Duterte: 16,000 barangay captains, 11,000 cops, mayors, congressmen, etc in my list

MANILA September 29, 216 (Bicol Standard) -- “It is my duty to tell the nation what is happening,” President Rodrigo Duterte told the members of the media in a press conference.


“When I return, I will have one session with media and read my list. It has some congressmen, judges, mayors, a lot of barangay captains, police and one or two from the military,” he added.

He also revealed during the said press conference that 92% of all barangays in the country are affected by the drug problem.

"There are about 11,000 policemen in my list and 16,000 barangay captains," he said.

“It behooves upon me to tell you the truth and prevent something catastrophic,” he said.

Old woman robbed, killed in Goa, CSur

GOA, Camarines Sur September 29, 2016 (Bicol Standard) -- A case for Robbery with Homicide will be filed against Danilo de Mesa and Russel Parpan y de la Cruz, who confessed that they were involved in the death of Andrea Alarcon y Pasiona, of Brgy. Tabgon, here.



Police reports say that last September 27, Brgy. Kagawad Arnold Parpan y Rojas, together with barangay tanods Lamberto Callo y Aguirre and Eddie Plaza y Candelaria turned over to the police station one of the suspects identified as Danilo de Mesa, of Sitio Contod, Brgy. Tabgon.

They declared that at around 10:20 am of the same day, Arwin Mariano y Danieles, a resident of Brgy. Tabgon, told them that he went to the store of the victim to buy some ingredients. Since nobody was attending to the store, he proceeded to the back of the victim’s house upon hearing some noise, which he wanted to verify.

He saw Danilo de Mesa who upon noticing his presence immediately ran away.

He then went back to the front of the said house where he saw Andrea Alarcon y Pasiona, lying with her face on the floor.

Immediately, Mariano called the attention of their neighbors, with Florencio Parpan as the first to come for help.

The victim was brought to the hospital, but she was pronounced dead by the attending physician.

Meanwhile, in the afternoon of the same date, they arrested the suspect, Danilo de Mesa, and brought him to the barangay hall.

When they searched the body of the suspect, they were able to recover the amount of P5,025 from his pocket.

The suspect then identified Russel Parpan y De La Cruz as his companion in executing the crime.

He further stated that they hit the victim with a piece of guava branch several time causing her to fall prostrate on the floor, unconscious.

A certain Enciang Parpan and Clarita Dilas y Alarkon helped in bringing the victim to Saint John Hospital at Brgy San Jose, here for medical attention.

But, she was already dead, the report said.

A hot pursuit operation is underway for the immediate arrest of suspect Russel Parpan (a.k.a Bulilit), the report added.

Miriam Defensor-Santiago passes away at 71

Miriam Defensor-Santiago died in her sleep at St. Luke's Medical Center, Taguig, on Thursday morning, her husband Atty. Jun Santiago confirmed.



"She was unconscious when she passed away," he said.

The former senator, who was 71, had stage 4 lung cancer.

Ex Pres Aquino, ex DBM Sec Abad given 10 days to answer graft complaint

MANILA September 27, 2016 (Bicol Standard) -- Former President Benigno C. Aquino III and former Budget Secretary Florencio Abad were given 10 days from receipt of the order, issued last September 5, to file their counter-affidavits regarding the graft complaint filed by the Bagong Alyansang Makabayan.


Bayan Secretary General Renato Reyes Jr. said that he welcomed the order issued by the Office of the Ombudsman for the two former officials to submit their counter affidavits to the complaint filed early July for the alleged illegal use of public funds or property, usurpation of legislative powers and violation of the Anti-Graft and Corrupt Practices Act. The major issue in this complaint involves the controversial Disbursement Acceleration Program (DAP).

Listed as complainants in this case are: Bayan, Bayan Muna party-list, Alliance of Concerned Teachers, the government union COURAGE, the Volunteers Against Crime and Corruption, Kilusang Magbubukid ng Pilipinas, Gabriela, Philippine Heart Center Employees Association-Alliance of Health Workers and actress and social media activist Mae Paner.

