DSWD assists LGU in easing Sto. Domingo, Albay water shortage

QUEZON CITY, September 23, 2016 - The Department of Social Welfare and Development (DSWD) is closely working with the Office of the Civil Defense (OCD) for the logistics and the Bureau of Fire Protection (BFP) for the distribution of safe potable drinking water to the affected population of Sto. Domingo, Albay. Residents from the said municipality are currently experiencing a water shortage.

 

The office of Sto. Domingo Mayor Herbie Aguas has taken action to provide potable water to the affected individuals/families. The municipal government is now utilizing water equipment from the Provincial Government of Albay.

For its part, the DSWD will be providing packs of bottled water as augmentation support to the LGU in its efforts to ease the impact of the water shortage on affected citizens.

“Water, especially potable water is a basic necessity -- it's a human right. We cannot afford any delays in the delivery of the support and services we provide to the people affected. There have been reports that a water shortage also took place in the previous years, so this seems to be a recurring problem in Albay. We now recognize that this problem requires a more concrete and long term solution. We at the DSWD want to contribute to finding and implementing a solution," DSWD Secretary Judy M.Taguiwalo said.

As of now, there are 23,140 individuals in 14 Barangays reported by DSWD’s Regional Office to be affected by the water shortage in Sto. Domingo. The barangays affected are Sta. Meisirecordia, Fidel Surtida, Bagong San Roque, San Andres, San Roque, Nagsiya, San Raphael, San Pedro, Calayucay, Salvacion, Buhatan, Alimsog, Sto. Domingo, and San Vicente.

Efforts to assist the Albayanos affected by drought was also made in coordination with current 1st District of Albay Representative Edcel Lagman and Tabaco Mayor Kristel Lagman-Luistro.

Aside from the preparations for the water shortage, the department is currently stepping up its preparations in the province as Mayon Volcano, located in the heart of the province, continues to emit smoke. Although no volcanic earthquake is reported, the situation is still considered to be abnormal.

The Philippine Institute of Volcanology and Seismology (PHILVOCS) continues to monitor developments. Considering the state of Mayon Volcano, an Alert Level 1 is declared in the province, prohibiting the entry of residents in the six-kilometer danger zone. (DSWD)

FLASH REPORT | 4 killed in drug buy-bust in Naga City

NAGA CITY September 23, 2016 (Bicol Standard) – Four persons were killed in a buy-bust operation at Sitio Matiway, Barangay San Felipe, Thursday night.


They were identified as Gualberto Manlagnit Jr. alias "Ito", 46 years old, from Sitio Matiway, Barangay San Felipe, Michael Imperial y Bufete, a resident of Las Pinas, and Celso Rosanes Jr., from Dona Clara Subd., Concepcion Grande, Naga City. The fourth has only been identified as Esperida.

The incident occurred at around 8:50 p.m. when a poseur-buyer from the Naga City Police Office pretended to purchase shabu.

Allegedly, upon payment of the buy-bust money, the members of the composite team decided to arrest the suspects.

A firefight ensued, resulting to the death of the four suspects.

Various drug paraphernalia, firearms, pieces of live ammunition, cellphones and buy-bust money were confiscated from the suspects, the police said.

Dr. Butch Borja, City Health Officer, went to the scene of the crime, but declared the suspects already dead.

SPO2 Toby Bongon, Naga City Police Office Information Officer, said they have yet to complete the investigation report.

SC urges Malacañang to file complaint vs. judges named by Duterte

MANILA September 22, 2016 (Bicol Standard) – An en banc resolution was issued yesterday by the Supreme Court informing Malacañang that it can now formalize its complaint against judges identified by President Rodrigo Duterte as among those involved in the trade of illegal drugs.



Retired Supreme Court Justice Roberto A. Abad was named by the high court who will as the leader of the fact finding mission who will investigate at least four incumbent judges allegedly linked to illegal drugs.

He was also directed to submit within thirty days a report on this matter.

In the same en banc resolution, the SC directed executive secretary Salvador C. Medialdea to submit complaint affidavits against the four judges within seven days, and furnish the respondent judges copies of the same.

Also, the high court has directed Judges Exequil Dagala of the MTC of Dapa-Socorro in Sorigao; Adriano Savillo, RTC Branch 30 in Iloilo Cityl; Domingo Casiple, RTC Branch 7, Kalibo, Aklan; and Judge Antonio Reyes of RTC Branch 61 in Baguio City to file their comments within seven days upon receipt of the complaint, according to Theodore Te, spokesman of the SC.

