAL. (PNA)

BANTAY, Ilocos Sur -- A Bicolana got the privilege of winning the first gold medal in the Palarong Pambansa 2018 at the Quirino Stadium here on Monday.

Lheslie De Lima took the top spot in the 3,000-meter steeple chase after beating Camila Tubiano of Northern Mindanao in a close race.

De Lima maintained her stride in the final 100 meters to edge Tubiano by just nearly a half-second. De Lima came in at 10:06.54, while Tubiano stepped on the finish line at 10:07.02.

Grace Tejones of Western Visayas took the bronze with the time of 10:52.99.

On the other hand, Ann Quitoy of Western Visayas did not only dethrone Sylvian Abunda as the secondary girls javelin throw champ but also shattered her old record in style.

Quitoy's throw went 45.72 meters, way longer than the previous record of 42.85 set by Abunda last year in Antique.

Abunda, representing Northern Mindanao, was actually far from her gold medalist self this time as her throw was only good for 41.28 meters, still enough to capture the silver.

DepEd moves to provide internet connectivity, e-classrooms in schools


As part of its commitment to continuously improve the teaching and learning processes for the benefit of the Filipino learners, the Department of Education (DepEd) shared its plans to provide every school in the country with internet connectivity.

Undersecretary for Administration Alain Pascua highlighted the importance of maximizing the use of available technologies in the classroom during a recent press conference held at Juan Sumulong High School in Quezon City.

“We are eyeing the implementation of the DepEd Internet Connectivity Program which will be first implemented in five pilot regions. We have allotted P1 billion fund for the said program and we’ll be trying all platforms and devices to deliver internet connectivity to schools such as broadband, satellite, etc” Usec Pascua stated.

The Undersecretary further mentioned the initiative to put up “e-classrooms” in schools that will convert traditional blackboards into digital boards where teachers and learners can play educational videos, presentations, and the like.

These efforts will be fulfilled in conjunction with the DepEd Computerization Program (DCP) which aims to raise the information and communications technology (ICT) literacy of learners, teachers, and school heads by integrating ICT in the school system and providing information technology (IT) equipment to schools nationwide.

In the same press conference, Usec. Pascua explained that all DCP units have offline version of learning materials which the learners and teachers may access in the absence of internet connectivity.

“Yung computers na idi-distribute, mayroon na yang nakapasok sa hard disk na offline version nung portal ng DepEd, may mga learning materials na rin po na naka-save doon. So kahit walang internet, mayroon na siyang resources kaagad na maa-access,” he elaborated.

Moreover, Department of the Interior and Local Government (DILG) Assistant Secretary Jonathan Malaya underscored the vital role of security personnel in ensuring the sound implementation of this program, which Philippine National Police (PNP) Director Eduardo Serapio Garado seconded.

“We are encouraging the local government units (LGUs) and the barangays to support DepEd in its desire to secure all these different ICT equipment which are to be delivered to schools. We will be issuing a memorandum circular to all the local government officials to provide schools with security personnel that will assist the school in securing these ICT equipment,” Malaya mentioned.

Garado ensured that the police community fully supports the program and will be active in handling cases of robbery of these DCP packages, if there will be such.

Both the DILG and PNP officials lauded the new mechanism developed by the Department which made the DCP-issued devices blue to indicate that the packages are government property and the possession of such outside of public schools can be grounds for prosecution.

Importance of ICT
Education Secretary Leonor Magtolis Briones said that it is high time to train our children in the use of ICT systems, “This will further sharpen their analytical capacities, help them in solving problems, and keep them up with the demands of the world outside—whether it is university studies or the world of work.”

The Education chief further expressed her gratitude to all DepEd partners, civil society groups, and private sector and individuals, who are donating computers and are helping out in capacitating not only the learners but also the teachers and staff who are taking care of these computers packages.

Jeepney driver in Bicol nabbed for gun ban violation



SORSOGON CITY (Bicol Standard) – A 41-year-old jeepney driver was arrested for violation of the gun ban at around 9:15 p.m. Sunday at Barangay Balete, Bacon District, this city.

The Sorsogon police said Edwin Mision de Torres, a resident of Barangay Balete, Bacon District, this city, was found to be in possession of one caliber .40 Taurus pistol bearing serial number SEP94049 with magazine inserted and loaded with 9 pieces of ammunition.

