Bicol now has 24 Negosyo Centers, more to come to help MSMEs -- DTI

LEGAZPI CITY -- The Department of Trade and Industry (DTI) Bicol regional office has been relentless in its effort to reach out and assist the sector of micro, small and medium enterprises (MSMEs) throughout the region by setting up Negosyo Centers, now totaling 24.



DTI Bicol Regional Director Jocelyn L.B. Blanco said at least 12 additional centers were launched for the first semester of this year.
Blanco said the establishment of the Negosyo Centers are in accordance with Republic Act No. 10644 or the Go Negosyo Act to help uplift the fate and develop more micro, small and medium enterprises.
Negosyo Center, according to Blanco, promotes easy way of doing business, facilitates access to grants and other forms of financial assistance, Shared Service Facilities (SSF) and other equipment, ensures management guidance, assistance and improvement of the working conditions of MSMEs, and facilitates a wider market access.
“The presence of the Negosyo Center in each municipality and province aims to provide better and more efficient services to MSMEs. The same also provides referrals and facilitates linkage of MSMEs with other national government agencies to avail of the latter’s related programs and services,” she added.
Of the 24 established Negosyo Centers, seven are in Camarines Sur, four each in Camarines Norte, Sorsogon, and Albay, three in Masbate, and two in Catanduanes.
Blanco said that the presence of the 24 Negosyo Centers in the region will bring in more business opportunities to communities and MSMEs.

She also added that they will contribute in the rapid development of various cities and municipalities in the region.
With the Negosyo Centers now serving the Bicolanos, the DTI has assisted close to 5,000 existing and new entrepreneurs.

DTI Bicol sets a target of 23 Negosyo Centers by end of the year.

Miss Bicolandia 2016 to be crowned on September 7

NAGA CITY, August 27, 2016 (Bicol Standard) -- Twenty official candidates will vie for the Miss Bicolandia 2016 crown this year.

According to the guidelines, an applicant-candidate must be at least 17 but not more than 25 years old on the date of the proclamation night; at least 5'4" in height; single, of good moral character and reputation, and has never given birth; a Filipino citizen, a Bicolana by birth or by blood or a resident of the Bicol region for at least 3 consecutive years; at least 4th year high school; able to communicate in any Bicol dialect; and of good health and can perform her future task of representing the Bicol region as an ambassadress of goodwill.

Miss Bicolandia 2016 will be crowned on Septemer 7, 2016.

This year, the titleholder will receive Php200,000 in cash, sash and trip for two to Hongkong or Singapore.

The other special awards are Best in Production Number, Best in Swimsuit, Best in Evening Gown, Miss Photogenic, Miss Congeniality, Best Designer for Evening Gown, and Darling of the Press.

Comelec backs bill seeking inclusion of voters' education in High School curriculum

MANILA, August 27, 2016 (PNA) -- Citing the importance of educating the youth voters on electoral exercise, the Commission on Elections (Comelec) expressed support to a bill seeking to include voters' education in the High School curriculum.



With this, the poll body is ready to work with the Department of Education (DepEd) and Technical Education and Skills Development Authority (TESDA) to formulate the Voters' Education curriculum, based on a proposal in Congress.

"It is important that first-time voters are sufficiently knowledgeable about the electoral process,” Comelec Spokesperson James Jimenez said in a statement.

The proposed curriculum will include Values Formation, Importance of the Right to Suffrage and the Sanctity of the Ballot, and Factors in Evaluating and Choosing Candidates.

House Bill 184 seeks to teach mandatory Voters' Education in formal and non-formal educational system in Fourth Year High School.

The Voters' Education curriculum will be common to public and private schools, out of school youth, and enrollees in the Alternative Learning System (ALS).

“You will get the youth to vote if they fully understand the significance of elections and how crucial their participation will be, not only to the process as a whole, but also to their individual lives,” Jimenez added.

A total of 1, 614, 695 new voters aged 15-18 registered for the Sangguniang Kabataaan (SK) elections to be held simultaneous with the Barangay polls on Oct. 31.

24 houses razed in Matnog, Sorsogon

MATNOG, Sorsogon, August 27, 2016 (Bicol Standard)--At least Php 1,282,000.00 worth of estimated damages were recorded when 24 houses burned at a fire at Barangay Tabunan, this town yesterday morning.



Of these 24 houses, 13 made of light materials were totally burned, and one partially razed, according to responding elements of the Bureau of Fire Protection.

The initial investigation revealed that the cause of the fire was a boiling pot which was left unattended at the house of Marife Garces.

The fire was reported to the authorities at around 2:53 a.m.

No casualty or injuires were recorded because of the incident.

Fire out was declared at about 4:48 a.m. of the same date.

2 young Bicolano swimmers haul 5 golds in Singapore meet

LEGAZPI CITY, August 27, 2016 -- Two young swimming talents from this city have brought pride to the country after getting a haul of five gold medals in an invitational competition in Singapore early this month.

