Bicolana Papal volunteer dies in Tacloban City

NAGA CITY-- The identity of the Papal mass volunteer who died earlier today in a freak accident has finally already been confirmed.

She was Kristel Mae Padasas, according to Fr. Amadeo Alvero, Information Communication Director of the Archdiocese Palo.

Padasas, 27, was from from Buhi, Camarines Sur.

According to media reports, Kristel Mae was a Manila-based volunteer for the Catholic Relief Services and a Yolanda aid worker.

She died after scaffolding holding speakers used during the mass collapsed on her.

Strong winds, brought by tropical storm Amang, caused the steel rods to give way, witnesses said.
The accident took place shortly after the mass, when Pope had left the Tacloban Airport to head for his next engagement in Palo, Leyte.

Padasas was rushed to a hospital, but died on the way.

She was declared dead on arrival at around 2 pm at St. Paul's Hospital in Tacloban City.

Department of Health Secretary Janette Garin told media that Padasas died due to massive blood loss.

The Pontiff has already been informed of her death and had already expressed his condolences through Vatican spokesperson Fr. Federico Lombardi.--BICOLSTANDARD.COM

‪#‎AmangPH‬ Flood advisories issued for Bicol


NAGA CITY--Two flood advisories for the Bicol Region were issued by the the Philippine Atmospheric, Geophysical and Astronomical Services Administration today, January 17, as tropical Amang continues to threaten Bicol.

The government agency listed the low-lying areas near the Bicol River as places likely to be affected by floods per Bulletin No. 1 issued on 17 January at 4:00 pm:

Poblacion, Buhi
Bato, Nabua, Libon, Polangui, Oas, Ligao
Ombo, Baao, Bula, Pili
Camaligan, Bombon, Magarao, Minalabac, Canaman, Naga City, Gainza, Milaor, Pamplona, San Fernando
Calabanga
Cabusao, Libmanan, Sipocot

PAGASA cautioned against drainage flooding in the foregoing areas. Coastal flooding in the low-lying seashore areas should also be expected.

The residents and the Local Disaster Risk Reduction and Management Councils Concerned are advised to take appropriate actions

A General Flood Advisory was also issued earlier for the Bicol Region.

The following watercourses are likely to be affected according to General Flood Advisory #2:

Mild earthquake shakes, wakes Bicol

NAGA CITY—A mild tectonic earthquake was felt in different parts of the Bicol region early Saturday morning.

In its bulletin, the Philippine Institute of Volcanology and Seismology (Phivolcs) said the tremor was recorded at 05:56:48 AM.

The quake was felt at Intensity 2 in Legazpi City.

The epicenter of the 4.1 magnitude quake was spotted 13.30°N, 124.37°E - 035 km S 25° E of Virac (Catanduanes) and had a depth of 24 kilometers.

Naga City starts preparations for Palarong Bicol 2015

NAGA CITY—Student athletes, coaches, and training staff here have started preparing for the upcoming 2015 Palarong Bicol.

The yearly sporting activity, which gathers sports enthusiasts from the six provinces of the region in friendly competition, is scheduled on March 15 to 21 at the Freedom Sports Complex, Pili, Camarines Sur.
This early, however, the Naga City Athletic Delegation is already holding training at the JMR Coliseum and the Metro Naga Sports Complex.

The competitions this year include archery, athletics, baseball, football, swimming, volleyball, sepak takraw, arnis, badminton, billiards, chess, table tennis, gymnastics, taekwondo, softball, wrestling, futsal, and special events.

The final evaluation of the performance of athletes will be on March 8 to 9, a week before the 2015 Palarong Bicol.

Meanwhile, the Department of Education Naga City Division will hold an activity called “Dalagan/Lakaw para sa atletang Nagueno” to raise funds for the live-out training of the Naga City athletes.

