PNP Bicol tops 'Tokhang Reloaded' visits

NAGA CITY 4/8/17 (Bicol Standard) -- Philippine National Police (PNP) Regional Office 5 has visited the largest number of households since the relaunch of Tokhang Reloaded in March.

A total of 71,463 houses were visited in the region by authorities, records show.

Multi-pronged approach

Chief Insp. Malu Calubaquib, Regional Information Officer, confirmed that PNP Bicol Regional Director Chief Supt. Melvin Ramon Buenafe has been hands-on in heading the multi-pronged anti-illegal drugs approach dubbed Bicol Region Against Drugs (BRAD).

In an exclusive interview with the Bicol Standard, Buenafe said he is grateful to the members of the community for their full support to the program.

"The police cannot do this anti-drug campaign alone. Everybody must help so we may nip to the bud this problem on illegal drugs in our region," he said.

Buenafe had been tapping the participation of the members of the community in his anti-drug campaign, spearheading various activities such as medical missions, fun bike, fun run, and even an advocacy fashion show to drive home his message to stay away from the illegal substance.

This is apart from the regular PNP operations.


BRAD has since gained prominence in the entire region, inspiring the participation not only of the members of the public sector, but also the private sector.

Even members of the media are vocal in commending Buenafe for making himself visible in almost all crime prevention activities.

What makes Buenafe a standout is the fact that he is always accessible to interviews and clarifications, the members of the media here say.

Cam Norte's Mayor Ong gives premium to peace and order, tourism

SAN VICENTE, Camarines Norte 4/8/17 (Bicol Standard) -- Mayor Francis Ong of San Vicente Camarines Norte wants to boost tourism in his town, which is home to the breathtaking Mananap Falls.

This he announced in preparation for the 6th Mananap Festival, which the "Town of Discovery and Adventure" hosts on April 22 to 28, 2017.

In an interview with the Bicol Standard, he said the weeklong festival features several activities, including a grand parade, Drum and Lyre/Drum and Bugle Corps Exhibition, agri-products trade fair, mural painting competition, dance showdown, trekking/mountain climbing and tree planting, Coronation Night of Mrs. San Vicente 2017, marathon race, and culinary contest.

Also among the scheduled events are the Search for Environment Prince and Princess 2017, pedicab karera, kite flying competition, bingo fest, Tagisan ng KamaONG Tigasin, Mountain Bike National Open Cycling Competition, Miss San Vicente 2017 Pageant Night, Bayle sa Dalan, Beer Plaza, Diana (Around The Town), Karawat 2017, Amateur Singing Contest, and the Grand Festival Night.

Ong told the Bicol Standard that apart from the tourism efforts, he also wants to spearhead the installation of street lights and CCTVs in the poblacion barangays to safeguard the peace and order situation in the town.

San Vincente, he said, is also due to receive an ambulance from PCSO this month, and a fire truck from the DILG in the near future.

Ong profusely thanked Gov. Edgardo Tallado for giving attention to his town, which was recently visited by the Multi-Services Caravan of the provincial government.

Tallado, he said, never fails to look after San Vicente, despite it being the smallest municipality in the province of Camarines Norte.

Mayor Ong is the President of the League of Municipalities of the Philippines - Camarines Norte Chapter.

To achieve said goals, Mayor Ong works closely with the Office of the Vice Mayor and the Sangguniang Bayan.

Power interruption in Casureco 2 today--NGCP

LIGAO CITY 4/8/17 (Bicol Standard) -- Albay 3rd District Rep. Fernando Gonzalez is seeking support for Binibining Pilipinas candidate number 34 Gabriela Madarieta Ortega, whose mother is from Ligao City, and whose father is from San Fernando, La Union.

"Let us all support Gabriela in her bid for the Binibining Pilipinas-Universe crown!" the congressman posted on social media.

The 26-year-old Ortega grew up in Barcelona, Spain.

Bicolano faithful join Penitential Walk for Life in Naga City

NAGA CITY 4/8/17 (Bicol Standard)--Bicolano Catholics from twelve parishes and three major religious organizations from the Archdiocese of Caceres joined the Penitential Walk for Life towards the Penafrancia Basilica earlier today in this city.

