DOTr Usec. Chavez shrugs off graft complaint

NAGA CITY 9/20/17 (Bicol Standard)--DOTr Usec. Cesar Chavez said he deliberately withheld payment to Busan Universal Rail Inc. to protect public funds, and hence is antithesis to graft.

Earlier today, Chavez was among those named in a graft complaint at the Office of the Ombudsman by Korean-Filipino maintenance service provider Busan Universal Rail Inc. (BURI) for unpaid obligations amounting to P176 million.

"How can I be charged of graft when I am only protecting public funds?" he told the Bicol Standard.

"Isa sa gusto nilang bayaran ng DOTr sa kanila ay ang Logic Vehicle Unit. P4million ang halaga. Nabili nila ito sa Diamond Pearl, na pag-aari ng pamilya ni Marlo De La Cruz. CNorte punong brgy falls in entrapment op

DAET, Camarines Norte 9/20/17 (Bicol Standard)--A punong barangay was arrested in an entrapment operation for robbery extortion yesterday at around 3:45 p.m. at Freedom Park, Provincial Capitol Compound, Daet, Camarines Norte.

Ramon Avendano y Gonzales, of legal age, punong barangay, and resident of Barangay Manlucugan, Vinzons, Camarines Norte asked for P300,000.00 from victim Salve Delos Santos y Mago, the Vinzons police said.

Said money was for the retraction of the case for violation of Republic Act 7610 (Anti-Child Abuse Act) in which said barangay official was the complainant against the Delos Santos.

After negotiation, they agreed to the amount of Php170,000.00 since according to said baranagy official he will give some money to a certain media practitioner in the province.

The entrapment operation resulted to the arrest of the punong barangay and the recovery of the following items: Php 20,000.00; Php5,000.00 notarized entrapment money; case folder for violation of Republic Act 7610; “Kasunduan” dated September 18, 2017, signed by Punong Barangay Ramon Avendaño; two (2) pieces of live ammunition for caliber .45 pistol; and one cellular phone containing the conversations of the victim and the said media practitioner.

The punong barangay is presently under the custody of the Vinzons Municipal Police Station while the case against him is being prepared.

NKP-NKB hosts 19th Gawad Kilyawan

NAGA CITY 9/20/17 (Bicol Standard)--Nu Kappa Phi- Nu Kappa Beta Honor Fraternal Organization in collaboration with UNC Federation of Student Organization, Fraternities and Sororities sponsors the 19th Gawad Kilyawan, an annual art exposition of UNCeans’ aesthetic and artistic skills.

This year, the 19th Gawad Kilyawan is dubbed as “ORASAN: Mga Agi-aging Ginigirumdom nin Huli sa Tinatanaw na Pagka-aga” is inspired by the 70th founding anniversary of University of Nueva Caceres.

DAET, Camarines Norte 9/20/17 (Bicol Standard)--While recognizing that the services of Camarines Norte Provincial Hospital (CNPH) are wanting, Vice Governor Jonah Pimentel sought for public understanding regarding the problems that presently beset the state-run facility.

In his priviledge speech before the members of the Sangguniang Panlalawigan today, Pimentel narrated that several media outlets criticized the insufficient bed capacity of the provincial hospital.

He explained that on the day the media outfit visited, there were 239 patients confined in the hospital, which is more than double the bed capacity of 100.

It was mentioned in the media report that in one bed, there were two mothers and two infants. In addition, the bed covers were ripped and in deplorable condition.

Pimentel, instead of shunning the report and the negative comments it generated on social media, invited the members of the media to see for themselves the situation of the CNPH.

"Panahon na upang mabigyan ng lunas ang kakulangan sa bed capacity ng CNPH," he stated. "Isipin po natin kung paano tayo makatutulong sa problema dahil ang kalutasan nito ay mangangahulugan ng mas magandang serbisyo ng CNPH patungo sa katuparan ng kanilang misyon."

In an interview, Pimentel revealed that an annex with more beds is now in the pipeline to accommodate more patients.

The annex project has the support of Gov. Edgardo "Egay" Tallado and the Sangguniang Panlalawigan.

"The provincial government is not taking the situation lightly," Pimentel stressed.

This, he said, is in line with the hospital's mission of "high quality service and patient-centered satisfaction."

