April 3 is regular working day in Albay

Despite exerting all his efforts, Albay Governor Al Francis Bichara cannot declare Albay Day, April 3, 2017, a Monday, a special non-working holiday in the Province of Albay, without the approval of President Rodrigo Duterte.

In a statement released earlier today by Provincial Legal Officer Attorney Jose Noel R. Rubio, a House Bill declaring a special non-working holiday for is not yet forthcoming and cannot be enacted due to time constraint.

The statement also said that “In any event, we will have a simple program to be held at the Provincial Capitol on April 3, 2017 at 8:00 a.m.” to commemorate the event.
