DepEd announces 3,712 slots for Bicol public school teachers


The Department of Education (DepEd) in Bicol has announced over 3,700 new teaching positions for public schools that are ready for assignment in time for the opening of classes in June for school year 2017-2018.

Ramon Fiel Abcede, DepEd regional director, said the Schools Division Offices (SDOs) will start the recruitment, selection and evaluation process once they have received the complete and detailed list of positions from the central office.

"We are expecting a communication from the DepEd Central Office soon," he said.

“The employment of the new teachers is guided by DepEd order Nos. 7 and 22, series of 2015 and DepEd Order No.3, series of 2016,” said Abcede.

He said as prescribed by the central office, the recruitment must be completed by April 30 to give time for the preparations for the required training for the newly-hired teachers.

"They shall then be assigned to their respective schools beginning May 15 prior to the opening of classes in June," he added.

For 2017, the Bicol region has an allocation of 2,424 teaching positions for senior high school (SHS) while 1,287 positions have been allocated for Kinder to Grade 10.

For SHS: Albay has-413, Camarines Norte-142, Camarines Sur-662, Catanduanes-173, Masbate-321, and Sorsogon-332. In the cities in Bicol, Iriga City has 21; Legazpi City-61, Ligao City-73, and Tabaco City-62, all in Albay; Masbate City-21; Naga City-91; and Sorsogon City-52.

For Kinder-Grade 10, Albay has 179, Camarines Norte-141, Camarines Sur-364, Catanduanes-39, Masbate-271 and Sorsogon-128.

In the Bicol cities, Iriga City has 7, Legazpi City-33, Ligao City-30, Masbate City-19, Naga City-21, Sorsogon City-31 and Tabaco City-24 slots.

Daet's PB Musa faces Ombudsman complaint


DAET, Camarines Norte—A criminal as well as well as administrative complaints were filed against Punong Barangay Pedro Musa of Brgy. V here with the Office of the Ombudsman for alleged violation of Sec 3 (e) of R.A. 3019, otherwise known as the Anti-Graft and Corrupt Practices Act and for Grave Misconduct; Abuse of Authority and Dishonesty.

The complaints were signed by Barangay Kagawads Crisanto Raymundo, Violeta Bacerdo, Alex Trinidad and Ferdinand Chua, all incumbent barangay officials of Barangay V.

The complainants pointed to some alleged irregularities in the purchase of a garbage truck and a parcel of land.

It was learned by BICOL STANDARD that Atty. Adoracion A. Agaba, Director of Preliminary Investigation, Administrative Adjudication and Prosecution Bureau B of the Office of the Deputy Ombudsman for Luzon has ordered Musa to answer the said complaints within ten (10) days upon receipt of his copy.

Meanwhile, Musa categorically denied all the allegations hurled against him by saying that the truck acquisition as well as the lot purchase was above made in strict adherence to the law.

He further stressed that the complainants are his political rivals, and that the allegations are politically motivated.

He also mentioned the name of Kgd Raymundo, one of those who signed in the complaint to be planning to run against him in the forthcoming barangay polls.

The cases against Musa are docketed under OMB-L-C-17-0037 and OMB-L-17-0035.

Naga City dad wants HIV/AIDS task force

NAGA CITY 2/28/17 (Bicol Standard)—An ordinance to create a task force that shall monitor HIV/AIDS cases and Sexually Transmitted Diseases (STD) in this city has been proposed by Councilor Jose C. Rañola.

Said task force, according to the ordinance, will also conduct surveillance to ensure protection of minor children against HIV/AIDS through possible involvement in sex trade.

The proposal is in light of the recent findings that Naga City has the highest number of HIV/AIDS cases in Camarines Sur from 1984 to November 2016.

According to the Department of Health Regional Office V, Naga City recorded 15 HIV/AIDS cases.

Next on the list is Magarao, which has 4 cases.

Nabua, Libmanan, Tigaon, and Iriga City have 3 cases each.

Minalabac, Bato, Pasacao, and Ragay recorded 2 cases each.

Meantime, Cabusao, Canaman, Ocampo, Pamplona, and Pili have 1 case each.

