Civil works for PHP7.2-M drug treatment facility in Albay start in July


Civil works for the construction of a PHP7.2-million drug rehabilitation center in Barangay (village) Tula-tula, Ligao City in Albay will start in July this year, according to Governor Al Francis Bichara.

He said in an interview on Tuesday (June 27), that the project had been bid out soon after the Sangguniang Panlalawigan (Provincial Council) approved the funds for the project.

“The site development plan is ready and now scheduled for bidding while the construction which will start in July, is expected to be finished by the end of August,” said Bichara.

He added the facility will be operational by the end of the year.

Bichara said the architectural design of the treatment center, which is seated on a one-hectare lot, is that of a two-story structure “of at least 10 big cargo aluminum 40-foot containers.”

Aside from the center, a separate administration and medical building will also be built in the drug rehabilitation center compound.

The construction cost for the rehabilitation center is PHP5 million while another PHP2.2 million will be spent for the administration and medical buildings.

Bichara said the funds were sourced from the Provincial General Fund.

He said provincial architects and engineers have designed the center as a “dormitory type” that could accommodate 150 drug dependents as patients.

“As a standard practice, the rehabilitation center could only accommodate patients with a severe drug problem,” Bichara said.

The site is located at the compound owned by the provincial government which is presently the headquarters of the Philippine National Police (PNP) Provincial Public Safety Company or PPSC.

Bichara said he doesn’t foresee any problem on security at the facility because of the presence of the PNP.

He said there are plans to put up in the adjacent lot a correctional facility for youth offenders to be manned by the Department of Social Welfare and Development.

Bichara said management of the rehabilitation center will be a joint effort of the Departments of Health, Social Welfare, PNP and provincial government.

During the second quarter council meeting of the Regional Peace and Order Council or RPOC on June 20 the Department of Health (DOH) in Bicol reported that it has validated and assessed 38,234 drug surrenderers.

DOH-Bicol records showed that of the 38,234, there were 4,332 who belong to the low-risk category, 4,301-mild, 2,561-moderate and 557 deemed as “severe.”

It added that among the 557 in the severe category, there were 179 who had been referred for treatment at two existing rehabilitation treatment centers in Bicol, one in Malinao, Albay and another in San Fernando, Camarines Sur. (Mar S. Arguelles/PNA)

This is according to the partial, unofficial list of 40th Gawad Urian nominees released on Tuesday by the Manunuri ng Pelikulang Pilipino (MPP)

Hinulid tells the story of a woman who returns to the village of Kagbunga in the Bikol region carrying the ashes of her only son via the old train that circles her universe like the tandayag, the primordial serpent. In a filial act of mourning, she will reckon and reconcile the thin line that exists between tragedy and transcendence and prove and that even the most broken life can be restored to its moments.

"Nora played four roles in four films, but was singled out in Hinulid," Cordero, the film's director and writer, told the Bicol Standard.

This is another victory for Cordero, who was also recently selected as the writer-in-residence to represent the Philippines in the University of Iowa's International Writing Residency Program in the United States.

The awards night will be held on July 20, 2017.

Albay gives 200K to displaced victims of Marawi siege


Gov. Al Francis C. Bichara has approved the 200 thousand pesos financial support of the Provincial Government of Albay to the distressed victims of the siege and bombings in Marawi City.

The amount has been authorized under Sangguniang Panlalawigan ng Albay (SPA) resolution authored by Board Member Ralph Andes.

“Gov. Al Francis C. Bichara and the SPA commiserate with the victims of this act of terrorism, hence, extending financial assistance is indeed an opportune gesture of support to the affected families in Marawi City,” the resolution reads.

The fighting between government forces and the Maute Group left hundreds of casualties on both sides and forced thousands of residents to flee to neighboring towns and in nearby Iligan City since the siege erupted on May 23, 2017. The distressed residents are now housed in several evacuation centers.

Ako Bicol proposes creation of nat'l dengue prevention, control program


A partylist lawmaker at the House of Representatives has filed a bill seeking the creation of a National Dengue Prevention and Control Program to reduce the incidence of dengue cases in the country.

AKO Bicol Rep. Rodel Batocabe filed House Bill 3730 to control and eliminate the proliferation of dengue dubbed as the “Anti-Dengue Act”, as he warned against dengue fever with the onset of the rainy season.

According to Department of Health (DOH) data, a total of 35,973 dengue cases were recorded nationwide from January 1 to May 20 this year, which is 31.8 percent lower compared to the 52,780 dengue cases recorded within the same period last year.

“This policy measure is in cognizance with the current efforts of the Department of Health to reduce the cases of dengue fever cases and approach the problem in a much more rudimentary level,” Batocabe said.

“Most dengue fever cases are transmitted among family members, mainly due to poor waste collection and incorrect practices of water storing,” he added.

Under the bill, the National Dengue Prevention and Control Program shall implement various component activities, such as regular clean-up drives in barangays, schools, and government offices.

It shall also conduct programs on dengue awareness, self-protection, and prevention, dengue consultation in health centers, and information and education campaign on the prevention and control of dengue.

The bill mandates the DOH through its National Center for Disease Prevention and Control to spearhead the implementation of the National Dengue Prevention and Control Program.

Furthermore, the Department of Science and Technology, Department of the Interior and Local Government, Department of Education, Metro Manila Development Authority, and Department of Environment and Natural Resources shall aid DOH with the dengue-related component activities and conduct ancillary projects to combat dengue.

If the bill is enacted into law, a fine of PHP2,000 shall be meted to households, business establishments, government offices, and schools that would fail to reduce the dengue breeding grounds in their areas. (Filane Mikee Cervantes/PNA)

117 hectares of prime lots in Naga City claimed by Rodriguez heir

NAGA CITY 6/26/17 (Bicol Standard)--The entire Central Business District II in barangay Triangulo in and other parcels of land in this city are being claimed by the attorney-in-fact of Henry F. Rodriguez, the court-declared heir of the Rodriguez estate.


In a press conference this morning here, Salvacion Colarina-Bance, the grantee, announced that they are informing the owner of business establishments occupying the real properties covered by lot plan 117 Cad. 290 Naga Cadastre of the final and executory decision of the Supreme Court.

Said decision "granted special authority to Don Henry F. Rodriguez the following acts: (1) to sell, dispose and to recover all the real properties, included in the judicial inventories, issued by the Supreme Court; (2) to fence, conduct relocation survey, segregation and re-titling; and (3) to execute said acts, in order to perfect the imperfect title in favor of Rodriguez estate."

Furthermore, Colarina-Bance said they "are notifying the public to stop transacting with anybody who still continues to execute and use the document of Rodriguez estate to fool unsuspecting victims."

They are also making "a warning to the occupants, especially those who received notices to negotiate with the authorized representatives of Rodriguez estates to avoid force implementation of the court directives."


Colarina-Bance said their basis is Royal Decree No. 01-4, which awarded the Titulo Propiedad de Terrenos to Don Hermogenes R. Rodriguez being the gobernadorcillo de Manila as a gift from his cousin Queen Isabela II of Spain.

She said they have already posted various notices on said property, however, the same were removed a day after they were posted.

She added that they want to help the occupants of said parcels of land, and not eject them from the property.
