2 women fall in P1.5M shabu buy-bust in Naga City



NAGA CITY—Shabu is her only source of income to support her five children, suspect Gemma Borjal declared after police accosted her in a buy-bust operation here yesterday.

The arrest was made by combined members of the Police Substation 5, Naga City Police Office and Philippine Drug Enforcement Agency (PDEA) at around 11:00 A.M at the Central Business District service road, barangay Triangulo.

The 32-year-old Borjal is a resident of Kampo Magsaysay, Tinambac, Camarines Sur. She is already separated from her husband, according to the police.

Apart from Borjal, the joint team apprehended Aileen Piamonte Bunag, 32, married, of Purok 2, Daet, Camarines Norte.

PDEA Agent Edward Ampongan revealed that at least 300 grams of shabu were found in the suspects' possession. It has an estimated value of P1.5 million.

Amongan added that the suspects had been under surveillance for almost a year.

When they were arrested, the suspects had just arrived in Naga City from Daet, Camarines Norte, with a box containing the substance believed to be illegal drugs.

Borjal and Bunag were taken under the custody of PDEA Camarines Sur for proper disposition.—BICOLSTANDARD.COM

    PNP vows to eradicate crime gangs in Masbate



    AROROY, Masbate– The Philippine National Police (PNP) Masbate provincial office on Thursday vowed to eradicate crime gangs in the province.

    This is after joint operatives of the Aroroy Municipal Police Office, Masbate Provincial Public Safety Company and Masbate Provincial Intelligence Section raided the hideout of a notorious gang in this town at about 3:30 a.m. Tuesday.

    Supt. Carl Michael Car Reyes, PNP-Masbate provincial director, said the police operatives were armed with Search Warrant No. 2014-81 and coordinated with the local barangay officials.

    He said the gang members engaged the raiding team in a fire exchange.

    Reyes said that when the raiding operatives were about to enter the premises, they heard gunshots coming from inside the house, which were allegedly fired by more or less five gang members.

    He said the group escaped in confusion and spread to the hinterlands in the boundary of Barangay Malubi and Barangay Pangle of this town after its members noticed that they were outnumbered by police forces.

    No casualty was reported on the side of the raiding team while an undetermined number of casualties was noted on the gang's side.

    The authorities recovered fired cartridges and slugs and one steel magazine of .45-caliber pistol loaded with seven live ammunition.

    The suspected gang leader was identified in the search warrant as Richard Amican alias Toto.

    Police record showed Amican was the alleged leader of the Arcavado-Amican group involved in a robbery-holdup and killing incidents in Aroroy town and neighboring municipalities, Reyes said.

    He warned people involved in criminal activities that they are in close watch of them and that would they soon fall in the hands of authorities.

    “Our message to people involved in criminal gangs is that we will use everything we can to stop their activity,” Reyes said.

    The police official added that the intensified focused police operations against groups engaged in criminal activities in the province form part of their relentless campaign to control and eradicate crime. (Norman B. Tamar for PNA)

    Father, son face multiple counts of rape

    IRIGA CITY –A father and son were arrested here earlier this week by police operatives headed by SPO4 Jose Sherwin G. Dacara, Jr.

    The father, Teodolo Briones y Ramirez, 50 years old, and his son Jason Briones y Eugenio, 23, are facing criminal charges for allegedly subjecting a 14-year-old girl to repeated sexual abuse.

    The elder Briones is charged with 9 counts of rape, while his son, with 8 counts of the same crime.

    The arrest warrant was issued by Judge Timoteo A. Panga, Jr of Branch 60 of the RTC.
    Judge Panga, Jr. did not recommend bail for the temporary liberty of Jason Briones. Meanwhile, for Teodolo Briones, he recommended P24,000 for each of the 9 criminal charges.

    At present, the suspects are still in the custody of the police in this city.—BICOLSTANDARD.COM

    Manila-Bicol railway rehab begins in 2015

    NAGA CITY— A request for a budget of P1.750 billion has been approved by the House of Representatives for the rehabilitation of the Manila-Bicol rail line.

    Said line is used by the Philippine National Railways (PNR).

    The request for the budget was sought by Department of Transportation and Communication (DOTC) Sec. Jun Abaya.

    The budget will be divided among "capacity expansion to allow two-way rail operations," "repair and restoration of 9 non-serviceable units," and the "procurement of a rail-mounted crane with pile hammer and vibratory hammer.”

    It will also fund the repair of three general electric locomotives and bridges along the rail line, as well as the rehabilitation of existing tracks.

