BFAR Bicol seizes 2 truckloads of fish

NAGA CITY October 21, 2016 (Bicol Standard) – Two truckloads of frozen fish estimated to be 10 metric tons were seized here by the personnel of the Bureau of Fisheries and Aquatic Resources (BFAR) of Region 5, valued at P800,000 at around 12:00 a.m. earlier this morning.

Fishing Regulation Officer for BFAR Region V and spokesperson of the said government agency Nonie Enolva told the BICOL STANDARD that the apprehension was made when the alleged owner failed to present the necessary documents, like the transport permit, importation permit, and other pertinent documents.

During the initial investigation, it was discovered that the said trucks were loaded with different kinds of fishes, like galunggong, timon-timon, tulingan and mackerel.

The fish dealers were reported to have come from Camarines Norte and Sorsogon.

They were given five days from today to produce the necessary documents to prove the legality of their business.

The law enforcement teams who conducted the operations were members of the Albay Coastal Rangers and the Legazpi City police. The confiscation was made inside the territory of the Legazpi City Port.

As of this writing, the confiscated fisheries products will be temporarily stored at the PFDA Camaligan Sports complex.

The investigators said that the confiscated fishery products were registered in the name of Nelly Fish Products of Daet, Camarines Norte and Lenny Aquino Fish Dealer, of Magallanes, Sorsogon.

EDITORIAL | Naga City: Center of good governance no more?

Despite branding itself endlessly as the Center of Good Governance, Naga City this year has failed to get the good governance seal from the DILG.

Even more embarrassing, however, is the fact that this is the second time that the same has happened.

Last year, it would be recalled that the City even filed a protest questioning the results, while admitting it needed a review of its own performance.

We ask: what happened? Where have we gone wrong for the DILG to judge us as unworthy of said coveted seal?

And should we continue to invite guests to take a look at how we govern, when we ourselves fail to meet the minimum requirements set by the DILG?

Should we continue to trumpet our so-called achievements, when they now appear hollow in light of these recent developments?

Should we so easily forget the legacy of former Mayor Jesse Robredo, who took it upon himself to make the city known as the epitome of good governance?

Of course, this is not an attempt to put the blame on the city officials, who have likely tried, but sadly failed in any of the following criteria: good financial housekeeping, disaster preparedness, social protection for the basic sector, business-friendliness and competitiveness, environmental management, or law and order and public safety.

Instead, this is an attempt at a wake-up call both for Naga City’s leaders and its residents to step up their game or else be overtaken by other cities, which for years have looked up to us as a model for good governance.

Let us prove ourselves worthy of the title, before honking our horns, lest we be ridiculed for what appears now, in the words of former Councilor Nathan Sergio, as a “hollow brag.”

Legazpi City starts assessment of drug surrenderers

LEGAZPI CITY --The Legazpi city government, through the City Health Office (CHO) and City Social Welfare and Development Office, has started assessing over 2,000 drug dependents who had voluntarily surrendered to police officials since start of the illegal drug campaign in July, said Dr. Fulbert Gillego, CHO chief.



He said collated records at the City Police Office showed that as of Oct. 18, there were 2,467 drug dependents who voluntarily surrendered to local authorities, 2,326 of them were male and 141 female.

Gillego said 271 of the drug surrenderers were pushers while 2,196 were drug users.

“There were also 62 minors among those who surrendered to authorities,” he said.

Gillego said the medical teams they formed will categorize the drug dependents as either severe or mild cases.

Those identified as severe cases will be referred to the Malinao Rehabilitation Center for treatment while those deemed to be mild cases will undergo counseling and given livelihood activities.

Legazpi City Mayor Noel Rosal, Tabaco City Mayor Krisel Lagman-Luistro and Ligao City Mayor Patricia Alsua held a meeting recently with officials of the Department of Health-Bicol so that immediate intervention could be given to the drug surrenderers.

Rosal said all officials in the city’s 70 villages, from the village chief to the village watchmen, and city employees have undergone drug tests.

He said those who have yet to submit to tests should schedule tests to erase doubts on their involvement in illegal drug use.

Rosal urged the police to continue the illegal drug campaign of the Duterte administration to help reduce drug-related crimes in the country.

Chief Insp. Errol Garchitorena, Legazpi city police chief, said they are conducting house-to-house visits of all identified pushers and users in the barangays as part of Oplan double barrel and Operation Tokhang.

