Farmer slipped in a spillway, remains missing in Labo

LABO, CNorte 1/13/17 (BICOL STANDARD) A farmer, identified as Jonathan Odiver, 18 years of age, who accidentally slipped in a spillway and got carried away by the strong current of the water, is still missing as of this writing.



According to the report gathered from the Municipal Disaster Risk and Reduction Office (MDRRMO), the victim is a resident of Purok 5, Sitio Naboongan, Brgy. Daguit, here.

The same report says that although the accident occurred last January 10, the incident was only reported last January 12.

Police investigators also said that the victim was on his way home together with a group of farmers when the accident happened.

While the authorities and relatives of the victim are still locating the body of Odiver, the is a strong possibility that he could have drowned already.

Cam Norte provincial employee shot dead

DAET, Camarines Norte 1/13/17 (Bicol Standard) -- An employee of the provincial government of Camarines Norte was shot dead at Dimasalang St. Purok 3, Barangay 8 at around 6:30 p.m. Thursday.

The victim was identified as Larry Abanto y Reyes, 48, married, a regular employee of Camarines Norte Provincial Capitol assigned at Provincial Treasurer’s Office, and a resident of Dimasalang St., Purok 3, Barangay VIII, this town.

Daet Municipal Police Station disclosed that on the aforementioned date and time, one of the neighbors of the victim heard four consecutive gunshots.

Said person saw two men wearing black helmets and jackets riding in tandem on a motorcycle both while the victim was lying on the ground.

When the victim moved his hand, the backrider shot again the victim twice.

After the incident, the suspects sped away on board a Honda motorcycle heading to the direction of Suzzara St. of the barangay.

The victim sustained multiple gunshot wounds on the different parts of his body which led to his instantaneous death.

Crime scene investigators recovered seven fired cartridges from a cal .40 firearm at the place of incident.

As of this writing, personnel of Daet MPS are still conducting hot pursuit operation for the possible apprehension of the suspects.

5.1 magnitude quake jolts parts of Bicol

LEGAZPI CITY, Jan. 11 — A 5.1 magnitude earthquake jolted parts of the Bicol region on Wednesday afternoon, said an earthquake bulletin issued at the website of the Philippine Institute of Volcanology and Seismology (Phivolcs).


The bulletin recorded the quake at 2:24 p.m. and traced its epicenter at 15 kilometers southwest of Virac, Catanduanes. The quake had a a depth of nine kilometers.

Local radio, Bombo Legazpi, citing data from Phivolcs, reported that the quake was tectonic in origin with no expected tsunami or damage to structures.

It said the instruments of Phivolcs recorded the quake at Intensity III in Legazpi City and Bulusan, Sorsogon.

Bombo Legazpi, however noted that Phivolcs' teams in the ground observed the earthquake at intensity 4 in Virac and Panganiban, Catanduanes; and in Legazpi City.

It was also felt in Daet, Camarines Norte; Sipocot, Camarines Sur and Naga City. (PNA)

15 battle cocks stolen in Albay

DAGAGA, Albay 1/12/17 (BICOL STANDARD) – Fifteen hybrid fighting cocks owned by Manuel Urquico Sr. y Tanyedo were stolen by unidentified suspects last Tuesday (Jan 10), while they were tethered in the front yard of their house.

The investigators said that Urquico valued his cocks at P12,000.00 a piece, or a total of P180,000.00.

In the same report, the police said that it was Elsie Urquico y Ludovice who informed the police station of the said incident.

This happened after their house helpers, namely Reymond Madrona, 24 years of and Jayson Madara noticed early in the morning that they did not hear any of those animals crowing.

When they checked the cording area of the battle cocks, they confirmed that they were missing already.

The suspects gained entry in the front portion of the victim’s yard by climbing upon the steel gate.

Once inside, they carted away the said gamecocks.

He added that he cannot do the job alone, and needs the support of the officers and members of the press corps.

VIRAC, Catanduanes 1/9/17 (Bicol Standard) -- One person died of cholera while 40 others suffered from acute diarrhea from January 1 to 7.

This was confirmed in a meeting held this afternoon at the Provincial Health Office by Dr. Hazel Palmes.

Water refilling stations are also being monitored on a daily basis after 1 in Virac and another one from Bato yielded positive results on E. coli contamination.

The public is enjoined to take precautionary measures.

It will be recalled that Catanduanes was recently devastated by Typhoon Nina.

Gov't employees affected by natural calamities may avail of special leave

NAGA CITY 1/8/17 (Bicol Standard) -- Government employees affected by natural calamities/disasters may avail of a special emergency leave under Civil Service Commission Circular No. 2 (February 8, 2012).


All Employees of: constitutional bodies, Departments, Bureaus and Agencies of the National Government, Local Government Units (LGUs), Government Owned and Controlled Corporations (GOCCs) with original charters, and State Colleges and Universities are qualified to avail of said special emergency leave.

THE CSC Resolution states: "A five-day emergency leave shall be granted to government employees affected by natural calamities/disasters.

They can apply for five straight working days leave or on a staggered basis. This special emergency leave of absence will not be deducted from the employees’ leave credits.

The following shall be the reasons for the special emergency leave:
  • ·         Urgent repair and clean-up of damaged house
  • ·         Being stranded in affected areas
  • ·         Disease or illness of employee brought by the natural calamity/disaster
  • ·         Caring of immediate members of the family affected by the natural calamity/disaster.
This special emergency leave can be availed of by the affected government employee within 30 days from the first day of the calamity declaration by the proper government agencies or authorities.

DLTB management, union sign deal

MANILA -- Operations of the biggest bus company in southern Luzon will soon be back to normal after the management of the Delmonte Land Transport Bus Company Inc. (DLTB) and the striking workers have signed an agreement, the Department of Labor and Employment (DOLE) reported on Saturday.

According to Labor Secretary Sylvester Bello III the settlement provides that the DLTB Labor Union-AGLO will lift the strike effective immediately, while DLTB management shall accept all striking employees, except those terminated prior to the strike, under the same terms and conditions that existed before the strike.

“In the interest of industrial peace and in order not to further jeopardise the commuting public, the DLTB management and its union reached an agreement for the resumption of normal operations of the bus company,” he said in a statement.

The strike, staged by the DLTB Labor Union affiliated with the Association of Genuine Labor Organization (AGLO), paralyzed about 90 percent of the company’s bus operations in Bicol and southern Tagalog provinces during the Christmas holidays affecting thousands of commuters.

The union protested management’s alleged underpayment of minimum wages and non-payment of 13th month pay.

The DOLE assumed jurisdiction of the labor dispute on Dec. 28 in a bid to avert disruption of public transport during the holidays.

The agreement was signed by union Ronald Austria, president; Frankie Fernandez, vice president, and Carlito Abergos, chairman of the board.

The management was represented by DLTB president Atty. Narciso Morales together with Atty. Jaime Miralles for AGLO and Valentino Dionela and Joselyn Bonnie Valeros for DLTB Bus. Co.

The agreement was attested by Bello and Undersecretaries Dominator Say and Bernard Olalia.

But, the labor issues that led to the work stoppage and subject to compulsory arbitration before the National Labor Relations Commission and those at the DOLE Regional Office 4-A have yet to be settled.