DOJ Secretary Vitaliano Aquirre III explained that the videos are very significant to prove that Ronnie Dayan was very powerful then and that he could even extract money from drug lords.

Dayan was the driver of De Lima when she was still the DOJ Secretary. He was also allegedly involved in the illegal drug trade.

Triple A Game Farm of Waky Bautista, 1st champion in 4-stag short knife derby

MILAOR, Camarines Sur September 27, 2016 (Bicol Standard) -- Waky Bautista, owner of Triple A Game Farm in Pili, Camarines Sur has emerged as the first champion in the 1st Short Knife 4-stag derby held here Sunday.


“This is the first short knife competition here in Camarines Sur. Using short knife blade means that the gaff only measures one and a half inches long, instead of the long blades that are used in regular derbys,” says Rodney Badong, one of the participants in the said cockfight.

The activity was sponsored by Ernest Seranzana, Delon Neri and Onel Co.

There were 23 entries in the said derby, whose participants were mostly local breeders of fighting cocks in the Bicol Region.

Bicolano is top 8 in Librarian Licensure Exams

NAGA CITY, September 27, 2016 (Bicol Standard) -- A Bicolano garnered the eighth highest place in the recently-released Librarian Licensure Examination results.


Raymond Balasan Azul, who is a graduate of Bicol College, got a score of 88.20.

738 out of 1,140 passed the Librarian Licensure Examination given by the Board for Librarians in the cities of Manila, Baguio, Cebu, Davao and Legazpi this September 2016.

The members of the Board for Librarians who gave the licensure examination are Yolanda C. Granda, Chairman and Lourdes T. David, Member.

The results were released in three working days after the last day of examination.

2 shooting incidents in Sorsogon

SORSOGON CITY, September 27, 2016 (Bicol Standard) – Two shooting incidents were recorded here yesterday, according to the investigation report conducted by the Philippine National Police (PNP).


The first incident was reported to have occurred at Brgy. Paghulaban, Barcelona, Sorsogon.

The victim was identified as Onel Españo, a resident of Brgy. Putiao of the same town.

Investigators said that the incident happened at around 11:45 pm.

Henry Evasco, a barangay tanod reported to the police that while they were on duty at the benefit dance during the fiesta celebration, they heard an outburst of gun shots. When they proceeded to the place where the gun fires were heard, they saw the victim lying on the ground with blood on his head.

They immediately brought the victim to Gubat District Medical Hospital for medical treatment.

Meanwhile, the suspect fled towards an unknown direction.

The motive of the crime is still unknown.

Another shooting incident was reported at Brgy. San Julian, Irosin, Sorsogon, where the victim was identified as Darhyl Bataller Paraiso of Brgy. Mambog, Malolos, Bulacan.

The incident happened at around 9:50 pm, yesterday.

According to the investigation report, the victim was closing the store owned by Editha P. Atienza, when an unidentified person approached the victim, and thereafter shot him several times in the upper and lower part of his abdomen.

The victim was pronounced dead on arrival at the Irosin District Hospital.

The suspect immediately fled towards an unknown direction.



The motive of the crime is still unknown.

Among the activities lined up for the Kasanggayahan 2016 are an inaugural ceremony, a re-enactment of the first mass in Luzon, Pantomina sa Tinampo, Si Bulusan Nan Si Agingay Stage Play, Lunad sa Balod, Little Miss Kasanggayahan Pageant, and Sorsogon Idol.

Albay to offer more tourism services, tour packages

LEGAZPI CITY--The province of Albay will be stepping up its tourism programs to offer better experience for all local and foreign tourists visiting the province.

In his message during the first meeting of the Albay Tourism Council this year, Governor Al Francis Bichara calls on tourism stakeholders to have a united and coordinated front for the betterment of the tourism landscape in the province.