Duterte: At least 40 judges in my drug list

PILI, Camarines Sur September 22,2016 (Bicol Standard) -- President Rodrigo Duterte said yesterday that at least 40 judges and several Chinese individuals, police officers, and local officials are linked to the illegal drug operation in the country.

In his speech before the members of the 9th Infantry Division of the Philippine Army here, he said that he is leaving it to the security forces to deal with the problem.

“I will give a copy to the Armed Forces and the Philippine National Police. Solve this problem because it will destroy the Philippines,” he said.

Last week, Duterte said that he has about 1,000 names in the third narco list, but he is still validating some of the names, he clarified.

The president has so far accused more than 160 incumbent and former local executives, lawmakers, village officials, judges and uniformed personnel of involvement in illegal drugs.

Rayan Abogado Oliva of Saint Luke's College of Medicine garnered a score of 88.67.

It will be recalled that Oliva, a graduate of Ateneo de Naga University College of Nursing in 2010, was number 1 when he took the Nursing Board Exam.

A total of 3,695 took the exam in the cities of Manila, Baguio, Cebu and Davao earlier this month, the Professional Regulation Commission announced.

DILG serves Ombudsman's suspension order to CNorte Gov. Tallado

DAET, Camarines Norte, September 22, 2016 (Bicol Standard) – Governor Edgardo “Egay” Tallado has been served an order from the DILG directing him to complete the remaining 118 days to cover his one-year suspension for grave abuse of authority.


The suspension order reads: “You are hereby ordered to cease and desist from performing your duties and functions as Governor of Camarines Norte for a period of 188 days upon receipt of this ORDER.”

Of the 365 days, Tallado has already served 247 when the one-year suspension order was served on October 27, 2015, according to the report.

The order was personally handed by DILG Bicol Regional Director Elouisa Pastor, who was assisted by Provincial Director Renato Alaurin at 1:45 p.m. yesterday.

Tallado, however, was not in the office when Pastor and Alaurin came to serve the order.

He was in Pili, Camarines Sur to attend the arrival of President Rodrigo Duterte at the 9th Infantry Division.

Pastor and Alaurin thus proceeded to the Office of the Provincial Legal Counsel, which received the order.

They also went to Vice Gov. Jonah Pimentel and directed him to assume office as acting governor.

Furthermore, they told Board Member Mike Canlas, the senior board member, to assume office as acting vice governor.

The suspension stems from the original complaint filed by Dr. Edgardo Gonzales, former provincial veterinarian.

PNP launches mobile app for frontline services, crime awareness

MANILA, September 21, 2016 -- The Philippine National Police formally launched today a new mobile app that provides an electronic platform for public access to PNP front-line services.



iSerbis complements other existing mobile apps developed by the PNP such as the ITAGA MO SA BATO, Bantay-Krimen; and is linked with similar service apps of other government agencies.

According to PCSupt Edwin Jose Nemenzo, Director ITMS, the iSerbis app is basically the response to the pronouncement of President Rodrigo R Duterte in his SONA 2016 speech to make use of information technology to reduce red tape and in support of the ongoing 2-pronged national anti-drug campaign under “Project Double Barrel” of PNP Chief, Police Director General Ronald M Dela Rosa to further boost the overall anti-crime effort.

iSerbis is available for android and iOS gadgets through the Google Play Store and the Apple Store.

This mobile app allows the public, through their smart phones and gadgets, to view information on the different available PNP services, view infographics on common illegal modus operandi like as well as find emergency hotlines and links to other available PNP apps such as the PNP Telephone Directory, PNP Pension, and Bantay Krimen.

Bengua dethrones Señar as Cam Sur PCL President

NAGA CITY, September 20, 2016 (Bicol Standard) – Jorge Bengua emerged victorious as president at the election of provincial Philippine Councilors’ League (PCL) officers held at Villa Caceres here.

He won against Giovanni “Bani” Señar, who conceded even before all the votes cast were counted.

Bengua got 187 votes while Señar got 134.

More than 300 municipal councilors have trooped to Naga City since three days ago in anticipation of the tight race.