    Earlier this month, PNR Director Ruben Medroso estimated that the train service could resume next year.—BICOLSTANDARD.COM

    Cam Nortenos decry economic cost of Sta. Elena bridge reconstruction delay

    DAET, Camarines Norte -- The delay in the construction of the Php35.5-million permanent bridge and the new detour bridge in Barangay Kabuluan in Sta. Elena in this province has increased overhead costs in terms of additional fuel expenses amounting to thousands of pesos per truck, according to entrepreneurs in the trucking business here.

    Roland Nuñez, who dispatches three to four 10-wheeler trucks to Metro Manila from Daet town every working day, lamented that he has to spend an additional Php2,000-Php3,000 per truck for fuel alone because of the longer route to take.

    Rodolfo Camara Jr., another entrepreneur in the trucking business who hails from Jose Panganiban town, said he spends Php4,000-Php5,000 more for fuel per truck dispatched to Metro Manila while the bridge is still to be constructed.

    Nuñez said the trucks have to take a long looping route going to the Quirino Highway from Daet to Sipocot town in Camarines Sur province which, he said, takes an additional 200 kilometers of travel to Metro Manila.

    Before the destruction of the detour bridge in Kabuluan three months ago, his trucks from Metro Manila would arrive at 3:00 p.m. to 4:00 p.m. every day but at present, Nuñez’s trucks arrive at his establishment along the diversion road here at 7:00 p.m. to 8:00 p.m.

    Nuñez and Camara said that aside from the additional expenses in fuel, they also incur additional expenses for the workers who have to be provided additional travel allowance.

    They lamented that the snail-pace implementation of Kabuluan Bridge project will make them suffer more losses in their business.

    Sta. Elena Councilor Artemio B. Sendon Jr. said they believe the Bemkar Construction, which is undertaking the project, has accomplished less than 60 percent of what it claimed.

    Sendon said the issue regarding the construction of the Kabuluan Bridge surfaced after the detour bridge was washed out on Sept. 18, which caught the attention of the town council to investigate why the construction took too long.

    He said an inspection of the project had been conducted with the participation of the Department of Public Works and Highways (DPWH) Camarines Norte First District Engineering Office, Philippine Institute of Civil Engineers (PICE), Sta. Elena municipal engineer, the town council and local transport groups.

    Sendon said the report that the contractor had already collected 60 percent of the project cost worries the council members who fear that the project may not be realized in the soonest possible time.

    Johnny Genova, PICE representative, told the inspection group that the detour bridge was constructed below standard and the design was not apt, that’s why it was easily washed out.

    Genova said they have also noted that there were only about four laborers there seemingly working for the bridge construction when they conducted the unannounced inspection as he wondered how the construction of the permanent bridge could move on.

    Sendon noted that in Kabuluan proper, the price of copra was lower at Php6/kilo on the other side of the river, but upon crossing the river going to the town center, the copra is bought at Php9/kilo.

    He said commuters have to shell out more money for fare just to reach their homes at nighttime because they cannot complain of the higher fare the tricycle drivers demand from their passengers since the vehicles have to cross the river to reach the other side. (PNA)

    400 preggy mommies attend 4th Buntis Congress

    LEGAZPI CITY -- More than 400 pregnant women in this city participated in the 4th Buntis Congress on Tuesday at the Ibalong Centrum for Recreation.

    The whole-day activity, which has for its theme “Mga Buntis Alagaan, Kalusugan ni Baby Agapan,” was spearheaded by the City Health Office in partnership with the Luzon Health, a non-government organization.

    The Buntis Congress is a yearly activity of the CHO to inform and educate pregnant women on how to properly manage their safe pregnancies in order to prevent pre-mature delivery of babies and maternal death cases and to guide them into the right way of caring their babies.

    City health officer Fulbert Alec Gillego said his office will continue to conduct an educational campaign, nutrition counseling, maternal and health care and other health-related services to make sure that both the health of mothers and babies are always in good condition.

    Gillego said he will continue to conduct nutrition education to all the mothers to promote the proper way of breastfeeding process and to teach them responsible parenthood in order to reduce malnutrition cases in the community.

    He told participants in the congress that all PhilHealth cardholders, members of the Pantawid Pamilyang Pilipino Program (4Ps) and pregnant women sponsored by the Local Government Unit of Legazpi and the Province of Albay are free to avail of the maternal health care services in the three lying-in clinics of Legazpi located at Barangay Buyoan at the northern part, Barangay Banquerohan in the southern area and in the main building of the CHO.