Bichara directed council members to work together to further uplift the quality of tourism services provided by stakeholders and to come up with more affordable tour packages.

He likewise urged representatives from the Department of Public Works and Highways present in the meeting for improvement of tourism infrastructures to ensure that all tourists are not just comfortable, but also safe in their travels.

Also in the said meeting, Albay Tourism Officer Dorothy Fernandez Colle presented the Annual Investment Plan of the Provincial Tourism and Culture Affairs Office along with achievements and programs implemented during the first half of the year.

Colle cited the success of the Daragang Magayon Festival which still remains as the top tourist drawer for the province and the successful participation and collaboration with the Department of Tourism and other provinces in the region in the recently concluded Philippine Travel Mart in Manila, the largest and longest running travel exhibit in the country.

Albay booth was adjudged as the most visited and was the People’s Choice award first place winner.

Join nat'l quake drill, LGUs told

PASIG CITY, September 27, 2016 - Interior and Local Government Secretary Ismael Sueno on Monday, called on all provincial governors, city and municipal mayors, and punong barangays as well as the different offices of the DILG to take part in the 3rd Quarter Nationwide Simultaneous Earthquake Drill (NSED) set on September 28, Wednesday at exactly 9am.



Sueno said the third national quake drill this year aims to determine the coherence, effectiveness and efficiency of the National Disaster Response Plan for Earthquake and Tsunami and Oplan Metro Yakal Plus that was prepared by the Office of the Civil Defense (OCD) along with the operational plans and manuals local government units and other agencies have provided.

The national quake plan and Oplan Metro Yakal was put together by the OCD in collaboration with different government agencies, civic and international humanitarian organizations, and with the guidance of DILG and the Department of Social Welfare and Development based on the lessons from previous disasters.

The DILG, being the Vice Chairperson for Disaster Preparedness of the National Disaster Risk Reduction and Management Council (NDRRMC), will take the lead alongside the OCD in carrying out the respective operational plans and manuals for disaster readiness and response through the conduct of simulation exercises.

The ceremonial site identified for the scheduled drill will be at Juana Village, Barangay San Francisco, Binan City, Laguna.

He likewise explained the need to understand the command and control mechanisms in disaster management operations of NDRRMC members and the assisting regions as specified in RA 10121, NDRP and Oplan Yakal Plus; strengthen the interoperability between NDRRMC and MMDRRMC; test, assess, validate and evaluate the actual ground-set up of the RDRRMC IVA On-Site Emergency Operations Center in Camp Vicente Lim; and strengthen and align all existing concepts of Response Clusters and Incident Management Teams (IMT) interagency planning mechanism through the Cluster Approach Systems, Incident Command Systems, and other bridging mechanisms, among others. Duterte: De Lima will go to jail

MANILA September 27, 2016 (Bicol Standard) -- President Rodrigo Duterte said yesterday that he is confident that Sen. Leila de Lima would land in jail due to the testimonies of the inmates from the National Bilibid Prison (NBP) who accuse her of receiving money from drug lords.

“Now that she is in trouble, she wants to drag me. She will really go to jail, I’m sure of that”, he told the members of the media during the induction and oath taking of the members of the Malacanang Press Corps, the Malacanang Cameramen Association and the Presidential Journalists Association.

Meanwhile, when asked if his statement if a go signal for the justice department to file charges against De Lima, Duterte said: “Yes, of course”.

Annual drug test for teachers, students proposed

MANILA, September 26, 2016 (Bicol Standard) -- An annual drug test for teachers and some students has been proposed by DepEd Secretary Leonor Briones.


The proposal, however, requires that before any drug test for students are made, there is a need for parental consent.

Secretary Briones said that she is also studying the possibility of mentioning the drug issue in the curriculum of Grade 4 pupils as part of their Science and Health subjects.

