The complainants allege that respondent Balane, former Municipal Treasurer, despite his retirement from service effective January 1, 2016, continued to carry on his functions both as Municipal Treasurer and Chairman of the Bids and Awards Committee (BAC) of the Local Government Unit.
The same complaint said that respondent Balane, despite retirement, even without any extension of service reported to office, signed papers, financial documents, performed duties and received salary and benefits, until July 31, 2016.
Furthermore, both respondents Balane and Imperial, are liable for dishonesty, violation of the Anti Graft and Corrupt and Corrupt Practices Act, Gross Misconduct, Falsification of Public Document, and Prolonging performance of duties and powers, the complainants said.
Atty. Allan Reiz C. Macaraig, counsel for the complainants prays that respondents Balane and Imperial be held criminally, civilly and administratively liable for their acts.
Also, they seek that they both be preventively suspended pending resolution of this case to prevent them from intimidating and influencing witnesses and to safeguard documentary evidence.
Respondents could not be contacted for their reaction on the matter.