During the walk, members of the youth, drug surrenderers, and police officers took turns carrying a 12-foot bamboo cross, which symbolized "the moral conviction against the evils of the pervading culture of death."

Many of the participants came clad in statement shirts bearing pro-life messages, while some carried streamers and posters with the words such as "Jesus died on the cross so that we may have life," and "Stop evil from thriving."

After the walk, a mass was led by Archbishop of Caceres Rolando Joven Tria Tirona, OCD, DD, who said: "We are not walking because there are issues. We are walking because it is the call of God. We journey with our humankind, with our neighbors, with our brothers and sisters. Ang ginigibo ta bako para sa satuyang sadiri kundi para sa banwaan."

Pro-life, anti-drugs fashion show draws support in Naga City

NAGA CITY 4/7/17 (Bicol Standard)--A unique way to rally support for life, change, the environment, and against illegal drugs was showcased earlier here tonight.

An advocacy fashion show, a brainchild of model trainer Anjo Santos, was held at Plaza Quince Martires by his group Modelo Bikolano, in partnership with the Camarines Sur Provincial Police Office the City Government of Naga.

The unusual team-up was dubbed "Stride and Unite," where kid and teen models from Modelo Bikolano showcased various fashion creations.

Santos said he made it a point to do the activity with the PNP because he believes that the community and the police can work hand-in-hand in solving common concerns.

He also said the police should be viewed partners, and not as adversaries, being the "safeguard of the citizens."

Meantime, in his speech, Police Chief Supt. Melvin Ramon Buenafe took the opportunity to give the public his top reminders in the campaign on illegal drugs.

"Dai magamit nin illegal drugs. Protehiran an satong mga amigo, kabisto, kairiba sa trabaho na dai maimpluwensyahan sa illegal drugs. Magtabang sa gobierno by reporting information na nakukua ta manungod sa criminality and illegal drugs."

Magayon Fest 2017 soars high in Albay

Come May 1, the 19th edition of Magayon Festival 2017 will soar high in Albay anew. Magayon Festival began in 1999, This was started by Governor Al Francis C. Bichara when he was seated as Governor in 1996.

Magayon Festival was the first festival throughout the Philippines that came up with a month-long celebration in May 1999. This idea was conceptualized by Governor Al Francis C. Biichara himself who was then really focused on the growth and development of Albay province through tourism.

In doing so, he prodded the Sangguniang Panlalawigan ng Albay to create a touriism department which is now the Provincial Tourism and Cultural Affairs Office or PTCAO.

Albay was the first province in the entire country to create a tourism department but came second to Cagayan de Oro City.

It began first with the name Karangahan Festival in 1997. Two years later, Governor Al Francis C. Bichara introduced the name Magayon so as to highlight the beauty of the majestic Mayon Volcano and to widen the significance of the melodramatic legend behind it. - The Legend of Daragang Magayon.

Yours truly was the first Tourism Officer of Albay with the position title as Supervising Tourism Operations Officer IV. when Karangahan and then, Magayon Festival commenced its month-long merriment under Governor Al Francis C. Bichara, the real founder of Magayon Festival.

It was my baptism of fire that year by heading in organizing a month-long celebration containing a variety of activities made up of cultural, sports, musical, tour packages, agricultural and trade fairs, and finally, a festival parade with the old Penaranda Park as the center of all these activities.

SPORTS | Bicol delegation to Palarong Pambansa arrives in Antique

The Bicol delegation to the Palarong Pambansa 2017 in Antique province is expecting to get an over-all finish of fifth place, said a high-ranking official of the Department of Education (DepEd) in Bicol.

Earlier today, the DepEd Regional Office 5 announced that the first batch of the delegation has arrived in said province.

Ronald Asis, secretary general of DepEd’s Palaro Board, told a media briefing that there are several reasons why they believe that the Bicol contingent, which placed ninth in the medal standings during the 2016 Palarong Pambansa hosted by Albay province, could perform better in this year’s national meet set on April 23 to 29.

