NAGA CITY 10/14/17 (Bicol Standard) -- A laboratory technician who pretended to be a medical doctor employed at Bicol Access Health Centrum may soon find himself confronted with a legal case, reports reaching the Bicol Standard today said.

Bicol Access Health Centrum Hospital has issued a statement saying that it will seek legal advice for action against Gerald del Rosario "for dragging the name of Bicol Access Health Centrum and attributed an immoral impression for his own personal gain."

The hospital in its statement earlier today said: "MR. GERALD DEL ROSARIO is NO LONGER CONNECTED with Bicol AccessHealth Centrum since 2013.

He was dismissed, the hospital said, "due to malicious behavior towards co-employee and patients during his stint as Laboratory Technician in Clinical Laboratory."

Posts about Del Rosario went viral the other day after he allegedly harassed a female student near Ateneo Avenue.

This claim which was corroborated by a number of other social media users who narrated that they had similar experiences with Del Rosario.

Allegedly, he would drive near schools in Naga City, stalk female students, and at times even ask them to go out and drink with him.

Several netizens also alleged that he would send them messages on Facebook, identifying himself as a skin doctor, either from Libmanan or from Daet purposely to attract their attention.

One netizen who claimed to have previously encountered him posted: "Sabi nya sakin, doctor daw sya, magtiwala daw ako sa kanya, hindi nya raw itataya ang pangalan nya para masira lang. willing daw sya pumunta sa iriga sumama lang daw ako para makipagjam."

Another posted: "Kahit ako china-chat nyan, dati natimingan ko sa 7 eleven sa tapat ng UNC, niyaya ako mag inom"

"Kilala ko yan. Nakaabot na pati yan sa haus ko," another netizen said.

Del Rosario has since deactivated his Facebook account and could not be reached for his comments as of this writing.

DA okays sub-project to assure steady supply of pili for Sorsogon

LEGAZPI CITY -- The Department of Agriculture (DA) regional advisory board has approved for the Sorsogon Pili Enterprise Cluster a P26.21-million sub-project to process quality pili oil and pili products as an intervention identified in the Provincial Commodity Investment Plan for pili -- a top commodity in the Bicol region.

In a phone interview Thursday, Emily Bordado, chief information officer of the Department of Agriculture (DA) in Region 5, said the DA-Philippine Rural Development Project (DA-PRDP), together with the provincial government of Sorsogon, provided 150 grafted pili trees to the Sorsogon Pili Orchard Development Project (SPODP).

SPODP is a three-hectare property in Juban, Sorsogon that assures the supply of pili in the Bicol Region.

Aside from the PHP26.21 million, the LGU-Sorsogon also allocated PHP250,000 for the construction of a concrete port perimeter fence in the area.

SPODP committed to develop one hectare into a pili orchard while DA and the local government will provide technical supervision and logistic support in implementing the project.

On the other hand, the Provincial Project Management and Implementing Unit (PPMIU) of Sorsogon will take charge of the monitoring and evaluation of the orchard and follow technical recommendations of the authorized technicians, Bordado added.

Rhia Belle Gatdula, of SorsogonPili Orchard Development Project, said the project is a good legacy for the farmers as their children, the "next generation of farmers and researchers would benefit from the development.”

Pili grows for more than 100 years. That means, two generations will benefit from the trees.

Sorsogon Governor Robert Lee Rodrigueza expressed his gratitude to Gatdula for their partnership and support to the SPODP.

“Hopefully, more people will be encouraged to imitate your example of loving our farmers,” he said in Filipino.

PRDP is a six-year, World Bank-assisted national project under the DA that aims to establish an inclusive, market-oriented and climate-smart agri-fishery sector in the countryside. (PNA)

Convicted Daet ex-mayor to file MR

DAET, Camarines Sur 10/13/17 (Bicol Standard)--"The decision is not yet final and executory," former Daet, Camarines Norte Mayor Tito Sarion said following the decision of the Sandiganbayan that convicted him of malversation and graft.

"We will be filing an MR for them and take a second hard look at my case and we will be praying for oral argument. We will be exhausting all legal remedies available," he added.

Sarion was meted an indeterminate penalty of imprisonment of six years and sne month, as minimum to eight (8) years, as maximum, and suffer the penalty of perpetual special disqualification from holding public office.

