5 Irigueños nabbed in Naga City for selling shabu

NAGA CITY 12/24/16 (Bicol Standard) —A twin buy-bust operation here has resulted to the arrest of five residents of Iriga City who are all suspected to be in the illegal drug trade.


The first buy-bust was held at 5:35 p.m. at Room 108 of Golden Leaf Hotel, Misericordia St. in Barangay Tinago, while the second was at 7:15 p.m. at corner Penafrancia Avenue, Magsaysay Avenue.

In the first buy-bust, the joint police operatives arrested Maricel Silvestre y Ventajar, 33; Marco Barbacena y Ero, 19; Madeline Silvestre, 18; and a 16-year-old minor, all residents of Zone 4, Cristo Rey, Iriga City.

Others who were arrested in the same room were Roda Christine Sarto y Sabocor and Nino Dizon y Sabocor, both 34 years old, of Zone 5, Barangay Penafrancia, Naga City.

Following the said apprehension, Brando Cesquejo y Lugarta, 43, and Adelina Vinas y Lopez, 56, both residents of San Ramon, Iriga City, together with Catherine Rivera y Matris, 37 and Caroline Rivera y Matris, 26, both of Cararayan, Naga City, were also arrested in a separate buy-bust.

In the Golden Leaf Hotel buy-bust, PO1 Michael Sola who acted as the poseur-buyer together with his confidential informant, were able to buy from Maricel Silvestre a plastic sachet containing a substance suspected to be shabu.

Investigators told the BICOL STANDARD that earlier, they received a confidential report from a hotel employee that he was surprised why people were repeatedly coming and going from Room 108 since December 20.

The buy-bust was carried out because of said suspicion.

It turned out later that the two groups were directly connected with each other.

Adelina Vinas y Lopez, the investigators said, is the leader of the group, and is reportedly selling shabu in the Rinconada area.

Adelina, the investigators added, is a relative of Maricel Silvestre, Madeline Silvestre, and the 16-year-old minor, who are dubbed as “Tres Marias” in the illegal drug trade.

The buy-bust was part of the joint surveillance of the Naga City and Iriga City PNP.

All arrested persons are presently detained at the Naga City Police Headquarters.

Bicol braces for tropical storm 'Nina'

LEGAZPI CITY -- Disaster councils across Bicol have been placed on “blue alert” or heightened alert as it prepares for disaster pre-emptive measures should tropical storm Nina (international name: Nock Ten) hit the Bicol peninsula on Saturday, Christmas eve, the Office of Civil Defense (OCD) in Bicol said Friday.



Bernardo Rafael Alejandro, OCD-Bicol director and concurrent Bicol Regional Disaster Risk Reduction and Management Council (RDRRMC) chairperson, said since Wednesday, he has been advising all Provincial DRRMCs to be on high alert for the worsening weather situation and the possible effects the weather disturbance may bring to the community.

Alejandro said should tropical storm Nina hit the Bicol region, it could bring flooding, landslide and storm surge in disaster-prone villages in the region’s six provinces.

On Thursday’s RDRRMC meeting, disaster councils in Bicol were placed on “preparedness mode,” which means all national and local DRRMCs should be ready for activation and deployment, he said.

The Department of Social Welfare and Development (DSWD) reported that 20,256 food packs and thousands of non-food items such as malong, laminated sacks, plastic mats, mosquito nets and blankets were made available for prepositioning and distribution to local government units.

Aside from the food packs and non-food items, DSWD has made available hundreds of NFA rice sacks, canned goods, including a P3.1-million standby fund.

All government hospitals were placed under code white alert (preparedness mode) while the Department of Health Operation Center is on 24/7 operations.

Alejandro said the “no sailing policy” for sea vessels would be enforced should the state weather bureau raise public storm warning signals in Bicol. (PNA)

THE SUNNY PHILOSOPHER | Keeping out a lonely life by Salvador D. Flor


ARE you retired, lonely and bored to death? Do not blasé your stars. There are places to “hang out” which may be to your liking. Not the watering holes with seductive, perfumed girls. Tempting to sneak  into but expensive.