They are 8-year-old Trump Luistro, and 11-year-old Isis Arnaldo, who competed at the Invitational Swimming Championship held at the Singapore Island Country Club (SICC) last August 6-7.

Luistro got three gold medals in the 200-meter free relay, 200-meter medley relay and 50-meter breaststroke, and two bronze medals in the 100-meter breaststroke and 50-meter butterfly. Arnaldo, on the other hand, was awarded two gold medals for besting competitors in the 50-meter breaststroke and 50-meter medley relay.

Luistro, a Grade 3 student of the Legazpi Hope Christian School competed in the under 8 years old category while Arnaldo, a grade 6 student of Saint Agnes Academy, competed in the under 12 years old category.

On August 24, Albay Governor Al Francis Bichara met and congratulated Luistro at the Albay Governor's Office.

Meanwhile, Mayor Noel Rosal said the city government of Legazpi will provide full support for the two athletes to prepare them for a competition in Japan in October. (With report from Emmanuel P. Solis, PNA)

27 police chiefs, 2 police station commanders sacked in Bicol

LEGAZPI CITY August 26, 2016 (Bicol Standard) -- Twenty-seven Chiefs of Police (COP) and two station commanders in the Bicol Region were relieved from their posts for failure to meet their performance targets covering the period from July 1 to August 11, 2016.



The Police Regional Officers Placement and Promotion Board (PROPPB) made the recommendations based upon a policy that should be adhered upon strictly by all COPs and Station commanders, the report released today from Camp Simeon Ola says.

Ordered relieved from their posts are the following: Chief of Police of Tabaco City, Chief of Police of Legazpi City.

Also named in the same relief order are the Chiefs of Police of Jovellar, Rapu-Rapu, Manito and Sto. Domingo, all in the province of Albay.

In Camarines Norte, five COPs were relived, namely: the COP of Capalonga, Paracale, Jose Panganiban, Vinzons and San Vicente.

Four COPs were relived in Camarines Sur, namely: the COP of Presentacion, Bombon, Ocampo and San Jose.

In Catanduanes, ordered relived were the COPs of Baras, Bato and Panganiban.

Five COP from Masbate were also included in the list of relieved COPs, namely: the COPs of Monreal, Palanas, Placer, San Fernando and San Jacinto.

In the Province of Sorsogon, four town COPs were removed from their post, namely: the COPs of Bulusan, Matnog, Prieto Diaz and Magdalena,

Meanwhile, 2 stations commanders in Naga City were relieved from their stations: the station commanders of Station 1 and 3.

All the abovementioned Chiefs of Police and Station commanders were ordered to undergo a refresher course for a period of forty five (45) days especially on Managing Police Operations Training (MPOT).

3 injured in banca shooting incident in Claveria, Masbate

CLAVERIA, Masbate August 26, 2016 (Bicol Standard) – Three persons were hit by bullets fired upon them by four unidentified assailants who boarded a motorized banca near the shoreline of Sitio Lapus-Lapus, Brgy. Quezon, here, yesterday.

The report says that the victims, identified as Raul Francis Gomez Gueta, 28, resident of Magsaysay Extension, Poblacion District 2, here, sustained a gunshot wound on his head; Rakim Abayata Omanito, 23, boat crew, and a resident of San Andres, Quezon, was shot in his right ankle; and Lilian Asoque Suplito, 27, and resident of Brgy. Claveria, here, was wounded in her right leg.

The investigators said that the victims were on board a boat manned by boat Capt. Edwin Marindoque y Pangatihon. The owner of the boat was identified as Adan Omanito y Abayata, of Sitio Dapdap, Brgy. Osmena, here.

Meanwhile, the same report said that the boat was en route to Masbate City.

The suspects were wearing shawls (balabal) which they used to cover their face to hide their identity.
The victims were first brought to the Claveria District Hospital for medical treatment. However, they were later transferred by the attending doctor to BRTTH in Legazpi City for further medical treatment.

The investigators recovered from the passenger boat the following items: one piece of slug for 5.56 mm and one piece of slug for calibre 9mm.

The pieces of evidence were brought to the police station, while a follow-up investigation is still being conducted.


The identity of the suspects could not be ascertained at press time.

Family, friends of slain Naga City teacher cry for justice

NAGA CITY August 24, 2016 (Bicol Standard) – Students and faculty members of Concepcion Pequena National High school are crying for justice and seeking the immediate arrest of the suspects in the murder of Rodrigo Caguimbal, a TLE teacher in this school.

Meanwhile, relatives of the victim are asking observers not to embellish the story with false information that would tend to complicate the investigation.

Caguimbal was killed by two unidentified suspects who first robbed the victim while he and his wife were closing their mini grocery store last Monday.

The incident happened at Saint Claire Subdivision, Concepcion Pequena, this city.