In addition, he was sentenced to suffer an indeterminate penalty of imprisonment of two (2) years, four (4) months and one (1) day of prision correcional, as minimum, to six (6) years and one (1) day of prision mayor, as maximum; pay a fine in the amount of one million pesos (P1,000,000.00); and suffer the penalty of perpetual disqualification from holding public office.

17 Cam Sur teachers duped in investment scam


NAGA CITY 10/12/17--Seventeen public school teachers have allegedly been duped by a 38-year-old woman who operates an investment business in Iriga City.

She was identified as Michelle Tan-Fenis, a resident of San Nicolas, Iriga City.

According to the complainants, they were promised a monthly interest of 10%.

Initially, the suspect was able to comply with her commitments to her clients. However, in the succeeding months, she reportedly defaulted, causing the teachers to be alarmed.

Believing that they will be victims of an investment scam, the teachers tried to locate Tan-Fenis, but were unable to do so.

They filed a complaint for estafa against Tan-Fenis in Branch 34 of the Regional Trial Court in Iriga City.

She attended the initial stages of the case, but lately has not been appearing.

In 2016, the accused was already arrested for 13 counts of estafa by virtue of a Warrant of Arrest issued by Judge Manuel M. Rosales.

New criminal gang in Naga City identified


NAGA CITY 10/12/17 (Bicol Standard)-- A former member of the Philippine Air Force allegedly heads a new criminal gang in Naga City.

This is according to Chief Inspector Ronnie Fabia of the Criminal Investigation and Detection Group (CIDG) Camarines Sur in a media interview.

Mark Lester Arellano, the purported leader of Arellano Criminal Gang, was arrested when the CIDG served a search warrant in his residence at Manggapo-gapo St., Concepcion Pequeña the other day.

The authorities recovered a caliber .45 pistol, a grenade, and a gun replica from the suspect.

Fabia added that the gang has more or less five members, all of whom are now subject for profiling by the CIDG.

Allegedly, the gang is involved in robbery and theft in Naga City and nearby towns.

Daet ex-mayor convicted of malversation, graft charge

MANILA 10/12/17 (Bicol Standard) -- Former Daet, Camarines Norte Mayor Tito Sarion was convicted by the Third Division of the Sandiganbayan for Malversation of Public Funds and violation the Anti-Graft and Corrupt Practices Act.

In a 50-page decision promulgated on September 29, 2017, the Sandiganbayan found Sarion "guilty beyond reasonable doubt of violation of Section 3(e) of Republic Act 3019 and is sentenced to suffer an indeterminate penalty of imprisonment of Six years and One month, as minimum to Eight (8) years, as maximum, and suffer the penalty of perpetual special disqualification from holding public office.

He was also found "guilty beyond reasonable doubt of Malversation of Public Funds or Property under Article 217 of the Revised Penal Code, and is accordingly sentenced to suffer an indeterminate penalty of imprisonment of two (2) years, four (4) months and one (1) day of prision correcional, as minimum, to six (6) years and one (1) day of prision mayor, as maximum; pay a fine in the amount of one million pesos (P1,000,000.00); and suffer the penalty of perpetual disqualification from holding public office."

Sarion shall imdemnify the Municipality of Daet the amount of One Million Pesos (P1,000,000.00) as actual damages, plus interest at the rate of 6% per annum to be reckoned from the date of finality of the Decision until its full satisfaction.

This is in relation to his approval of the disbursement and disbursement voucher in the amount of P1,000,000.00 in favor of Markbilt Construction as partial payment for contract price escalation despite the absence of (a) Certificate of Availability of Funds; (b) the Government Procurement Policy Board's approval; (c) and the National Economic Development Authority (NEDA)'s determination as to the propriety of the price escalation.

"Markbilt is not entitled to payment for contract price escalation, in view of the absence of a GPBB approval of the payment and the absence of a NEDA determination of extraordinary circumstances to justify contract price escalation," the Sandiganbayan said.

"Proof of any of the three modes (manifest partiality, evident bad faith, and gross inexcusable negligence") is sufficient to sustain a conviction," it added.

NAGA CITY 10/12/17 (Bicol Standard) -- "There is still a need for the PNP to exert extra efforts to ensure the complete solution of this too important case."

This is the statement of Ako Bicol Partylist Rep. Rodel Batocabe in an interview by the Bicol Standard following the House inquiry involving the mega shabu laboratory in Palta Small, Virac, Catanduanes.

