Bicolana Jamie Herrell crowned Miss Earth 2014

Jamie Herrell of Placer, Masbate was crowned Miss Earth 2014 in tonight's grand coronation night at the UP Theater in Diliman, Quezon City.

Nineteen-year-old Herrell, who grew up in Placer, but represented Cebu City in the Miss Earth Philippines pageant earlier this year, studies acting at the International Academy for Film and Television in Lapu-lapu City.

Herrell was born in Glendora, east of Los Angeles, California, in the United States.

Her mother, Mary Snow del Rosario, is from Placer, while her father, James Edward Herrell, hails from Seattle, Washington.

In 2013, she represented Placer, Masbate in the Sinulog Festival Queen 2013 competition, in which she was also crowned as the winner.

She was also Miss Mega Cebu 2014 and Miss Lapu-Lapu 2012 1st runner-up.

During tonight's competition, she won three other special awards, including Best in Swimsuit, Miss Earth Hannah's Beach Resort, and Sun for Miss Earth Award.

In her biography, she said that among the environmental cause, she is most passionate about the prevention of animal cruelty. She explained, "I have seen how some people treat animals in a wrong way and I believe animals should be treated with love or at least in a proper manner."

Herrell is not the only Masbateña to have won an international beauty title. Bea Rose Santiago of Cataingan, Masbate, won last year's Miss International pageant.—BICOLSTANDARD.COM

Rosalyn Navarro qualifies for The Voice PH next round

NAGA CITY--Another young singer from Naga City has turned red chairs in the Blind Auditions of ABS-CBN's "The Voice of the Philippines: Season 2."

In the episode aired earlier tonight, Rosalyn Navarro, a 19-year-old student at Ateneo de Naga University, captivated the audience and coaches apl.d.ap and Sarah Geronimo who both turned to face her.

Albay farmer seeks justice for slaughtered pet dog

65-year-old farmer Silvestre Ravago traveled all the way to Manila from his home in Bicol with nothing but fare money and a few documents, hoping to bring justice to his beloved dog that was killed by an intruder.

Even with little money in his pocket, teary-eyed Mang Besti (Ravago) endured a long bus ride to to seek help from the Philippine Animal Welfare Society (PAWS) in Quezon City, after his plea for justice was ignored by the police in his hometown of Oas, Albay.

The police refused to investigate when they found out that the case involved a dog, saying animals were not under their jurisdiction.

“Ella is like one of my children. She sleeps with us,” Ravago mentioned in Filipino to the officials at PAWS. “I cannot just let what happened to her pass. Her killer should be punished."

The heartbroken farmer could hardly look at the pictures of his slain dog, which he brought along with his IDs and a certification and report from barangay officials to assist him in his case.

PAWS executive director Anna Cabrera helped Ravago draft an affidavit required to file his complaint last Tuesday.

Ella, a mixed breed dog, was Ravago's cherished pet and guard dog for seven years, until she was slaughtered on the evening of November 6 while he was out of the house.

A drunk man wielding a machete entered their premises and swung his weapon at the dog who was barking at the intruder. Ravago's son attempted to stop the man, but failed.

Ella, deeply and severely wounded, did not survive regardless of the barangay tanods' attempts to save the dog.

According to Cabrera, the police chief of Oas was sent a letter from PAWS “so that they will be better informed next time someone approaches them about animal crimes.”-- BICOLSTANDARD.COM

Suspect in Engr. Morales' assassination killed in Albay

LIBON, Albay—An alleged suspect in the murder of former Makati City Engr. Nelson Morales succumbed to death after a brief exchange of gunfire between him and the police.

Ramson Saysay Concepcion, who was a resident of Barangay Molosbolos, this town, had a standing warrant of arrest for the murder of Engr. Morales.

Anti-robbery holdup operation


According to PNP Provincial Director Senior Supt. Marlo Meneses, the operatives chanced upon Concepcion while they were conducting an anti-robbery holdup operation at around 3:45 PM yesterday at Barangay Matacon, Polangui, Albay.

The operation involved a robbery holdup group of which Concepcion was allegedly a member.

Spotting the police, Concepcion fled on his motorcycle towards the direction of Libon town.

The police launched a hot pursuit operation and finally cornered Concepcion at Sitio Malubago, Barangay Buga, this town, at around 6:30 PM.