Dalagan/Lakaw para sa atletang Nagueno” is scheduled on February 1, 2015 at 5 AM in front of SM City Naga. Students, parents, teachers, and sports enthusiasts are encouraged to join the activity.—BICOLSTANDARD.COM

Don't proceed to Matnog, Port Management Office advises drivers

LEGAZPI CITY-- The Port Management Office (PMO) here has advised drivers of buses to temporarily seek shelter at bus terminals instead of proceeding to Matnog.

The notice was issued as the queue of vehicles now stretches about 3 kilometers.

Albay Governor Joey Salceda echoed the notice over Twitter, which reads: "We advise bus drivers to temporarily seek shelter @ terminals instead of proceeding to Matnog for passenger safety, convenience."

As of 8 in the morning, the stranded vehicles number as follows: at PPA marshalling area - trucks- 38, light cars- 26, buses - 9 ; at LGU terminal- trucks- 10, bus - 35; at highway leading to the port- Trucks- 66; and at the PNP Control Points in Sorsogon City- 178.

Meanwhile, there are about 528 passengers now at the port's waiting area.

The number of stranded passengers is expected to balloon after the Roll-on-Roll-Off trips have been suspended since migdnight due to Tropical Storm "Amang".

Camarines Sur, Catanduanes, Albay, Burias Island, Sorsogon and Masbate including Ticao Island are now under Public Storm Signal Number 1 according to the 11 am advisory of PAGASA.

Only buses carrying pilgrims, private vehicles and trucks carrying perishable goods were given loading priority at the port.

NGCP prepares for TS 'Amang'



Power system operator and transmission service provider NGCP has implemented the necessary preparations and precautions to minimize the impact of Tropical Storm 'Amang' on transmission operations and facilities.

Preparations included ensuring the reliability of communications equipment, availability of hardware materials and supplies necessary for the repair of damages to facilities, as well as the positioning of line crews in strategic areas, to facilitate immediate restoration work.

NGCP’s Integrated Disaster Action Plan (IDAP) prescribes these and other procedures to ensure the readiness of all power transmission facilities expected to be affected by the passage of the weather disturbance.

Tropical Storm 'Amang', carrying maximum sustained winds of 75kph and moving west at a speed of 19kph, was estimated based on all available data at 560 km East of Borongan City, Eastern Samar.

NGCP’s Overall Disaster Command Center has been activated to monitor the status of transmission facilities as well as coordinate power restoration activities, reports, and updates from the Regional Command Centers in North Luzon, South Luzon, Visayas, and Mindanao, whichever is directly affected by the weather disturbance. TS 'Amang' decelerates; many parts of Bicol under Signal No. 1




MANILA -- Twelve areas in Luzon and the Visayas remain under Public Storm Warning Signal No. 1 even as tropical storm "Amang" slowed down while continuing to move westward toward Eastern Visayas and is expected to make landfall in Northern Samar, the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) said on Friday.

In its 11 a.m. weather bulletin, PAGASA said that as of 10 a.m. Friday, storm "Amang" was located at 560 kilometers east of Borongan City, Eastern Samar (11.5°N, 130.5°E), packed with maximum sustained winds of 75 kilometers per hour near the center and gustiness of up to 90 kph.

The agency said storm "Amang" continues to move westward but decelerated from 19 kph on Friday morning to 15 kph before noon.

With its current speed and movement, the storm is expected to hit Northern Samar on Saturday evening.

TS "Amang" is forecast to be at 180 km east of Borongan City, Eastern Samar by Saturday morning. It is expected to to be at 40 km northeast of Legazpi City, Albay by Sunday morning and at the vicinity of Baler, Aurora by Monday morning.

Meanwhile, the areas under PSWS No. 1 (winds of 30-60 kph is expected in at least 36 hrs) are Camarines Sur, Catanduanes, Albay, Burias Island, Sorsogon, Masbate, Ticao Island, Northern Samar, Eastern Samar, Samar, Biliran and Leyte.

Residents in low-lying and mountainous areas of the provinces with PSWS#1 are alerted against possible flashfloods and landslides. Ocean waves may reach up to 6.5 meters.

