(UPDATED) 2 Catanduanes grads snag 4th, 5th places in Midwifery Board Exam

(UPDATED) CATANDUANES- Catanduanes State University-Virac is rejoicing as one of its graduates joined the elite list of midwifery board topnotchers.

Ma. Luz Vitalicio Obin, who garnered a rating of 90.05%, placed 4th in the November 2014 Midwife Licensure Examination.

Obin hails from the town of Viga and is an alumna of Viga Rural Development High School.

Another proud Catandunguena in the list is Mary Ann Padero Tabor, who placed 5th.

Tabor received a rating of 89.60% . She is a graduate of Panpacific University North Philippines.

Former army shot dead in Placer, Masbate


Masbate City – A former Army was shot dead by four unidentified suspects along the National Road of Brgy Aguada, Placer, Masbate  near the market of Brgy Aguada, Placer, Masbate on Friday afternoon.

Citing police reports submitted by Placer Municipal Police Station, PSupt. Carl MIchael Reyes identified the victim as Julius Choy y Fajardo aka Choy, 40 years old, former member of Mico, Philippine Army, and temporarily residing at Brgy Calumpang, Placer, Masbate.

Initial investigation conducted by the local police in Placer town shows that the victim sustained multiple gunshot wounds on the different parts of his body which caused him to die on the spot.

Based on the investigation, the victim was shot at close range by the unidentified suspects while he about to board his motorbike.

Recovered from the crime scene were eleven cartridge cases for caliber .45 and four cases cartridges for caliber 9mm.

The motive of the incident and the identity of the suspects have yet to be determined, police said.

7th grader dies, other studes injured in jeepney mishap in Sorsogon

BULUSAN, Sorsogon- A grim vehicular accident snuffed out the life  a Grade 7 student and injured several other students early morning yesterday.

Regional Police Inspector Malu Calubaquib told BICOLSTANDARD.COM that the accident happened at about 6:45 in the morning at Stitio Tigdong, Barangay Bagacay, this town.

She identified the sole casualty as John Paul Freo, 16 years old, and a high school student at the Jaime Espena High School of San Vicente, this town.

Initial police reports indicate that while the jeepney was negotiating the road at Sitio Tigdong, Barangay Bagacay, its front wheel lost traction, causing the vehicle to turn to its side.

An undetermined number of passengers, mostly students, sustained serious and slight injuries as a result.

The injured were immediately rushed to the Halum Medical Clinic and Gubat District hospital for medical treatment.

A team from the Sorsogon Provincial Police Office led by PI Nenita Pome Asuncion proceeded to the scene of the accident with dispatch to render assistance to the victims and to conduct a thorough investigation.

As of press time, the police is still determining the exact number of the injured passengers and confirming their names.

Meanwhile, police has identified the driver of  the involved passenger jeepney, with plate number EVP 209 and which plies the Brgy. Sta. Barbara to Bulusan town proper route, as Jimmy Gallano y Fernandez. (BICOLSTANDARD.COM)

Virac drug suspects arrested


VIRAC, Catanduanes –Three persons are now in the custody of the Philippine National Police (PNP) after they were arrested for violation of R.A. 9165, otherwise known as the Comprehensive Drugs Act of 2002.

The arrest was made by virtue of a Warrant of Arrest issued by Judge Lelu P. Contreras of Branch 42, Regional Trial Court, in Virac, Catanduanes.

The arrested suspects were idedntified as Liza Posada y Salvacion, 48 years old, married; Raymund Posada y Salvacion a.k.a Boboy Palaad, 24 years old; and Rey Posada y Pareja, 46 years old.

The three are all residents of Sitio Pulang Lupa, Barangay Lanao, this municipality.

In the investigation report, it was revealed that they were all collared by the authorities at around 6:30 in the morning at Barangay San Pedro, here.

The Regional Trial Court (RTC) had recommended a bail fixed at P40,000 for the temporary liberty of each of the suspects. (BICOLSTANDARD.COM)

10 illegal fishers arrested in Caramoan





CARAMOAN, CSur –At least 10 persons, allegedly involved in illegal fishing within the municipal waters of this town, were apprehended by members of the Phillippine National Police, (PNP) here .

