CSur top official hurls criminal case at Caramoan village chief

CARAMOAN, Camarines Sur—Punong Barangay Mercy Sueno has posted P12,000 for her temporary liberty in a case filed against her for alleged violation of Republic Act 7076, otherwise known as the People’s Small-Scale Mining Act of 1991.

Sueno is the punong barangay of Gata, this town, where four gold panners were brutally murdered on March 22, 2014 in what is now known as the Caramoan massacre.

She had since been leading the fight for justice for the deaths of the victims Julio Labiano, Rene Labiano, Salem Virtus, and Jesse Brondia, who were shot to death as they were eating dinner.

In an exclusive interview with BICOL STANDARD, Sueno said the case was filed by Fermin Mabolo, the Provincial Administrator of Camarines Sur and head of Sagip Kalikasan Task Force.

Also named in the charge sheet was Barangay Kagawad Maximino Bries.

The arrest warrant was issued by Judge Ricky Begino of the Municipal Trial Court (MTC) of San Jose when Judge Jorge John Aganan, of MTC Caramoan inhibited himself from trying the case.

Sueno said she believes that the accusation hurled against her is but a retaliatory act against her by top officials of the provincial government who were earlier implicated in the Caramoan massacre.

It would be recalled that in August 2015, the Special Panel of Prosecutors of the Department of Justice recommended for the indictment of 21 suspects, who were all identified with the Provincial Government of Camarines Sur.
Sueno also told BICOL STANDARD that a separate complaint was filed against her for violation of Republic Act 7942, otherwise known as the Philippine Mining Act of 1995. The same, however, was dismissed by the Prosecutor’s Office.

Sandiganbayan set to hear LRay graft case Nov. 25-26

NAGA CITY—The Sandiganbayan Fifth Division is scheduled to hear the criminal charge against former Camarines Sur Gov. LRay Villafuerte at 8:30 a.m. on November 25 and 26, 2015.


Said case, docketed under SB-13-CRM-0792-0794, involves the alleged violation of the Anti-Graft and Corrupt Practices Act for the anomalous purchase of P20 million worth of diesel fuel.

The hearing was originally scheduled on August 26 and 27, 2015, but was reset considering the manifestation of Prosecutor Ferdinand B. Labog that his witness was unavailable.

It would be recalled that on February 2014, the Sandiganbayan Fifth Division issued a Resolution ordering the arrest of the former governor and father of incumbent governor Migz Villafuerte.

The Office of the Ombudsman earlier found probable cause to indict LRay along with coaccused Naga City entrepreneur Jeffrey Lo because the diesel purchase lacked the bidding required by law.

LRay posted P90,000 bail for his temporary liberty immediately following the issuance of the arrest warrant.—BICOLSTANDARD.COM

Bikol Arts and Culture Summit opens with book launches, musical performances

NAGA CITY— In celebration of the National Book Month, the Metro Naga Chamber of Commerce (MNCCI) and Industry and the City Government of Naga opened the Via Bikol Arts and Culture Summit at 9:30 a.m. today at the Naga City Hall Grounds.

Jose B. Perez, Vice President for Chamber Management of the MNCCI provided an introduction on Via Bikol.

Several books on Bicol arts and culture were launched during the event, including “An Satuyang Tataramong sa Aroaldaw,” edited by Kristian Sendon Cordero, the Bansay Bikolnon Series on Potenciano Gregorio, composer of Sarong Banggi by Raffi Banzuela, the Bikoliana Klasika Book Series “An Kasaysayan kan Simbahan kan Penafrancia ni Francisco Gainza, OP asin Nobena sa Mahamison na Ngaran ni Maria ni Manuel Grijalvo, OSA, edited by Fr. Wilmer Tria, and Art History of Bikol by Frank Penones.

Arianne Mae Soriao Abella from Catanduanes State University in Virac and Emarie Legson Villare from Speed Computer College in Magsaysay, Sorsogon City both got a score of 88.10%.

The examination was administered in Manila, Baguio, Cagayan de Oro, Cebu, Davao, Iloilo, Legazpi, Lucena, Tacloban, Tuguegarao and Zamboanga, the PRC said. Whistleblower Sandra Cam woos Bicolanos for 2016 polls

NAGA CITY—Whistleblower and senatoriable Sandra Cam went live on radio station BBS-DWLV here this morning to ask her fellow Bicolanos for their help in the 2016 polls.

Cam, who is a native of Batuan, Masbate, rose to fame after exposing several scams involving public officials and agencies.

Among these are the jueteng scandal, the presence of illegal drugs and high-powered firearms at the Bureau of Corrections, and the escape of the Reyes brothers via the Ninoy Aquino International Airport (NAIA).

An advocate of women’s rights, she also uncovered the sex for flight scandal which victimized several female Overseas Filipino Workers in the Middle East.

Tanim-bala

More recently, the fearless Masbatena said she has obtained information that would shed light on the infamous tanim-bala scheme at NAIA, which has been going on since 2012.

“Mayroon po akong hawak na dalawang taxi driver na medyo takot pang lumutang…Sabi po nila, 90% ng nagkakaroon ng tanim bala, sa taxi nakasakay. Kasabwat ang taxi drivers na maglalagay ng bala. Hindi na po sila nag-aantay ng porter na magbuhat ng maleta. Tinitip nila sa sekyu na kasabwat,” she narrated.

“This month around 1200 ang sabi ng OTS nakitaan nila ng bala.
Around 50 lang ang nakasuhan… Anong ginawa ng pamahalaan? Wala!” she said.

Clean election

In addition to probing into the tanim-bala scheme, Cam said she is working to ensure that the upcoming polls are free of fraud.

In fact, on November 27, she will be heading to the Supreme Court along with around 10,000 other candidates to urge the poll body to bring back the security features of the Precinct Count Optical Scan (PCOS) machines.

“Dapat ibalik ng Supreme Court yung security features. ‘Pag wala po yun, tapos na po ang laban, ang administrasyon na ito ang mananalo ulit. Papaya ba tayo? Hindi tayo papayag,” she said.

Whistleblower in Senate?

If elected, she said she will continue to expose the irregularities in government.

Her beliefs are currently aligned with the ideals of Davao City Mayor Rodrigo Duterte, who is known for his iron-fist leadership.

Duterte, however, has not filed his Certificate of Candidacy for the presidency, a situation Cam hopes would change on December 10.

She bemoaned that the law here has no teeth, making criminals unafraid of breaking it.

But even more disappointing, she said, is how the government continues to trumpet its “Tuwid na Daan” slogan despite the proliferation of crimes.

“Ang Aquino government – it’s a failure,” she said, “Wag na po tayong magpatumpik-tumpik. Yung sinasabi nilang ‘tuwid na daan’ is actually tuwad na daan.”

Change, hope

Admitting that she is no politician, Cam said she only has enough money to go around the country, but not enough to buy votes.

But she believes that those who want a corruption- and crime-free country like her are capable of propelling her into the Senate. In particular, her fellow Bicolanos, who are known to be brave, can help her by giving her their votes.

“Marami na pong Bicolano na nagkaroon ng national position, pero mahirap pa rin po ang ating rehiyon dahil sa mga katiwalian,” Cam remarked.

“Ayoko po magpromesa. Pero gagawin ko po ang lahat ng aking makakaya upang makapagbigay ng bagong pag-asa,” she said.