Cracks show anew in San Jose Bridge

PILI, Camarines Sur 9/20/17 (Bicol Standard)-- Shortly after the San Jose Bridge has been repaired, at least two cracks have started to show again.

The larger of the cracks measures approximately twelve inches in width while the smaller one is about three inches.

In an interview with the BICOL STANDARD, Mayor Tom Bongalonta said the repair of the cracks is the responsibility of the Department of Public Works and Highways.

"An DPWH an dapat mag-asikaso kan problemang ini. Dai ngani sinda nagpapaisi sa LGU sa pig-implementar na project. Dai sinda matakot sakuya ta dai man ako nagpaparahagad-hagad nin kwarta," (The DPWH should be the one to focus on the problem. They don't even coordinate with the LGU in implementing the project. They shouldn't be afraid of me because I don't ask for money) Bongalonta said.

In a related development, the Sangguniang Bayan of Pili has brought the concern to the attention of the Office of DPWH Sec. Mark Villar.

Sangguniang Bayan member Paul Manaog, who has been very vocal about the problem, stressed again that the problem is urgent as it concerns the safety of the public.

Last month, a team from the DPWH central office inspected the bridge and conducted several tests.

They have yet to release the results of the investigation to the public.

Use of seatbelt for kids hurdles House Com

The House committee on transportation chaired by Rep. Cesar Sarmiento (Lone District, Catanduanes), voting 11-2, approved Monday a substitute bill which seeks to provide special protection to child passengers in motor vehicles.

The unnumbered bill substituted House Bill Nos. 1319 and 5595.

The proposed “Child Safety in Motor Vehicles Act of 2017,” principally authored by Rep. Mariano Michael Velarde (Party-list, BUHAY), states it is the policy of the State to ensure the safety of children while being transported in any form of motor vehicle.

Likewise, the State recognizes the right of children to assistance, including proper care and special protection from all forms of neglect, abuse and other conditions prejudicial to their development, including exposure to safety risks while on board vehicles.

Velarde said the Philippine Seat-belt Law or Republic Act No. 8750 mandates the installation of seat belts in front and rear seats of private vehicles.

“But the law does not require the use of child restraints or child restraint devices for young children on board,” Velarde said.

Sarmiento, another author, said among the road safety laws being pushed by the United Nations (UN) and the World Health Organization (WHO), the requirement for the use of child restraint is one of the few remaining, if not the only remaining safety measure that the Philippines has not yet legislated.

He said based on the data from the Philippine National Police (PNP), there had been 24,656 road crashes as of 2015, leaving 1,040 people dead.

“Moreover, in its Health Policy Notes, the Department of Health stressed that among children 0 to 17 years of age, road crashes are the second leading cause of death next to drowning,” Sarmiento said.

The bill provides it shall be unlawful for the driver of a privately-owned motor vehicle not to secure at all times a child in a child restraint system while transporting such child on any road, street or highway.

It also provides that even if the child is being secured in a child restraint system, at no instance shall such child be left unaccompanied by an adult in a motor vehicle.

The bill prohibits any child under 12 years old to occupy the front seat of a motor vehicle.

Under the proposal, the term “child” refers to any person 12 years old and below.

On the other hand, the term “child restraint system” is defined as a device capable of accommodating a child occupant in a sitting or supine position. It is so designed as to diminish the risk of injury to the wearer, in the event of a collision or an abrupt deceleration of the vehicle, by limiting the mobility of the child’s body.

The bill mandates the Department of Trade and Industry (DTI) to use as benchmark the standards set forth in UN Regulation 44 and UN Regulation 129 including its evolving standards in the approval or disapproval of child restraint systems that will be sold, distributed and used in the Philippines.

The DTI is further tasked to conduct a mandatory testing of all locally manufactured child restraints system and shall certify imported child restraints systems.

The bill directs d all manufacturers, importers, distributors and sellers of child restraints systems to secure from the Bureau of Products Standards (BPS) a Philippine Standards (PS) mark license and/or Import Clearance Certificate (ICC) license prior to the marketing, sale and distribution of their products.

It is unlawful for any person, company, partnership, sole proprietorship, manufacturer, distributor, and/or importer to manufacture, use, import, sell, distribute, donate, lease, advertise, promote or otherwise market the use of substandard or expired child restraint system.