He said there are better prospects this year because of the “well-organized” preparations in terms of the selection of athletes, training requirements and budget needs of the participants.

Bicol’s delegation of 623 is composed of 497 athletes and 126 coaching staff and chaperons. Among the 497 athletes, 456 will compete in the regular events, 35 in special events and 6 in demonstration sports.

“A budget of PHp14.66 million has been allocated for the Bicol delegation,” said Asis. Included in this budget is that for transportation--PHp5.2 million; meals--PHp4.7 million; and uniform of athletes, coaching staff, trainors, DepEd officials and chaperons—PHp3 million.

He said DepEd central office has allocated PHp10.11 million to DepEd-Bicol for the Palaro budget while the regional office gave an additional PHp3.7 million as counterpart.

Asis said DepEd-Bicol has an additional fund of PHp 850,000 that was earmarked during the Bicol fun run conducted months ago by the regional office with help from all DepEd schools divisions. (Jorge Hallare, PNA)

IN SORSOGON | 3 arrested for Rape

SORSOGON CITY 4/7/17 (Bicol Standard) -- Three persons have been arrested for the crime of Rape in the province of Sorsogon this week in three separate operations.

They are Ramil Reyes y Enesio, Jonas Jintalan y Olivar, and Anjhoniel Jhyme Deuna Jao.

Enesio, 30 years old, single, and a fisherman, was arrested on April 5 by virtue of a Warrant of Arrest for Statutory Rape docketed under Criminal Case Nos. 2900 and 2901 issued by Hon. Adolfo G Fajardo, Presiding Judge of Branch 55, Irosin, Sorsogon, with no bail recommended.

Jintalan, 26 years old, of Barangay Guinjalon, Sorsogon City, was arrested on the same date at Barangay Guijanlon. This was by by virtue of Warrants of Arrest issued by Hon. Rofebar F. Gerona of RTC Branch 53 Hon. Maximo R. Ables of RTC Branch 52 Sorsogon City, with no bail recommended.

He ranks third in the city's list of most wanted persons.

Jao, also known as “Zeilem,” 18 years old, single, farmer and a resident of Camp Site Brgy Guinlajon, Sorsogon City, meanwhile, was arrested at Brgy. Cabid-an, Sorsogon City on April 6. This was by virtue of Warrants of Arrests issued by Hon. Rofebar F Gerona, Presiding Judge of RTC Branch 53, Sorsogon City and Hon. Maximo R Ables, Presiding Judge of RTC Branch 52.

The arrested persons were apprised of their constitutional rights and are now under the custody of the police for booking, documentation, and proper disposition.

BREAKING: DepEd Sorsogon employee nabbed in buy-bust

SORSOGON CITY 4/7/17 (Bicol Standard)--An employee of DepEd Sorsogon Province was arrested in a buy-bust operation this morning by the Sorsogon police.

The suspect was identified as Jeric Z. Cadag, 46 years old, and a resident of 17th St., Pangpang, Sorsogon City.

The police seized from the suspect one Php500.00 bill used as buy-bust money; and five pieces of heat-sealed transparent plastic sachets containing a substance believed to be shabu.

In an interview, Barangay Councilor Bert Balde said Cadag has long been in the list of suspected drug personalities in the area.

Vinzons Tourism Ordinance up for 2nd reading

VINZONS, Camarines Norte April 7, 2017 (BICOL STANDARD) – The Sangguniang Bayan is expected to tackle on Monday (April 10) on 2nd reading the pending Tourism Ordinance, which will boost the booming tourism business in this fast-growing town.

Interviewed by BICOL STANDARD, town mayor Eleanor Ferrer-Segundo said this piece of legislation is most relevant since they have noticed a substantial increase in tourist arrivals.

“Calaguas Island has become a major tourist destination. It has been attracting more and more tourists. Of course, our guests and visitors deserve our utmost attention and accommodation," Municipal Councilor Jay Pimentel said.

“With the expected enactment of the Ordinance, the complaints of some tourists and tour operators would be properly addressed. More importantly, it could put an end to some old issues regarding the collection of fees and charges from visitors,” Pimentel added.