On or about 10:00 am yesterday, police authorities led by PO3 Jose Narvato arrested Milo Alamer, 35 years old;  Sammy Dolliantes, 44 years old; Jimmy Arojo, 42 years old; Herminildo David, 32 years old; Rommel Ecal, 43 years old; and Jose Hilo, 54 years old, all residents of Barangay Pandanan, this town.

The same group of law enforcers had also apprehended for the same offense of illegal fishing, Teddy Donliantas,40 years old, Elmer Alamer, 27 years old, Eric Etchalas, 33 years old and Rodolfo Alamer, 55 years old, all residents of Malobago, Rapu-Rapu, Albay.

The investigation shows that the above-named persons were conducting illegal fishing operation near Sitio Hinyon-Hoyonan, here.

Further reports say that they apprehended fishermen had no permits to operate within the municipal waters.

Meanwhile, the authorities have also found in their possession three motorized bancas loaded with compressors, eleven spear guns, 3 cylindrical tanks, plastic tubes measuring at least 100 meters long.

Upon their arrest, they were brought to the Municipal Police Station. They will be charged with Violation of the Municipal Fishery Ordinance of this municipality.

It was also revealed in the same investigation that they were not were not registered fishersfolks and that their bancas and compressors were all unregistered as required by the Fisheries Ordinance, of this town. (BICOLSTANDARD.COM)

‘Tallado Resign Movement' rages in Cam Norte

The tension in Camarines Norte over the scandal which involved Gov. and Mrs. Edgardo “Egay” Tallado continues to heat up this week.

Last Sunday, a group of protesters carrying streamers, marched around the province with streamers urging the governor to step down.

“Ibangon ang dangal [ng] Camarines Norte,” they implored on their streamers.

On Monday, some 500 protesters reiterated the call in front of the provincial capitol.

Meanwhile, on social media, the Tallado Resign Movement continues to gain support.

Allegedly heading the campaign are Eloisa Sto. Domingo, spokesperson, and Manuel Alarcon, provincial coordinator, according to an image purportedly posted by members of said movement.

In a statement, the group slammed how the alleged kidnapping incident of Mrs. Josie Tallado and her friend Darleen Francisco was “heavily dramatized,” and colored with “deceitful utterances” as the governor sobbed before the media.

The group’s call to action is to remove “this Toxic and Immoral Leadership in our province,” referring to the governor.

“This is not just about social justice, but, more than that, about improving society for all and to meet a popular desire for justice to be seen to be done, and for moral accountability from public officers,” it reads.

Last month, Tallado made public his belief that his political opponents are behind the efforts to discredit him.

Senior citizens now automatically covered by PhilHealth

President Benigno Aquino III has signed into law Republic Act No. 10645, which provides for mandatory PhilHealth coverage for all senior citizens.

Section 5 of said law provides: "All senior citizens shall be covered by the national health insurance program of PhilHealth."

It further states, "Funds necessary to ensure the enrollment of all senior citizens not currently covered by any existing category shall be sourced from the National Health Insurance Fund of PhilHealth from proceeds of Republic Act No. 10351, in accordance with the pertinent laws and regulations."

Masbate youth now closer to dreams with PAMANA road

MOBO, Masbate—Students in this fourth-class municipality are now benefiting from a road project that allows them to travel to classes more conveniently.

The Umabay Interior-Canahig Road was opened in Mobo, Masbate, in 2012 under the Payapa at Masaganang Pamayanan (PAMANA) program. The new road, benefiting Barangays Umabay Interior, Sawmill, and Baang, now enables faster and easier transportation for farmers and other residents, including students who used to walk for more than an hour to get to class.

PAMANA is the national government’s program that extends development interventions to isolated, hard-to-reach and conflict-affected communities, ensuring that they are not left behind. It is the people’s peace and development program that empower communities through community-driven projects that address people’s needs and, at the same time, promote peace.

Mobo Mayor Percival Castillo lauded the effects of PAMANA projects, such as the Umabay Interior-Canahig Road, especially in streamlining public service delivery, improving quality of life, and reinforcing peace on the ground.

“They receive the government’s support," Castillo said in Filipino. "Their lives are now more comfortable. Public services are now rendered faster.”

More than 1,500 residents benefit from the said project. “Let people know that your municipality actually received a bridge and roads,” Undersecretary for Programs Gettie Sandoval told the residents.

