Parts of newly-inaugurated Naga River revetment project collapse

NAGA CITY, November 5, 2016 (Bicol Standard)—Barely two months after its inauguration and inspection by Vice President Leni Robredo and city officials, at least 55 meters of the Naga City Revetment Project crumbled yesterday at around 4:45 p.m.

The portion which collapsed is situated at the back of Sto. Nino Memorial Park.

Interviewed by the BICOL STANDARD, several residents near the area said they observed chunks of the revetment project erode simultaneously.

Juan (not his real name), a resident of the area, said that he had earlier told the laborers that he noticed that the foundation was very shallow, and the plastering of the rip-rap was too thin.

Opposite the collapsed rip-rap, cracks measuring around 150 meters long have also started to show.

“If this portion (referring to the opposite side) is not immediately repaired, it is bound to collapse when the rains come in the next few months,” Juan said.

As this developed, Diego Magpantay of Citizens Crime Watch said they are sending a group of investigators to conduct an impartial documentation of the incident.

If it is discovered that there are anomalies, Magpantay said they would not hesitate to initiate the necessary complaint against those responsible.

The Naga River Revetment Project, which measures 5,670 linear meters, is the pet project of Vice President Leni Robredo and the city government of Naga.

It was launched to revive the Naga River and to provide convenience for the devotees during the annual Penafrancia Fiesta fluvial procession.

As of this writing, the Department of Public Works and Highways (DPWH) in Bicol has not issued a statement regarding the collapse.

Meanwhile, Mayor John Bongat posted a reply on Facebook that the DPWH is already aware of the damage. "They and the contractor should repair it," he said.

Frigatebird recovered in Camalig, Albay dies

LEGAZPI CITY, November 5, 2016 (Bicol Standard) -- The large bird recovered in Camalig, Albay that captivated netizens has already perished.

This was confirmed by Dr. Manny Garbiles Victorino, Veterinarian/Agricultural Technologist of the Albay Provincial Veterinary Services.

Victorino, who examined the animal, identified it as a lesser frigatebird.

"We already had it preserved for further examination," he said.

In an interview with the BICOL STANDARD, he added that it is possible that the inclement weather conditions brought the bird to Camalig.

However, they will still conduct further tests on Monday to determine the bird's cause of death.

Said bird, it would be recalled, stoked the attention of netizens after its photos were shared on social network Facebook on Friday.

Bird with 2-meter wingspan recovered in Camalig, Albay

CAMALIG, Albay, November 4, 2016— A mysterious-looking large bird is grabbing the attention of netizens after it was recovered at Purok 3, Barangay Tagaytay, this town earlier today.

Observers say the bird is possibly a Great Frigatebird, which was blown by the strong winds from the Pacific Ocean to the Philippines due to the inclement weather condition.

The bird, according to netizen Rocel Tin Romero, spans around 2 meters, and is not frequently spotted in the area.

Records show that there was one similar bird that was sighted in Quezon City many years back.

“Kawawa nmn ung bird dapat magamot agad sya kac parang nanghihina na sya,” Romero posted.

Romero has already called the attention of Albay Gov. Al Francis C. Bichara and Cong. Joey Salceda for assistance.

Heavy rains pummel Sorsogon, other Bicol provinces

SORSOGON CITY, November 4, 2016 (Bicol Standard) --The local chief executives of several Sorsogon towns have cancelled classes due to the heavy rains brought by the Intertropical Convergence Zone (ITCZ).

1 dead, 4 hurt in Tabaco City shooting incident

TABACO CITY, November 3, 2016 (Bicol Standard) -- One person was killed while four were injured when they were fired upon for still unknown reasons by two unidentified male persons on board a motorcycle at P-4, Brgy. San Roque, Tabaco City, early morning Wednesday.


The suspects, according to the police, were both wearing helmets and black jackets, and were on board a black scooter.

Joseph B. Borleo, 24, single, who was hit in his left armpit, was pronounced Dead on Arrival by the attending physician at Ziga Memorial District Hospital.