This announcement was made during the hearing of the Senate Finance subcommittee that is deliberating on the DepEd’s proposed budget for 2017.

The Department of Education has 722,000 teachers and more than 25 million students across the country, said Briones.

She added that the education sector wants to make a contribution to the government’s campaign against illegal drugs.

In the same interview, Briones explained that the proposed drug test for students would be sample-based.

Speaker Alvarez files bill amending Sec 13 of R.A. 3019

QUEZON CITY September 26, 2016 (Bicol Standard) – A bill which seeks to amend Section 13 of R.A. 3019 or the Anti-Graft and Corrupt Practices Act that authorizes the anti-graft court to preventively suspend incumbent officials charged with a valid information of graft or violation of the Revised Penal Code involving fraud of government funds was filed at the House of Representatives today.



House Bill 3605, which is authored by Speaker Pantaleon Alvarez seeks to prevent the anti-graft court from preventively suspending incumbent officials for offenses committed during the officials’ previously held position.

It will be recalled that in numerous instances the Ombudsman has relied upon Section 13 of R.A. 3019 in asking the Sandiganbayan to suspend public officials charged with graft as a matter of course.

The prosecutors argue that the officials charged with graft should be preventively suspended to prevent them from using his or her position to tamper with evidence or intimidate witnesses.

Section 13 reads” Any incumbent public officer against whom any criminal prosecution under a valid information under this Act or under Title Seven Book II of the Revised Penal Code or for any offense involving fraud upon government of public funds or property whatever as a simple or complex offense and in whatever state of execution and mode of participation, is pending in court shall be suspended from office.”

Speaker’s Alvarez bill wishes to insert the phrase “provided, that in case such incumbent public officer is no longer connected with the office wherein the offense charged was committed, the preventive suspension order shall no longer be implemented.”

The bill was co-authored by Majority Floor Leader Ilocos Norte Rep. Rudy Farinas, Minority Leader Quezon Rep. Danilo Suarez and Kabayan Rep. Harry Roque.

At present, at least two members of the House of Representatives, namely Rep. LRay Villafuerte Jr. of Camarines Sur and Pangasinan Rep. Amado Espino of Pangasinan have been suspended by the Sandiganbayan for violation of the Anti-Graft and Corrupt Practices Act.

Prosecutors have also asked the court to suspend Rep. Ruffy Biazon of Muntinlupa, who is also facing graft, malversation and direct bribery charges for his alleged participation in the pork barrel scam.

Polangui named best implementer of anti-rabies program

POLANGUI, Albay September 26, 2016 (Bicol Standard)--The Bureau of Animal Industry (BAI) under the Department of Agriculture (DA) has selected the town of Polangui, Albay as one of the best Local Government Units (LGUs) in the implementation of the rabies program of the government.


According to the BAI, the awarding ceremony is scheduled on the 28th of September, at the Fertilizer and Pesticides Authority (FPA) conference room, at the Bureau of Animal Industry, in Quezon City.

Town mayor Cherilie Sampal is scheduled to receive the said award.

Meanwhile, the BAI said that this award is in recognition for the town’s commendable implementation of the rabies prevention and control program in the entire municipality.

On the same date, the BAI said that this is in accordance with the provisions of R.A. 9482 otherwise known as the Anti-Rabies Act of 2007, which is part of the Animal Welfare Week program.

The Philippines envisions that in the days ahead, the country will be rabies-free.

Since the launch of Facebook Live last April, local media personalities have been harnessing the feature to deliver content to audiences from across the globe.

Among them is RMN DWNX’s Grace Inocentes, who says that Facebook allows her to reach viewers who would otherwise be unable to tune in to her broadcast, because of the limits of local radio signals.

For instance, during the recent Penafrancia fiesta, many of her Facebook friends from outside Bicol were grateful for the live feed.

Inocentes hosts programs on said radio station alongside Ed Ventura.

