In high spirits

Morale among the police in Bicol is at an all-time high, despite the continuing crimes in the region.

As the 21st Philippine National Police (PNP) Ethics Day was celebrated last Monday, the police officers were visibly in high spirits as the Police Regional Office 5 remains one of the top-performing regional police units in the entire nation.

Said regional office, it would be recalled, was given recognition for its accomplishments, particularly in the enforcement of “Manhunt Charlie,” the campaign of the PNP against wanted persons.

Much of these achievements can be attributed to the efforts of Regional Director Police Chief Supt. Victor Deona, who innovated and enforced a system to the so-called target output system.

Said system gives due credit to the chiefs of well-performing police stations based on indicators of crime prevention, crime solution, and law enforcement. Meanwhile, it subjects those who fail to comply with the requirements to suspension and retraining.

The success of said program in the Bicol region has helped to endow the local police with an ethical and moral understanding of their responsibilities, which is critical for individuals exercising or wielding immense powers.

Through a program of rewards and consequences, the target output system inspires them to be a capable, efficient and credible organization motivated with a sincere desire to to serve and protect the community.

The improvement in the performance of the Bicol police has become so pronounced that the national office is even considering replicating the program nationwide to ensure that other provinces benefit from the innovation.

Meanwhile, Deona’s mode of leadership has set high standards that have given rise to many unprecedented accomplishments.

Among these are the stripping of control and authority over the police of several local officials like Camarines Sur Gov. Migz Villafuerte and Monreal, Masbate Mayor Ben Espiloy. Bigtime drug dealers and members of notorious gangs are also not spared from Deona’s strict directive to intensify the campaign against criminality.

Hopefully, this spirit of impartiality, industry, and integrity that PNP Bicol displays transcends the regional office and inspires ordinary citizens to help improve our peace and order situation. After all, the task to foster a healthy and safe community does not belong exclusively to the police; it belongs to all of us who are part of the community.