He said police officers have been disseminating information in the villages on the ill effects of illegal drugs while continuing with their search and seizure operations on known drug dens. (by Emmanuel P. Solis, PNA)

Naga City, Cam Sur fail to notch good governance seal

NAGA CITY, October 19, 2016 (Bicol Standard)--The local governments of Naga City and Camarines Sur both failed to get the Seal of Good Local Governance this year, according to the report released by the DILG Regional Office V yesterday.



The Seal of Good Local Governance is conferred to LGUs that adhere to performance criteria on any of the following areas: good financial housekeeping, disaster preparedness, social protection for the basic sector, business-friendliness and competitiveness, environmental management, and law and order and public safety.

Meanwhile, the LGUs in Bicol which notched said seal are the following:

Provinces:
1. Catanduanes
2. Sorsogon
3. Camarines Norte

Cities:
1. Legaspi City
2. Masbate City
3. Ligao City
4. Sorsogon City

Municipalities:
1. Virac, Catanduanes
2. Tigaon, Camarines Sur
3. Mobo, Masbate

The awarding will be held at 1:30 p.m. on October 27, 2016 at Sofitel Philippine Plaza Hotel.

Bulusan Volcano spews ash

BULUSAN, Sorsogon, October 19, 2016 (Bicol Standard) -- A steam-driven or phreatic eruption was recorded at Bulusan Volcano's southeastern upper slope vents at 4:58 this morning, Phivolcs reported.


The event was recorded as an explosion-type earthquake that lasted nine (9) minutes based on the seismic record. Visual observation of the edifice was obscured by thick cloud cover, but limited observations near the vent approximated the eruption plume to have risen (1) kilometer high.

In addition, Bulusan’s seismic monitoring network recorded twenty-eight (28) volcanic earthquakes in the past 24 hours.

As Alert Level 1 (abnormal) remains in effect over Bulusan Volcano.

Meanwhile, LGU Bulusan announced that schools affected by the ashfall this morning are advised to suspend classes.

Bicol Shell Museum open for educational tourism

MINALABAC, Camarines Sur—At the pristine pebble beach of barangay Bagolatao, the Bicol Shell Museum’s unassuming exterior hides a breathtaking treasure: around 4,000 shells meticulously classified by scientific name, and labelled with the dates and places when and where they were found.

Amazingly, there is perhaps no one as enthralled as its owner and curator, marine biologist  Prof. Leovegildo O. Basmayor, Sr.

“Despite having a massive collection, I continue to marvel at each and every specimen,” he revealed to the BICOL STANDARD.

“When I was a kid, I used to select and keep only the shells I found beautiful. Pretty soon, I discovered that all shells, regardless of shape or color, were beautiful in their own right,” he said.

As early as the age of six, Basmayor said he would comb the beach at barangay Salingogon in this town in search of conches, clams, and mussels, among others, many of which are still part of his present-day collection.

His seashells, which he kept in glass jars, grew so large that when World War II broke out, he had to devise a plan to keep them safe.

“I decided to bury my collection in the ground,” he said. “When the war was over, I returned to where I buried it and dug it out.”

Fanned by his endless curiosity, his passion grew all the way through adulthood, when he pursued an academic career in biology as a scholar at the University of Nueva Caceres and the University of the Philippines.

He then taught at Bicol University and the University of Nueva Caceres, while contributing to the collections at various academic institutions, and even the National Museum.

His real classroom, however, was the sea, which he continued to frequent in search of more and more specimens to collect and classify.

“At present, my collection is possibly the only one of its kind in the entire Philippines. The Bicol Shell Museum is unique in that it was built for educational purposes—to teach the present and future generations about these marine treasures that soon may no longer be found because of environmental degradation,” he said.
To his pleasure, his collection is well-received not only by the academe, but also by individuals from other walks of life.

“This collection is as much for students and educators as they are for the common person,” he said, gesturing towards the display cases, racks, and drawers.

“Absolutely everyone will find something relevant to their lives at the Bicol Shell Museum,” he stressed.

To illustrate, he cited an instance when police officers visited to learn about the kinds of venomous and non-venomous seashells, which was relevant to their investigation of incidents that occur on beaches.