Upon his arrest, the suspect was informed of his rights, brought to Sorsogon City Police Station, where he remains as of this writing.

The barangay and SK poll gun ban started last Saturday, April 14, a month before the May 14 elections.

Aspiring barangay, SK leaders urged to stand up for the environment


A waste and pollution watch group urged women and men aiming to become Barangay and Sangguniang Kabataan (SK) leaders to take up the cudgels on behalf of Mother Earth.

“We need grassroots leaders who will inspire and guide our communities to the cause of environmental conservation and protection and make sure that our ‘common home’ is cared for,” said Daniel Alejandre, Zero Waste Campaigner, EcoWaste Coalition.

“As front liners of public service, Barangay and SK leaders have a huge responsibility in making our neighborhoods clean, healthy and safe for everyone, especially for children who are most vulnerable to harm and illness,” he pointed out.

“We need public servants who will help in local government unit (LGU) enforcement of environmental laws and regulations that seek to protect our air, water, soil and our people against damaging and polluting activities,” he said.

One of these laws is Republic Act 9003, or the Ecological Solid Waste Management Act, which emphasizes waste prevention, volume reduction, segregation at source, recycling and composting through the adoption of “best environmental practices in ecological solid waste management excluding incineration.”



As stated in the Philippine Development Plan (PDP for 2017-2022), “LGU compliance with the Ecological Solid Waste Management Act has been low and majority of local areas are still unserved by solid waste management (SWM)facilities or materials recovery facilities (MRFs).” According to the PDP, only 31.28 percent of barangays are covered by SWM facilities and 30.92 percent by MRFs below the 2016 targets of 67.39 percent and 77.10 percent, respectively.”


R.A. 9003 requires the establishment of MRFs or ecology centers in every barangay or cluster of barangays “to receive, sort, process and store compostable and recyclable materials efficiently and in an environmentally sound manner.”

“These MRFs have the potential to boost community-driven ecological waste management that will reduce hauling costs, conserve resources, prevent spillage of plastics to water bodies, and foster environmental values among the people,” Alejandre said.



“We hope that those running for the May 14 Barangay and SK polls do recognize the importance of enforcing R.A. 9003 in their localities and their role to get the law implemented,” he added.

The EcoWaste Coalition expressed its hope that contenders will address garbage and other pressing environmental concerns in their electoral platforms, and that voters will support pro-Mother Earth candidates at the ballot box come polling day.

Last Friday, the EcoWaste Coalition launched its campaign for waste-free Barangay and SK elections outside the headquarters of the Commission on Elections and in the presence of Commissioner Luie Tito Guia.

“As actions speak louder than words, we urge candidates to campaign in a manner that will not misuse resources, dirty the surroundings and cause damage to community health and environment,” the group said.

No need for biodata, campaign platform in COCs: Comelec

MANILA -- The Commission on Elections (COMELEC) on Sunday said there is no need for candidates in the May 14 Barangay and Sangguniang Kabataan (SK) polls to attach their biodata and campaign platforms in Certificates of Candidacy (COCs).

“It actually has no bearing in the filing of COCs. The Election Officer will accept the COC forms, with or without biodata (and) program of government,” Comelec posted on Twitter.

The clarification was issued after receiving queries if the poll body added new requirements in the filing of COCs.

The Comelec, however, noted that it would be better if poll aspirants who will file COCs will include such documents.

“This will help you in informing and educating voters in voting wisely come campaign period,” the Comelec added.

The Department of Interior and Local Government (DILG) earlier urged Comelec to require barangay and SK bets to submit their biodata or resume.

Last Saturday, the poll body started the period of filing COCs for the village and youth polls, which will run until Friday, April 20.

COCs must be filed with the Office of the Election Officer that has jurisdiction over the barangay, where they are seeking office, between 8 a.m. to 5 p.m.

Meanwhile, Commissioner Rowena Guanzon advised would-be candidates to make sure that they are not members of any political party.

“Be aware: Candidates for barangay positions will sign Certificate of Candidacy that states they are not members of any political party, group, or coalition of parties,” she posted on Twitter.

Under Section 38 of the Omnibus Election Code, no person, who files a COC, shall represent or allow himself to be represented as a candidate of any political party or any other organization during the barangay and SK elections.