"But then, I would recommend that consistent with the Dangerous Drugs Act and the recent order of President Duterte, the PDEA should take the lead in the investigation of the case," he explained.

In relation to this development, Police Regional Office 5 Director Chief Supt. Antonio Gardiola stressed that the police is "very neutral" in handling the case.

Meanwhile, Catanduanes Gov. Joseph Cua said there is no truth to reports that he deliberately did not attend the congressional inquiry.

This after Batocabe said Cua should be given a show cause letter to explain his absence despite notice.

Cua clarified that he wrote a letter to Chairman Ace Barbers of the House Committee on Dangerous Drugs, begging off from attending the inquiry due to previous committments.

The governor said Batocabe is possibly unaware of said letter.

He added that if invited in future hearings, he would participate to help shed light to the investigation.

He also said that he could not be cited for contempt because the letter sent to him was just an invitation, and not a subpoena.

IN NAGA CITY | Honest kid looks for owner of cellphone left in trike



NAGA CITY 10/12/17 (Bicol Standard) -- A 12-year-old student of Pacol Elementary School did not hesitate to turn over a Samsung Galaxy S7 Edge cellphone she found in a tricycle at Kilometer 8, Pacol to her teacher at around 7 a.m. today.

In an interview by the Bicol Standard and BBS FM, Anne Zairen A. Cruz said she initially felt nervous when she spotted the cellphone, which she accidentally sat on.

She asked the tricycle driver if the phone belonged to him, which he denied.

She decided to take the phone to her teacher Evangeline Clores, who promised to help her find its owner.

Asked why she decided to turn over the cellphone instead of keep it for herself, Cruz said she immediately thought of the owner.

"Baka po anggotan sya kan magurang niya ta nawara niya an cellphone (The owner's parents might get mad at her because she lost the cellphone)," she said.

Still jittery, she along with her teacher, went to the office of 91.9 BBS FM to ask for help.

Bicol Standard and 91.9 BBS FM are presently exerting efforts to locate the phone's owner.

The phone has a red, green, and yellow striped sticker on its rear case.

PAL to open Clark-Virac service


In response to the clamor of residents of the Province of Catanduanes for a direct link to Central Luzon, Philippine Airlines(PAL) will soon be operating a direct Clark – Virac service thrice weekly beginning December 15, 2017. 

Virac is the capital municipality of Catanduanes Province located in the Bicol Region. 

The Clark-Virac link is a prime initiative of Catanduanes' Lone District Representative and concurrent Chairman of the House Committee on Transportation Rep. Cesar V. Sarmiento. The solon has been in dialogue with airline officials amidst calls for expanded air links to Virac.
PAL President and Chief Operating Officer Jaime J. Bautista said, “This latest pioneer route enables us to serve the flight needs of our 'kababayans' in the Province of Catanduanes. It will be our pleasure to serve the Clark – Virac route and provide them our trademark heartfelt service on this short hop. 

The new flights further expand our domestic route network and our hub at Clark International Airport giving travelers the flexibility to choose from our wide array of domestic services.”'
For his part, Rep. Sarmiento thanked Philippine Airlines, citing 'the benefits of the service in terms of spurring tourism and economic activity between both provinces.'

The much – anticipated service, which will operate Mondays, Wednesdays and Fridays, departs Clark at 6:00AM and arrives in Virac at 7:30AM. Return flights will operate on the same days, leaving Virac at 8:00AM and touching down in Clark at 9:30AM. PAL will operate the 76-seater Bombardier Q400 fleet for the new route.
PAL's domestic hub operations in the Central Luzon Province of Pampanga serve the following routes: Clark – Basco, Clark-Busuanga, Clark-Caticlan, Clark-Cebu and Clark - Puerto Princesa. New domestic flights out of Clark this December will serve Bacolod, Cagayan, Davao and Tagbilaran. From Clark, the flag carrier also serves Seoul (Incheon) four times weekly.

Comelec chairman Andres Bautista impeached


MANILA 10/11/17 (Bicol Standard) -- The justice committee resolution that dismissed the complaint against Comelec chair Andres Bautista was overturned this afternoon by the House of Representatives.

137 voted to reject the committee resolution, 75 voted adopt the resolution, and 2 abstained.