“We built this shell museum to share to the community what I have discovered, in the hope of getting them to discover for themselves the wonders of seashells,” he told the BICOL STANDARD.

Now 82, he devotes his days continuing his study of various shells, as well as other marine and terrestrial organisms.

“You’d find it hard to believe, but I still learn new things every single day because of this passion,” he remarked.

At present, he is working on the content of the website of Bicol Shell Museum, which will enable him to share his collection to a global audience.

Basmayor’s collection is a real treasure, but perhaps not as much as he himself is a treasure, a wellspring of awe-inspiring insights borne out of a burning passion for science and shells.

LawinPH: Signal number 1 hoisted over CNorte, CSur, Catanduanes

NAGA CITY, October 19, 2016 (Bicol Standard)--Camarines Norte, Camarines Sur, and Catanduanes are now under Tropical Cyclone Warning Signal Number 1 due to Typhoon Lawin, DOST-PAGASA announced earlier this morning.


Also under the same storm signal are Batanes group of Islands,La Union, Tarlac, Pangasinan, Nueva Ecija, Rest of Aurora, Zambales, Pampanga, Bulacan, Northern Quezon including Polillo Islands, Bataan, Rizal, Laguna, and Metro Manila.

Meantime, signal number 2 has been raised over Cagayan including Calayan Group of Islands, Isabela, Northern Aurora, Ilocos Norte, Ilocos Sur, Apayao, Abra, Kalinga, Mt. Province, Ifugao, Benguet, Nueva Vizcaya and Qurino.

Lawin has accelerated and intensified further as it threatens Northern Luzon, DOST-PAGASA added.

It is expected to make landfall over Cagayan Area by tomorrow early morning (October 20) then will cross Apayao and Ilocos Norte.

Gov. Tallado served with 3rd suspension order

DAET, Camarines Norte, October 18, 2016 (Bicol Standard)-- A third suspension order was slapped against Gov. Edgardo Tallado by the Office of the Ombudsman, this time for Disgraceful and Immoral Conduct.


The complainant is Jose Banal, who filed said complaint on November 14, 2014.

At issue was the alleged sex video and nude photos of Tallado and his alleged mistress.

Last Monday, DILG Region V Director Elouisa Pastor personally served the suspension order but the governor was not around.

The said order was received by the governor's staff who claimed that they were instructed by the governor to receive the same.

It would be recalled that the previous suspension orders were for Oppression and Grave Abuse of Authority, followed by one for Grave Misconduct.

Meanwhile, Atty. Marcelo Adan Botor, speaking for Tallado said that the governor will issue a statement later because there are other things they are presently considering.

Vice Governor Jonah Pimentel will serve as the Acting Governor while Board Member Mike Canlas will be the Acting Vice Governor of the province.

'Endo' to end in Bicol: Biggest firm in Catanduanes absorbs 231 workers

VIRAC, Catanduanes- Two hundred thirty one (231) contractual workers in the island province of Catanduanes were voluntarily absorbed and regularized by one of the biggest firms operating in said island, DOLE Bicol announced in its latest Endo report.


“This is more than good news. It means that we are in the right track in addressing this Endo issue here in Bicol. From the time we launched our mapping and developmental approach in August, we’re now getting continuous-positive results such as this,” DOLE Bicol OIC Regional Director Atty. Ma. Karina Perida-Trayvilla said.

DOLE Bicol said that even prior to the Regional Consultation on Endo on September 1, 2016 at Legazpi City Convention Center, the top executives of Cua Group of Companies, in close coordination with DOLE Catanduanes, decided to support the Endo campaign by regularizing its 231-contractual employees.

In fact, a focused group meeting with the local chamber of commerce and industry was held on August 12 at the Virac Town Center to discuss the regularization of contract employees not just by said company but in the entire province.

“As per report of DOLE Catanduanes, said company already released the appointment papers of their employees on October 1. We believe that this move will inspire other big firms here (Bicol) to follow,” DOLE Bicol OIC regional director Atty. Ma. Karina Perida-Trayvilla stressed.

The 231-workers recently regularized are from the various businesses in shipping, docks and office workers principally operated by the Cuas with primary business in the island province of Catanduanes.

Ms. Christine Tea Cua, VP for Finance of the Cua Group of Companies, said that the move to regularize their workers was not just a show of commitment and support to Duterte’s administration. but was also part of their goal to serve as a role model in the business community in the province.