In the said proposed ordinance, barangays will no longer be allowed to collect fees from tourists. Only the municipal government is authorized to impose regulatory fees.

Pimentel further explained that barangay officials need not worry about their equitable share from whatever fees that are generated, as it is provided in the said proposed legislation.

Also included in the said proposed ordinance is the collection of environmental fees that will be earmarked specifically for the maintenance of the sanitation and cleanliness of the facilities and surroundings.

Meanwhile, it was also noted that once the ordinance is approved, the LGU would only charge Php 75.00 per person, instead of the Php 120.00 per head that is being collectected now. This only applies, however, to tourists emanating from Vinzons. However, for those coming from other municipalities, the fee would be Php 120.00 per person.

Mayor Segundo for her part remains optimistic that this new development would spur economic growth uplift the economic conditions of the residents.

PNP orders investigation on Cam Sur village chief slay

4 die in road in Cam Sur road mishap

NAGA CITY 4/5/17 (Bicol Standard) – Four persons were declared dead on the spot in an accident along Gov. Jose Fuentebella Highway, at Brgy. Ayugan, Ocampo, Camarines Sur at 8:10 p.m. Tuesday night.

The fatalities were identified as Ricardo Arce, driver of the motorcycle with side car, Dominique Brandes, 3 years old, Mark Patrick Nicko Molina and Frederick Ace Henry Arce, residents of Barangays Ayugan and La Purisima, Ocampo, Camarines Sur.

The initial investigation report says that the motorcycle with side car driven by Ricardo Arce tried to overtake a ten-wheeler truck driven by Diolito Reambonanza, when a Florencia bus that was running in an opposite direction and collided head-on the motorcycle

As a result of the collision, the three passengers of the motorcycle together with the driver were thrown out and run over by the bus and the trailer truck.

Allegedly, the driver of the Florencia bus, identified as Antonio Aquidan, did not notice the approaching motorcycle because it had no head light.

Meanwhile, the truck driver and the driver of the Florencia bus are in the custody of the Ocampo Municipal Police Station for further investigation.

8-lane highway from Daraga to Legazpi 'being finalized' -- Salceda

Albay second district Representative Joey S. Salceda said an eight-lane highway from Daraga town to this city, which will be called a “Duterte road,” is being finalized by the Department of Public Works and Highways.

Salceda made the disclosure on April 1 during the kick-off of the month-long basketball tournament called First Albay Congressional Cup 2017 at the Albay Sports Complex in Bicol University (BU) here that was graced by PBA (Philippine Basketball Association) personality James Yap and mayors and councilors of various towns in the province.

Some 2,000 basketball players competing in the junior, senior and 40-years-old above divisions from 46 teams from various villages in Albay took part in the launch of the basketball competition.

The Albay solon said the eight-lane highway, which will be constructed from Barangay Busay in Daraga and pass through Barangay Bogtong before winding up in Barangay Pawa in Legazpi City, will be called “Duterte Urban Traffic Reduction Road Network.”

"This will be called a Duterte road in Albay's second district," said Salceda. The second congressional district is composed of the towns of Camalig, Daraga, Manito and Rapu-Rapu and Legazpi City.

He said that aside from the so-called Duterte road, he expects the Bicol International Airport or BIA, whose groundbreaking was attended by the President early in December last year, to become operational by 2019.

Salceda said Cebu Pacific will make BIA a hub to service its routes in Visayas and Mindanao.

"Most of the planes of Cebu Pacific will be deployed at BIA which is still being constructed at Barangay Alobo in Daraga, Albay,” he said.

The story of PO1 Dan Bagay of Pandan, Catanduanes invites us to re-examine our institutions and re-assess how and why injustices occur particularly to those who do not have a voice with which to defend themselves.

In an effort to clear his name and speak what he believes to be the truth, he approached the Bicol Standard.

Bagay introduced himself as a cop with a strong and unflinching commitment to law enforcement.

Earlier he was awarded the Medalya ng Kagalingan along with seven other Pandan cops after recovering 71 bundles of shabu amounting to Php 2 million.

