Typhoon Karen leaves 3 dead in Catanduanes

VIRAC, Catanduanes October 15, 2016 (Bicol Standard) –- Three persons were killed as Typhoon Karen battered the island province of Catanduanes, the Provincial Disaster Risk Reduction Management Office (PDRRMO) announced this afternoon.


Jerry Beo of the PDRRMO said that the fatalities were Rene Magtangob and Felicito Tesorero.

Magtangob, 39, was a resident of Brgy Sogon, Tigbao, who was missing since yesterday after crossing the Inagasan Creek.

Meanwhile, Tesorero, 77, died at Brgy. Buenavesta, Bato when he tried to retrieve his carabao that was being pastured in a nearby farm.

The third victim, whose body was found in the town of Bato, has not yet been identified as of this writing.

Flooding in Rinconada area imminent

NABUA, Camarines Sur, October 15, 2016 (Bicol Standard) -- If rains continue due to Typhoon Karen, Waras River that flows through the entire Rinconada area will overflow within a few hours.


This was revealed by Ramiro Fabio Fortuna, a resident of Nabua, in an inteview by BICOL STANDARD.

Meantime, he confirmed that the highway from Rinconada to Pili is still passable as of this moment.

Water from Albay will drain towards Lake Bato, Nabua, Baao, Bula to Cabusao.

Typhoon Karen has passed Catanduanes, moving towards Aurora-Quezon area

LEGAZPI CITY, October 15, 2016 (Bicol Standard) -- Typhoon Karen has passed north of Catanduanes and is now moving towards Aurora-Quezon area, PAGASA said in its 11 a.m. bulletin.


The estimated rainfall is from moderate to heavy within 500 km diameter of the typhoon.

The typhoon is to make landfall over the Quezon-Aurora area tomorrow early morning.

PAGASA advised fisherfolks and those with small seacrafts are advised not to venture out over the seaboard of Eastern Samar.

At 10:00 AM today, the eye of Typhoon "KAREN" was located based on all available data at 95 km North Northeast of Virac, Catanduanes(14.4°N, 124.4°E).

It has maximum sustained winds of up to 130 kph near the center and gustiness of up to 180 kph.

WEATHER UPDATE: Signal No 3 up in Catanduanes; CSur and CNorte under signal # 2

QUEZON CITY October 15, 2016 (Bicol Standard) — State weather bureau PAGASA said Karen now has maximum winds of up to q120 kph per hour and gustiness of up to 150 kpm.




It is already 160 km east northeast of Virac, Catanduanes, still moving west northwest at 9 km/h.
Signal # 3 is now raised in Catanduanes, while signal # 2 remains up in Camarines Sur and Camarines Norte.

PAGASA warned that storm surges are possible in coastal areas of these 3 provinces.

The following areas, meanwhile are under signal # 1: Albay, Sorsogon, Masbate including Ticao Island, Quezon including Polillo Island, Isabela, Romblon, Marinduque, Oriental Mindoro, Batangas, Laguna, Cavite, Rizal, Metro Manila, Bulacan, Pampanga, Bataan, Zambales, Tarlac, Nueva Ecija, Nueva Vizcaya, Aurora, Pangasinan, Quirino and Northern Samar.

Moderate to heavy rain is expected within the 500-km diameter of the typhoon.

Residents of areas under warning signals should watch out for possible floods and landslides.

Travel in the seaboard of Eastern Samar is risky, according to PAGASA.

LEGAZPI CITY October 14, 2016 (Bicol Standard) -- As typhoon Karen intensifies this afternoon, PNP Region 5 in Camp Simeon Ola has issued the following reports:



Number of stranded passengers at San Andres Pier, Catandunes – 4 passengers and 4 trucks; Tabaco City Pier, 225 passengers, 3 cargo vessels, 10 light vehicles, 10 trucks and 4 buses.

At Pio Duran port – 359 passengers, 2 vessels, 11 buses, 10 trailers, 28 wheeler trucks, 3 cars, 21 motorcycles.

Camarines Norte : Vinzons Port – 29 passengers.

Flash flood was also reported in Brgy. Lubas, San Andres, Catanduanes, but it is passable to light vehicles.

NAGA CITY DRUG RAID: Orcine Drug Group falls

NAGA CITY October 14, 2016 (Bicol Standard) –- Twin drug operations were conducted by the police operatives that resulted in the arrest of members of the notorious Orcine Drug Goup (ODG) that is active in selling illegal drugs here and nearby towns.


The anti-illegal drug operation was hatched thru the collaborative effort of the detectives from the Naga City Police Office (NCPO) and the Criminal Investigation and Detection Group (CIDG) of Camarines Sur.