Through said initiative, they are showing to Catandungans their sincerity to uphold the security of tenure of their workers.

“The move is also to show gratitude to our employees for their unending support, loyalty and commitment who helped us achieve prosperity and success. We also believe that the regularization will yield better productivity from our workers with them being motivated to work harder, now have security of tenure,” Cua Group of Companies VP Christine Tea Cua said.

With said regularization in Catanduanes, DOLE Bicol  nowhas a total of 552 contract workers who were voluntarily absorbed by principal employers since the start of the Endo campaign in Bicol. The number, DOLE Bicol stressed is expected to rise even higher within the week since other DOLE provincial offices have not yet submitted their reports.

“Actually we just finished our Endo provincial consultations in Camarines Norte and Masbate last week and we still have a scheduled consultation in Sorsogon. Our aim in these consultations is to inform our principal employers that it’s better to voluntarily absorb workers rather wait for us to issue a compliance order on Endo,” DOLE Bicol OIC regional director Atty. Ma. Karina Perida-Trayvilla said.

It may be recalled that DOLE Bicol, even before the conduct of the regional consultation last September 1, said that it will give establishments, local companies and manpower agencies here, who feel that they may be engaging on Labor Only Contracting or (LOC), at least until December this year to end LOC or Endo by voluntarily absorbing their workers.

A similar statement was again issued by DOLE-Bicol in late September to again appeal for the voluntary absorption of contract workers.

No. 2 in illegal drug watch list in Bicol arrested

BATO, Camarines Sur October 18, 2016 (Bicol Standard) –Live-in partners Manuel Lauta y Santor and Rosemarie T. Lauta of Sitio Maogmang Kulod, Brgy Tres Reyes here were both arrested by the police operatives by virtue of the of Search Warrant issued by the court.


Police records show that Manuel Lauta is watchlisted as the number 2 personality in the Bicol Region who is said to be involved in illegal drugs.

During the implementation of the search warrant at the residence of the said persons, the operatives were able to seize the following items: 9 pieces of plastic sachet containing suspected shabu; two calibre .38 revolvers; two pieces of hand grenade; one smoke grenade; assorted kinds of ammunition; and 6 pieces of illegal drug paraphernalia.

Lauta has been the subject of continues police surveillance since the full implementation of the Project Double Barrel of the Duterte administration.

The said suspect is said to be one of the major suppliers of the illegal drugs not only in the this town but also in the adjacent municipalities in the Rinconada Area and the Province of Albay.

Upon his arrest, he was placed at the police detention cell here while the cases are being prepared to be filed.

They will be charged with violation of R.A. 9165 (for illegal drugs) and R.A. 10591 (for illegal possession of firearms and ammunition).

'Karen' wrecks P500-M of agricultural produce in Bicol

LEGAZPI CITY -- The Office of Civil Defense (OCD)in Bicol on Monday estimated initial losses of half a billion pesos or PHP571 million worth of agriculture products after typhoon Karen pummeled the region on Saturday.


Bernardo Rafael Alejandro, OCD-Bicol head, said the initial crop damage indicated that moderate rains poured by the typhoon had affected 16,352 hectares of rice land or an equivalent of PHP334 million production losses, 1,400-ha of high value crops or production losses of PHP210 million, and corn production losses of PHP36 million.

He said Camarines Sur suffered the most with PHP419,392,834 worth agricultural produce destroyed, followed by Albay - PHP68,149,711, Sorsogon – PHP59,217,858, and Camarines Norte - PHP1,980,194.

Alejandro said the damage to agriculture is expected to rise as OCD-Bicol still awaits the reports from the island provinces of Catanduanes and Masbate.

“We expect more damage from Catanduanes as typhoon Karen hovered the province, bringing heavy rains that brought flooding and landslides in the area,” he said.

Some 6,068 families or 24,528 persons staying in 182 evacuation centers across Bicol had returned to their homes on Sunday.

Government engineers have cleared roads hit by landslides in San Andres and Gigmoto towns in Catanduanes; Irosin, Sorsogon; and in Cataingan Masbate.

So far, power was already restored in Catanduanes and in 10 towns of Camarines Sur, three towns in Camarines Norte, two towns in Sorsogon and some areas in Albay. (PNA)