So,  where? In big malls, that is where. They have coffee shops where you can have the best tasting coffee plus the sights of smiling food attendants. They are frequented by the old rich in Legaspi City, in the word of Dr. Boyet Loriaga and the city’s prominent professionals.

The professionals include lawyers, journalists, professors with PhDs and broadcasters.

They come in the afternoon when the day is oven-hot to sip coffee and talk of the day’s events, their businesses, the women they once adored and yes, anything under the sun. And before they know it, it is twilight, to go home.

There is the story of a rich trader who fell in love with a local beauty. He took the girl to a nearby province and lived with her in perfect bliss. The girl got tired and dumped him. The trader almost went berserk.

There is another trader. Once prosperous, he lost his wealth due to bad luck. With his children abroad, he lived alone. He fell seriously ill one day and was rushed to a hospital by his coffee drinkers-friends who paid for his medical bills.

How true are the stories I do not know.

I prefer the company of journalist and professors and lawyers because we share the same live for life and what makes it constantly with color. Before my days in the academe, I worked as a human rights advocate and journalist, earning libel suits as well as enemies.

Those yonder days are over.

Our group has interestingly people: Manila Times correspondent Manny Ugalde, AP correspondent Elmer Bando, broadcaster Ariel Ayque, once Legazpi’s top commentator, Dr. Boyet Loriaga and Dr. Pol Doma, both graduate school professors, businessman Lito Tuanqui, radioman Bobby Ala.
Lawyer Teodoro Almenie whose successful practice has earned him much respect from peers and Lawyer Luis Adornado, former Legaspi City vice mayor Dr. Rudy Ante, of Sta. Teresita Hospital sometimes drops by for a chat.

The late Glenn Lee of the 4-star Casablanca Hotel twice invited me to join his friends. He said he would introduce me to them. It is a little bit sad that he left too soon. He was a good man.

Glenn was an old friend from the heady days of the late businessman Delfin Co. Delfin Co and I were very close to former Philippine Ambassador to the UN and Immigration Commissioner Leandro I. Verceles, Sr.

I have another group in Bicol College where I teach. Wednesday Club, we call it. We meet every Wednesday in sunshine and in rain and talk of many things: Journalist Elmer Bandol, former Albay Kinatawan and Aleco boss Mon Lawenko, Dean Carlos Jacobo, Dr. Boyet Loriaga and myself. Dr. Santi Arana, before his DepEd days, was a member.

So you see, the humdrum life that one goes through after retirement is effectively kept out the door.

"The question most of you are asking is if I'm okay and I can securely say that I am," she wrote in her Facebook post.

"Miss World was never just a beauty contest to me.

The crown represented a journey, one that grew from being an independent endeavor to one that became more than me. A journey that rallied the support and love of my countrymen. A journey that forced me to look into myself and discover what I was made of. A journey that found its heart in the children in one of the poorest slums of my country. Yes, the crown represented a journey...until I realized that the journey could continue and exist without it.

I truly believe that God always knows what's best and I trust in his plan and perfect timing.

One of the happiest moments was when the top 5 of Beauty with a Purpose was announced, meaning that MWO would visit and support the advocacies and the PHILIPPINES was called. I was a mess of emotion because being able to have the work that Young Focus in Manila is doing acknowledged was so gratifying.

Bicolano film bats for gold in MMFF 2016

NAGA CITY--Metro Manila Film Festival 2016 film entry, Oro, smacked of considerable controversy at the very onset when it was chosen by the MMFF Selection Committee to the Magic 8 circle, and an exchange of acrid comments about indie films ensued between the film's supporting star and a mainstream film producer.


