Dad, son fake dentists slapped with jail term

Two illegal dental practitioners in Naga City were sentenced to  two years and one day imprisonment for violating Republic Act 9484, otherwise known as the Philippine Dental Act. Both were also required to pay P14,000 for  actual and moral damages.

Ralph Arcilla and his father Jovencio Arcilla were both apprehended for engaging in the practice of dentistry sans the required license at JR Dental Laboratory along Barlin St., Barangay Sta. Cruz, Naga City.

Dr. Jessie Albeus, who was the Philippine Dental Association Chapter President at that time, and currently the Majority Floor Leader of the House of Delegates of the Philippine Dental Association, revealed that Ralph Arcilla is a graduate of Dental Medicine, but has yet to pass
the National Dental Board Exam.

Ralph Arcilla, Albeus said, fabricated a defective fixed bridge (jacket crowns) on a patient from Tigaon, Camarines Sur.

Meanwhile, Jovencio Arcilla took the impression of the patient’s teeth.

“Per Republic Act 9484, only licensed dentists and dental hygienists are allowed to touch the oral cavity or mouth of a patient,” Albeus stressed.

The Arcillas were arrested on October 13, 2012 in an entrapment operation by the Naga City Police Office led by City Director Police

Supt. Antonio Gardiola and police officers Eymard Gomez and Charles de Leon, upon the request of Albeus.

The entrapment operations led to the filing of criminal case number 127282 against the Arcillas.
During the trial, City Prosecutor Virgilio Balane Jr. represented the prosecution team. Albeus and Quintin Tusara, on the other hand, were presented as expert witnesses.—BICOLSTANDARD.COM