Based on the declaration of Mary Jane Oliver-Caguimbal, wife of the victim, she and her husband were standing in from of their mini-grocery when the suspects arrived.

Immediately, one of the suspects who was wearing a jacket with a hood, walked directly towards her husband, and thereafter pointed a gun and declared holdup.

Unable to resist the suspect being armed with a gun, she readily turned over to the suspect her bag containing money, several identification cards, and her cellphone.

Meanwhile, after taking the said valuables, the two suspects casually walked away from them.

After few minutes, however, one of the suspects came back and fired his gun upon the victim, and thereafter, they walked away from the scene of the crime.

The victim was immediately brought to the hospital, but was declared dead a few hours later.

Recovered from the crime scene was an empty capsule from a caliber .45 pistol.

At press time, the police investigators have not yet identified the suspects.

Bicol posts 2nd highest employment rate in PH

LEGAZPI CITY—“Achieving a distinction as a region with the second highest employment rate is indeed a boost to our efforts in helping generate jobs and assisting in creating employment opportunities.”

This was Department of Labor and Employment–Regional Office No. V’s reaction after learning that Bicol posted the second highest employment rate in the latest national Labor Force Survey (LFS) conducted by the Philippine Statistics Authority.

According to the LFS, more jobs were generated in the Bicol region pushing its employment rate to 96.2 percent, the second among the regions and even surpassing the 93.9 percent national employment rate. Bicol region likewise posted the second lowest unemployment rate in the country at 3.8 percent.

“We have almost a 100 percent employment rate and it is even more notable that we have the second lowest unemployment rate in the entire country,” said Department of Labor and Employment (DOLE) Bicol OIC-Regional Director Atty. Ma. Karina Perida-Trayvilla.

Cagayan Valley has the highest employment rate at 96.9 percent and lowest unemployment rate at 3.1 percent.

The survey shows that out of the total population in the region, some 3.7 million Bicolanos aged 15 years old and above are part of the labor force comprising the 67 percent labor force participation rate of the region.

“This figure has gone up by at least two notches from 65.3 percent from last year’s LFPR,” Trayvilla said.

Trayvilla attributed these developments not only to their department but also to the active implementation of the programs and services of all the government offices and LGUs in the entire region.

“Although our major employment enhancement programs like the Job Fairs, Job Search Kiosks, Government Internship Program (GIP), DOLE Kabuhayan Starter Kit, Tulong Panghanapbuhay sa Ating Disadvantaged/Displaced Workers (TUPAD), and Special Program for the Employment of Students (SPES), may have been a big factor on this, still it is the convergence of programs from other agencies and LGUs that brought Bicol to this high employment rate,” she said.

DOLE Bicol further eyes lower poverty incidence in the region since most Bicolanos are actively earning.

“Of course if you’re gainfully employed then you are earning and that earnings could transform the daily living of not just an individual but the entire family. Our vision is to have at least two family members having sustainable income,” Trayvilla said.

However, the region posted 33.6 percent underemployment rate, the highest among the regions and even higher by 4.3 percent compared to the underemployment rate recorded last year. Moreover, Trayvilla said DOLE Bicol sees this as an opportunity rather than a setback.

“We see this as a stepping stone and opportunity. Sooner or later those underemployed will transition to a better job,” she said. (by Raymond Escalante)

MANILA, August 25, 2016 (Bicol Standard) – Sen. Juan Edgardo "Sonny" Angara said confirmed yesterday that there is building consensus among the Executive Department, Congress, and Commission on Elections that the Barangay and SK elections scheduled for October will be postponed to 2007.

He told the members of the media that the Comelec is just waiting for a clear sign from Congress that it will pass a law postponing the political exercise.

He clarified that the alter-ego of the president said that President Rodrigo Duterte is in favor of the postponement because he does not want that the government projects will not be implemented due to the election ban on implementation of projects, Angara added.

Meanwhile, he confirmed that for his part being the chairman of the Senate committee on local government that he will come up with his report immediately.

The report will be out before August 31, he said.

As regards the house version of the proposal for the postponement of the election, Speaker Pantaleon Alvarez has authored the bill which he considers as the clear marching order to the panel.

While the law is being deliberated in the plenary after the submission of the report, Angara said that he will initiate a joint resolution of both chambers to postpone the election.

34 cops relieved in Bicol



LEGAZPI CITY August 24, 2016 (Bicol Standard) At least 34 police officers were relieved from their posts effective today, according to a report gathered from Camp Simeon Ola.

Their removal from their stations is due to their below par performance in the ongoing Oplan Double Barrel, which was spearheaded by the Chief PNP Ronald “Bato” de la Rosa.

Chief Inspector Malu Calubaquib told the Bicol Standard that of the 34, 6 police officers come from Albay, 6 from Camarines Norte, 5 from Camarines Sur, 5 from Masbate, 5 from Sorsogon and 2 from Naga City.