Given the film's independent genre that capitalizes on content and style and the manner in which the filmmaker realizes his personal artistic vision, the film Oro is made more controversial for all the hot buttons it pushes because it is based on true events that happened right in the province of Camarines Sur two years ago where personalities associated in which a prominent political camp figured.

The film is megged by Bicolano writer, filmmaker, Ateneo de Manila University professor, Ateneo de Naga HS alumnus Alvin Yapan of Pili, Camarines Sur. With a string of literary and local and international film awards to his name, Yapan attempts to deliver a pungently pervasive stroke to awaken Filipino sensibility, or more aptly, the Bicolano's sense of affinity for his "kababayan."

Yapan's proclivity to depth and breadth in his films will spell a compelling vicarious experience for every Bicolano audience.

As Joem Bascon, lead actor, said in an interview with talk show host Boy Abunda, "The movie is meant not to simply entertain, but to inspire awareness and learning."

Gov. Cua condemns 'Uktoy' Que slay

NAGA CITY 12/22/16 (Bicol Standard) -- Catanduanes Gov. Joseph Cua has condemned the killing of Virac businessman-politician Larry "Uktoy" Que.


“As Chief Executive of the Provincial Government of Catanduanes and Chairperson of the Provincial Peace and Order Council, most importantly, as an individual with moral ascendancy over another, I strongly condemn this recent act of atrocity perpetrated by unknown assailant/s against Mr. Larry Que—a fellow Catandunganon," his statement reads.

"For so long, even during election period, Catanduanes has been among the few provinces in the country where killings—politically-motivated or otherwise—have been unheard of. We have always taken pride in our island province’s penchant for peace and forbearance that our province’s crime incidence has been marginally confined to petty crimes and occasional crimes of passion, but never of those committed in cold-blood.

It therefore greatly saddens me now that violence has found its way into our community. We should not let this happen. I believe in the sanctity of life and in keeping our community safe.

I join Mr. Que’s family in prayer that his condition may improve and those who are truly responsible for this horrendous crime shall soon be apprehended to face the full force of the law. Although it is common knowledge that Mr. Que and I have had previous differences in opinion on matters concerning public leadership, I have always welcomed and respected his views.

I strongly encourage everyone to remain vigilant and I urge our local police force to exhaust all means for the immediate resolution of this case,” Cua continued.

On December 19, Governor Cua requested PSSUPT. Jeffrey S. Fernandez of the Catanduanes Police Provincial Office in a memorandum coming from the Office of the Governor and Chairman of the Provincial Peace and Order Council (PPOC) to be furnished with an official daily investigation report on the discovered shabu laboratory in Palta Small, Virac and the shooting incident causing the sudden death of Larry Que.

The PPOC Chairman seeks to be guided by the daily investigation reports in the necessary actions that the council has to take to help in the speedy resolution of the two significant peace and order concerns.

Bicol bags 3 national Gawad Saka awards in 2016

PASAY CITY - The Department of Agriculture honored twenty two (22) outstanding individual farmers and organizations during the awarding ceremony of the agency’s most prestigious search - the 46th Gawad Saka – held on December 12, 2016 at the Philippine International Convention Center (PICC) here.


The Gawad Saka is an annual search which started in 1970 to recognize the Filipino farmers and fisherfolks’ remarkable accomplishments and innovations which boosted productivity and economic growth of the agriculture sector.

For this year the Bicol region bagged three national awards. Jose E. Amador, 74 year old farmer of Guinlajon in Sorsogon City is outstanding High Value Crops Farmer. He is a pioneer in pili production in Sorsogon. His three decades orchard contains 500 organically grown pili trees and is a good source of scion and grafted planting materials. As Magsasaka Siyentista of PCARRD he is often sought as resource speaker on pili grafting. His farm has been a techno-demo site for DA, on-the –job trainings and experiment on pili and by-products by SUCs. Mr. Amador received a presidential citation, trophy and P200,000 cash award. He was accompanied by his wife Jojie and Sorsogon Provincial Agriculturist Ma Teresa Destura.

