CBSUA prexy seeks term extension

NAGA CITY 10/7/17 – Less than six months before the expiration of the four-year term of Central Bicol State University of Agriculture president Georgina Bordado, Commissioner Ronald Adamat, Chairman of the Board of Regents of Bicol State Universities and Colleges, told the Bicol Standard that Bordado is seeking a term extension for another four years.

Bordado’s term, which started on April 2, 2014, will expire on April 2, 2018.

“She is still qualified to seek reappointment,” Adamat said.

He explained that due to her desire to have her term extended, the Board of Regents of CBSUA will have her performance evaluated by a committee representing the different stakeholders.

As of this writing, the members of the evaluation committee have been selected, and are presently waiting for their formal appointment.

Adamat also clarified that he is yet to select and appoint the chairman of the evaluation committee.

“If she fails to get a unanimous outstanding mark from the Board of Regents, she would not be reappointed,” Adamat emphasized. 

It would be recalled that the late Atty. Marito Bernales, who served as the first president of CBSUA, also tried to have a term extension, but was not able to get the unanimous vote of the Board of Regents. Hence, he was not reappointed.

“If she [Bordado] is not reappointed, the Board will have no other option but to create a selection committee for a new president, according to the rules,” Adamat said.

“Six months before the expiration of the term of the president, a selection committee must be constituted,” he further pointed out.

“In the coming week, the members of the evaluation committee are expected to convene in order to start the immediate evaluation of Bordado’s performance,” Adamat revealed.

A graduate of CBSUA, Bordado also holds degrees from the University of Northeastern Philippines, Doctor of Business Management, 2009; University of the Philippines at Los Baños, Master of Science in Agricultural Economics, 1984; and University of the Philippines at Los Baños, Bachelor of Science in Agriculture (BSA) Major in Agricultural Economics, 1977.

Meanwhile, Bordado’s detractors claim that she should not be reappointed on various grounds.

Faculty members who requested not to be named said that she showed weak and passive leadership and failed to improve the atmosphere of the state university, especially its main campus in Pili, Camarines Sur.

Bordado has not been reached for her comments.

Caramoan ex-mayor arrested for murder

NAGA CITY 10/7/17—Former Caramoan town mayor Marilyn Co, who is facing a criminal charge for the murder of Miguel Antonio Francia, will remain at the custody of the National Bureau of Investigation Naga City District Office pending trial after she voluntarily surrendered the other day.

Meantime, co-accused Ramil Arañas, a former cop who faces the same charge, is now detained at the BJMP Tigaon District Jail.

This case stemmed from the incident on May 15, 2001, when Miguel Antonio Francia (Miguel) was shot dead in front of his house in Caramoan, Camarines Sur by Sgt. Roberto Reyes (Sgt. Reyes), a member of the Philippine Army.

Jocelyn Francia (Jocelyn), Miguel’s widow, filed a complaint for Murder against Sgt. Reyes and John Does.

Mayor Marilyn H. Co (Mayor Co) and Wilson C. Co, the mayor’s late husband, were included as principals by induction.

The motive for the killing was allegedly Miguel’s shift of loyalty to Mayor Co’s political opponent.

Sgt. Reyes and the John Does in the complaint were allegedly Mayor Co’s bodyguards.

While Miguel was at the Caramoan Municipal Hospital, Sgt. Reyes, SPO2 Ramil Arañas (SPO2 Arañas), and a John Doe allegedly entered the Francias’ house against Jocelyn’s will.

They searched for papers and other effects, and caused chaos and disarray in the house. Accordingly, Jocelyn also filed a complaint for Violation of Domicile against Sgt. Reyes, SPO2 Arañas, and John Doe.

The accused alleged that Miguel was drunk and unruly, and indiscriminately fired his 9 mm pistol. Sgt. Reyes, who was at the vicinity, accosted Miguel and fired a warning shot. However, Miguel pointed his pistol at Sgt. Reyes. Sgt. Reyes was forced to shoot Miguel who was hit at his right thigh. Sgt. Reyes and his companions brought Miguel to the Caramoan Municipal Hospital where he died due to loss of blood.

It will be recalled that on September 22, 2017, Presiding Judge Ma. Angela Acompañado-Arroyo of Regional Trial Court Branch 58 in San Jose, Camarines Sur, issued an order for the arrest of Marilyn Co and Ramil Arañas.

No bail was recommended for the temporary release of Co and Arañas.

Naga City, Ligao City to receive P47-M aid from Quezon City


NAGA CITY 10/4/17 (Bicol Standard)--Naga City and Ligao City are set to get P47 million for rehabilitation from the Quezon City government.

This after Quezon City Mayor Herbert Bautista was authorized to order the release of P20 million for Naga and P27 million to Ligao.

Earlier, Mayor John Bongat of Naga City and Mayor Patricia Alsua of Ligao City sought Bautista's assistance after the two Bicol cities were badly hit by Typhoon Nina in December 2016.

In Naga City, the amount will be used for the completion of the Children’s Home and the Civic Center Compound, expansion of Naga City People’s Mall, proposed repair and rehabilitation of NCPM roof deck, NCPM public market and proposed completion of a two-story, 16-classroom school building and parking area.

Meantime, Ligao City will use the money for the renovation of a gymnasium and rehabilitation of 13 covered courts.

DepEd Bicol gears up for ISO certification


The Departrnent of Education Regional Office V is now gearing up for the latest International Organization for Standardization (ISO) certification aligned with the International Standard on Quality Management System.