The estimated rainfall amount is from 7.5 to 20 millimeters per hour (heavy to intense) within the 300-km diameter of the storm.

Fisherfolks and those with small seacrafts are advised not to venture out over the seaboards of Northern and Central Luzon and the Eastern seaboard of Southern Luzon, the Visayas and Mindanao.

PAGASA also said that in the next six hours, there is a possibility of raising PSWS#1 over Camarines Norte, Marinduque and southern Quezon. (PNA)

Daet Bishop among the church VIPs to welcome Pope Francis

DAET, Camarines Norte--Most Rev. Gilbert Armea Garcera of the Diocese of Daet is among the selected church VIPs to receive Pope Francis  at the Villamor Airbase, Pasay City at 5:45 today (January 15).

According to the media advisory released earlier by the Catholic Bishops Conference (CBCP),there are 24 "official greeters" designated to welcome the Pontiff. Archdiocesan Mass to be held in Naga City to welcome Pope Francis

NAGA CITY—The Archdiocese of Caceres will celebrate a mass at the Naga Cathedral grounds here at 4:30 PM on Thursday, January 15, to welcome Pope Francis to the Philippines and to pray for the success of his visit.

Churches in the Archdiocese will also ring their bells simultaneously at 5:45 in the afternoon to signal the Pope's arrival, per the suggestion of Catholic Bishops Conference of the Philippines' Bishop Soc Villegas.

"This will be a symbolic gesture of welcome to the Holy Father calling on the people who are unable to see him personally to at least pray for the Pope for the duration of his Philippine visit," Villegas said.

Anticipation over the Pope's visit has been felt across 90 parishes covered by the Archdiocese since news of his visit broke.

Since the latter part of last year, locals and tourists have been having their photos taken next to standees of the Pontiff in churches. Souvenir items bearing the Holy Father's face have also proliferated.—BICOLSTANDARD.COM

Espina orders transfer of Naga PNP City Director Escobal

NAGA CITY—Officer-in-Charge (OIC) Philippine National Police (PNP) City Director Senior Supt. Filmore Escobal has been relieved of his post at the Naga City Police Office, Police Regional Office V and reassigned to Police Regional Office XI.

In an interview with BICOL STANDARD over mobile phone, Escobal confirmed that the reassignment was pursuant to Special Order 197 dated January 14, 2015 by command of ‎OIC PNP chief Deputy Director General Leonardo Espina under authority of the National Police Commission (NAPOLCOM).

He added that he left Naga with a heavy heart.

Escobal, prior to assuming office as OIC PNP City Director on June 1, 2014, was assigned in Davao City.

A mere four months after assuming his post here, however, he revealed having felt the relationship between him and City Administrator Florencio “Jun” Mongoso had soured.

Meanwhile, City Mayor John Bongat expressed in October that Escobal is free to leave if he wants to.

The outgoing City Director earlier explained that relief and reassignment are normal in the PNP.

The minimum period of assignment for a chief of police is six months, while the maximum is two years, he said.—BICOLSTANDARD.COM

Police arrest lady drug courier aboard Raymond bus

PAMPLONA, Camarines Sur--A lady passenger of a Raymond bus was apprehended by police after a checkpoint search yielded packets of shabu.

The sachets containing the illegal drug were allegedly hidden inside a sock, wrapped with a diaper stashed in her bag.

According to Pamplona police, the checkpoint search was organized after Police Senior Inspector Joel S.J. Sabuco, Acting Chief of Police here, received information from the Regional Intelligence Division that a subject of a hot pursuit operation was headed their way.

The suspect, who was allegedly carrying a bulk of suspected shabu, was travelling by bus, the report said. The vehicle was described as a Raymond bus with plate No. DVN 818 and with body No. 6708.

Thus, at around 12 noon yesterday (January 13), the team led by PSI Sabuco conducted checkpoint searches at Barangay Tambo, this town.