Apart from this award, LGU Pandan passed a resolution of commendation for his efforts in the anti-drug campaign.

He narrated that he was personally responsible for initiating the issuance of over 40 search warrants directed against persons involved in illegal drugs, illegal gambling, illegal possession of firearms and ammunition, illegal fishing, and most of all, illegal logging.

While at the height of his efforts, however, he was relieved and temporarily reassigned to Camp Simeon Ola.

Some interpreted it as a sign that he was involved in illegal activities, a charge he vehemently denies.

"I am even willing to undergo investigation, provided that those who will conduct it are impartial, and not the ones who had me relieved of my post at the Municipal Police Station without due cause in the first place," he said.

"As of now, I am not comfortable in this present assignment, because I know that some of those whose names I mentioned are involved in illegal activities. Some of them are holding higher positions and could influence the result of whatever investigation is done," he explained.

He said he probably stepped on the toes of some colleagues, who to his knowledge were protectors of those involved in protecting illegal loggers, illegal fishers, and illegal gamblers.

However, this never deterred him from his commitment to the oath he took when he became a police officer.

"I am just, however, a PO1, the lowest rank in the PNP organization. I have neither a voice nor an influence, and because of this, I need to be heard by those who believe in me," he said.

This early, his plea has not gone unnoticed. Already, the Sangguniang Bayan of Pandan is appealing to Bicol PNP Regional Director PCSupt. Melvin Ramon Buenafe to reassign PO1 Bagay back to Pandan.

But a lot remains to be done. A lot needs to be fixed, if only to ensure that the same case does not happen to other cops.

It is disheartening to note that a bemedalled and beloved cop like PO1 Bagay had to experience such disappointment, when there are already too few like him in the service.

Rotten system? Catanduanes PO1 feels disappointed

LEGASPI CITY—“Instead of an award, recognition or at least commendation, I am now the subject of persecution by the very organization to which I pledged to dedicate my life.”

Misty-eyed, PO1 Dan S. Bagay narrated to the BICOL STANDARD his hatred against police officials who allegedly orchestrated his relief from his post from Pandan Municipal Police Station, "without cause or legal ground," according to him.

“I have no problem being reassigned or deployed to any place. I just have one question. Have I done anything wrong or illegal that warrants my transfer?”

PO1 Bagay, a recipient of the PNP Bicol Medalya ng Kagalingan on July 18, 2016 was given said citation by PNP Bicol Regional Director Ramon Melvin Buenafe for his efforts, together with seven policemen for the recovery of 71 bundles of shabu worth Php 2 million in Pandan town.

At present, the said police officer is temporarily deployed at the Regional Office of the Philippine National Police at Camp Simeon Ola here.


Bagay said he has a strong suspicion that his relief from Pandan MPS was due to his active participation in arresting persons involved in illegal activities.

He also explained that among the items he seized were 26 compressors and a big quantity of cyanide that was being used by persons engaged in illegal fishing.

“I am personally aware that some police officers in Catanduanes are involved as protectors of illegal fishing activities. I know of an officer who demands at least five kilos of fish every week from those every person who owns a compressor and uses cyanide. I have affidavits duly signed by the witnesses and notarized to prove my allegations,” he added.

Furthermore, he said that he confiscated narra lumber from Delfin Ferrer of Pandan town, with an estimated value of Php 1.1 million.

Apart from those arrests, records will show that he was personally responsible for the application of more than 40 search warrants against persons believed to be involved in illegal drugs, explosives and firearms, illegal gambling, with at least 95% of his applications turning positive.

“I was the one who discovered the pieces of narra lumber that were being kept inside the PPSC barracks, which I reported to PD Fernandez and Judge Lelu Contreras. During the conduct of the search operation, it was discovered that there were more narra flitches. This incident was also recorded in the blotter. But nothing really happened to the investigation because the intelligence officer is a friend of those involved. They were against me personally because during the time of PD Castillo in Catanduanes, we had some operations where those involved here were also named in other illegal activities, like gambling,” he further stated.

