DENR speeds up public land titling in Bicol

LEGAZPI CITY—The Department of Environment and Natural Resources (DENR) Bicol regional office has adopted a new system to hasten public land titling through its Land Management Bureau.

As its initial move, the DENR Bicol conducted over the weekend a workshop for its field personnel involved in land administration and management and officials of the local government units involved in land concerns.

LMB Director Ralph Pablo stressed in the seminar that the system of mainstreaming land titling is one of the major initiatives of the government to assure the public land occupants of their ownership of the property they occupy and the additional income for the local government units in terms of realty taxes.

Pablo said the initiative on administrative confirmation of imperfect title or free patent has already been implemented in selected areas of the country like Bohol in the Visayas, where many residents were able to get benefits from free patent.

This initiative, he said, speeds up investigation and resolution of free patent by giving way to the alternative dispute resolution through amicable settlement at the barangay level.

Through this, the process of awarding free patent to qualified residents will be hastened and will eventually benefit the local government and the Bureau of Internal Revenue, Pablo claimed.

In this connection, Land Management Section Bicol Regional Technical Director Pedro Noble asked the public land occupants to apply for free patent if they believe they are qualified by going to the Community Environment and Natural Resources Office in their respective areas to assist them in the free patent titling of the land given by the government. —by Emmanuel P. “Fruit Game” operators arrested in Tabaco City


TABACO CITY—After days of surveillance, two (2) suspects allegedly involved in illegal gambling operation locally known as “Fruit Game”were apprehended by the intelligence operatives of the police.

Led by SPO1 Abelardo G. Boringot, Jr., the police officers apprehended Roberto Buban y Cas, 61 years old, married and Efren Morete y Moreno,53 years old, both residents of Barangay Oas, this City.

The police operatives confiscated two (2) units of Fruit Game Machine and bet money amounting to P4,261.00.

The suspects were arrested on or about 2:00 o’clock in the afternoon, today (December 12).

Upon their arrest, the suspects were brought to the PNP Police Station, where they will be investigated.

Meanwhile, the authorities said that they have further intensified their campaign against illegal activities which have proliferated in several barangays.

Apart from illegal gambling, the members of the police force have been very active in their effort to curb the operation of persons involving the distribution and sale of illegal drugs.

The suspects will be charged with Violation of Presidential Decree 1602, otherwise known as Illegal Gambling. (BICOLSTANDARD.COM)

Jealous husband hacks wife in Lagonoy, Cam Sur

LAGONOY, Camarines Sur--The 18-day Anti-Violence against Women Campaign launched by police authorities was punctuated by a domestic violence incident in this town.

Police identified the victim of the battering incident as Nenita Dorola y Flora, 49 years old,  a resident of Brgy. Omalo, Lagonoy, Camarines Sur.

Named suspect is Roderick Rubia y Cielo, 39 years old, a resident of Brgy. San Vicente, Garchitorena, Camarines Sur.

According to the police report, the alleged incident took place at about 5:00 A.M. on December 11, 2014  at residence of the spouses in  Barangay Omalo, this town.

Investigation showed  that, prompted by jealousy,  the husband tried to choke her wife and  hacked her twice on her neck and left knee.

As a result of the attack, the wife sustained physical injuries.

Those who came to her help rushed her to Partido District Hospital, San Jose, Camarines Sur for medical treatment. 

Meanwhile, the suspect fled after the incident

Bicolano Barangay Kagawad ranks 2nd in the Civil Engineering Exams

SORSOGON CITY--This city is celebrating as one of its young barangay councilors made it to the elite list of  topnotchers in the Civil Engineering Licensure Exams.

Erickneil Dejucos Realuyo, a barangay kagawad from Cabid-an, Sorsogon City, ranked second among the 8,127 students who took the exams.

He garnered a rating of 96%.

Realuyo is a graduate of Bicol University-Legazpi.

Political tensions flare anew in Bulan, Sorsogon

BULAN, Sorosgon-- The political saga continues in this town as suspended mayor Marnellie Robles clings to her post, while vice-mayor Patricia Guran insists to be the duly installed acting mayor.