Interviewed by the media, Senar said he had given his best effort by offering a sterling performance during his incumbency, both in the province and in the national organization of municipal councilors.

Señar is from Ragay while Bengua hails from Pasacao.

Before Bengua’s election as PCL president, he was formerly a punong barangay and the Liga ng mga Barangay Provincial Federation President.

Ultra Bus meets accident in Sorsogon City

SORSOGON CITY, September 20, 2016 (Bicol Standard) – An Ultra Bus loaded with 27 passengers en route from Maasin to Manila met an accident at Sitio Bulabog, Barangay Rizal.


Reports say that the incident occured at around 3 p.m. when the bus was driven into a ricefield for the driver to allegedly evade a head-on collision with a 10-wheeler mixer truck.

PSInsp. Nenita Asuncion, spokesperson of Sorsogon City police said the driver is now in their custody.

No casualties have been reported, but several passengers are injured.

Man in dire need of money turns over found cash, valuables to radio station

GOA, Camarines Sur, September 20, 2016 – A dire need of money was not enough to tempt Joseph Israel of Barangay Matacla, this town, to take the wad of cash he found in a plastic bag along the national highway of Calabanga, Camarines Sur.

Israel narrated that while on his way to Calabanga via Tinambac road, he noticed motorists staring at a plastic bag that was filled with unidentified items.

For fear that the bag contained a bomb, said motorists did not dare open it, according to Israel.

He, however, took the initiative to open the bag and there found a wallet containing at least 8,000 in cash, along with some identification cards and other documents.

In an interview, he said his instinct was to try to return it.

This was despite the fact that he owed someone money, and was in fact on his way to tell said person that he did not have money to pay him back with, yet.

It did not cross my mind to keep the money for myself, even if I was in need of money myself. All I could think about was the person who was worrying about having lost the belongings, he said.

As of this writing, netizens are heaping praise over Israel, who turned over the items to radio station DZRP Radyo Partido.

Alert level 1 remains over Mayon, Bulusan

LEGAZPI CITY, September 20, 2016 (Bicol Standard) -- Alert Level 1 remains in effect over Mayon Volcano, which means that it is at abnormal condition, PHIVOLCS announced in its bulletin this morning.

"Although this means that presently no magmatic eruption is imminent, it is strongly advised that the public refrain from entering the 6-kilometer radius Permanent Danger Zone (PDZ) due to the perennial life-threatening dangers of rockfalls, landslides/avalanches at the middle to upper slope, sudden ash puffs and steam-driven or phreatic eruptions from the summit. Active stream/river channels and those identified as perennially lahar-prone areas on all sectors of the volcano should also be avoided especially during extreme weather conditions when there is heavy and prolonged rainfall."

Meanwhile, Alert Level 1 (abnormal) also remains in effect over Bulusan Volcano.

"This indicates that hydrothermal processes are underway beneath the volcano that may lead to more steam-driven eruptions.

The local government units and the public are reminded that entry to the 4-kilometer radius Permanent Danger Zone (PDZ) is strictly prohibited due to the possibility of sudden and hazardous steam-driven or phreatic eruptions. Civil aviation authorities must also advise pilots to avoid flying close to the volcano’s summit as ash from any sudden phreatic eruption can be hazardous to aircraft. Furthermore, people living within valleys and along river/stream channels especially on the southwest and northwest sector of the edifice should be vigilant against sediment-laden stream flows and lahars in the event of heavy and prolonged rainfall." Police to create task force to solve rape of 4-year-old girl in Sorsogon

GUBAT, Sorsogon, September 20, 2016 (Bicol Standard) -- A case conference will be held at 2 p.m. today in connection with the rape of a four-year-old girl from this town.



Said conference was called by PNP Provincial Director PSSupt Ronaldo R. Cabral, who also invited the Armed Forces of the Philippines (AFP) to attend.

Cabral said they are determined to capture the suspect and bring him before the bar of justice.
The rape incident occurred on September 15 at around 8 p.m. at Barangay Tiris, this town.

This was confirmed by PCI Jimmy Pintor of Gubat Municipal Police Station in a media interview.
Pintor narrated that the suspect was in the area since it was the day before the fiesta.

He spotted the victim, who comes from a poor family.

The mother of the victim was next door, because with their family's poverty, they had nothing to offer. Thus, she volunteered to wash dishes for a neighbor.