Youth urged to register for SK polls


MANILA 2/27/17 -- Raising concern over the reported low turnout of voter registrants for the Sangguniang Kabataan (youth) elections, a Senator on Monday urged the youth to register to boost its turnout before registration ends on April 29.

“Now, more than ever, we must speak out, we must participate in electing our leaders,” Sen. Paolo Benigno Aquino IV, former chair of the Committee on Youth said.

Aquino made the call after the Commission on Elections (Comelec) reported a low turnout of registrants, which number just 193,229 from January to February 10 this year.

He said the Comelec is expecting six million new voters (two million regular-aged voters, and four million youth) before registration ends. The SK and barangay elections will be held simultaneously on Oct. 23, 2017.

SK Reform Act


Aquino, as former chair of the Committee on Youth pushed for passage of Republic Act No. 10742 or the SK Reform Act as co-author and co-sponsor in the 16th Congress.

The SK Reform Act, which is the first law with an anti-dynasty provision, prohibits relatives of elected officials up to second civil degree of consanguinity or affinity from seeking SK posts.

It also adjusts age limit of SK officials from 15 to 17 to 18 to 24 years old, making them legally capable of entering into contracts and be held accountable and liable for their actions.

SK officials will now be required to undergo leadership training programs to expose them to the best practices in governance and guide their development as leaders. (PNA)

Drug lab query continues

Committee on Dangerous Drugs points to more inconsistencies


VIRAC, Catanduanes 2/27/17 (Bicol Standard)—The House Committee on Dangerous Drugs is bent on conducting a deeper probe into the alleged seeming negligence by the police and local officials here that led to the escape of four Chinese nationals believed to be involved in the operation of the mega shabu laboratory in Barangay Palta Small here.

The congressional inquiry held last week (February 23) centered on the alleged failure on the part of the police to report at least 20 kilos of shabu with a street value of P100 million.

Also, the Committee pointed at the supposed delaying of the issuance of a search warrant which was necessary for a thorough police investigation.

‘No missing shabu’


Interviewed by the Bicol Standard, Police Chief Supt. Melvin Buenafe responded to the allegations that there was missing shabu, or that the police failed to make a report on the matter.

“There is no missing shabu. The committee was asking about it based on the report or presentation made whereby it was declared that it is with the crime lab that has custody. And all these are in our reports," he said.

Protection, deception?


During the hearing, Barbers expressed his suspicion that the Chinese nationals who were led by one Jason Gonzales Uy and three Chinese chemists were being accorded protection by authorities from Catanduanes.

The solon emphasized that the mega shabu lab was constructed without the appropriate barangay and town permits.

It was also unusual, Barbers said, that the local electric cooperative extended power connections even without the shabu lab operators first presenting clearance from the local Bureau of Fire Protection.

Likewise, it was strange that the shabu lab was constructed and even started operation without being noticed by the police and local officials, he noted.

Cong. Barbers and Teves were further irked by the seeming deception made by Judge Lelu Contreras about her prior presence at the shabu lab.

It was only when local media personalities presented a picture of her together with Mayor Samuel Laynes and Chief Supt. Buenafe indicating that they were in the shabu lab prior to her signing of the search warrant.

Her alibi was that she was just outside the building and did not enter the shabu lab, Barbers and Teves added.

Meanwhile, Provincial Prosecutor Mary Jane Zantua was also quizzed by the House Committee members.

This was after she ordered the police officers to prevent the members of the investigating committee to enter the lab to conduct their own ocular inspection on February 23.

Despite said order of Zantua, the lawmakers were able to enter after a delay of more than an hour.

Zantua reasoned out that her only intention was to preserve the evidence inside the lab, brushing aside insinuations that somebody called her up and ordered to stop the lawmakers from entering the premises.

Armed men


The Barbers group vowed to dig deeper into the report that at least eight heavily armed men wearing bonnets and hoods allegedly claimed to be members of the NBI harassed the shabu lab caretaker Lawrence Pinera on November 25, 2016, several hours before the police raid.

In addition, they would like to clarify the veracity of the information that the armed men could have escorted or paved the way for the escape of suspects Jason Uy and three Chinese chemists.

At present, only Lawrence Pinera, the caretaker of the warehouse, is in the custody of the government and charged with violations of Republic Act 9165.