Meanwhile the Provincial Agricultural and Fishery Council (PAFC) of Masbate is outstanding PAFC. Masbate PAFC Chair, 88-year old Nora Aribon received the presidential citation, trophy, project grant of P300,000 and P50,000 cash award. She was accompanied by Congresswoman Elisa Olga T. Kho of 2nd district of Masbate, and Mayor Ian Sepulveda of Esperanza. The PAFC was instrumental in reducing the poverty incidence of the province from 14th poorest province in the country in 2012 to rank 34th in 2015 thereby removing Masbate in famous club 20 list of poorest provinces which had been occupied by Masbate for almost 20 years. In the Bicol region, Masbate now ranks as 3rd, surpassing the provinces of Catanduanes and Camarines Norte.

The Municipal Agricultural and Fishery Council (MAFC) of Ocampo in Camarines Sur is outstanding MAFC. Ocampo MAFC chair Carlito Aquino received the presidential citation, trophy, project grant of P300,000 and P50,000 cash award. With him were mayor Corazon Olos, SB members and MAFC officers. The MAFC was cited because of its strong partnership with the LGU of Ocampo which paved the way for the implementation of the P2.5 million Municipal Agriculture an Fishery Development Plan 2015 which prioritized the construction and rehabilitation of existing irrigation facilities, thereby increasing rice productivity and income in Ocampo.

DA Bicol Regional Executive Director Elena B. delos Santos and Gawad Saka regional focal person Aloha Gigi I. Banaria also accompanied the awardees at the stage.

President Rodrigo Duterte was represented by Atty. Adelino Baguio Sitoy of the Presidential Liason and Logistics Office. While Secretary Emmanuel F. Pinol who was not able to come because of an equally important occasion was represented by Atty. Benjamin Tabios, Jr. Vice Chair of National Gawad Saka Executive Committee. Also present was ATI OIC Director Luz A. Taposok.

Outstanding Young Farmer awardee Denmark Centeno of Region 2 shared his painful experience when he was forced to quit school due to financial problem. “Noong una inalipusta ako ng mga tao ng magsimula akong magsaka at huminto sa pag-aaral. Ngayong umasenso na ang aking bukirin, nakita nila na may pera sa pagsasaka, kailangan lang magtyaga sa pagbubungkal ng lupa.” Now he is enrolled in agricultural technology course to broaden his knowledge in farming. PNP's RD Buenafe issues warning vs. fake money in Bicol

LEGAZPI CITY 12/21/16 (Bicol Standard)—Bicol PNP Regional Director Police Chief Supt. Melvin Ramon G. Buenafe reminded Bicolanos to be vigilant and sharp-eyed against fake money this Christmas season.

Buenafe said counterfeit P1,000 and P500 bills are presently circulating in different parts of the country.


The PNP through The Banko Sentral ng Pilipinas issued tips on how to determine if your new Philippine peso bills are fake or genuine:

* The New Philippine banknotes or peso bills are not smooth but a little bit rough to touch because they are made of cotton and Philippine Abaca.

* The serial numbers of the new Philippine Peso bills are composed of one or two prefix letters and six to seven digits in asymmetric or increasing size.

* Red and blue fibers embedded in the banknote paper glow under ultra violet light. You can see this glow when you use a money detector device.

* The watermark shows the shadow image of the portrait and the banknote's denomination on the blank space when viewed against the light from either side of the note.

*The word Filipino written in Philippine ancient "Baybayin" alphabet can be seen in its complete form when banknote is viewed against the light.

* When the banknote is rotated in 45 degrees and tilted downwards, a concealed denominational value can be seen super-embossed on the smaller version of the portrait.

* Viewed against the light, both the 20 peso and the 50 peso notes have embedded 2mm wide Security Threads that can be seen with the banknote is held against the light.

* A 4mm wide stitch-like metallic security thread can be seen in 100, 200, 500 and 1000 peso notes.