Any driver of a privately-owned motor vehicle who fails to secure at all times a child in a child restraint system while transporting such child on any road, street or highway; who left such child unaccompanied by an adult in a motor vehicle; and allows any child under 12 years old to sit in a front seat of a motor vehicle shall be fined P1,000 for the first offense; P2,000 for the second offense; P5,000 and suspension of the driver’s license for a period of one year for the third and succeeding offenses.

Any driver who knowingly allows the use of substandard and/or expired child restraint system or permits the use of child restraint system that does not bear the PS mark or the ICC sticker and certificate shall be fined P1,000 for the first offense; P3,000 for the second offense and P5,000 and the suspension of the driver’s license for a period of one year for the third and succeeding offenses.

Tampering, alteration, forgery and imitation of the PS mark or the ICC stickers in the child restraint system shall be punished with a fine of P50,000 to P100,000 for each and every child restraint system product without prejudice to other penalties imposed in Republic Act No. 7394 or the “Consumer Act of the Philippines.”

DA Bicol turns over farm machineries to farmers

PILI, CAMARINES SUR – As the dry cropping season starts, the Department of Agriculture hastened the turn over of a total worth of P33,654,432.00 of farm machineries and postharvest equipment to farmers associations regionwide.

DA Bicol Regional Executive Director said she directed the immediate mass distribution of equipment and machineries to aid farmers in their land preparation, harvesting and portharvest works. She also engaged the banner programs to conduct a monthly turn over and distribution of farm machineries to farmer recipients.

The Rice Program headed by OIC RTD Rodel Tornilla turned over 4 units rice transplanter to four farmers organizations and 43 units hand tractor to 43 farmers organizations, totaling P6,564,000.

The Corn program headed by Lorenzo Alvina, regional program coordinator, turned over P24,645,000 worth of machineries consisted of 5 units Four Wheel Drive Tractor, 2 units corn combine harvester, 5 units mechanical corn sheller, 2 units mobile corn dryer, and 3 units corn mill to 14 farmers’ organizations.

The Organic Agriculture (OA) Program led by its focal person Adelina A. Losa turned 1 unit power tiller worth P230,000 to the provincial local government unit of Albay. Albay Provincial Agriculturist Cheryl Rebeta personally received the machinery.

Under the High Value Crops Development Program (HVCDP) led by regional program coordinator Rosita Imperial, a total of P2,215,432 worth of farm equipment were turned over to farmers’ organizations. Equipment distributed were 6 units power sprayer to six cooperatives and vegetable growers associations; 4 units power tiller to 4 farmers organizations; 14 units water pump to 14 farmers groups; and 2 units cacao grinder to two farmers organizations.

Dr. Edgar R. Madrid, RTD for Research and Regulations urged the recipients to prepare a guideline on the use of the farm machineries and equipment to maximize its and use and ensure that all members of the association will avail of its services. He added that the DA is distributing these machineries to farmers groups only as the limited funds of the agency will not suffice to provide said machineries to individual farmers.

After the turn over, there were demonstrations on the use of the small equipment. Prior to the mass distribution, the banner programs have already conducted some training on the maintenance and use of big machineries particularly the combine harvester and 4 wheel drive tractor. COMELEC moves barangay, SK election period, period of filing of COCs, campaign period

In order to give the public more time to prepare for participation in the #BSKE2017, should the elections not be postponed, the Commission en Banc today approved the following changes in the implementation calendar:

Election period - the election period will now commence on 1 October 2017, and will run until 30 October 2017.

Filing of Certificates of Candidacy - the period for filing COCs will commence on 5 October 2017 and will end on 11 October 2017.

Campaign Period - the period for campaigning will run from 12 October 2017 until 22 October 2017.

In light of these changes, please note that the effectivity of various election prohibitions - particularly the Gun Ban - will likewise be moved. The Gun Ban, therefore, will commence on 1 October 2017, and not on the 23rd of September 2017 as indicated previously. The period for the filing of applications for exemption from the Gun Ban, however, will still commence on 21 September 2017 as previously scheduled.

Bicolana bags 1st gold for PH in 9th ASEAN Para Games

LEGAZPI CITY 9/19/17 (Bicol Standard) -- A native of Albay bagged the first gold medal for the Philippines in the 9th ASEAN Para Games for javelin throw F54/55 on Monday at the Bukit Jalil National Stadium in Kuala Lumpur, Malaysia.