Students of Umabay Interior are among those who benefit most. Before the road was opened under PAMANA, high school senior Alvin Bolod had to walk an hour and a half to school. When he ran late, he paid 30 pesos—over half of his 50-peso allowance—for a one-way trip to school on a tricycle.

The old road tended to become muddy and difficult to travel on. Grass on both sides would grow more than six feet high. Several sections were passable to only one person at a time.

Bolod also had to traverse three rivers on his way to school, where he would wait for his clothes to dry before he entered the classroom.

Janille Mae Tayongtong, grade 9, said that prior to the road opening, she often arrived late for school, missing her first period class. Now, she even arrives in time for the flag ceremony. Like Bolod, Tayongtong continues to struggle just to finish school—and the new road has been a big help.

The new road has reduced Bolod’s travel time by half an hour. With the time he saves, Bolod said that he has more time to devote to school work.

Bolod is now more optimistic. Though he works as a copra farmer, he understands how important education is. “If I skip school, I’d have no future except as a copra farmer,” he said in Filipino. Bolod said it would be great if he could at least finish high school, but his dream is to become an electrical engineer someday.

“The road helps me achieve my dreams,” Bolod said. “I’m really grateful. I want to thank everyone behind the PAMANA projects.” (PAMANA)

Pay workers13th month pay on or before Dec. 24, DOLE tells private employees

This early, Secretary of Labor and Employment Rosalinda Dimapilis-Baldoz is urging all the country’s private sector employers to pay their workers the 13th month pay, pursuant to the Labor Code of the Philippines and its implementing rules and regulations, saying that the 13th month pay is a general labor standard that the Department of Labor and Employment (DOLE) does not compromise as to its payment.

Yesterday, the Secretary signed and issued a labor advisory to this effect, explaining that private sector employers are duty-bound under the law to report their compliance with this worker benefit.

“All employers are required to pay their rank-and-file employees the 13th month pay, regardless of the nature of their employment, and irrespective of the methods by which their wages are paid, provided they worked for at least one month during a calendar year,” Baldoz said.

“Good labor-management relations, increased workers’ and enterprises’ productivity and competitiveness result from workers being paid what is due them,” she added.

Reminding employers to pay their workers their 13th month benefit has been one of Baldoz’s staunchest advocacies since she assumed the position as Secretary of Labor and Employment in 2010.

The 13th month pay is defined to mean one-twelfth (1/12) of the basic salary of an employee within a calendar year.

The basic salary includes all remunerations or earnings paid by an employer to an employee for services rendered, but may not include cost-of-living allowances (COLA), profit-sharing payments, cash equivalents of unused vacation and sick leave credits, overtime pay, premium pay, night shift differential pay, holiday pay, and all allowances and monetary benefits which are not considered, or integrated as part of the regular or basic salary of the employee.

“The 13th month pay must be paid on or before December 24 of every year. This year, the 24th of December falls on a Wednesday, so employers may pay their workers the 13th month benefit on this day, but I urge them to pay earlier to avoid the rush,” said Baldoz.

She added, however, that employers may pay their employees one-half of their 13th month benefit before the opening of the regular school year—May or June—and the remaining one-half on or before December 24. If not paid after this date, the 13th month pay becomes due and demandable.

To enable workers and employers to appreciate better the formula and computation of the 13th month pay, Baldoz issued a sample illustration, as follows:

13th month pay = Total basic salary earned during the year / 12 months

Baldoz said employers who fail to pay the 13th month benefit are liable to money claim cases that aggrieved employees can file with any DOLE regional office.Under the Labor Code, every covered employer is required to make a report of compliance with the law to the nearest DOLE regional office not later than January 15 of each year.

“Once the DOLE receives a request for assistance (RFA) to resolve a non-payment of 13th month benefit, the RFA will be acted upon using the single entry approach (SEnA) mechanism of conciliation-mediation which is a very accessible, fair, non-litigious, and inexpensive dispute settlement system,” said Baldoz.

MOA to simplify mail delivery, examination inked

The Philippine Postal Corporation (PHLPost) and the Bureau of Customs (BOC) inked a landmark Memorandum of Agreement (MOA) that will make the process of clearing and delivery of parcels and other mail matters faster and simpler, benefitting thousands of consumers and Philippine residents who rely on the postal service to send and receive packages from abroad.