Also taking advantage of this platform is BBS-DWLV’s Oscar Esmenda, who said that with Facebook, the audience is able to not only hear, but also see the broadcaster.

“Facebook has become a way for us broadcasters to establish a more personal and deeper connection with our audience,” he remarked.

This is the inspiring message of Mayor Manuel Fortes to students and parents as LGU Barcelona launched its program of free rides for the students of this town.

Fortes said he took the initiative of assigning two passenger jeepneys to bring students to school and fetch them therefrom.

Because of said program, students are able to save as much as PhP50 in travel expenses, the parents said.

1st year college student dies in motorcycle mishap in Camalig, Albay

CAMALIG, Albay September 26, 2016 (Bicol Standard) — A vehicular accident early this morning claimed the life of a first year college student enrolled at the College of Criminology at Computer Arts and Technological College (CAT) here.

The accident occurred at Brgy. Ilawod, this town.

The victim was identified as 26-year-old Rommel Rempis y Sagun, a resident of Barangay Calpi, Oas, Albay.

According to a spot report aired over Zagitsit FM, the victim, together with his back rider 24-year-old Jake Rempis, his brother, tried to overtake the Isuzu truck driven by Ariel Begino, of Brgy. Pinagbobong, Tabaco City.

While in full speed, the victim was allegedly distracted upon seeing a tire that is being used as a signage placed along the highway by a vulcanizing shop.

The motorcycle first rammed at the tire signboard of the vulcanizing shop.

It then swerved towards the truck and was thrown under the vehicle.

The victim was run over by the truck tires, resulting to his instantaneous death.

The victim, the report said was wearing a motorcycle helmet, but due the impact, his head was run over by the truck tires.

His back rider, who is his brother, is being treated at the hospital, as of this writing.

Montero Sport rams against 8 vehicles in Sipocot, Cam Sur

SIPOCOT, Camarines Sur, September 26, 2016 (Bicol Standard) – Sudden unintended acceleration (SUA) is likely the cause of a collision by a Mitsubishi Montero Sport against eight vehicles and two stores.

This was revealed by the investigators of the vehicular accident at Brgy. North Centro, this town, at around 11:55 a.m. Sunday.

Investigators said that while the Montero Sport with plate number NEQ 612 was parked northbound at the place of the incident, it suddenly accelerated, reversed and crashed into seven vehicles, including a van, two motorcycles, three tricycles, and an SUV, two stores before ramming against a lamp post. A eighth vehicle, which was travelling southbound from Daet, Camarines Norte, was also hit by the Montero.

MASBATE CITY, September 26, 2016 (Bicol Standard) – Masbate Vice Governor Kaye Revil is harnessing the power of social media to request Cebu Pacific Airlines to assign their newest aircraft ATR-72-600 to fly the Manila-Masbate-Manila route.

HEALTH | FDA warns public against use of six kinds of air fresheners

The Food and Drug Administration has ordered its field regulatory operations officers to seize six different kinds of air fresheners that are being sold in the market, because they may be hazardous to one’s health.

The FDA identified the products as Die Zhuang Jasmine Perfume Air Freshener (470ml green pressurized can), Die Zhuang Lemon Perfume Air Freshener (470ml yellow pressurized can), Stick On Car Air Freshener Lavender (35g plastic jar), Wanjia Air Freshener Lemon (2×60g yellow plastic jar enclosed in cardboard packaging material), Wanjia Air Freshener Jasmine (60g plastic jar with green cap), and Wanjia Air Freshener Lavender (60g purple plastic jar).

In an advisory, the FDA said the products violated Administrative Order No. 311 issued in 1977, or the Labeling Requirements of Hazardous Substances.

The FDA has advised the public not to buy items which do not come with instructions either in English or in local languages such as Tagalog, Cebuano and Ilocano.

It ordered its field regulatory operations officers to seize these products.