* Viewed from different angles, the color of the 4mm wide metallic security thread changes from red to green.

* The front of the thread carries in clear text the initials of the BSP together with the numeric denomination in repeated series.

Virac mayor condemns murder of 'Uktoy' Que

VIRAC, Catanduanes 12/21/16 (Bicol Standard)— "The recent killing of a businessman by unidentified riding-in-tandem perpetrators in broad daylight is another blow to the tarnished image of the municipality of Virac, once known as a place for tranquility and peacefulness," Mayor Samuel Laynes wrote in his official statement following the killing of Larry "Uktoy" Que.

"This brutal and senseless killing gives a chilling effect to the community and every God-fearing Viracnons.

Although authorities are still blind at this moment as to who and why this brutal incident was carried out, the incident should give us a stern warning on how lose the community is in the hands of people with evil intent.

Unless the pillars of our criminal justice system will do something to rectify the situation, there is always a possibility that civility will collapse and the role of the mob will prevail in this once peaceful municipality.

Whoever is behind this senseless killing, I strongly condemn the cowardly act, a blatant attack on the harmony of the community.

I encourage every Viracnons and each and every Catandunganons to be more vigilant and report to the authorities any suspicious activity of any individual or group of individuals that might breach the peace and order of our traditionally peaceful community.

CD Muñez aims for zero firecracker-related casualty

Muñez, as City Director, is a member of Task Force Paputok under Mayor John Bongat’s Executive Order No. 2016-045.

Said task force is mandated to cause the inspection of quantities and kinds of firecrackers and pyrotechnic devices sold and stocked by retailers or distributors; and to strictly enforce the provisions of RA 7183 regulating the manufacture and sale of firecrackers and pyrotechnics and ensure that all banned products as classified and declared by the Department of Health, DTI, and other regulatory agencies will not be sold in the market.

The other members of Task Force Paputok include the Philippine National Police, City Health Officer, City Fire Marshall, City DRRMO, and the City Treasurer.


About 150 additional police officers are in the city as part of the augmentation forces for Christmas and New Year, Muñez added.

Duterte vows stronger family planning measures to reduce poverty

MANILA--President Rodrigo Duterte on Monday said he will be instituting a stronger family planning policy in order to reduce poverty and uplift the country’s economic growth.


In his speech before members of the Presidential Security Group (PSG) prior to the command’s Christmas boodle fight, the President said that he does not want a quarrel with the church but a smaller family is needed to cope up with present realities.

“Every time I go to other countries like Indonesia and Singapore, and you can see the progress of the country, I get misty-eyed when I think of my country. Why is it that up to now, we are still like an airplane ready for takeoff but has no lift?” he said.

“We are not really taking off. I really do not know. Maybe it’s sheer population, talagang marami lang. And, of course, I do not want a quarrel with the church, but I will be ordering a stronger measure this time for family planning,” Duterte said.

The Philippines has an estimated population of almost 103 million with an annual growth rate of 1.54 percent.

According to the Philippine Statistics Authority (PSA), there are three babies born every minute throughout the country, or around 1.7 million additional Filipinos per year.

The PSA also reported that for 2015, the Philippines has a poverty incidence of 21.6 percent, with 8.1 percent living below the poverty line.

“Maawa ako sa tao, sobra-sobrang...hindi mo mapapa-aral. We really need to have to do some programming and just say to the people: two or three (children) that is enough,” the President said.

Duterte has been pushing for an aggressive implementation of the country's family planning law to push his economic growth agenda even before he was sworn in as President of the Republic.

Congress passed the "Responsible Parenthood and Reproductive Health Act of 2012” despite strong opposition from the church.

Republic Act No. 10354 was signed by President Benigno S. Aquino III on December 21, 2012 but its full implementation was suspended by the Supreme Court.

In 2015, the High Court stopped the Department of Health’s program for the distribution and sale of contraceptive implants that can prevent pregnancies for up to three years.