The MOA rationalizes and simplifies the joint operations and customs processes between PHLPost and BOC, superseding policies and procedures that have not been updated since 1973.

“This refinement in the processes will be beneficial to the common Filipino, the Filipino worker, and the Filipino family who receive gifts and buy items from abroad. The streamlined method will speed up the system with a centralized design in collecting duties and taxes so that items get released faster. It took painstaking efforts from the present administration of both PHLPost and BOC to synergize and institute significant reforms, but more than the profit, our ultimate goal is to serve the people, especially that the holiday season is coming,” said PHLPost Postmaster General and CEO Josie Dela Cruz.

Under the MOA, PHLPost and BOC shall centralize examination and assessment of customs duties for all parcels and mail matters at the Central Mail Exchange Center (CMEC) for those that arrived by air and at the Surface Mail Exchange Department (SMED) for those conveyed by sea. BOC will close down all other customs facilities and operations in other post offices and distribution centers nationwide and designates PHLPost as its authorized collecting agent.

Both agencies will adopt a system for screening, sorting, and inspection of all letters, parcels, and express mail items, including procedures for items tagged for further examination. BOC will ensure 24/7 manning of customs examination and assessment operations at both CMEC and SMED. The MOA further states a customs clearance time of 24 hours from arrival at CMEC or SMED for time-sensitive mail like the Express Mail Service, 48 hours for registered mail and small packets, and 72 hours for air parcels, and surface mail except for items tagged for further examination. PHLPost will set-up help desks to contact addressees of mail matters for tax dues based on Customs’ assessment, before delivery right at the doorstep of the claimant’s house.

All mail and parcels may be subject to customs examination, duties, taxes, and other fees. The agreement provides convenient, clear, simple, and transparent processes for the assessment, appraisal, and collection of customs duties and other import charges from letter posts, parcel posts, and express mail items.

The improvements to the inter-operability and regulations between the two agencies are also expected to attune the handling of mail matters with current market demands and service standard requirements of the Universal Postal Union and the World Customs Organization. It also augurs well for the country’s compliance with ASEAN integration incorporating borderless trade and economies.

Pandan, Catanduanes to vie for DSWD's Gawad Listahanan

The local government unit (LGU) of Pandan, Catanduanes will compete against other LGUs in the country for the first-ever Gawad Listahanan of the Department of Social Welfare and Development (DSWD).

Gawad Listahanan aims to give recognition to LGUs for providing services and assistance to poor families identified in the database. Further, it aims to promote the convergence of all social protection stakeholders to effectively address the different aspects of poverty.

Pandan was selected as the official entry of the DSWD Field Office V after deliberation and screening were held last week.

The town was chosen for its compliance with the data-sharing agreement with the DSWD. Among several LGUs in Bicol, Pandan also registered the most number of beneficiaries for their locally-funded programs based on the Listahanan database of poor households.

Pandan Mayor Joseph Al Randie Wong said in his testimony that the use of Listahanan as a database for the implantation of programs, projects and activities is very useful to LGUs.

Said database accurately and correctly provides the information needed for comprehensive, complete, substantial, and honest public service, Wong said.

LGU Pandan used Listahanan for the implementation various programs. Among these were Aid to Individuals in Crisis Situation (AICS), Sustainable Livelihood Program (SLP), and supplemental feeding.

Other Bicol municipalities which submitted entries for the regional screening were Presentacion, Camarines Sur and Sto. Domingo, Albay.

CA: Engr. Ben Sia owns IBM lot at CBD

NAGA CITY—A Court of Appeals decision penned by Associate Justice Noel Tijam recognized Engr. Ruben "Ben" Sia as the legitimate owner of the lot in which the IBM building stands at the Ninoy and Cory Aquino Avenue at Barangay Triangulo here.

The court ruled against businessmen Romy Tan and Robert Obiedo, who funded the construction of the P30-million IBM building in front of SM City Naga.

The lot on which the IBM building stands measures one hectare.

In the same decision, the court held that the two hectares of land behind SM City Naga up to the road at St. Joseph School belongs to Sia.

Sia originally owned 27 hectares of land in the area. Four of these are now occupied by SM City Naga, two were donated to the Central Business District (CBD) Terminal, now the Bicol Central Station, and 1.2 hectares to the Jesse M. Robredo Coliseum.