An impeachable official is impeached if one-third or more of the members of the House of Representatives vote in favor of the impeachment.

The vote was made during the session today, one day before the adjournment of the regular session which will resume on November 13.

Earlier today, Bautista wrote a letter declaring his intention to resign effective December 31, 2017.

Army member gunned down in Sorsogon


SORSOGON CITY 10/11/17 (Bicol Standard)- A member of the Philippine Army was shot by unidentified gunman at La Fhang Videoke Bar, Brgy. Balogo, Sorsogon City at around 9:45 p.m. last night.

PSupt. Edison A. Dumangas, Chief of Police, identified the victim as PFC Marklyn Moral Baliza, 21 years old, married, and presently assigned at 903rd Brigade Brgy. San Rafael Castilla Sorsogon.

Baliza is a native of Pasacao, Camarines Sur and is currently residing at Peralta St. Brgy. Bitan-o, Sorsogon City.

According to Marjorie Baliza, wife of the victim, they were having drinking spree inside the bar when suddenly an unidentified gunman believed to be a member of the New People's Army covertly entered the bar.

The alleged rebel drew a short firearm and fired four successive shots at the victim, hitting different parts of his body while his cohort served as a lookout.

The suspects fled towards Brgy. Abuyog, Sorsogon City on board a motorcycle.

Based on the description of the victim’s wife, the gunman was wearing a yellow jersey with a cap, more or less 5'2" in height, small built while the other who served as a lookout was wearing striped t-shirt and short pants.

The victim sustained gunshot wounds on different parts of his body and was rushed to Sts. Peter and Paul Hospital for medical treatment.

Meantime, the SOCO team led by SP02 Aljo M. Liray recovered pieces of evidence such as four fired cartridges of cal. 45. These were placed under the custody of Sorsogon Provincial Crime Laboratory Office (SPCLO) for proper disposition. CCTV footages of the bar have been requested for possible identification of the suspects.

House committee holds hearing on Virac mega shabu lab; Gov. Cua named person of interest

QUEZON CITY 10/10/17 (Bicol Standard) – Representatives are presently grilling PNP witness Ernesto Tabor, Jr. regarding some of his allegedly conflicting statements on his personal knowledge on the operation of the mega shabu laboratory in Barangay Palta Small, Virac, Catanduanes.

Tabor, Jr. during the hearing denied that he personally knows Gov. Joseph Cua. However, his affidavit presented during the inquiry says otherwise.

Tabor, Jr. maintained that all his statements are true and correct and were issued in order to shed light on the shabu lab and the persons involved.

Meantime, former Caramoan, Camarines Sur Mayor Constantino “Onyo” Cordial, Jr. will be invited in the next hearing of the Committee on Dangerous Drugs next month.

During the interrogation, it was discussed that there was no showing that former Catanduanes Gov. Araceli Wong and his two sons, whose names were previously implicated in the drug lab issue, appears to be not in any way involved.

Former PDEA Director Dionisio Santiago pinpointed Gov. Cua as a person of interest.

Salceda: PNR South long haul project on track for 2022 opening


LEGAZPI CITY — The Philippine National Railways (PNR) South Long Haul Project, spanning some 581 kilometers from Manila to Matnog, Sorsogon, is now on track towards its target opening by second quarter of 2022.

“Dagos po an Bicol Express (the Bicol Express pushes through),” Albay 2nd District Rep. Joey Sarte Salceda announced here last week.

He based his announcement on the project's revised funding structure approved by the National Economic Development Authority (NEDA) board recently.

The project, originally proposed years ago by Salceda, now forms part of the Duterte administration's flagship projects under the massive infrastructure “Build Build Build” program.

It is envisioned as a backbone of economic development designed to enhance the connectivity of major airports and seaports in Southern Tagalog and Bicol Region.

From a proposed budget of PHP171 billion originally, and later PHP185 billion, it is now allocated PHP299.4 billion, one of the government's biggest infrastructure investments.

Salceda, who is senior vice chair of the House committees on appropriations and ways and means, said some PHP800 million and PHP7 billion have been appropriated for the project in the GAA 2016 and GAA 2017 budgets, respectively, of Department of Transportation’s (DOTr), not PNR’s as announced previously, and another PHP3 billion has been requested by DOTr for FY 2018.