Prosecutors want LRay’s MR denied by Sandiganbayan

NAGA CITY September 25, 2016 (Bicol Standard) -- Private complainant Carlo Batalla of the Citizens Crime Watch (CCW) told the Bicol Standard that the government prosecutors who are handling the case against LRay Villafuerte asked the Sandiganbayan to deny the motion for reconsideration on the order preventively suspending him for 90 days for violation of the Anti Graft and Corrupt Practices Act (R.A. 3019).

Batalla said that the prosecution argued that the issues raised by Villafuerte in his MR “are similar to the issues already passed upon by the Supreme Court in the ruling that dismissed a petition for certiorari wherein Ramon Y. Talaga Jr. questioned the anti-graft’s court’s ruling ordering his suspension for 90 days."

Earlier, Villafuerte filed an omnibus motion for reconsideration before the Sixth Division of the Sandiganbayan, arguing that it erred in issuing the ruling on his preventive suspension.

The main argument raised by his counsel was that "Villafuerte was arraigned over two years ago at a time when he was no longer holding public office; that the pre-trial of the case was finished over two years ago; that the prosecution is nearly done presenting its evidence; that he is no longer based nor holds office in Camarines Sur; and that he never interfered or impeded the case proceedings."

The Ombudsman filed an anti-graft case against Villafuerte for three counts of graft together with private respondent Jeffrey Lo in connection with the alleged procurement of P20 million worth of petroleum products in 2010 from the latter without the required public bidding.

Cam Sur BM Pacamarra, 4 others charged with graft

SAN JOSE, CSur September 25, 2016 (Bicol Standard) Former San Jose town mayor Gilmar "Maymay" S. Pacamarra, now a member of the Sangguniang Panlalawigan of Camarines Sur, has been charged at the Sandiganbayan for violation of Section 3 (e) of R.A. 3019, otherwise known as the Anti-Graft and Corrupt Practices Act.

The criminal charge stemmed from his alleged travel to Thailand using government funds during his incumbency as municipal mayor of this town.

Aside from Pacamarra, the following officials were also included in the charge sheet that is now pending at the 1st Division of the Sandiganbayan: former Senior Administrative Assistant III Ma. Monette Jasmin Pacamarra, Agricultural Technologist Nida B. Pena, Municipal Civil Registrar Muriel L. Abragan and Municipal Accountant Imelda C. Caballero.

According to the record of the case, last January 9, 2008, the accused all conspired with one another to allegedly use P279,724.60 worth of government funds for their travel to Thailand without valid travel authority, thereby causing undue injury to the government.

At press time, Pacamara could not be contacted for his reaction on the said report.

Duterte: 4 M drug addicts in the Philippines

DSWD assists LGU in easing Sto. Domingo, Albay water shortage

QUEZON CITY, September 23, 2016 - The Department of Social Welfare and Development (DSWD) is closely working with the Office of the Civil Defense (OCD) for the logistics and the Bureau of Fire Protection (BFP) for the distribution of safe potable drinking water to the affected population of Sto. Domingo, Albay. Residents from the said municipality are currently experiencing a water shortage.

 

The office of Sto. Domingo Mayor Herbie Aguas has taken action to provide potable water to the affected individuals/families. The municipal government is now utilizing water equipment from the Provincial Government of Albay.

For its part, the DSWD will be providing packs of bottled water as augmentation support to the LGU in its efforts to ease the impact of the water shortage on affected citizens.

“Water, especially potable water is a basic necessity -- it's a human right. We cannot afford any delays in the delivery of the support and services we provide to the people affected. There have been reports that a water shortage also took place in the previous years, so this seems to be a recurring problem in Albay. We now recognize that this problem requires a more concrete and long term solution. We at the DSWD want to contribute to finding and implementing a solution," DSWD Secretary Judy M.Taguiwalo said.

