Parts of newly-inaugurated Naga River revetment project collapse

NAGA CITY, November 5, 2016 (Bicol Standard)—Barely two months after its inauguration and inspection by Vice President Leni Robredo and city officials, at least 55 meters of the Naga City Revetment Project crumbled yesterday at around 4:45 p.m.

The portion which collapsed is situated at the back of Sto. Nino Memorial Park.

Interviewed by the BICOL STANDARD, several residents near the area said they observed chunks of the revetment project erode simultaneously.

Juan (not his real name), a resident of the area, said that he had earlier told the laborers that he noticed that the foundation was very shallow, and the plastering of the rip-rap was too thin.

Opposite the collapsed rip-rap, cracks measuring around 150 meters long have also started to show.

“If this portion (referring to the opposite side) is not immediately repaired, it is bound to collapse when the rains come in the next few months,” Juan said.

As this developed, Diego Magpantay of Citizens Crime Watch said they are sending a group of investigators to conduct an impartial documentation of the incident.

If it is discovered that there are anomalies, Magpantay said they would not hesitate to initiate the necessary complaint against those responsible.

The Naga River Revetment Project, which measures 5,670 linear meters, is the pet project of Vice President Leni Robredo and the city government of Naga.

It was launched to revive the Naga River and to provide convenience for the devotees during the annual Penafrancia Fiesta fluvial procession.

As of this writing, the Department of Public Works and Highways (DPWH) in Bicol has not issued a statement regarding the collapse.

Meanwhile, Mayor John Bongat posted a reply on Facebook that the DPWH is already aware of the damage. "They and the contractor should repair it," he said.