Meantime, Eddie Buela and Jose Carael suffered injuries on their backs, Christopher Pifaño on his upper right leg, and Ronald Broso on his right elbow.

Recovered at the crime scene were two fired cartridge cases for caliber .45 and one fired cartridge case for 9mm.

As of this writing, the motive behind the shooting is still being established.

A pursuit operation to identify and capture the suspects has also been launched.

NCIP lobbies for direct titling of ancestral domain in Camarines Norte

DAET, Camarines Norte – The National Commission on Indigenous People (NCIP) Bicol regional office is pushing for the direct titling of ancestral domain claims of indigenous people's group or the “Kabihug” in Camarines Norte.



NCIP development management officer Agnes Salvino said that the commission has identified 22 hectares for direct titling of ancestral domain in barangay Osmeña, Jose Panganiban with a resolution en banc and on the process of registration of the communal title for IPs.

Salvino said the area has more than 36 IP family-residents and is equipped with facilities such as day care center and water system.

"We will make a move for barangay Osmeña to be a show window of 'Kabihug' or 'Manide' in Camarines Norte," she said.

NCIP, according to her,  is also targeting another 150 hectares for direct titling in barangay Malaya, Labo for IPs,

Salvino said that Camarines Norte has one Certificate of Ancestral Domain Claim (CADC) No. 063 with 8,000 hectares covering seven municipalities of Capalonga wherein after validations became 3,600 hectares.

She said that necessary documents were already submitted to NCIP central office and are in the process of segregation of private properties within the 3,600 hectares.

IPs have four rights: ancestral domain, socio and human rights, self-governance and empowerment and cultural integrity. (PIA)

Victims point to murder, drugs suspects for robbery in Guinobatan

GUINOBATAN, ALBAY, November 3, 2016 (Bicol Standard)--Two persons who have pending warrants of arrest for Illegal Drugs and Murder were identified as the principal suspects in the robbery incident that took place at Purok 4, Brgy. Dona Tomasa here.


The complainants, Henrita Brillante and Julius Quisel, told the police that the two suspects and another unidentified person were waiting at a dark portion near the house of the victims.

Later, Julius Quisel arrived and was flagged down by the suspects, they narrated.

One of the suspects asked Henrita Brillante, who was also residing in the same house, about the whereabouts of her son Councilor Oscar Brillante.

Henrita, however, could not say where her son was.

The two suspects then kicked the main door, while another pointed a gun at the victims.

The suspects proceeded to the bedroom, which they ransacked, and carted away P6,000.

They thereafter fled on a red motorcycle.

The victims reported the incident to the police, who showed them the rogue gallery.

Through said rogue gallery, they were able to identify Mike Tayo a.k.a. “Muslim” and Wahab Santican a.k.a. “Wahab Abubakar” as the persons responsible for the robbery.

A follow-up investigation is still being conduted as of this writing.

Bearis, Acting Provincial Director, emerged as Region’s top performer in the implementation of Oplan Tokhang, the first approach in the PNP’s Anti-illegal Drugs Campaign Plan, Project Double Barrel.



PCSupt. Melvin Ramon G. Buenafe, Regional Director presented the Medalya ng Kagalingan to PSSupt. Bearis, Acting Provincial Director of Masbate Police Provincial Office on October 29, 2016 at Camp Bonny Serrano, Masbate PPO.

The award was conferred to Masbate PPO for being adjudged as the top performing PPO out of six Police Provincial Office (PPOs) and 1 City Police Office (CPO) in Bicol region which recorded the highest number of houses visited/knocked.

Masbate PPO recorded 199,179 houses visited/knocked covering the period from July 1 to October 25, 2016.

PCSupt. Buenafe lauded the leadership of Masbate PPO's PSSupt. Bearis for this remarkable achievement.

Bearis, on the other hand, credited this successful achievement to the relentless support and cooperation extended by the personnel of Masbate PPO, local officials and other stakeholders.