As of now, there are 23,140 individuals in 14 Barangays reported by DSWD’s Regional Office to be affected by the water shortage in Sto. Domingo. The barangays affected are Sta. Meisirecordia, Fidel Surtida, Bagong San Roque, San Andres, San Roque, Nagsiya, San Raphael, San Pedro, Calayucay, Salvacion, Buhatan, Alimsog, Sto. Domingo, and San Vicente.

Efforts to assist the Albayanos affected by drought was also made in coordination with current 1st District of Albay Representative Edcel Lagman and Tabaco Mayor Kristel Lagman-Luistro.

Aside from the preparations for the water shortage, the department is currently stepping up its preparations in the province as Mayon Volcano, located in the heart of the province, continues to emit smoke. Although no volcanic earthquake is reported, the situation is still considered to be abnormal.

The Philippine Institute of Volcanology and Seismology (PHILVOCS) continues to monitor developments. Considering the state of Mayon Volcano, an Alert Level 1 is declared in the province, prohibiting the entry of residents in the six-kilometer danger zone. (DSWD)

FLASH REPORT | 4 killed in drug buy-bust in Naga City

NAGA CITY September 23, 2016 (Bicol Standard) – Four persons were killed in a buy-bust operation at Sitio Matiway, Barangay San Felipe, Thursday night.


They were identified as Gualberto Manlagnit Jr. alias "Ito", 46 years old, from Sitio Matiway, Barangay San Felipe, Michael Imperial y Bufete, a resident of Las Pinas, and Celso Rosanes Jr., from Dona Clara Subd., Concepcion Grande, Naga City. The fourth has only been identified as Esperida.

The incident occurred at around 8:50 p.m. when a poseur-buyer from the Naga City Police Office pretended to purchase shabu.

Allegedly, upon payment of the buy-bust money, the members of the composite team decided to arrest the suspects.

A firefight ensued, resulting to the death of the four suspects.

Various drug paraphernalia, firearms, pieces of live ammunition, cellphones and buy-bust money were confiscated from the suspects, the police said.

Dr. Butch Borja, City Health Officer, went to the scene of the crime, but declared the suspects already dead.

SPO2 Toby Bongon, Naga City Police Office Information Officer, said they have yet to complete the investigation report.

SC urges Malacañang to file complaint vs. judges named by Duterte

MANILA September 22, 2016 (Bicol Standard) – An en banc resolution was issued yesterday by the Supreme Court informing Malacañang that it can now formalize its complaint against judges identified by President Rodrigo Duterte as among those involved in the trade of illegal drugs.



Retired Supreme Court Justice Roberto A. Abad was named by the high court who will as the leader of the fact finding mission who will investigate at least four incumbent judges allegedly linked to illegal drugs.

He was also directed to submit within thirty days a report on this matter.

In the same en banc resolution, the SC directed executive secretary Salvador C. Medialdea to submit complaint affidavits against the four judges within seven days, and furnish the respondent judges copies of the same.

Also, the high court has directed Judges Exequil Dagala of the MTC of Dapa-Socorro in Sorigao; Adriano Savillo, RTC Branch 30 in Iloilo Cityl; Domingo Casiple, RTC Branch 7, Kalibo, Aklan; and Judge Antonio Reyes of RTC Branch 61 in Baguio City to file their comments within seven days upon receipt of the complaint, according to Theodore Te, spokesman of the SC.

Duterte: At least 40 judges in my drug list

PILI, Camarines Sur September 22,2016 (Bicol Standard) -- President Rodrigo Duterte said yesterday that at least 40 judges and several Chinese individuals, police officers, and local officials are linked to the illegal drug operation in the country.

In his speech before the members of the 9th Infantry Division of the Philippine Army here, he said that he is leaving it to the security forces to deal with the problem.

“I will give a copy to the Armed Forces and the Philippine National Police. Solve this problem because it will destroy the Philippines,” he said.

Last week, Duterte said that he has about 1,000 names in the third narco list, but he is still validating some of the names, he clarified.