"I just want a fair and honest investigation, although I know that I am just a PO1, and it will be a difficult fight," he said.

“If nothing happens here, I have no other choice but to give up my fight. I will resign. I cannot stomach this situation now,” he added.


In connection with the issue, a resolution “appealing to Police Chief Superintendent Melvin Buenafe, PNP Regional Director, to redeploy back to the Pandan Municipal Police Station, Pandan, Catanduanes, PO1 Dan S. Bagay” was passed during the regular session of the Sangguniang Bayan of Pandan on March 27, 2017.

“The presence of Dan S. Bagay at the Pandan Municipal Police Station, Pandan, Catanduanes has created so much trust and confidence among our people, because he is one of the top performers and achievers of this station,” the resolution reads.

“This august body is therefore appealing to the PNP Regional Director, Police Chief Supt. Melvin Buenafe, for his prompt action on the matter.

Tourists stranded in Calaguas Island in safe condition, says tourism officer

DAET, Camarines Norte 4/4/17/ (Bicol Standard) -- More than 100 local tourists were stranded until today at Calaguas Island, in the town of Vinzons, Camarines Norte due to the big waves brought about by the northeast monsoon.

An informant in the area told the BICOL STANDARD that the local tourists arrived in Calaguas Island last Saturday, April 1, when the sea water was not yet very rough.

“Today (Tuesday) the waves are estimated to be only 1.7 meters in height, which is much lower than the height of the waves last Saturday,” the informant added.

In an interview, Provincial Tourism Officer Mariano “Bong” Palma they are coordinating closely with LGU Vinzons, since the island is part of their town.

“Actually we have already alerted the Provincial Disaster Risk and Disaster Management Office. Besides, the MDRRMO of Vinzons is also ready to take action once the gale warning is lowered,” Palma added.

“Not only the provincial government of Camarines Norte, but also the staff of Vinzon’s Mayor Eleanor Segundo are on top of the situation. This means that they are both closely monitoring the entire incident,” Palmasaid.

At press time, Palma informed the BICOL STANDARD that the stranded local tourist who are mostly from Metro Manila are estimated to be between 130 to 150 persons.

Earlier today, according to the Philippine Coast Guard, seven motorized bancas arrived at Paracale port, from Calaguas Island, loaded with stranded tourist between 70 to 80 persons.

In the port of Vinzons, there were 4 bancas that docked this morning from Calaguas Island loaded with between 50 to 70 stranded tourists.

The remaining tourists in Calaguas at press time are around 6 persons only.

“The problem really is the proliferation of unregistered tour operators. We expect for more booking in the next few days, until the end of summer. Most of the stranded visitors have patronized unregistered operators of tour packages, that’s why it was difficult for the LGU and the Philippine Coast Guard to monitor”, the informant added.

Meanwhile, it was also confirmed by the tourism office of the province that it was upon their advice that the stranded tourist stay put in the island, until the sea is calm and safe for navigation.


DAET GARBAGE ISSUE | Sarion blames Ochoa; Ochoa to request for state audit of funds

DAET, Camarines Norte—“The ball is now in the hands of the new administration. Actually, before I left the office, I sought for a meeting with then incoming Mayor Ochoa so he could be briefed on the subject, but he just snubbed my invitation.”

Those were the statements relayed to BICOL STANDARD by former Mayor Tito S. Sarion, in reply to the complaints aired by residents regarding the piling of uncollected garbage that has compromised the health and sanitation of this growing municipality.

It will be recalled that a Php 20-million fund was borrowed by the LGU from the Land Bank of the Philippines to finance the project during his last term as mayor of this capital town.

The implementation of the project was awarded to Ecogreen Valiant Alternatives Corporation through a negotiated contract. This means that there was no competitive bidding.

The multi-million budget was split into two major items. The first Php10 million was for Supply and Installation of Fiber Reinforced Plastic Board System (FRPBS) for non-biodegradable wastes.

The other Php10 million was earmarked for Supply and Installation of Quick Composting System (QCS) for Biodegradable wastes.

Concerned residents and employees here said that although the supplier was paid Php18 million, said project is not operational up to the present.