“They could be penalized in accordance with the provisions of the Omnibus Election Code, which is a criminal offense,” Guanzon added. (PNA)

China to hire 2K Filipino English teachers

MANILA -- The Department of Labor and Employment has signed a bilateral agreement with China for the hiring of 2,000 Filipino English teachers.

Labor Secretary Silvestre Bello III said the agreement was signed during the visit of President Rodrigo R. Duterte to China this week.

“We have just signed a bilateral agreement with the Ambassador of China for the deployment of an initial 2,000 English teachers to China,” he said in a radio interview Friday.

Bello said that the monthly salary being offered is $1,200.

He noted that the bilateral agreement with Chinese government can be renewed after two years if the need arises.

“They (China) actually need 100,000 English teachers,” Bello said.

Early this year, Duterte said he is looking at China as an alternative destination for overseas Filipino workers (OFWs).

Bello added that there are some 300,000 job opportunities, including musicians, nurses, teachers, cooks, household service workers, and caregivers, that could open up for OFWs.

Aside the job opportunities, Duterte brought home some $9 billion worth of investment pledges from China. (PNA)

Catanduanes Rep. Sarmiento addresses General Assembly on PH actions on improving global road safety



NEW YORK, U.S.A. — Congressman Cesar V. Sarmiento, Chairman of the Philippine House of Representatives' Committee on Transportation addressed the General Assembly earlier this week during the Plenary Meeting which adopted by consensus the resolution on "Improving global road safety." The Philippines co-sponsored the bi-annual resolution together with 71 other Member States, with the Russian Federation as the main sponsor.

"The Philippines wishes to express its solidarity with Member States in reducing global deaths and injuries from road crashes and providing access to safe, efficient and sustainable transport systems," Congressman Sarmiento said.

The resolution on "Improving global road safety" promotes the importance of reaching the road safety-related targets, such as target 3.6 under the Sustainable Development Goals (SDGs), which aims to halve, by 2020, the number of global deaths and injuries from road traffic accidents.

Since 1999, the Philippines has enacted seven (7) laws that address key risk factors that were identified by the World Health Organization (WHO), in support of the passage of evidence-based global road safety laws, including the Motorcycle Helmet Act of 2009 and the Road Speed Limiter Act of 2016.

According to the United Nations, road traffic crashes are responsible for more than 1.3 million deaths each year, while estimates of the burden of non-fatal injuries range from 20 million to 50 million.

The Representative of the Lone District of Catanduanes and an active member of the Global Network for Road Safety Legislators also participated in the 25 Meeting of the UN Road Safety Collaboration at the UN Headquarters which commenced today upon the invitation of the World Health Organization (WHO).

The two-day meeting officially launched the UN Road Safety Trust Fund at a meeting led by UN Deputy Secretary-General Amina Mohammed who urged all stakeholders to contribute to the Trust Fund and to step up their efforts to achieve global road safety targets. Every US$1,500 contributed to the Fund could save one life and prevent 10 serious injuries.

The Philippines recognizes the UN Road Safety Rust Fund to support progress towards achieving the road safety targets," Congressman Sarmiento stressed.

In their capacities as UN Member States and Observers. the European Union, Monaco, Luxembourg, Sweden (host of the 2020 High-Level Meeting on Global Road Safety), Oman, U.K (represented by Prince Michael of Kent, Patron of the Towards Zero Foundation), Australia, Moldova, Armenia, Brazil, Czech Republic, Nepal, Spain, Nigeria, Tanzania, and the International Federation of Red Cross and Red Crescent Societies, delivered their respective interventions which expressed strong support for both the resolution and the establishment of the UN Road Safety Trust Fund.

We put ourselves at the forefront together with the others to advance this goal in all its phases — politically, economically, socially and even culturally, for the sake of road safety," Congressman Sarmiento concluded.

More LGUs to be charged over open dumps, waste law violations

MANILA – The National Solid Waste Management Commission (NSWMC) is set to file this year before the Ombudsman more cases against local government officials reportedly violating Republic Act No. 9003 or the Ecological Solid Waste Management Act of 2000, such as those who allow open dumps in their communities.

"We want increased compliance with RA 9003 to help protect public health and the environment," said NSWMC Executive Director Eligio Ildefonso.