The suspect allegedly took advantage of the situation, abducted the child and took her to a nearby place.

Incidentally, there was a power outage, so the area was totally dark.

After the incident, the child returned home, profusely bleeding.

She was later brought to a public hospital in Albay, where she continues to be under treatment as of this writing.

The family has since been pleading for assistance with the hospital bill.

In response, financial assistance has been given by Cong. Ding Ramos, Gov. Bobet Lee-Rodrigueza, and Wow Smile Radio Sorsogon.

Meantime, Pintor said the suspect has been identified, but remains at large. He would not, however, reveal the name of the suspect pending further investigation.

Salceda decries DepEd’s lack of focus on kindergarten in K-12 program

LEGAZPI CITY, September 20, 2016 -- Albay second district Representative Jose Salceda has expressed disappointment over the Department of Education (DepEd)’s K-12 program, particularly its implementation of the kindergarten classes across the country.


He said DepEd has performed “dismally” in inviting children to enroll in kindergarten in public schools considering that the kinder level is the “most delicate and sensitive stage” when children start to enter formal education.

Salceda, in a recent emailed statement, said DepEd has been saddled with “structural issues” confronting implementation of the K-12 program.

He said the population of grade 1 pupils is greater than those in kindergarten, there is lack of training of kindergarten teachers and the differences in qualifications of teachers for kindergarten and grade one are not clear to the community.

Salceda said DepEd has given “marginal management attention” and “allocated token new and incremental resources” to the existing elementary system.

The Albay lawmaker, who is vice senior chairperson of the House appropriation committee, observed these flaws during recent budget deliberations for DepEd in the General Appropriation Act (GAA) for 2017.

At the budget hearing the committee found out that since kindergarten was made mandatory DepEd had failed to report on new classrooms for kinder classes or new kinder teaching items, especially in its National Expenditure Program (NEP-GAA).

“Nowhere in their reports was mention made about new classrooms and teaching items,” he said.

Salceda said the K-12 program should be renamed “10+2.”

He said that during visits and dialogue with DepEd officials in Albay he observed that the number of pupils in kinder is much lower than that of the grade 1 population.

Salceda said he did not see distinct kindergarten classes during these visits which led him to ask if there were trainings for kindergarten teachers and if there was budget allocated for this.

He questioned why there was 60 percent more pupils in grade one than in kindergarten.

Salceda said he presumed that DepEd has not been serious with the mandatory teaching of kindergarten.

“If you compute the difference between the kindergarten population in public schools and grade one population, it’s as if there is a population explosion,” he said. (PNA)

OPINION | A love-hate relationship

Here we are again, telling the Americans to scram. We have had this hot-cold relationship with them throughout our history. When we need them to protect our asses, as when the Japanese invaded and recently when the Chinese started stealing our territory, we want them in the country. Otherwise, we want them out.


Of course, we still want their stuff, their antiquated military equipment and throwaways. And we still want them along with their rescue equipment during natural disasters. Otherwise, we don’t want to see their faces.

We are more forgiving of our other previous invaders, the Spaniards and Japanese, because they don’t give unsolicited advice. We are a proud and sensitive race. We may grovel for garbage, but we resent foreigners who criticize. As President Quezon said, we “would rather have a government run like hell by Filipinos than a government run like heaven by Americans”. And we have done that so remarkably well during these past decades, and mighty proud of it. And we allow no foreigner to tell us otherwise!

That is why right now we like the Chinese more than the Americans. Because although they are stealing our territory, selling us toxic consumer products and making drug addicts of us all, they know how to keep their mouths shut. They may think as incompetent fools and pushovers but they keep such feelings to themselves. Not the Americans. They just can’t keep their yaps shut.

The Americans are do-gooders, which is the worst possible attribute of being a Christian, trying to help others all the time. But I would advise the Americans to confine their good deeds to doing and less talking. Specially, never criticize Filipinos. You could get yourselves persona non grata-ed right out of the country.

Naga City man faces charges for bomb joke

NAGA CITY September 19, 2016 (Bicol Standard) -- The authorities are determined to press charges for violating Presidential Decree No. 1727 against Acasio Fullante y Panesa for shouting that he has a bomb while in the middle of a huge crowd.


Fullante, a resident of Apo Drive here, was apprehended while he was at the Naga Cathedral during the preparations for the fluvial procession of Our Lady of Penafrancia.