At 10:30 am today, Eduardo Hoboyan Orcine also known as “Dado” or as Diosdado Orcine, was surprised by the operatives inside the Tabuc Travel Lodge located at Brgy. Tabuco, here.

When apprehended, Orcine was with his two cohorts, who were later identified as Mylene Ongquit y Bodina, 33, jobless, a resident of Sabang and Hegino Galvante y Botor, of Tabuco, here.

Recovered from the suspects during the said operation were two large sachets of suspected methamphetamine hydrochloride (shabu), three medium sachets containing shabu, approximately weighing ten (10) grams; and the boodle money.

They were all arrested in a buy-bust operation, the report said.

Meanwhile, at 11:30 am, today, the following persons were also arrested: (1) Francis Tarilla y Bildua, of Sabang; (2) Mara Mikee Aven y Sebastian, of Abella; (3) Peter John Marcial, a pedicab driver of Sabang; (4) Ramon Cambe y Responde, truck driver and resident of San Gabriel, Pamplona, Camarines Sur and (5) John Gary y Buenavida y Sarmiento, a mechanic of Abella.

Said persons were allegedly surprised by the said operatives while they were using the illegal drugs inside a makeshift house at Brgy. Sabang here.

Also recovered from them were a sachet of shabu and illegal drug paraphernalia.

Suspects Dado Orcine and and Mara Mikee Aven are said to be members of the Orcine Drug Group.

MTCC issues arrest warrant vs Ramon Perez y Felipe

NAGA CITY October 13, 2016 (Bicol Standard) -- An Alias Warrant of Arrest was issued against Ramon Perez y Felipe, by Judge Zenaida Najera-Bragais, Presiding Judge of Branch 3 of the Munitipal Trial Court in Cities here in Naga City.



The Alias Warrant of Arrest commands any police officer of the law to arrest Perez, who is said to be at Dr. Nilo Roa Foundation Hospital, Dimasalang St., Naga City or elsewhere.

Perez, the order said has been convicted with finality of the crime of Falsification of a Public Document by a Private Individual, With Criminal Case No. 94016; (RTC CC No. 2009-0389).

The order says that upon his arrest, he should be be brought to the Municipal Trial Court in Cities, Branch 3, located at Naga City Hall of Justice, at J. Miranda Avenue,here.

The Alias Warrant of Arrest was issued last February 18, 2016.

Meanwhile, Nelia A. Ziga, the private complainant in this case, told the BICOL STANDARD that reward money will be given to whoever could give any information on his whereabouts.

Albay prepares to welcome Miss World PH 2016 Catriona Gray

Narco list may no longer be released – Duterte

MANILA October 13, 2016 (Bicol Standard) – President Rodrigo R. Duterte said yesterday that he may no longer announce publicly the names of government officials who are in the drug list.


“If I read it, they will kill each other. If I read all the names, they would start to cleanse themselves to prevent, you know, being drawn into the vortex of shabu,” he said during the 115th anniversary of the Philippine Coast Guard in Manila, yesterday.

“I am having second thoughts whether to release it or not, or simply if you read it, you will be discouraged”, he added.

It will be recalled that he previously stated that there are about 8,000 names of government officials included in his narco list, which inludes local executives, men in uniform, and even some members of the judiciary.

He also added that there are at least 5,000 punong barangays who are included in the narco list.

Construction of SM City Legazpi mall starts January 2017

LEGAZPI CITY--SM Prime Holdings, owner of the country’s premier shopping malls, will break the ground on the P1.5-billion SM City Legazpi in January 2017, Mayor Noel Rosal said Tuesday.


He said the company, which is one of the biggest shopping mall operators in Southeast Asia, is in the last stage of processing the necessary documents and permits to prepare for the construction.

Rosal said the city administration and SM management are now looking for a temporary transport terminal before civil works for the project could start.

The mall will be located within the 4.5-hectare area adjacent to the City Central Terminal complex and Ibalong Centrum for Recreation, which is at the heart of the city’s commercial district in Barangay Bitano.

SM City Legazpi, a four-level structure, will house a department store, supermarket, cyberzone, appliance center and a five-level car park, “among other world class lifestyle amenities,” said the developer.

Rosal said the mall is expected to provide around 3,000 jobs to Legazpeños and residents from neighboring municipalities.

He said the Gokongwei Group of Companies is also planning to construct in the city the Robinson’s Galleria de Legazpi, which is patterned after the Robinsons Galleria de Cebu.

The four-level shopping mall, which will have a multi-level parking area will house the Summit Hotel, Go Hotel and a Business Process Outsourcing center.

There are now five malls operating in Legazpi City, including the Gaisano Mall owned by the Cebu City-based Gaisano family and the LCC (Liberty Commercial Center)-Ayala twin malls being managed by the Tan Family with the Ayala Group of Companies as its partner.