Regional Director Ramon Fiel Abcede said that the Regional Office is currently working to secure the latest ISO 9001:2015 mark as part of its commitment towards continuous improvement.

The ISO 9001:2015 is the latest version of work standards released by the International Organization of Standardization related to quality management, applicable to any organization. ISO 9001:2015 provides a framework to respond to changing quality requirements of the workplace to balance with society, economics and environment.

Since May of this year, DepED Bicol has conducted several training sessions to its personnel to be able to understand and observe the procedure of the latest version of the ISO.

They were all capacitated by the contracted ISO consultancy firm in terms of dealing with the client and polishing their work procedures to maintain an organized flow of Iii transaction in every office of DepED ROV.

After the training, all the divisions of the regional office will undergo External Auditing in all its processes to check whether it already complied with the requirements of the ISO.

DepED ROV Regional Director Ramon Fiel Abcede asked for full support in this endeavor because he believes that this step to the ISO will lead the office to achieve its goal and objectives through an effective and efficient work processes for its clients. Legazpi City hosts National Teachers' Day confab


LEGAZPI CITY 10/4/17 (Bicol Standard)--Some 5,000 teachers from all over the Philippines are expected to convene here tomorrow for the celebration of National Teachers' Day.

Earlier today, DepEd Regional Director Ramon Fiel G. Abcede said DepEd Sec. Leonor Briones and other key officials will also be arriving to launch the Comprehensive Social Benefit Program for Teachers.

This, Abcede said, is a form of assistance in case of any untoward incident involving public school teachers while in the performance of his/her official functions.

Also among the highlights of the celebration are a concert and a talent competition.

The theme for this year’s Teachers’ Day is "Gurong Pilipino, Ka-akbay sa Progreso."

DepEd equivalency test registration open until Oct. 25


MANILA--The Department of Education (DepEd) reminded those who would like to take the Accreditation and Equivalency (A&E) Test for this year may only register until October 25.

Qualified applicants (12 years old and above for A&E Test Elementary level, at least 16 years old for Junior High School level) may register in the Schools Division Office or the District Office designated by their Schools Division Superintendent.

Registration centers are also open during weekends, according to DepEd.

Apart from the registration form, applicants must also prepare the original copy of Certification of ALS Program Completion; original copy of PSA or NSO-certified birth certificate; two copies of 1X1 ID photo with white background and name tag.

Interested applicants must ensure their documents or registration requirements are complete. Also, the applicant must be the one who would fill up the registration form and pass it to the Registration Committee.

[UPDATED] Retired teacher dies in Cam Sur road mishap


LIBMANAN, Camarines Sur 10/4/17 (Bicol Standard)--A retired teacher was killed after the motorcycle she was riding collided with a DLTB bus.

The victim was identified as Ermie Agripa, 72 years old.

She suffered severe traumatic brain injury, according to the Libmanan police.

Meantime, her two companions suffered injuries and are presently being given medical attention.

The accident occurred one day before the National Teachers Day celebration in Legazpi City.

DepEd commends, calls on teachers to continue raising well-rounded learners


PASIG CITY, October 4, 2017 – The Department of Education (DepEd), led by Assistant Secretary for Legislative Liaison Office, External Partnerships Service, and School Sports Division Tonisito M.C. Umali, Esq., challenged teachers to continue their efforts in instilling relevant knowledge and skills to ensure that learners become well-rounded citizens.

ASec. Umali highlighted this during the DepEd-National Capital Region (NCR) celebration of the 2017 World Teachers’ Day (WTD) on October 2 at the Cuneta Astrodome in Pasay City, which was attended by around 6,000 NCR teachers, personnel, and administrators.

He further shared that teachers play a vital role in nation building, “Ang uri ng bansa na mayroon tayo bukas ay nakasalalay kung anong uri ng guro mayroon tayo ngayon.”

“Years from now, your students will be asked kung sino ang natatandaan nilang guro noong sila ay nag-aaral pa. Sana tayo po ay mabanggit dahil may naiwan, nagawa o naituro tayong magandang bagay sa kanila at hindi dahil sa kadahilanang hindi maganda,” ASec. Umali added.

Also present at the event were DepEd-NCR Regional Director (RD) Ponciano Menguito and Assistant Regional Director (ARD) Wilfredo Cabral, Alliance of Concerned Teachers (ACT) Party List Representatives France Castro and Antonio Tinio, and other partners and stakeholders.

“Hindi lamang tayo nagbabahagi ng kaalaman, tayo rin ay tumutulong na magkaroon ng direksyon ang buhay at mamulat ang mga mata sa mga hamon ng tunay na buhay ng mga batang ating tinuturuan,” RD Menguito said.

RD Menguito also shared how teachers are able to touch people’s lives in many ways, “Madalas tayo ay ginagawang idolo ng ating mga estudyante, consciously or unconsciously, they imitate our thoughts and actions. Sometimes they end up as teachers like us, or sometimes, they live the life we have wanted them to live.”

Furthermore, various activities, such as dish gardening competition and cultural presentations of all 16 NCR Schools Divisions, showcased the talents of DepEd-NCR teachers.

To give recognition to NCR teachers who showed outstanding efforts and accomplishments, and who are in the teaching service for more than 42 years—the number of years since DepEd-NCR was established—each Schools Division recognized and awarded their Natatanging Guro and Haliging Guro sa Paninilbihan awardees, respectively.