At around 12:30 pm, they were able to flag down the bus described by the RID.

Found in the possession of the passenger in seat number 39 were 10 pieces of medium-sized plastic sachets containing a white crystalline substance suspected to be "shabu.”

The suspected drug courier was identified as  Ma. Fe Mendoza y Abong, 37 years old, married, and a resident of Barangay Darasa, Tanauan City, Batangas.

The search was witnessed by the bus driver, conductor, and other passengers of the bus.

The suspect was apprised of her constitutional rights and was later brought to Pamplona MPS for proper disposition.

Pamplona MPS is now preparing to file a case in court for violation of RA 9165 or  the Comprehensive Dangerous Drugs Act of 2002 against the suspect.


This arrest was carried out through the efforts of the joint operatives of Regional Intelligence Division (RID5) led by Police Senior Inspector Andrew J Alcomendas, Camarines Sur Provincial Public Safety Company (CSPPSC), Provincial Intelligence Branch (CSPPO-PIB) and Pamplona MPS led by Police Senior Inspector Joel SJ Sabuco, Acting Chief of Police.—BICOLSTANDARD.COM

Archdiocese of Caceres sends off delegates to Pope’s visit

NAGA CITY-- Around 30 priests and 200 seminarians, religious and lay from the Archdiocese of Caceres are expected to attend the mass of His Holiness, Pope Francis at the Manila Cathedral and Quirino Grandstand on January 16 to 18.

Aside from church and religious representatives, organized youth delegates from the province of Camarines Sur and this city are also prepping up to be a part of the huge crowd that will see Pope Francis at the UST grounds.

This, as the entire world awaits the historic apostolic visit of the highest head of the Catholic Church in the Philippines. This will also be the first leg of Pope Francis’ Asian trip after meeting the people of the island nation of Sri Lanka.

Pope Francis is set to deliver his message of “mercy and compassion” to all the Filipinos particularly to the ravaged populace of Leyte who suffered the wrath of Typhoon Yolanda. President Benigno Aquino III is set to welcome him at the Malacanang Palace before setting off to his designated route.

In line with this, Fr. Louie Occiano, Executive Director of the Caceres Commission on Communications (CCCoM) enjoined everyone to participate in the said gathering by asking them to also pray for the safe visit of the Pope here in our country. Occiano will be among the fortunate priests who will join the group for the Papal visit.

“We all know that not everyone will have this rare chance to personally see the Pope given the tight security measures and the physical distance, yet it should not hamper us from joining the entire Christendom in welcoming him in prayers.”

The Archdiocese of Caceres through its Archbishop, Most Rev. Rolando Octavus Tria Tirona, O.C.D., D.D., also invites everyone to be in solidarity with the church in the Philippines to welcome His Holiness, Pope Francis and to unite in prayers for his safe and successful visit.

The Archbishop also conveyed the message of Catholic Bishops' Conference of the Philippines’ (CBCP) General Secretariat for all priests to be in unison in pealing all bells simultaneously on January 15 at 5:45pm to signal the arrival of the Holy Father. The gesture will be a symbolic act of welcome to the Holy Father as a way of calling on the people who will be unable to see him personally.

Archbishop Tirona will lead all the faithfuls in a special gathering on January 15 at the Metropolitan Cathedral grounds to welcome and pray for Pope Francis who will be arriving on the same day in Manila.

All the parishes, schools as well as religious institutions are enjoined to attend the said celebration. The assembly will start at 4:00 pm.

The song numbers and animations that will feature the theme song of the Pope's visit will be spearheaded by members of the Caceres Youth Ministry. There will also be a Concelebrated Mass with the priests, the youth and students, religious and lay faithful in Caceres. Catechesis and Audio visual presentations will also highlight the celebration.


The said gathering will also serve as a send- off event to all the delegates of the Archdiocese of Caceres who will join thousands of Pope’s well-wishers in Metro Manila. --PIA