The other malls that also recently opened in the city include Yashano Mall that is owned by the Hong Family and 101 mall which is owned by a local businessman.

Expected to open in December is the Gregorian Mall, a public-private partnership of the city government and WholeGrain Land Inc. that is located at Old Albay District across the provincial capitol. It will house a city museum and a sports activity center.

Rosal said the entry of giant business groups in Legazpi signifies the city as a center of investment in Bicol with the city’s neighboring municipalities and provinces expected to be a strong market for these groups.

“It is a showcase of public-private partnership between government agencies like the DTI, the Department of Tourism(DOT), local government units, and the OK Bikol Association and serves as an annual marketing, tourism and cultural event which had provided homegrown entrepreneurs to develop and find new markets for their products,” Aguilar said.

Bicolano nabbed for allegedly kidnapping 2-year-old kid

NAGA CITY--A Bicolano identified as Roxan "Miguel" Petrasanta who presently resides in Masiit Village in Caluaan, Laguna was arrested in Sariaya, Quezon for allegedly kidnapping a two-year-old child.



The police said Petrasanta met the child's mother, Babelyn Petrasanta, through social network Facebook.

The suspect identified himself as a relative.

On Sunday, he reportedly visited Babelyn's home and took the two-year-old child while she was cooking and her husband was not around.

He then demanded for P250,000 in exchange for the child, to be paid via a money remittance service.

When Babelyn reported the incident to the Laguna police, they used the address given to said remittance service to trace the whereabouts of the suspect.

Petrasanta is now facing a complaint for Kidnapping and Failure to Return Minor.

Teachers' incentives for out-of-town jobs pushed

SORSOGON CITY—Congresswoman Evelina “Nanay Evie” Escudero introduced House Bill No. 1588 or the “Public School Teachers’ Incentive Bill” which seeks to provide an additional allowance for public school teachers assigned to teaching jobs outside their respective towns or provinces.


The proposed act mandates that teachers who are assigned to another town within the same province shall receive an incentive of P2000 monthly additional to their salary and benefits under the Salary Standardization Law.

Meanwhile, those assigned to another province other than his own shall receive an additional P4000.

The incentive allowance received under the provisions of this Bill is tax-free.

Escudero, chairman of Committee in Basic Education, said the bill aims to alleviate the plight of those “of out of station teachers.”

Even with the passage of Localization Law of 1996, thousands of teachers are still assigned very far from their towns and/or provinces. As a result, aside from transport burden, it entails additional expenses on the part of the teachers and invariably affect the quality of education.

Further, Nanay Evie criticized other government officials for threatening teachers when they turn to streets to air their grievances.

“Public school teachers occupy a socio-historical role and are looked up as the source of enlightenment. However, they are collectively misunderstood, neglected, and even disregarded. When they air their grievances on the streets and seek support for their demands, they are vilified, threatened and mishandled by some officials whose fundamental concern includes the interest of the public school teachers,” she said.

Nanay Evie proposes that the bill must apply to any public school teacher who is officially transferred from his original assignment in accordance with lawful orders of his/her superiors.

However, when the teacher returns back to teach in his/her hometown, the benefit under the Bill shall cease.

Also, public school teachers who are assigned to a different town or province in the event of a national disaster or national emergency are not included in availing the incentive.

Bounty for Bicol gang leader raised to P3.5-M

LEGAZPI CITY, October 11, 2016 (Bicol Standard)—Cong. Joey Salceda and the family of slain Engr. Nelson Morales have raised by P1 million the reward for anyone who can present allegedly notorious gang leader Gilbert Concepcion.



This was confirmed to BICOL STANDARD by Police Chief Inspector Arthur Ramirez Gomez, Spokesperson of Albay Provincial Police Office.

Gomez said that originally, the Police Regional Office 5 recommended P2.5-million as reward money for the immediate arrest of Gilbert Concepcion.

Salceda and the Morales family each gave P500,000, increasing the bounty raised by Camp Crame to P3.5-million.

Gilbert Concepcion, it would be recalled, is the suspect in the assassination of  former Makati City Engr. and United Nationalist Alliance chairman Nelson Morales.

He is likewise allegedly involved in other high-profile crimes, including the killing of former Libon, Albay Deputy Chief of Police Senior Inspector Joerem Kallos who tried to serve Concepcion a warrant of arrest on December 29, 2015.

In a related development, the Philippine National Police denied reports that Gilbert Concepcion is involved in the recent killing of his father Ramon Concepcion in Molosbolos, Libon town.

'Balsa-basa' educator from Sorsogon honored as one of 'Many Faces of Teachers'

LEGAZPI CITY -- Ryan Homan, a teacher from Donsol, Sorsogon, was honored by an education development organization as one of the “many faces of teachers” for his novel community reading projects, among them a “balsa-basa” initiative that brings together poor children from the hinterland for weekend reading classes on a raft.