The project is also included in the first basket of projects to be financed and built with the assistance of China. A Memorandum of Understanding setting out the scope of China's assistance for the project will be signed during the ASEAN Summit in November 2017.

Proceeds from the loan will become available under GAA 2018’s ‘Unprogrammed Appropriations’ in addition to the PHP3 billion DOTr has already requested for 2018. Implementation works for the project are ongoing, especially for right-of-way acquisition.

Consultations have already been held with Bicol local chief executives and lawmakers, and the DOTr have been working with HUDCC, NHA, SHAFC, and PCUP towards implementing the resettlement of the families that will be affected by the project.

Based on recent changes, its Commuter Line segment which spans 72 kilometers with 23 stations, now starts from Solis-Hermosa in Manila to Los Baños, Laguna. The Long Haul segment picks up from Los Baños and runs through Batangas, Quezon and the Bicol provinces of Camarines Sur and Albay to Sorsogon.

Salceda said the PNR South Railways is now “a priority investment project of the government” and ia a vitally urgent infrastructure for Southern Luzon. It was approved and strongly recommended by the Bicol Regional Development Council in 2015, during Salceda’s term as chairman.

When completed, it will vastly improve connectivity and efficiency among Southern Luzon’s urban centers and regional growth hubs and thus enhance productivity in the industry, services and agriculture sectors.

It is seen to further boost Bicol’s tourism industry by as much as 30 percent which forms part of the predicted 24 percent economic returns it will bring to the countryside when fully operationalized, he added.

Bicol crime volume down


LEGAZPI CITY 10/10/17 (Bicol Standard)— Crime volume in the Bicol Region decreased to 3,452 or 11.94% according to the updated statistical data from the Regional Investigation and Detective Management (RIDM), the Police Regional Office 5 announced today.

The data was based on comparative crime statistics covering year 2016 and 2017.

The total crime volume for the period of January to September 2016 was 28,900. It dropped to 25,448 recorded incidents for the period of January to September 2017.

From January to September 2017, 6,023 incidents or 23.67% out of 25,448 incidents were index crimes. Index crimes include murder, homicide, physical injury, rape, robbery, theft, carnapping and cattle rustling.

Meantime, 19,425 incidents or 76.33% are non-index crimes. Non-index crimes include violation of special laws such as illegal drugs, crimes against women and children, child abuse, violations of the traffic code, Firearms, illegal gambling, illegal logging, juvenile justice act, illegal fishing, threats, alarms and scandal, malicious mischief, estafa, acts of lasciviousness, unjust vexation, adultery, abortion, and arson.

Theft recorded the highest occurrence with 2,300 or 38.37% incidents; followed by Physical Injury with 1,828 or 30.49% incidents; Robbery with 733 or 12.23% incidents; Rape with 509 or 8.49% incidents; Murder with 327 or 5.45% incidents; Carnapping (MC) with 220 or 3.67% incidents; Homicide with 68 or 1.13% incidents; and Carnapping with 10 or 0.17%.

The notable decrease in the total crime volume, the police said, may be attributed to the reinvigorated anti-criminality program by PRO-5, like the target output policy, Bicol Region Against Drugs (BRAD), the implementation of Motorcycle Cops against Crime and the active support of the local government units and as well as the community.

UCPB Libmanan robbed; robbers' tunnel discovered

NAGA CITY 10/9/17 (Bicol Standard)--Investigation is still underway regarding the robbery incident that took place at the Libmanan, Camarines Sur branch of United Coconut Planters Bank (UCPB) Savings over the weekend.

In an interview by the Bicol Standard, Police Chief Inspector Chito Oyardo said they have five suspects, one female and four male. Four of the suspects speak Ilocano while one, who is allegedly from Pamplona, Camarines Sur, speaks Bicol, Oyardo said.

He narrated that the police discovered that the suspects dug a tunnel near the bank.

They also made use of pieces of breathing apparatus when they went underground to gain entry.

Their initial investigation further revealed that the suspects disabled the security alarm.

Oyardo added that earlier today they were able to recover three sacks of coins, along with the aforementioned breathing apparatus at a private residence which the suspects used as a boarding house over the weekend.

Meantime, the tricycle drivers who were hired by the suspect to transport the stolen items promised to cooperate with the police.

The documents are currently being prepared for the filing of the case against the suspects as of this writing.

Oyardo said the bank has yet to reveal the total amount of money which was stolen.
