Daraga hostage drama ends in fiery explosion

DARAGA, Albay-- A man suspected to be suffering from a mental illness held six persons captive in an early morning hostage taking incident in this town.

According to the report of the Scene of the Crime Operatives, at about 2:24 a.m., the suspect entered the canteen beside Bicolandia Lodging House located along the  highway of Purok 1, Brgy. Kimantong here.

Among those identified as hostage victim were Kathleen Broñola Briones and Josie Aljecera Alcovendas, both minors, college students, and residents of San Fernando, Masbate. 

Suspect also took hostage another male person identified by police John Frias Dela Peña, 17 years old, single, canteen helper and a resident of Brgy. Sariwara, Pandan, Catanduanes.

The students were released later by the suspect.

Afterwards, the suspect forcibly closed the canteen and while inside removed the hosepipe of the open gas tank and pointed the same to the direction of the burner lit with fire.

An explosion ensued.

The fire, caused by the explosion, lasted for almost an hour.

An undetermined number of persons were trapped inside the said lodging house.

Immediately, joint elements of Daraga MPS and BFP-Daraga responded at the said place.

The suspect, while still armed with a knife in the premises, attacked the responding police officers hitting PO1 Laurel Bancoro at his back.

Responding police retaliated and shot the suspect.

The suspect was immediately brought to BRTTH, Legazpi City together with PO1 Bancoro for treatment, however, he was declared dead on arrival by the attending physician.

Phivolcs lowers Mayon's alert level status

LEGAZPI CITY--The Philippine Institute of Volcanology and Seismology (PHIVOLCS) has lowered the alert status of Mayon from Alert Level 3 to 2.

In the Mayon Volcano Bulletin issued today, December 19, 2014, Phivolcs said: "[s]ince the last recorded seismic swarm on 29 November 2014, a general decline in the overall activity of Mayon Volcano has been observed."

This means, Phivolcs explained, that the likelihood of hazardous eruption within days to weeks has lessened. However, the lowering of the alert status should not be interpreted that the volcano's unrest has ceased, considering that deeper beneath it eruptible magma has already accumulated.

If there is a resurgence of volcanic unrest based on any one or combination of the above monitoring parameters, the alert status may step up to Alert Level 3 again.

On the other hand, if there is a noticeable return to baseline levels of ground deformation and sustained low levels of other parameters, then the Alert Level may further step down.

The public is still reminded to avoid entry into the 6-km Permanent Danger Zone or PDZ due to perennial hazards of rockfalls, avalanche, ash puffs and sudden steam-driven or phreatic eruptions at the summit area. Furthermore, people living in valleys and active river channels are cautioned to remain vigilant against sediment-laden streamflows and lahars in the event of prolonged and heavy rainfall.--BICOLSTANDARD.COM

Bicol eyes 1.2-M foreign tourists in 2015

LEGAZPI CITY—Bicol's foreign tourist arrivals is expected to reach 1.2 million in 2015, Department of Tourism (DOT)-Bicol officer Milo Oropeza revealed during the launch of the "Visit the Philippines 2015" campaign.

Oropeza said that this is a significant leap from the 670,000 tourist arrivals that the agency recorded in 2013. He added, however, that the the 2014 figures, are yet to be finalized.

Meanwhile, DOT Regional Director Maria Ravanilla stressed that Bicol has a lot to offer in terms of sports, adventure, ecotourism, and lifestyle in the coming year.

Among the events that are scheduled in 2015 are the Xtrerra Albay Off-Road Triathlon Series in Sto. Domingo, Albay on February 2015 ; National Rodeo Finals (Rodeo Masbateno Festival) in Masbate City on April 5 to 19, 2015; the Zegrahm Expeditions in Albay-Masbate-Sorsogon (Almasor) on February 16 to 17; the Mt. Mayon Triathlon 2015 at Legazpi Boulevard, Barangay Puro, Legazpi City on August 8 to 9; Majestic Puraran Surfing Cup in Baras, Catanduanes on October 6 to 10; 4th Bagasbas International Kiteboarding Competition at Bagasbas Beach, Daet, Camarines Norte on February 5 to 7; and the Challenge CamSur at CamSur Watersports Complex on June 14.

Organizers of other events are also invited to register their activities on the Visit PH 2015 website.

Ravanilla explained that in the 2011-2016 National Development Plan of the region, two clusters of tourism development areas have been identified to help address tourism concerns more effectively.
These include ALMASOR (Albay-Masbate-Sorsogon) and Triple C (Camarines Sur-Camarines Norte-Catanduanes).

Earlier, the governors ensured their commitment to address the challenges to the tourism development plan.