Under the same ruling, the SC also barred the Food and Drug Administration (FDA) from "granting any and all pending application for reproductive products and supplies, including contraceptive drugs and devices."

The Commission on Population (PopCom) had warned that as result of the prohibition on the FDA almost 90 percent of contraceptive brands will no longer be available by 2018, unless the TRO is lifted.

This, according to PopCom, would render the RH Law ineffective.

Meanwhile, the National Economic and Development Authority (NEDA) said that full implementation of the RH Law would help accelerate the government’s program for poverty reduction in the country.

Last October, NEDA Director General Ernesto M. Pernia said that in order to achieve a 17-percent poverty incidence by the end of the term of President Duterte, “it will have to be a combination of strong economic growth, lots of jobs, complemented by the full implementation of the RH law so that the poor are able to limit and/or space their child bearing.”

“Limiting the number of children to three per family is the desire of many Filipino couples. This also helps keep them from poverty,” Pernia said. (PNA)

Virac businessman-politician fights for life after being shot

VIRAC, Catanduanes 12/19/16 (Bicol Standard) -- A prominent businessman and politician, Larry Que, was fatally injured when two unidentified men wearing a bonnet and a helmet fired upon him earlier at around 9:30 a.m in front of the Land Transportation Office (LTO) in Barangay San Isidro here.



Que, who is popularly known as "Uktoy," was shot at close range by the assailants, the police said.

It will be recalled that Que ran for Virac mayor in the previous elections but lost to Samuel Laynes.

At present, Que is still fighting for his life at the Intensive Care Unit (ICU) of Eastern Bicol Medical Center.

The victim is 54 years old and a resident of Barangay Cavinitan, this town.

The initial investigation reveals that the suspects fled to an unknown direction after the shooting incident.

Meanwhile, Que's daughter appealed on Facebook for prayers for her father.

Cocaine valued at P90-M recovered in Albay

LEGAZPI CITY 12/18/16 (Bicol Standard)—Eighteen bricks of suspected cocaine, each weighing approximately 1 kilo, were discovered floating on the seawaters of Tiwi, Albay earlier today.


PNP Bicol Regional Director Melvin Buenafe told the Bicol Standard that the said bricks were discovered by fishermen Manuel Comota and Razel Bragais.

Buenafe added that the bricks were wrapped in a fishnet which they suspect that due to the action of the waves, was set loose, allowing the contraband to float.

Each brick is estimated to have a street value of 5 million pesos, amounting to a total of 90 million pesos for the 18 bricks.

In a press conference held at Camp Simeon Ola earlier today, Buenafe said the items have been turned over to the crime laboratory for confirmation and proper disposition.

The discovery of the bricks, he said, can be attributed to the support of the community, which is now actively participating in the anti-drug campaign.

In 2009, similar bricks were also discovered in the seawaters of Samar, he said.

Caramoan massacre film Oro, entry to MMFF 2016

NAGA CITY— The Caramoan massacre takes center stage in Oro, a film included in this year’s Metro Manila Film Festival roster.

Oro, which is written and directed by Bicolano filmmaker Alvin Yapan, tells the story of Elmer, a small-scale miner, Kapitana, his long-time employer benefactor who buys the gold he mines, and Linda, an elementary teacher who is pregnant with Elmer’s child.



“Just when Elmer and Linda are about to reveal their plans and secrets to each other, their small mining community is disturbed by the arrival of an armed group, Patrol Kalikasan, masquerading as environmentalists. The loyalty of Elmer and the small mining community to Kapitana will be tested as they could not produce a permit to mine, even though they have been working the mines since World War II, with no effects of environmental degradation. As Kapitana scrambles to secure a permit to protect her community from the harassment of the armed group, Elmer and the rest of the community struggle to eke out a living, as Patrol Kalikasan settles down in their community, and takes over the mining operations,” reads the film’s synopsis.