Homan, 31, a school principal of San Jose Elementary School in Donsol, was honored last week as one of the four winners across the country of Bato Balani Foundation’s “Many Faces of the Teachers” project.

According to Ruby K. Austria, PR consultant of Diwa Learning Systems and Bato Balani Foundation, Homan was recognized for his notable project aimed at uplifting the reading habit and knowledge of poor children in the far-flung villages of Donsol.

“This educator went to great lengths just to teach the children in his community how to read. To date, he has involved students, parents and teachers in his school and community-based reading crusade,” she said.

Homan, son of the village chief in Barangay San Jose in Donsol, who has made it his mission to spend extra time with kids who need a little more help with their lessons, conceptualized three reading projects in 2013.

One of these is the “walk for knowledge,” in which the teachers take a long walk to reach a student’s house for tutorials while another is the “bankaaraman,” wherein a student’s house is reached through a boat.

The third concept is the “balsa-basa,” coined from the Filipino words “balsa” (raft) and “basa” (read) whereby the raft picks up the pupils from their houses along the river. For around five hours in the morning, Homan and a co-teacher read books to the children and teach them lessons.

At the San Jose Elementary School, the pupils have reading stations with different challenges such as a word hunt or a reading bingo to make reading also fun for the children.

Homan also introduced home-based reading corners wherein households are encouraged to have reading corners for children.

Educo Foundation, a non-governmental organization here in Legazpi, which aims to improve education in the countryside, and the Department of Education in Bicol have also commended Homan for his innovative reading projects.

Homan said he plans to conduct a seminar-orientation for other public schools about his undertakings “to inspire them to do something that will change the lives of the Filipino youth.”

Austria said aside from Homan, who was cited as a “reading innovator,” Batobalani’s other three winners were “community biochemist Vivian Topor, guitar maestro Jose Valdez and values advocate Suzanne Rivera.” (by Rhaydz Barcia, PNA)

Arrival of 'amihan' nears

MANILA, October 10, 2016 -- The southwest monsoon or 'habagat' is weakening, signaling the arrival of the cool northeast monsoon or 'amihan', a weather forecaster has said.

"We expect 'amihan' to likely begin around the last week of this month," said Meno Mendoza of the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA).

'Amihan' will first affect Batanes province and other northern Luzon areas, he noted.

"Metro Manila will feel the cool 'amihan' winds between December and January," he added.

According to the state weather bureau, the 'amihan' starts over Siberia as a cold, dry air mass gathers moisture while traveling across the Pacific Ocean.

The 'amihan' affects the Philippines' eastern portions from October to late March and is characterized by “widespread” cloudiness with rains or showers.

Mendoza noted that the 'habagat' is already weakening as meteorological conditions are already transitioning to the 'amihan'.

Rains from the weakening 'habagat' will be less intense than what this weather system brought in previous weeks, he said.

He however said that even when the 'amihan' sets in, the inter-tropical convergence zone and other weather systems could still bring thunderstorms. (By Catherine J. Teves, PNA)

30 celebrities in new illegal drug list - NCRPO

MANILA October 10, 2016 (Bicol Standard) – The Philippine National Police (PNP) said yesterday that it has a news list of at least 30 celebrities believed to be involved or hooked on illegal drugs.


The said list was allegedly provided by Karen Bordador, a radio disc jockey who was arrested together with her boyfriend at their condominium in Pasig City, for possession of party drugs, Chief Supt Oscar Albayalde of the National Capital Region Police Office (NCRPO) declared yesterday.

Albayalde also confirmed that there is an on-going process of revalidation through the various intelligence units specifically on the involvement of some entertainers who have been users of illegal drugs.

DOJ issues lookout bulletin vs Sen De Lima, 5 more

MANILA October 10, 2016 (Bicol Standard) -- The Department of Justice has issued an immigration lookout bulletin order for Senator Leila de Lima and five other individuals who are allegedly involved in the illegal drug operations at the New Bilibid Prison.


The order reads: "Based on the request of the NBI, the individuals subject of this ILBO are allegedly involved in the proliferation and trade of illegal drugs inside the National Bilibid Prison and other areas."

Mentioned in the lookout bulletin order apart from De Lima are former Justice

Secretary Francisco Baraan, former Bureau of Correction (BuCor) chief Franklin Jesus Bucayu, former driver or De Lima, Ronnie Dayan, former Presidential Anti-Organized Crime Commission head Reginald Villasanta and former De Lima’s aide Joenel Sanchez.

Said individuals cannot leave the country without having been granted permission by the DOJ.

The lookout order is signed by DOJ Secretary Vitaliano Aguirre, and is addressed to Immigration Commissioner Jaime Morente.