Cendy Asusano, a mother of a three-year-old girl, and a newcomer of the Para Games, said: "Lagi lang ako nagdadasal na bigyan ako ng Panginoon ng lakas at sana magtagumpay" (I always pray to God to give me strength and hopefully become triumphant).

“Gusto ko ipakita na kaya kahit may kapansanan ako (I want to show that I can do it even if I am differently-abled),” said Asusano to the media.

She registered 13.04 meters on her third try in the competition.

The Bicolana para athlete who resides in Santo Rosario, Bulacan has been training since January 2017.

She is a double gold medalist (javelin and discus throw) in the 2015 Philippine National Games (PNG), a sports program of Philippine Sports Commission (PSC).

SSS transactions jump by 18% in Bicol region, opens bigger branch in Daet

The state-run Social Security System (SSS) opened its newly relocated SSS Daet Branch on Sept. 14, following the 117,876 increase in the number of transactions facilitated in the region on the first six months of 2017.

SSS President and Chief Executive Officer Emmanuel F. Dooc said the Luzon Bicol Division facilitated 765,141 transactions during the first semester of 2017, which was higher by 18.21 percent from the same period of last year.

Dooc said that more than half or 57.55 percent of the overall SSS transactions are contribution payments.

“SSS branches in Luzon Bicol Division processed more than 400,000 transactions for contribution payments, followed by registration and loan repayments with over 113,000 and 104,000 respectively. This is a good indication that more members and employers recognize the importance of SSS membership and they make it a habit to pay their contributions and loan amortizations regularly,” Dooc said.

As of first semester of this year, SSS Luzon Bicol Division also processed 77,787 benefit transactions and 29,208 salary loan transactions. Top three branches that received the largest transaction volume were Naga (184,556), Legazpi (192,683), and Daet (96,926).

“Cognizant to the increasing volume of transactions in Bicol region is the public’s constant call for prompt and efficient delivery of benefits and services. That’s why we have decided to continue our branch relocation efforts not only to create bigger office spaces but also to serve our growing number of transacting clients” Dooc added.

The SSS Daet Branch is now relocated to a bigger office space at the Ching Building in Brgy. Lag-on, which caters to 12 barangays, with about 4,179 registered employers and more than 60,000 covered employees, self-employed workers and voluntary members.

Working as a full-service branch, SSS Daet will facilitate several transactions such as issuance of Social Security (SS) number, employer ID number and certificate of registration; payment of contributions and loan; availment of data capture services; issuance of Unified Multi-purpose Identification (UMID) Card; and receipt of salary loan, sickness, maternity, disability, retirement, death and funeral benefit applications.

DepEd salutes teachers’ unwavering efforts in raising lifelong learners

Recognizing the exemplary efforts of Filipino teachers in instilling lifelong values and competencies among learners, Department of Education (DepEd) Secretary Leonor Magtolis Briones enjoined all schools and DepEd offices in commemorating the National Teachers’ Month (NTM), which started on September 5 and will culminate in a grand celebration of the National Teachers’ Day (NTD) and World Teachers’ Day (WTD) on October 5.

The Education Chief conveyed her sincerest gratitude toward those in the teaching profession for bringing to the ground the various reforms of the Department, and ensuring the delivery of quality, accessible, relevant, and liberating basic education to all Filipino learners.

Anchored on the theme, Gurong Pilipino: Kaakbay sa Progreso, these celebrations aim to honor those who are in the teaching profession, and acknowledge and give emphasis on their crucial role, loyal service, and dedicated commitment in developing global-minded citizens, nurturing families, strengthening communities, and building the nation.

These celebrations also aim to revitalize the image of and respect for teaching as a vocation by increasing public awareness on the value of teachers in the Philippine society; take the occasion as an opportunity in building the image of teaching as an attractive and fulfilling profession; generate widespread support and assistance for teachers; and express gratitude for the positive influences of teachers on Filipino learners.

“On that day, we want our teachers and all the people who will participate to enjoy because that day is really for them. We will do our best to come up with an event that they will remember even after five or 10 years. We will be there to celebrate with them and we will be the first to thank and honor them for all the things that they continuously do for our children and for the education sector as a whole,” Umali expressed.