Ildefonso said the NSWMC is already validating more than 100 reports alleging various RA 9003 violations by several cities and municipalities nationwide.

"The validation will show if those reports are true, so we can file corresponding complaints against the erring LGUs (local government units)," he said.

The NSWMC, which is under the Department of Environment and Natural Resources (DENR), targets to complete the validation by July this year.

Ildefonso said among the reported violations is the continuing operation of open dumps (ODs).
The environment official cautioned LGUs against maintaining ODs, saying RA 9003 has already banned them.

"No ODs shall be established and operated, nor any practice or disposal of solid waste by any person, including LGUs, which constitutes the use of open dumps for solid wastes, be allowed after the effectivity of this Act," RA 9003 reads.

RA 9003 also disallows ODs as final waste disposal areas. Solid waste is "all discarded household, commercial waste, non-hazardous institutional and industrial waste, street sweepings, construction debris, agricultural waste, and other non-hazardous/non-toxic solid waste," RA 9003 read.

Earlier, the NSWMC reported ODs nationwide except in Metro Manila. Ildefonso reminded the LGUs to comply with RA 9003.

"Under RA 9003, LGUs are primarily responsible for implementing and enforcing this law within their respective areas of jurisdiction," he said.

He noted that RA 9003 requires segregation and collection of solid waste, particularly biodegradable, compostable, and reusable ones, at the village or barangay level.

"Collection of non-recyclable materials and special wastes shall be the responsibility of the municipality or city," RA 9003 also reads, adding such requirements are in line with relevant provisions of RA 7160 or the Local Government Code of 1991.

The NSWMC first filed with the Ombudsman a set of cases against erring LGUs in 2016.
Ildefonso said the first batch of filed cases were against more than 50 cities and municipalities nationwide, implicating more than 100 local officials and other individuals.

DILG, Comelec on guard against third-termer barangay officials running for the same post


With the start of the filing of certificates of candidacy, the Department of the Interior and Local Government (DILG) and the Commission on Elections (Comelec) are on guard against third-termer barangay officials running for the same post which is prohibited by law.

DILG OIC-Secretary Eduardo M. Ano said that under the Local Government Code, "no local elective official shall serve for more than three consecutive terms in the same position. Voluntary renunciation of the office for any length of time shall not be considered as an interruption in the continuity of service for the full term for which the elective official concerned was elected."

"The law is very clear regarding the prohibition of third termers to run for the same post. Do not file your candidacy if you will go beyond the third term, or consider running for another post. Better yet, let the others have their chance to become barangay leaders," Ano said.

Based on the submission of the 17 DILG Regional Offices as collated by the DILG National Barangay Operations Office (NBOO), there are 8,927 third-termer incumbent punong barangays in the country and 51,273 third-termer sangguniang barangay members.

During a joint press conference with the Comelec and the National Youth Commission, DILG Assistant Secretary and Spokesperson Jonathan Malaya said that the Department has already submitted to Comelec the names of incumbent punong barangays and sangguniang barangay members serving their third consecutive terms in office in the same position.

“This initiative of the DILG to be on guard of third-termer barangay officials is in line with Department’s commitment of support to an honest and clean elections,” said Malaya.

The DILG submitted the list of names to Comelec for review and clearance for posting in the Comelec website so it can be referred to by its election officers nationwide.

Malaya assured that once approved by Comelec, the DILG will also post the list in the Department’s website.

Meanwhile, Comelec Spokesperson Director James Arthur Jimenez said that the public posting of the names is for the assessment and approval of the Comelec en banc.

“There are some measures that have to be sorted out first. This initiative is very welcome and we will see what we can do. The point is to give as much information to the voting public as possible. Katulong niyo kami para sa ikabubuti ng mga botante natin,” Jimenez said.

Region 6 (Western Visayas) has the most third-termer punong barangays numbering 1,030 followed by Region 4-A (CALABARZON) with 936 and then Region 8 (Eastern Visayas) with 823.

Moreover, Region 4-A has the most number of third-termer sangguniang barangay members at 5,367 followed by Region 6 with 5,345 and then Region 8 with 5,320.

The filing of certificates of candidacy for the barangay and Sangguniang Kabataan (SK) elections is on April 14 to 20, 2018. The election period is on April 14 to May 21 this year.