Working with the provincial governments in the realization of the tourism development plan are the DOT Regional office, the National Economic Development Authority (NEDA), Department of Budget and Management (DBM), Department of Agriculture (DA), the Department of Interior and Local Government (DILG), the Department of Public Works and Highways (DPWH), Department of Environment and Natural Resources (DENR), Department of Science and Technology, Department of Trade and Industry (DTI), Department of Social Welfare and Development (DSWD) and Philippine National Police (PNP).—BICOLSTANDARD.COM

Roxas orders creation of PNP protocol for disasters

QUEZON CITY--During his weekly briefing on Friday, Interior and Local Government Secretary Mar Roxas ordered the Philippine National Police (PNP) to take the lead in creating a protocol for police response in times of disasters.

"In times of disaster, police presence also means government presence. A protocol in times of disaster can help ensure this," Roxas told General Danilo Constantino, Director for Police Community Relations of the PNP.


During the meeting, Gen. Constantino reported that the PNP-Special Action Force (SAF) was deployed in Eastern Samar while other units were put on standby for immediate response in the aftermath of typhoon Ruby.

Although Roxas previously reported that there were no reported incidents of looting in Eastern Samar, he still stressed the need for a deliberate, programmatic and sustained approach in enforcing law and order in disaster-stricken areas.

“There should be an institutional approach, whether it’s me who is here or whoever is here as DILG secretary,” Roxas added.

There were 132 units from SAF deployed in Eastern Samar, 62 of whom were positioned in major supply routes while 70 assisted in relief operations. Offices of the Department of Social Welfare and Development (DSWD), the seaport in Allen and Borongan City airport were also put under the PNP's watch. The strategic deployment of these personnel helped in preventing bad elements from committing crimes against the typhoon victims.

"We could not have done this without the support of the local government units (LGUs)," said Gen. Constantino.

Roxas also suggested that Gen. Constantino can work with the Philippine National Police Academy (PNPA) and the Philippine Public Safety College (PPSC) in formulating the protocol for disaster preparedness and immediate response.

The protocol is set to include not only plans to deploy police personnel in typhoon areas but also the composition of critical managers and incident committees, and the technical and logistical needs of Search, Rescue and Retrieval (SRR) Teams.

The DILG is also studying the inclusion of satellite phones as part of the PNP's minimum preparation in times of disaster.

"This should be the protocol in hard-hit areas not only because I was there (in Eastern Samar) but because that ought to be the case,” Roxas remarked.

|PHOTOS| After 37 years, Capalonga's Black Nazarene gets restored

CAPALONGA, Camarines Norte--After 37 long years, the statue of the Black Nazarene was rehabilitated.

To prevent its further deterioration, a group of artisans, led by actor Leandro Baldemor, was invited to sculpt and fix the damaged parts of the image.  

Most of the parts of the original image were retained like the hands, feet, hair, and head. The  trunk and upper thigh, however, were replaced by a sturdier piece of wood.

The same group also brought a replica of the image, which was blessed by Bishop Gilbert Garcera.

Present to witness the process of restoration were town officials Mayor Senandro Jalgalado, Melchor Fulgueras, Dorvin Oliva, and Councilor Gregorio Mendoza Jacob, Jr.

To this day, the story behind the religious statue remains a mystery.

One version says that the image was washed ashore.

Another states that it was a log, which had a red sap, which was seen floating on the sea. After the image was carved, the color of the wood turned ebony.

In yet another version, the image was carved by a Dumagat, who made the image dark-skinned like himself and his people.

The statue of the Black Nazarene of Capalonga draws throngs of devotees every year on its feast day.

Oas local gov’t loses around P250,000 to robbers

OAS, Albay – This town's government building was not spared by robbers, who brazenly ransacked the Office of the Treasurer.

The break-in was discovered only yesterday.

Reported missing was the revenue collection of Pillar Ollet amounting to Php 50,875.24 as well as the Php 200,000.00 cash of said LGU.

Also carted away by the robbers were the following: the  Oas Community College collection amounting to Php 42, 860.00,  Christmas party contribution of Php 30,000.00, cash owned by a certain Josie amounting to Php 30,000.00, cash owned by a certain Ester amounting to  Php 8,000.00, and cash owned by a certain Roger amounting to  Php 100,000.00 ;one unit Tablet i-POD, vouchers, and  payrolls.

Ocular inspection disclosed that the suspect/s gained entry by climbing into the second floor of said
building. 

Then, the alleged robber/s destroyed the back door’s padlock. 

Suspect/s then  proceeded to the treasurer’s office at the ground floor and destroyed the main door’s padlock.

Once inside, he/they took away the items and cash by destroying the drawers.

The incident took place between 11:00 P.M of December 12 to 5:00 A.M. yesterday.