Jason Gonzales Uy and Paolo Uy remain at large.

Mandatory 'citizen service training' for college students eyed


MANILA 2/27/17 -- A bill has been filed in the Senate seeking for the mandatory training of Filipino college students in tasks related to national defense, law enforcement, and disaster risk reduction and management.

Under Senate Bill 1322, Senate Pres. Aquilino Pimentel III called for the establishment of a Citizen Service Training Course for their possible mobilization in the service of the nation during times of emergencies and contingencies in the form of natural and man-made calamities and external and internal security threats.

Also called the Citizen Service Act, the bill proposes a mandatory Basic Citizen Service Training Course (Basic CSTC) which will form part of the curricula of all baccalaureate degree courses and all technical vocational courses that require at least two years to complete.

Moreover, the bill also seeks the establishment of a Citizen Service Mobilization Commission (CSMC) which will administer the program.

The Basic CTSC course would be completed over four semesters in the first two years of all baccalaureate degrees and vocational and technical courses and will be a requisite for graduation. (PNA)

In the video, she told Paredes: "I'm so disappointed...Hindi ko maubos maisip na magagawa mo yun."

Sistematikong pagpatay sa kabuhayan ng humigit-kumulang sa 650,000 mga drayber at 200,000 maliliit na operaytor ang planong jeepney phase-out ng rehimeng Duterte upang bigyan-kasiyahan ang matinding pagnanasa sa limpak-limpak na tubo ng mga dayuhan at malalaking korporasyon sa transportasyon sa ating bansa sa tabing ng panukalang Jeepeney Modernization Program. Sa planong ito, aagawin sa mga drayber at operaytor ang pangmasang serbisyo ng mga jeepeney na deka-dekadang naglilingkod sa mga mananakay na publiko upang isailalim sa kontrol at monopolyo ng malalaking kapitalista. Bunga ito ng sabwatan ng mga dayuhang kapitalista, malalaking burgesya-kumprador at burukrata-kapitalista na nakangkla sa imperyalismong globalisasyong patakarang neoliberal, na matapat namang isinusulong ng kanilang mga galamay sa gabinete ni Pangulong Duterte at ng reaksyunaryong Lehislatura.

Ang Jeepney Modernization Program diumano ang solusyon sa problema sa matinding trapik sa Metro Manila at sa highly urbanized centers. Ang mga jeepney ang isa sa mga nakikitang dahelan ng Gobyerno na sanhi di-umano ng matinding trapik. Kailangan daw alisin nasa kalsada ang mga lumang jeep na hindi bababa sa 15 taon na ang edad at dapat palitan ng bagong moda at makakalikasang jeepney na aprobado ng Gobyerno. Ang ipapalit ay electric jeepney o e-jeepney at Euro 4 engine na gawa sa ibang bansa. Ang jeepney, prangkisa at maging ang kita ng mga manggagawa sa transportasyon ay isasailalim din sa kontrol ng malalaking negosyante ayon sa eskemang tinatawag na fleet management. Ang buong sistema ng pampublikong transportasyon ay magiging monopolyo ng malalaking negosyo. Hindi garantiya na kung malalaking negosyo ang hahawak sa pampublikong transportasyon bubuti ang serbisyo, ligtas ang mga sasakay at bababa ang pamasahe. Kabalintunaan ito dahil sa karanasan natin sa palpak na serbisyo ng MRT at LRT sa ilalim ng pribatisasyon sa operasyon ng mga ito. Mas lalong tataas ang singil sa pamasahe dahil sa patuloy na pagtaas ng singil sa kuryente at presyo ng petrolyo na magiging dagdag na pasanin pa ng hikahos na mamamayan.

Totoong kailangan ang moderno, episyente, makakaliksan, abot-kayang pangmasang transportasyon na hindi isinasakripisyo ang interes at kapakanan ng mga tsuper, maliliit na operaytor at riding public. Ang kailangan ay isang pangmasang transportasyon na nasa kontrol ng Gobyerno at hindi monopolisado ng dayuhan at malalaking negosyo, na ang motibo ay serbisyo hindi tubo. Magkakaroon lamang ito ng katuparan kung mayroong pambansang industriyalisasyon.