The president has so far accused more than 160 incumbent and former local executives, lawmakers, village officials, judges and uniformed personnel of involvement in illegal drugs.

Nagueño is top 3 in Physician Licensure Exams

NAGA CITY, September 22, 2016 (Bicol Standard) – A Nagueño notched the third place in the Physician Licensure Examination results released Wednesday.

Rayan Abogado Oliva of Saint Luke's College of Medicine garnered a score of 88.67.

It will be recalled that Oliva, a graduate of Ateneo de Naga University College of Nursing in 2010, was number 1 when he took the Nursing Board Exam.

A total of 3,695 took the exam in the cities of Manila, Baguio, Cebu and Davao earlier this month, the Professional Regulation Commission announced.

DILG serves Ombudsman's suspension order to CNorte Gov. Tallado

DAET, Camarines Norte, September 22, 2016 (Bicol Standard) – Governor Edgardo “Egay” Tallado has been served an order from the DILG directing him to complete the remaining 118 days to cover his one-year suspension for grave abuse of authority.


The suspension order reads: “You are hereby ordered to cease and desist from performing your duties and functions as Governor of Camarines Norte for a period of 188 days upon receipt of this ORDER.”

Of the 365 days, Tallado has already served 247 when the one-year suspension order was served on October 27, 2015, according to the report.

The order was personally handed by DILG Bicol Regional Director Elouisa Pastor, who was assisted by Provincial Director Renato Alaurin at 1:45 p.m. yesterday.

Tallado, however, was not in the office when Pastor and Alaurin came to serve the order.

He was in Pili, Camarines Sur to attend the arrival of President Rodrigo Duterte at the 9th Infantry Division.

Pastor and Alaurin thus proceeded to the Office of the Provincial Legal Counsel, which received the order.

They also went to Vice Gov. Jonah Pimentel and directed him to assume office as acting governor.

Furthermore, they told Board Member Mike Canlas, the senior board member, to assume office as acting vice governor.

The suspension stems from the original complaint filed by Dr. Edgardo Gonzales, former provincial veterinarian.

PNP launches mobile app for frontline services, crime awareness

MANILA, September 21, 2016 -- The Philippine National Police formally launched today a new mobile app that provides an electronic platform for public access to PNP front-line services.



iSerbis complements other existing mobile apps developed by the PNP such as the ITAGA MO SA BATO, Bantay-Krimen; and is linked with similar service apps of other government agencies.

According to PCSupt Edwin Jose Nemenzo, Director ITMS, the iSerbis app is basically the response to the pronouncement of President Rodrigo R Duterte in his SONA 2016 speech to make use of information technology to reduce red tape and in support of the ongoing 2-pronged national anti-drug campaign under “Project Double Barrel” of PNP Chief, Police Director General Ronald M Dela Rosa to further boost the overall anti-crime effort.

iSerbis is available for android and iOS gadgets through the Google Play Store and the Apple Store.

This mobile app allows the public, through their smart phones and gadgets, to view information on the different available PNP services, view infographics on common illegal modus operandi like as well as find emergency hotlines and links to other available PNP apps such as the PNP Telephone Directory, PNP Pension, and Bantay Krimen.

iSerbis highlights processes and documentary requirements when availing of the frontline services like: Firearms and Explosives Office for the processing of Firearms and Explosives Licenses and Permits; Supervisory Office for Security and Investigative Agencies for licenses on security profession, private security and detective agencies; Highway Patrol Group for motor vehicle clearance and alarms; PNP Recruitment Program and other clearances.

It also contains infographics on Project Double Barrel’s latest updates, drug rehabilitation channels, and How to Report a Crime to the PNP which also covers Cybercrime modus operandi and the most common crimes like Ipit Taxi Gang, sleazy “Dura”Boys Gang, shrewd Laglag Barya Gang, sly Salisi Gang, dodgy Tutok-Kalawit Gang, the dubious Pitas Gang, and the crafty Besfren Gang.