Out of the Pnp 20 million, only Php 2 million is left, which is the amount allocated for retention.

BICOL STANDARD’s source confirmed that the multi-million equipment for the garbage project are just left idle and have been suffering from the daily wear and tear.

Meanwhile, contrary to the claim of Sarion that all the items in the contract has been fully delivered by the contractor/supplier, and tested prior to the full payment, Mary Ann Roxas said otherwise.

Roxas claims to be the duly authorized representative of the corporation, based on her letter dated June 21, 2016, Roxas addressed Sarion. In the said letter, she informed former Mayor Sarion: “Heeding to the suggestion of your good office, Ecogreen respectfully informs you that in three (3) instances and on various dates, particularly between the months of May and June 2016, Ecogreen attempted to provide technical assistance at site in your Materials Recovery Facility. Unfortunately and to our surprise, our technical crews was prevented neither access nor permission to do its work. Mr. Rene Rosales, the one in charge of solid waste management, did not even give us the courtesy to inform us the reason for the rejection.”

Based on the said letter, the project is not yet complete.

Furthermore, the same informant pointed out that under the said contract, Ecogreen Valiant Alternatives is obliged to give technical training and technology transfer to the LGU. This has a total allocation of Php 550,000.00 for the two projects. Until now, there is no training yet, but the entire amount was already paid last year, the informant said.

In a statement, Sarion answered the question raised by a municipal employee on why the contractor, Ecogreen Valiant Alternatives Corporation, had already been paid “except for the remaining balance and retention money of Php2-million.”

“The contractor had already delivered the machineries and equipment and the facility and the equipment were already functional even before I stepped down, so what was left as a responsibility on our part was to pay,” Sarion explained.

“The payment had been pre-audited by the Commission on Audit which found the procurement of the said equipment in order,” he added.

He explained that he ordered the withholding of the PhP2 million as advised by then Municipal Legal Counsel, Atty. Reynante R. Vibal, on account of the internal management squabble in the corporation.

In his answer to the Mayor’s query on the subject, Vibal advised “not to deal with either party unless both parties have agreed in writing as to who shall properly represent their corporation.”

Sarion reiterated the same stand to Councilor Elmer Bacuno, the Chairman of the Sangguniang Bayan Committee on Environment, in a letter dated 28 June 2016.

“Our Municipal Legal Officer advised us that Ecogreen Valiant Alternative Corporation should put their house in order first before we pay the Php2million retention fee as one of its officers is demanding; hence, our decision to defer the same,” he told Bacuno.

Meanwhile, after the Ulat sa Bayan last Monday, Mayor Ochoa said that he has referred the matter regarding the garbage problem to Ronaldo A. Paguiringan, the Municipal Administrator of the town. He (Paguiringan) said they are focused in solving other pressing problems of the town.

"Regarding the alleged misuse of funds, it is our consensus to request for a comprehensive audit of all funds, including the Php 20 million loan which is now the subject of controversy," he said.

Gov. Tallado warns Cam Norte rogue cops

LABO, Camarines Norte 4/3/17 (Bicol Standard)—Gov. Edgardo Tallado has issued a stern warning to rogue members of the Philippine National Police (PNP) in the province of Camarines Norte that he would not spare even ranking officials who are caught engaging in illegal activities.

This was his statement at the recent 1st Provincial and Municipal Advisory Council for Police Transformation Summit in Labo town.

On the other hand, he announced that he plans to give incentives to members of the PNP who exhibit outstanding performance.

He said he is already in talks with Provincial Prosecutor Atty. Evilio Pormento regarding the matter.

Tallado added that the provincial government strongly supports the PNP, and would like to work hand-in-hand with it, particularly in ensuring that its ranks are clean of erring members.

He also voiced his support for the anti-illegal drug campaign of the government.

Petronilo "Petling" Mercado y Gutierrez, the Punong Barangay of Lohong, this town, was apprehended by virtue of a Search Warrant signed by Judge Cecilia Borja-Soler of Branch 29 of the Regional Trial Court in Libmanan, Camarines Sur.