Sa halip na jeepney phase-out, jeepney rehabilition ang gawin. Tulungan ng Gobyerno na maging environment-friendly at mas mapabuti ang serbisyo ng kasalukuyang ipinapasadang mga jeep.

Higit na kailangang ituloy ang GPH-NDFP Peace talks upang makompleto at maisapinal ang Comprehensive Agreement on Socio-Economic Reforms (CASER) na siyang hahawan sa daan tungo sa pambansang industriyalisasyon kakambal ang tunay na repormang agraryo na batayang pundasyon sa pag-unlad ng pambansang ekonomiya; magwawakas sa pananalasa ng neoliberalismo sa ekonomiya; magsusulong ng episyente, pangmasa, makakalikasan, abot-kayang pampublikong sistemang transportasyon.

Tutulan, Labanan ang jeepney phase-out!

Ibasura ang Jeepney Modernization Program na nakaangkla sa patakarang neoliberalismo.

Ilantad at kondenahin ang sabwatan ng mga dayuhang korporasyon, malalaking burgesya kumprador, burukrata-kapitalista sa Gobyerno at mga dilawang lider sa transportasyon na naghahangad ng limpak na ganansya sa jeepney phase out.

Suportahan ang kampanya upang itulak ang rehimeng Duterte na ituloy ang GPH-NDFP Peacetalks.

Legazpi City tops LGU-sponsored PhilHealth card holders in Albay


LEGAZPI CITY – The share of local government unit (LGU)-sponsored beneficiaries of the Philippine Health Insurance Corp. (PhilHealth) in Albay has sharply increased in 2016, said a Philhealth official in the province.

Darlene L. Nuyles, acting head of the agency’s Local Health Insurance Office (LHIO) in Albay, cited in particular the case of Legazpi City which gave 4,407 impoverished residents in the city’s 70 villages access to the government’s universal health care program.

“There was a ‘boom’ in Legazpi’s sponsorship of beneficiaries during last year’s period,” she said.

According to Daisy Jane Daet, who monitors the records of LHIO-Albay, Legazpi’s beneficiaries accounted for 45 percent of the nearly 10,000 total number of LGU-sponsored beneficiaries in the province’s three cities (Legazpi, Ligao and Tabaco) and 15 towns as of November 30, 2016.

She said the total sponsored beneficiaries in the 18 LGUs in Albay reached 9,738 as of that period.

Daet said Tabaco City was second with 1,703 while Daraga town was third with 1,544 who were PhilHealth access card holders.

Nuyles said the increased membership to the national health insurance program in various communities due to LGU sponsorship augurs well for Philhealth, which has turned 22 years old this month of February, that is also celebrated as National Health Insurance month. (by Gina V. Rodriguez, PNA)

(UPDATED) Gov Bichara: Reschedule mall, market trips until after transport strike

LEGAZPI CITY 2/26/17 (Bicol Standard) – In view of the impending mass transport strike tomorrow, Gov. and Albay PDRRMC Chairman Al Francis C. Bichara has advised students and commuters to avoid going to malls and other areas until the public transport system in the province resumes.

The public is likewise advised to make their market trips early to avoid getting stranded.

Free rides, however, will be offered to and from the first district (Tiwi) to the third district (Polangui) and Daraga to Legazpi for those who are stranded.

The ambulance units of all local government units and municipal health offices are directed to be on standby and ready to assist in their respective areas.

“C/MDRRMCs are hereby advice to implement this advisory in their areas of jurisdiction,” Bichara concluded.

Meantime, Legazpi City Mayor Noel Rosal has suspended classes in elementary and high school in both private and public schools.

UPDATE: The following schools have suspended classes tomorrow: Aquinas University, St. Agnes Academy, Legazpi Hope Christian School, Washington International School, and Bicol University.

Woman nabbed for 15 counts of estafa


NAGA CITY 2/26/17 (Bicol Standard) – A person wanted for 15 counts of estafa was arrested earlier today at Doña Maria Subdivision, Brgy. Tagas, Daraga, Albay.

Jenelyn O. Bueza, 37, a widow and a resident of Parkview, San Felipe, Naga City, had warrants of arrest issued by different branches of the Regional Trial Court in Naga City.

There is no bail recommended for her temporary liberty, the Albay police said.