PSSupt. Julius Munez, the acting City Director here, said Fullante's act must not be allowed to simply let slip, especially since there is a threat against security.

According to the report of the investigators, the suspect had a bag while he was walking.

Possibly because of his drunkennes, he shouted that he had a bomb.

The people around him immediately informed the authorities of the suspect's statement.

When the police frisked the suspect and examined the contents of his bag, however, they only found clothes and other personal items.

If found guilty, the suspect may be imprisoned for up to five years and meted a fine of P40,000.

Earlier, the authorities warned against the bringing of backpacks and the wearing of caps as security measures for the weeklong Penafrancia festival.

This is the statement of SPO2 Toby Bongon, Information Officer of the Naga City Police Office following the celebration of the Peñafrancia festivities.

"The procession of the images of Nuestra Señora de Peñafrancia and Divino Rostro from metropolitan Cathedral towards the'danlugan', then along the Naga River towards Basilica Minore, took shorter time compared to the previous ones."

"This is probably because of less unruly 'voyadores' this time, which is very remarkable, despite of growing number of them (voyadores) yearly," Bongon told the media.

He added, "Despite of the recent threat on terrorist act, this year's estimated number of spectators, devotees, tourists, visitors, pilgrims, to include the regular residents of Naga City, is more or less two (2) million individuals, which is a bit bigger than the past year."

Take advantage of the plan to reopen voter's registration, poll watchdogs urge

MANILA, September 18, 2016 -- Election watchdog groups have urged the public to take advantage of the plan of the Commission on Elections (Comelec) to reopen the voter's registration starting next month.


National Movement for Free Elections (Namfrel) Secretary General Eric Alvia noted that voters who failed to register in the July 15-30, 2016 registration period will have the chance to register.

“For those qualified but not yet registered, now is the chance to register if the Comelec opens it. For those registered, please validate if you are in the list,” he said.

The poll body has said that they are looking to reopen the voter's registration next month until April 2017.

The plan to resume voter's registration floated after the two Houses of Congress approved on final reading the bill postponing the Barangay and Sangguniang Kabataan (SK) polls to October 2017.

Democracy Watch Philippines Secretary General Claudette Guevara said it is important for the people to register for them to be able to participate in next year's polls.

“Take advantage of the resumption of the voter's registration so they’ll be able to exercise their rights to vote,” she added.

According to Comelec Chairman Juan Andres Bautista, they are expecting to enlist some five million additional voters for the village and youth polls when they resume the voter' registration period.

The Namfrel official said the Commission must ensure that potential multiple registrants and flying voters will be deleted.

“This is good to increase voters’ participation but Comelec must improve the weeding out process of unqualified registrants and uphold the integrity of the list,” he added.

The Democracy Watch Philippines official is hoping that the poll body will be able to act against the “hakot” practice of some candidates during the registration period.

“It’s fine to reopen the voter's registration as long as it won’t affect the democratic participation process as some may be used to favor some running barangay officials,” he added. (PNA)

Duterte needs 3 to 6 months more to solve criminality

Imparting positive discipline in the classroom

For many educators, imparting discipline inside the classroom is a difficult and sometimes controversial endeavor. How does one resolve common classroom concerns without resulting to the violence and abuse that DepEd prohibits?



The answer lies in an approach called positive discipline.

What is positive discipline?

In 2012, the Department of Education (DepEd) laid the groundwork for this approach through an order known as the DepEd Child Protection Policy.

Said order defines positive and non-violent discipline of children as thus: “a holistic, constructive, and pro-active approach to teaching that helps children develop appropriate thinking and behavior in the short and long-term and fosters self-discipline. Positive discipline is based on the fundamental principle that children are full human beings with basic human rights.”

This approach is echoed by the Convention on the Rights of a Child (CRC) and the Philippine constitution which both support child protection.

It thus frowns upon child exploitation (including sexual exploitation and economic exploitation), violence against children committed in schools (including physical, sexual, psychological, and other forms of violence), bullying or peer abuse, and corporal punishment.

Of particular significance, it may be said, is the latter (corporal punishment) because it has long been a practice in schools and homes to strike, beat, kick, hit, slap, or lash children, force them to perform physically painful and damaging acts, subject them to verbal abuse, or permanently confiscating their property.

