Gov. Bichara alarmed over still-unidentified heavy drug users roaming streets

LEGAZPI CITY, August 9, 2016 -- Albay Governor Al Francis C. Bichara proposed for the immediate identification of those considered as heavy drug users from among those who surrendered to the police.

In a meeting of the Provincial Peace and Order Council, the Governor expressed concerns over the potential danger posed by these drug addicts who are still roaming in the community.


“We have to flush them out from the community. They are potential killers," he said.

The Department of Health has no specific protocol yet in identifying those who are mild and heavy drug users.

His proposed solution is to erect a makeshift rehabilitation center using tents at Tula-Tula, Ligao City.

A Technical Working Group (TWG) will be formed composed of the Provincial Legal Office, APSEMO, DOH, PNP, PEO, PPDO, DILG, PhilHealth and DepEd to draft the technical aspects of the proposal. The TWG will meet soon and present the outputs in the next PPOC meeting.

The Council also adopted the motion to include a benefit package for those enrolled in the makeshift rehabilitation center. The Philhealth will get the inputs and the SPA resolution in drafting the benefit package. (by MNGonzales)