This morning, throngs of people calling for the ouster of Robles, trooped to the town hall to hold a rally.

They failed to enter the gate of the municipal building, however, because it was ordered to be padlocked by the mayor. 

According to a document received by BICOLSTANDARD.COM, the group seeks to meet with Robles for a dialogue. They also appealed to her not to prevent Guran, whom they say is the duly constituted acting mayor, from holding office at municipal hall.

Signatories of the document include: Larena Guillion, Representative, San Vicente Women's Power Association; Ms. Sonia G. Ostonal, President, Kababaihan Kaakibat ng Barangay Pangkabuhayan Association; Felix Lolos, Head/Representative, Recall Movement; Allan Andador, Head Convenor, USWAG-Bulan; and William Gona, Head/Representative, Samahang Mahihirap ng Zone 7.

Police were immediately dispatched to the site to ensure a peaceful assembly.

Provincial PNP Deputy Col. Jerry Beares was himself present to monitor the situation.

Also at the rally site was Vice Mayor Guran. 

Text messages
Last night, text messages circulated around this town calling for a peaceful rally at 7 am today. 

The message, which was forwarded to BICOLSTANDARD.COM, reads:

"Kun habo mo na inaapi an pobre nan kasaragdayan. Kun habo mo na an karaotan nan kurapsyon an nag iiral. Kun gusto mo na mabalik ta an katoninongan sa Bulan. Sa aga mag upod ka nan magpaimod ka pakadto sa munisipio, 7 am sa aga. Peaceful rally, pang mangno sa mayor na habo magsunod sa tama. Please pass..."




It will be recalled that Governor Lee earlier issued a memorandum enjoining Bulanenos to recognize Guran as the only legally authorized official to run the Office of the  Mayor. --BICOLSTANDARD.COM

Karapatan-Bikol commemorates International Human Rights Day

NAGA CITY--Karapatan-Bikol, as well as other militant groups, commemorated the International Human Rights Day with protest marches around the region.

Karapatan-Bicol spokesperson Vince Casilihan, in an interview with BICOLSTANDARD.COM, expressed his vehement condemnation of what he alleges are the state’s attacks on the social, economic, and political rights of the people. 

Said Casilihan, the government's abuses are apparent in the face of continuing plunder, corruption, militarization, harassment, abdudction and extra-judicial killing.

He likewise lashed at the government officials who took advantage of the hyped calamities to cash in on the plight of the victims of the natural disasters. 

Casilihan punctuated the interview with a call addressed to the Bicolanos. He asks them to unite in condemning what he he asserts is the continuing violation of the people’s rights by the Aquino government.--BICOLSTANDARD.COM

Masbate mining contamination text scare a hoax, says Police


AROROY, Masbate-- Residents of this town were alarmed yesterday after text messages circulated warning the public against consuming aquatic resources . Said products, the text messages caution, may have been tainted with mercury, after typhoon Rubi caused a spill in the mine's chemical reservoir. 

The text message reads:

PLS PASS Aroroy, Masbate has been severely hit by typhoon. The reservoir of chemicals used for refining old has overflowed to the river into the sea. People are advised not to consume fish and [other] aquatic resources because of mercury poisoning. 

Masbate Gold Project denies the veracity of the text message

Gene Gregorio, Communications Director of the mining firm Masbate Gold Project (MGP) has assailed the truthfulness of the message.

In an exclusive interview with BICOL STANDARD, Gregorio assured the public that typhoon Ruby did not pose a significant impact on mining operations.



MGP's official statement reads:


Typhoon Ruby had no significant impact on the Masbate Gold Project’s (MGP) operations when it passed over the province of Masbate and its outlying islands. Prior to the storm’s landfall, all safety precautions were taken to ensure the safety of personnel and neighboring communities. Equipment and supplies were safely stored ahead of time and personnel were placed in storm shelters.


Both, mining and processing operations were briefly halted as a safety measure. A report documenting MGP’s safe record during the typhoon will be submitted to the Mines and Geosciences Bureau (MGB) of the Department of the Environment and Natural Resources (DENR).


