Cam Sur declares state of calamity

The province of Camarines Sur is now under a state of calamity, according to Gov. Migz Villafuerte.

This allows the provincial government to avail of calamity funds.

Earlier today, the provincial chief executive revealed on Twitter that at around 4 PM, 30,312 families from 357 barangays have been evacuated from potential high-risk areas.

It will be recalled that a few days ago, the Office of Civil Defense in Bicol placed the region under red alert status.

Apart from Camarines Sur, Albay has also been declared under state of calamity.—BICOLSTANDARD.COM

Masbate evacuees safe, typhoon-ready—PNP

The Provincial Government of Masbate and the Philippine National Police Masbate, led by Supt. Carl Michael Car Reyes, assured that the evacuees of the province are safe and typhoon-ready.

 The two agencies have been repacking relief goods in preparation for typhoon "Ruby."

Police officers stationed at their respective municipalities have been assisting in implementing forced evacuation of residents to safer temporary shelters.

The City of Masbate has also secured relief goods ready for distribution, according to former city mayor and now Association of Barangay Captains president Socrates M. Tuason, who said through text messaging that 1,400 families composed of more than 7,000 persons have been evacuated to safe locations within the city.

Tuason said 390 families or 1,794 persons in his barangay evacuated at the Nursery Elementary School.

Aside from the coastal areas of the City of Masbate, other municipalities like Mobo, Uson, Dimasalang, Palanas, Pio V Corpus, Esperanza and Placer have coastal barangay residents who were forced to evacuate for fear of storm surges.

Police officers of Uson town assisted Municipal Vice Mayor Felipe Sanchez who initiated relief good distribution at the evacuation centers so as to secure the safety of his constituents.

Evacuation centers in Dimasalang are at the elementary schools in Barangay Gaid, Dimasalang Central School, Dimasalang Naitonal High School; in the municipality of Uson, the elementary schools in Barangay Miaga, Barangay Badling and the high school in Barangay Armenia.

In Mobo, the evacuation centers are the schools in Barangay Balatucan and in Barangay Marintoc.

Masbate City has the North and South Elementary Schools, Barangay Ibingay, Barangay Nursery and Barangay Magallanes.

The Provincial Capitol, Masbate City Colliseum and the office of the Technical Education and Skills Development Authority-Masbate are also being used as evacuation centers.

At about 8 a.m. Saturday, electric power shut down in the second and third districts of Masbate.

#RubyPH: Relief ops in Vinzons, Camarines Norte

VINZONS, Camarines Norte — Around 2,090 residents of this town were brought to safety at Vinzons Pilot High School and Vinzons Pilot Elementary School, as Camarines Norte braces itself for the impact of Typhoon Ruby (international name: Hagupit).


Six hundred of the residents are housed at Vinzons Pilot Elementary School, while the rest are temporarily sheltered at Vinzons Pilot High School.

Said schools are being used as evacuation centers to help protect the residents of Vinzons from Typhoon Ruby, the strongest typhoon to hit the country this year, according to PAGASA.

Which Bicol towns are under threat of storm surge?

DOST's Project NOAH has released an updated list of the Bicol municipalities under risk of storm surge today, December 5, 2014.

According to the official blog, the list "is a refined version of PAGASA’s general advisory for storm surges and is issued more than a day ahead of Typhoon Ruby’s (Hagupit) landfall. It serves as a guideline for timely, steady and organized evacuation of communities, residents and families living in the affected areas."

The list has 17 towns, including Uson, Masbate; Mobo, Masbate; Cawayan, Masbate; Placer, Masbate; Dimasalang, Masbate; Batuan, Masbate; Sagnay, Camarines Sur; Tigaon, Camarines Sur; San Jose, Camarines Sur; Lagonoy, Camarines Sur; Presentacion, Camarines Sur; Balud, Masbate; Milagros, Masbate; Palanas, Masbate; Santo Domingo, Albay; Manito, Albay; Bacacay, Albay.

PAGASA identifies flood-prone areas in Bicol

PAGASA has warned residents and Local Disaster Risk Reduction and Management Councils in flood-prone areas in the Bicol region to be on alert when Typhoon Ruby hits.

Said watercourses, which were enumerated in General Flood Advisory No. 1, include:

Albay rivers and its tributaries Guinale and Upper Donsol.
Camarines Norte rivers and its tributaries Labo and Daet Basud.
Camarines Sur rivers and its tributaries lower Kilbay-Catabangan, Ragay, Tinalmud, Tambang, and Lagonoy.
Sorsogon rivers and its tributaries Lower Donsol, Ogod, Putiao, Cadacan, Banuang-Duan, Fabrica (Tugbugan), and Matnog.
Catanduanes Rivers and its tributaries Cabuyan, Bato, and Pajo.
Masbate rivers and its tributaries Lanang, Mapayawan, Mandaong, Asid, Malbag, Guiom, Nainday, Daraga, Nauco (Aguada), and Beleno.

Sorsogon Gov. Lee orders pre-emptive measures, forced evacuation

SORSOGON CITY — Gov. Raul Lee has declared the implementation of pre-emptive measures and forced evacuation when deemed necessary in the whole province of Sorsogon in an executive order issued today, December 5.

Lee, who is likewise the chairman of the the Provincial Disaster Risk Reduction and Management Council (PDRRMC) specifically advised those in the areas that are most vulnerable to hazards due to typhoon Ruby to take extra precaution.

The executive order was sent to city and municipal mayors in this province.

Soldier on disaster response mission hurt by landmine in Sorsogon

CAMP GUILERMO NAKAR, Lucena City - A soldier was hurt after his team on Disaster Response mission was landmined by NPA rebels in Irosin, Sorsogon 11:45 a.m. of Dec 5, 2014.

The victim was identified as PFC Jerlou Fiesta. He was part of the Disaster Response Team of the 903Bde who were on their way to Irosin, Sorsogon to establish a DRRMO Command Post in connection with TS Ruby. They were onboard a civilian vehicle when the landmine, which was located on the road side, exploded.

The soldier was immediately brought to Irosin District Hospital for treatment. "He is already out of danger," said the attending physician.

LtCol Beerjenson Aquino, Commanding Officer of the 31IB immediately dispatched troops for pursuit operations.

SOLCOM denounces this attack by the NPA.

"During these moments where we are facing another natural calamity threat, it is very inhumane for the NPA to launch offensives versus soldiers on Humanitarian Assistance and Disaster Response operations," said Major General Ricardo R Visaya, Commander SOLCOM.

Despite the attack, SOLCOM continues its mandate on HADR to ensure the safety of the people.

Workers have begun dismantling Albay's Camote Christmas Tree at Peñaranda Park this morning in preparation for Typhoon Ruby. The tree was fashioned from camote (sweet potatoes) tubers for the month-long Karangahan Albay Green Christmas Festival.