Trying to elude arrest, the suspect drew his firearm and shot at the group of police officers.

The latter retaliated and hit Concepcion on different parts of his body.

Concepcion was brought to Isip General Hospital at Polangui, Albay for medical treatment. However, he was declared Dead on Arrival.

Meanwhile, police recovered from the scene of the gunfight a red and white SYM motorcycle without plate number, and six fired cartridge cases of unknown caliber.

They also recovered from Concepcion a 9mm Parabellum with 5 pieces of live ammunition.

Morales slay

A former member of the Philippine Army who was discharged from service because of alleged involvement in crime, Ramson Concepcion is among the seven suspects implicated in the killing of Engr. Morales on September 7, 2012.

The other suspects include Gilbert Concepcion (Ramson’s brother), Christian Saysay, Roderick Saysay Sarahan, Wilfredo Sarota, and a certain Allan and Peter.

Makati city government spokesman Joey Salgado earlier revealed in a statement that Engr. Morales, at the time he was killed, had been eyeing the mayoralty post in Malinao, Albay.

In 2012, Engr. Morales was the Albay provincial chair of Vice President Jejomar Binay’s United Nationalist Alliance (UNA).

He wanted to challenge Mayor Billy Ceriola who was then serving as mayor of Malinao.

At present, Engr. Morales’ sister, Alice Morales is the incumbent mayor of Malinao. —BICOLSTANDARD.COM

American loses necklace to snatcher in Naga City

NAGA CITY—Not even the brightness of the noon sun deterred a suspected snatcher from grabbing the necklace of an American national earlier today in the downtown area of this city.

The suspect, who remains unidentified, grabbed the necklace of the victim, 60-year-old Donald Eugene Boring.

Boring, the police reported, was walking along J. Hernandez Ave. (formerly Igualdad St.) at around 12 noon when the suspect lunged from behind and took hold of the victim’s necklace.

The suspect then fled towards the direction of Barangay Igualdad.

The necklace is estimated to be worth around P5,000.

The victim, who is originally from California, USA, is presently residing at Barangay Abella, Naga City.

Police Station 1 of the Naga City Police Office is currently conducting a follow-up investigation to identify and arrest the suspect.—BICOLSTANDARD.COM

SP suspends Bulan Mayor for 90 days

BULAN, Sorsogon--The Sangguniang Panlalawigan (SP) of Sorsogon slapped Bulan mayor Marnellie B. Robles with a 90-day suspension.

The decision stemmed from Administrative Complaint 01-2014, which was lodged by municipal councilor Crisostomo Gotladera last July against this town's chief executive.

The complainant alleged separate charges of culpable violation of the Constitution, dishonesty, oppression, gross negligence, and grave abuse of authority against the mayor.

The SP, however, held the mayor only administratively liable of the charges of grave abuse of authority, oppression, and gross negligence in relation to the performance of her office.

According to the decision, the mayor to  was found to be grossly negligent for her "failure to exercise prudence in preventing the disbursement of public funds of the Municipality of Bulan, Sorsogon for purely private affairs." This is in relation to her authorizing the release of a P10,000 donation in favor of De La Salle College of St. Benilde, where her two children are studying.

Likewise, she was also found to be grossly negligent and to have acted with gross abuse of authority when she issued a no-objection certification absent a statutorily mandated public consultation. This is in relation to the issue of the cutting of the trees in the Bulan Tree Tunnel.

Finally, the chief executive was found guilty of oppression and grave abuse of authority for her "deliberate refusal to allow and to pay the retirement and terminal leave benefits of former officials and employees of the municipal government of Bulan despite repeated demands and inquiries thru letters duly received by her office, and her apparent indifference towards the claimants."

All members of the Sangguniang Panlalawigan, with the sole exception of Arze G. Glipo, gave imprimatur to suspension order.

A copy of the recommendation for suspension, issued on the 25th of November, has already been forwarded to Governor Raul R. Lee for appropriate action. 

A copy of the same was also served today (November 27) at the Office of the Mayor.

This is the second blow to the controversial mayor this week.