Preparations in the mine had been finalized earlier in last week in accordance with our established procedures and the Incident Management Team (IMT) continued to review the situation as the path of the storm became clear. The mine site is well prepared for such events with established emergency measures and typhoon shelters.


The same statement also expressed MGP's commitment to stand by to provide stands by to provide local assistance if required.

Police probe reveal that chemical leak rumors are untrue
Meanwhile, Police Regional Office 5 (PRO5) spokesperson Senior Inspector Malu Cabrador Calubaquib has confirmed that her desk has indeed received  several reports regarding said text messages. 

According to her, the municipal police station of this town has already conducted a probe to ascertain the truth of the viral message. 

Upon verification, PO1 Haidelyn Pimentel Arevalo of the Aroroy MPS came to the conclusion that: 

1) the report is baseless and maliciously [intended to] misinform the public in order to destroy the image and credibility of the Masbate Gold Project;

2) the have tailings pond was in good condition and there was no incident of overflowing, contrary to what was stated in the malicious message; and

3) the company never used mercury since they started their operation.

Rep. Fortuno bats for increase in campaign expenditure limits


Are the present limits set by law on campaign expenditures still realistic in the light of the prevailing economic environment which had eroded the purchasing power of the Peso, a lawmaker asked.

"This issue came to fore in a recent controversy generated by the disqualification of Governor E.R. Ejercito of the province of Laguna, who was ousted by the Commission on Elections for election overspending," Hon. Salvio B. Fortuno (5th District, Camarines Sur) said.

Rep. Fortuno is author of HB 5241 entitled "An Act increasing the authorized expenses of candidates and political parties, amending for the purpose Section 13 of Republic Act No. 7166, entitled, 'An Act providing for synchronized national and local elections and for electoral reforms, authorizing appropriations therefor, and for other purposes.'"

"Whatever the circumstances are, a law is a law. As the legal maxim states, dura lex sed lex - Hard is the law but it is the law," Fortuno pointed out following the Ejercito case.

The author recalled that the Supreme Court upheld the Comelec decision disqualifying the former Laguna Governor on the basis of the existing law - R.A. 7166 provides that a candidate is authorized to spend only three pesos (P3.00) for every voter currently registered in the constituency where he filed his certificate of candidacy.

"It is worth noting that the purchasing power of the Philippine peso has continuously diminished from the time R.A. 7166 took effect in 1991 up to the present due to numerous economic factors," Fortuno opined.

Fortuno could not help but quote Dr. Romulo Emmanuel Miral, Jr., Acting Director of the Congressional Policy and Budget Research Department of the House of Representatives who explained that "the value of one (1) Philippine peso in 1991 was equivalent to P3.41 in 2013 or our one (1) Philippine pesos in 2013 was equivalent to P0.29 in 1991 based on Consumer Price Index."

"On the basis of the foregoing computation, the authorized campaign expenditure for the position of President and Vice-President should be from P10.00 to P34.10, for other candidates from P3.00 to P10.23 and for political parties from P5.00 to P17.05," Fortuno pointed out.

"Considering the time and economic factors, there is need to increase this actual computation to meet the demands of the time when this proposed legislative measure is enacted into law," he added.

Therefore, Fortuno insisted, the adjustment should be as follows: for President and Vice-President, from P10.00 to P40.00; for other candidates from P3.00 to P15.00; and for political parties from P5.00 to P20.00.

"The paramount objective of this proposed statute is to make the authorized campaign expenditures for all the candidates and political parties more realistic so that no candidate would ever be penalized on the basis of an antiquated law," Fortuno concluded.

The measure has been referred to the Committee on Suffrage and Electoral Reforms chaired by Rep. Fredenil H. Castro.--House of Representatives Public Relations and Information Bureau

December 15 NOT a holiday in Naga City

December 15 is not a special non-working holiday in Naga City, the City Events, Protocol and Public Information Office (CEPPIO) clarified tonight.



The "commemoration of Naga's charter anniversary was already moved to June 18 by virtue of RA 9210," according to the  announcement.
