Copies of the warrants of arrest of the six elected municipal and barangay officials were also sent to the Provincial Officer of Department of Interior and Local Government (DILG) Camarines Sur for their information and ready reference.

This arrest order was issued in relation to the case of People of the Philippines vs. Alfredo "Pidong" Gonzaga, et al, under Criminal Case No. T-4032 for Serious Illegal Detention.

It will be recalled that the complaint for Serious Illegal Detention was filed by Tigaon Town Mayor Arnie Fuentebella and several others when they were prevented from leaving the said building for at least two (2) days during the counting of the votes.

The supporters of then Congressional candidate Aga Muhlach were enraged upon learning that their supported candidate was losing the election count. To express their discontent, they allegedly pelted stones at the municipal building, where Fuentebella and his company were staying.

The volatile peace and order situation within the compound of the municipal premises was further exacerbated by the results of the election turned out to be in favor of Felix William “Wimpy” Fuentebella, who was already leading by several hundred votes over Muhlach in the unofficial count.

Charged in the Information for Serious Illegal Detention defined under Article 267 of the Revised Penal Code were the following: Alfredo “Pidong” Gonzaga, Vice Mayor of Goa; Rogelio B. Pervera, Jr.; Ferdinand “Mamo” B. Melgarejo; Amy de Vera; Antero S. Lim, Mayor of Goa; Redito C. Clari ño; Jacinto P. Burce, Jr.; Antonio A. Señar; Virgilio “Beyong” E. Panuelos, Vincent Elorde B.