Earlier, the Commission on Elections, though a resolution, ordered the reopening of the recall proceedings against the Mayor. --BICOLSTANDARD.COM

Kabuluan Detour Bridge in Camarines Norte now passable to light vehicles

STA. ELENA, Camarines Norte-- Light vehicles may now use the new detour bridge in Barangay Kabuluan, this town. This was the announcement made by the Sta. Elena Municipal Police Station through a message posted in its Facebook account this afternoon.

The old detour bridge gave way to raging flood waters during the onslaught of Typhoon Mario.

Catanduanes school's pioneer criminology batch produces topnotcher

CATANDUANES- The  first batch of criminology graduates of Christian Polytechnic Institute of Catanduanes, Inc. has landed a topnotcher.

Catherine Fernandez Reyes, who scored a rating of 89.10%, ranked 9th among the 28,187 who took October 2014 Criminologist Licensure Exam.

The exam was administered by the Board of Criminology in the cities of Manila, Baguio, Cagayan de Oro, Cebu, Davao, Iloilo, Legazpi, Lucena, Pagadian, Pangasinan, Tacloban, Tuguegarao and Zamboanga.--BICOLSTANDARD.COM

Kiefer Ravena, Ateneo Blue Eagles arrive in Naga City for Jesuit Althletic Meet 2014

NAGA CITYCollege basketball celebrity Kiefer Ravena and the rest of the Ateneo Blue Eagles arrived in Naga City this morning.

The popular hoops team is set to join the Jesuit Althletic Meet (JAM) 2014, which is hosted by the Ateneo de Naga Univeristy (AdNU).

Earlier, the 21-year-old guard for the popular UAAP team, posted in his Twitter account the following:

Jesuit schools take turns to host this event. This year, ADNU will sponsor the grand gathering which starts today, November 26, and runs until December 1.

All schools run by Jesuits in the Philippines participate in JAM, which is held every two years. These include Ateneo de Manila University, Xavier School, Ateneo de Cebu, Ateneo de Iloio, Ateneo de Zamboanga University, Ateneo de Davao University, Xavier University, and the Ateneo de Naga University.BICOLSTANDARD.COM

Bicolano billiard player triumphs in All-Japan Championship

SIPOCOT, Camarines Sur-- Raymund Faraon, a Bicolano shooter, etched his name in the international billiard scene when he conquered the prestigious 47th All-Japan Championship.

On Monday night, he bested Japanese shooter Naoyuki Oi 11-4 in the final match held at the Archaic Hotel in Amagasaki, Japan.

Said Japanese tournament is considered a major tournament and is recognized as one of the longest-running pocket billiards competitions.

Other Filipinos who have achieved the same feat as Faraon are Efren Reyes, Francisco Bustamante, and Nikoy Lining.

Apart from winning this tournament, the 26-year-old cue artist also finished in the last 16 of the world 9 Ball championship.

Faraon hails from Barangay Impig, Sipocot Camarines Sur.

According to his Facebook Account, he studied at the Sacred Heart High School and the Lyceum College of Subic Bay in Olongapo City.

Bogus INTERPOL recruiters nabbed

SORSOGON CITYFive persons who pretended to be members of the International Criminal Police Organization (INTERPOL) have been arrested by the Criminal Investigation and Detection Group (CIDG) here for usurpation of authority.

The suspects were identified as Raymond Jalmansar, Salvador Demdam Deterio, Jelyn Berenger, Santos Jarlego, and Conrad Villagomes.

Allegedly, the suspects were trying to recruit members for the INTERPOL, a a non-governmental organization facilitating international police cooperation based in France.

To complete the process, the group reportedly required interested applicants to shell out P44,500 in exchange for membership and benefits.

Reports of the group’s recruitment activity reached the local authorities, who required them to present documents identifying them as members of the organization.

When they failed to present the same, the group was apprehended.

The police confiscated from the suspects several firearms, along with INTERPOL identification cards which were believed to be fake.

It will be recalled that last year, reports of similar bogus groups had been recorded in other parts of the country, including Nueva Vizcaya and Cagayan province.

Police Director Alex Paul Monteagudo of the Philippine National Police in a memorandum alerted Police Regional Offices and National Support Units to closely monitor the reports.

He also advised the public to contact the Interpol Manila National Central Bureau Secretariat should they receive information about said recruiters.BICOLSTANDARD.COM