In fact, just last month, DepEd issued a reminder against corporal punishment after two incidents of such were recorded in schools in the Bicol region.

Meanwhile, according to the primer released by DepEd, E-Net Philippines, and Save The Children, positive discipline is: About finding long term solutions that develop students’ own self-discipline;
Clear and consistent communication; Consistent reinforcement of your expectations, rules and limits; Based on knowing your students and being fair; Aimed at building a mutually respectful relationship with your students; Teaching students life-long skills and fostering their love of learning; Teaching courtesy, non-violence, empathy, selfrespect, and respect for others and their rights; and Increasing students’ competence and confidence to handle a academic challenges and difficult situations.

On the other hand, it should not be mistaken for any of the following: Permissiveness; Letting students do whatever they want; Having no rules, limits or expectations; Short-term reactions; or Alternative punishment to slapping, hitting and shaming.

How is positive discipline practiced?


With these in mind, positive discipline is practiced by (1) identifying long-term goals such as helping children become productive, responsible, and caring individuals; (2) providing warmth by listening to the learners, showing them respect even when they make mistakes, encouraging them when they have difficulties, and looking at things from their point of view; (3) understanding child development; and lastly (4) identifying individual differences.

This approach can be used in a multitude of common classroom challenges, such as when pupils or students exhibit disruptive behavior like talking in class or rudeness, fail to submit assignments or projects, fall into absenteeism or tardiness, or violate school rules.

DepEd’s continued support and campaign for methods of discipline that do not involve abuse and violence is both reassuring and inspiring. It provides teachers with guidance on how to respond to common classroom challenges while maintaining respect and dignity inside the classroom.

Sorsogon rebel surrenders with M16, Uzi

GUBAT, Sorsogon September 18, 2016 (Bicol Standard) -- An alleged member of the CPP-NPA-NDF has voluntarily at around 6:30 a.m. today at the municipal police station here.


He was identified as Rene Sambahon y Erandio, 40, single and a resident of Brgy. Tabi, this town.

Sambahon turned over to the police authorities one M16 rifle with long magazine loaded with live ammunition, one bandolier with four long magazines, two short magazines and one unit of Uzi with one magazine loaded with live ammunition.

PCInsp Jimmy M. Pintor, acting chief of police here, with the assistance of the 5RPSB 3rd Maneuver Company, accompanied the subject rebel surenderer to the Provincial Police Office of Sorsogon.

Alleged bigtime drug personality with reported links to 'Jaguar' now under custody in Sorsogon

Reynaldo Diaz, who has alleged close ties with bigtime drug lord "Jaguar", is now detained in Sorsogon.

Reports have it that he was arrested, he under the protective custody of at least 6 heavily-armed alleged DOJ personnel who were assigned in the Witness Protection Program.

As to why he was under said program has not yet been clarified as of this writing.

Diaz is also facing other criminal charges.

OPINION | Writ of habeas corpus

The Honorable Senator should think twice about suspending the writ of habeas corpus.  The President doesn’t need it, and he’s not asking for it.



People like the Senator don’t need the writ of habeas corpus.  They can afford red meat and the amenities of civilized life.  They have the wherewithal to educate their offspring.  They dwell behind the protection of concrete walls and private security guards.  Cops knock politely on their doors and ask permission to enter the premises.  If by any chance they have a misunderstanding with the law, they have pricy attorneys and influential friends to bail them out.

Poor and friendless people need the writ of habeas corpus.    Their shanties of recycled plastic, tin can and cardboard cutouts offer no protection against unwarranted arrests and disappearances.

We believe that 99.9% of law enforcement and the military are nice and decent professionals doing a dangerous job.  They are not the reason why we have these annoying little laws to protect our civil rights.  It’s the other 0.1% sociopathic criminal portion of the population that we are guarding against.
Most of us are content to pursue mundane, boring lives.  We raise children, pay our bills, and have fun every now and then.  Rich or poor, most of us have no encounter with the law.  But a few of us are stupid or just plain unlucky.  So we came up with the constitution, bill of rights, writ of habeas corpus and countless other annoying little legal protocol to protect the unlucky 0.1% from the sociopathic 0.1% of the population.

That guy Jesus was always pestering us to take care of the marginalized.  Well, if you believe in that guy, we should leave the writ of habeas corpus alone.  You and I may not need it, but some other poor schmuck might.