“The film is about the lives of simple folk caught between the crossfire of Kapitana accused of political patronage, and Patrol Kalikasan using the environment as a front for their own political and economic interests on the small mining community. As the provincial government and the Department of Environment and Natural Resources (DENR) fight over the jurisdiction over small-scale mining operations, Elmer and Linda suffer the devastating consequences of the legacy of violence and corruption of the country’s turbulent political and ideological history,” the synopsis continues.

DepEd: DoH’s proposed condom distribution in schools still in talks, not a ‘mass event’

PASIG CITY – The Department of Education (DepEd) has not given the Department of Health (DoH) the “green light” to distribute condoms in schools.



Education Secretary Leonor Magtolis Briones on Wednesday disclosed to members of the media that there has been an informal discussion, but DepEd has not given its consent to finally implement the health agency’s plan. Top-level formal talks is being initiated by DepEd.

“That is a very sensitive issue. . . Hindi sila tatayo diyan sa pinto at bawat pumasok ay bibigyan kagaya ng mga nagbibigay ng mga leaflets sashopping center, hindi ganun. . . At hindi ka magdi-distribute kung walang counselling, kailangan may magpapaliwanag. It’s not going to be a mass event,” Briones told reporters during a recent media luncheon in Mandaluyong City.

The Education chief further clarified that in the event of implementation, it will be at the level wherein students are capable of understanding and discerning through the continuing age-appropriate reproductive health education in schools.

“Most likely, it will be at the level of junior high and senior high school na makaka-discern at makakaintindi na yung mga bata. . . Siguro I was 11 or 12, our teacher at that time was already teaching us about reproductive health,” Briones pointed out.

As part of ensuring that the proposed distribution, in case of implementation, will not become an instrument for inapt promotion of promiscuity and debasement of moral values, teachers will have to be further trained on how to properly explain to learners the rationale of disseminating contraceptives and the many repercussions of pre-marital sex.

“Ang gusto talaga nila ay ma-increase yung awareness sa AIDS, kasi tumataas ang level ng teenage pregnancy at HIV/AIDS. Our next generation is really at risk,” Briones maintained.

Likewise, DepEd will protect the rights of learners and families with strong convictions against the distribution by ensuring that the DoH initiative will be complied with voluntarily.

DepEd is confident that through responsible education and accountable information dissemination, every stakeholder is a partner in safeguarding the rights and welfare of the Filipino learners.

AES PH donates schoolbuildings

NAGA CITY 12/14/16 (Bicol Standard)—“This is an ideal classroom that is very conducive to learning. This is a gift to our school children who are our future leaders.”


This was the message of former Camarines Sur II Electric Cooperative, Inc., (CASURECO II) Board President Larry D. Basmayor, during the inauguration and turn-over of the AES building, at Hamoraon Elementary School, in Minalabac, Camarines Sur.

Basmayor said that he was indeed very optimistic that the new building would enhance learning.
This is especially because it is complete with ceiling, electrical and lighting facilities, electric fans, painted, complete with chairs for the pupils, table and chair for the teacher, and blackboard, which are normally not part of government built school buildings.

“I am very thankful to AES Philippines which donated the building, upon my request. I have personally chosen Hamoraon Elementary School to be the recipient of the project after I leaned that the pupils here had an excellent performance in the achievement test”, he emphasized.
Meanwhile, during the turn over ceremony, AES Philippines was represented by Dixie Banzon, the Director for Marketing Operations.

Casureco II on the other hand was represented by its Board President Gay Pabines, of Milaor district.
Newly installed school principal of Hamoraon Elementary School Francia Sernal in her acceptance message thanked the donor of the project and Casureco II.

Apart from the said school building, AES Philippines had also built the same type of school building at barangay Puro, Canaman, Camarines Sur.

Municipal Councilor Larry Nico Basmayor, who was then chairman of the Committee on Education in the Sangguniang Bayan of Canaman, Camarines Sur, was responsible for the identification of the site where the school building was built.