    The CHO head pointed out that these three birthing homes of Legazpi are operating 24/7 and being managed by professional doctors, midwives, nurses and other medical personnel.

    From the start of the operation in 2009 until the present, these three clinics have zero-casualty record in maternal delivery.

    In 2009, the CHO posted 81 maternal deliveries; 211 recorded in 2010; followed by 574 in 2011.

    It rose to 848 in 2012 while in 2013, the record was 818.

    In the first half of 2014, these clinics posted 305 maternal deliveries.

    Gillego disclosed that the city also has an ongoing construction of another lying-in clinic in Barangay Taysan and expects to finish it before year end.

    Another lying-in clinic will be put up in Barangay Dapdap next year.

    These two additional clinics will serve as additional venues for health care and other medical services to all pregnant mothers in this city, he added.

    Gillego said all the pregnant mothers are required to have at least four check-ups before the date of their maternal delivery and urged them to always visit the clinics for their regular checkup for for possible illnesses and advice for safe delivery of babies. (PNA)

    NPAs torch brgy kgd's house in Masbate



    Around 30 members of New People’s Army (NPA) burned down the house of a village councilor in Boca Engaño, Claveria (Burias Island), Masbate at 8a.m. of November 19, 2014.

    According to a report from the 903rd Infantry Brigade, 30 NPAs armed with long high-powered firearms torched down the home of Oscar Rejuso, a Barangay Councilor of the said barangay.

    The rebels immediately left the area after burning his house to the ground and escaped to the mountainous area of the barangay. No one was hurt in the incident.

    Masbateño hailed 'Jeddah Pop Icon'

    MASBATE CITY—A 22-year-old Masbateño won this year's Jeddah Pop Icon, a singing competition among Filipinos in the Middle East.

    Efren Baybayon Dignos, nicknamed the "Neo-Soul Balladeer," was chosen as the winner after he sang his renditions of "Go The Distance" by Michael Bolton and "Dynamite" by Taio Cruz.

    He revealed that he drew inspiration from his sister, who was at the hospital while he was competing.

    He added that his earlier struggles also kept him going.

    Despite being the youngest among three kids, he works as the breadwinner of their family as his father died when he was only 18 years old.

    To cope with their dire situation, he said that he worked as a janitor and studied at night.

    He recalled having borrowed food from neighbors just so his family would not go hungry.
    Apart from his love for his family, he also has deep passion for music.

    "Music is my life," he said in his Jeddah Pop Icon profile.

    His favorite song is "Imagine" by John Lennon, while his favorite singers are Jaya and Michael Buble.

    Legazpi City Hospital to rise in 2015

    LEGAZPI CITY—A new hospital will soon service the residents of Legazpi City, according to Mayor Noel Rosal.

    Said hospital is expected to the "most modern public health facility" in the Bicol region when it opens in early 2015.

    Groundbreaking for the Legazpi City Hospital is scheduled on November 26 on a 3,000 square meter lot along Benny Imperial Road, Barangay Bitano.

    The city chief executive revealed that the project is funded through a counterpart agreement between the local government unit (LGU) and the Department of Health (DOH).

    Under said funding scheme, LGU Legazpi has allocated P30 million, while DOH has pledged P50 millon.

    Prior to the upcoming hospital, Rosal has initiated other public health care services, including the establishment of barangay health stations and Botika ng Barangay outlets.—BICOLSTANDARD.COM

    Salceda mulls class suspension on Dec. 8, 9

    LEGAZPI CITY—Classes in Albay may be suspended on December 8 to 9 during the Asia-Pacific Economic Cooperation (APEC) Informal Senior Officials Meeting (ISOM).

    NPA owns up to slay of Sorsogon soldier

    BARCELONA, Sorsogon –New People's Army (NPA) Celso Minguez Command has admitted to the slay of a member of the 31st Infantry Battalion of the Philippine Army last November 16 in Barangay San Antonio, this town.

    In a statement to the media, spokesperson Ka Samuel Guerrero said that the soldier, Corporal Zaldy Bengoa y Bermas, along with a companion had been part of the Peace and Development Team in said barangay since October 22.

    Guerrero explained that the NPA members harassed the two soldiers after they received complaints about alleged abuses from the residents.

    LEGAZPI CITY--A fun ride event to promote public awareness on the importance of coins in circulation was successfully held here at Penaranda Park yesterday, November 16.
