6 arrested for treasure hunting at Mt Isarog National Park


PILI, CSur- Six persons were arrested by the joint personnel from the Forest Protection Office of the Protected Area of Mount Isarog National Park and the police station here, who were allegedly involved in illegal mining or treasure hunting in the area.

Police named the alleged treasure hunters as Cesar Ruz y Ayahay, 52 years old, married of Purok 2 barangay Red V, Lucena City, Angel Hemor, Jr., y Brigino, 45 years old, married of Ph 18, A1 Blk B, Sumapi St., Pilot Area, Commonwealth, Quezon City; Fidel Morandarte y Bondoy 64 years old, married of Zone, 4, Tinangis; Marcial Sornillo y Norte, 64 years old, married of San Antonio St., Concepcion, Naga City; Agapito Cortez y Deterala, 43 married of San Cristobal, Calamba City, Laguna; and Noe Bogoc y Villegas, 37 years old of Zone 6 Balatas, Naga City.

Reports say that the digging operation was conducted inside the protected area of Mount Isarog.

The members of the joint operatives confiscated from the suspects the following items: ropes and cables, battery pack, hard hats, air gun, and other digging paraphernalia.

When they were investigated about their activity, they failed to present the necessary permits,that would authorize them to mine or engage in treasure hunting activity.

The suspects were brought to the Police Station for further investigation and filing of the necessary charges. (BICOL STANDARD.COM)

1 dies in vehicular accident along Andaya Highway

DEL GALLEGO, CSur –A vehicular accident that happened at Magais 2,along Andaya highway, claimed the life of a newly assigned Non Uniform Personnel (NUCP) here.

The victim was identified as Frederick Eric Suarilla y Sarilla, 35 years old.

The investigators said that Suarilla died due to multiple organ failure while he was being treated at the Bicol Medical Center in Naga City
.
The same report also stated that Suarilla and his back rider, identified as Rosendo Olfe Casilaso y Villasaya, 27 years old, lost control of the vehicle while overtaking a stalled truck, parked at the highway.

The victim’s driven motorcycle bumped a southbound Isuzu FX type utility vehicle, bearing plate number CNF 860 driven by Gerardo Ceneta y Senson, of Dasmarinas, Cavite.

Dead body found in Sorsogon City

SORSOGON CITY- A body of a lifeless man was found along the National Highway in Barangay Cabid-an, Sorsogon City this morning.

This was confirmed by Police Regional Office 5 (PRO) spokesperson Inspector Malu Cabrador Calubaquib in an interview with the BICOL STANDARD.

According to Insp. Calubaquib, the cadaver was discovered by the barangay tanod at around 3:00 in the morning.

Initial police investigation reveals that the man sustained multiple gunshot wounds: one on his armpit and another on his right ear which exited in the upper left portion of the head.

The identity of the person is still unknown.

Police, however, described the  victim as male, more or less 5'2" in height, of medium built, around 20-25 years old, and with a tattoo on the left hand. He was wearing a black t-shirt, green short pants, and a black and yellow cap when he was found.

As of press time, the Sorsogon City Police station, in coordination with the SOCO team, is still conducting a follow up investigation relative to the incident. (BICOLSTANDARD.PH- With additional report from Edgar Tumangan)

PNR still out of service in Bicol



NAGA CITY – The date of resumption of operations of the Philippine National Railways (PNR) is still hazy.


This was admitted today by PNR Director Ruben Medroso in an interview with the BICOL STANDARD.


According to Medroso, there are still many repair works to be done before the next train could service Bicol.

He said further that at the moment, PNR is focusing on repairing bridges which are already dilapidated and those which were destroyed by the recent typhoon.

Asked for a definite date when the regular trips could possibly resume, Medroso replied that that the soonest time would be next year. He could not, however, tell the riding public the precise month when the operation would recommence.

It will be recalled that an inspection trip was done few months ago, together with the members of Congress and media, where the PNR management assured the Bicolanos that an efficient operation would resume this month.

Meanwhile, Director Medroso assured the riding public that they are pushing for the restoration of their service at the soonest possible time.

Mass decamping in Albay evacuation centers starts today

ALBAY-Some 7,000 evacuee families, which reside outside the six kilometer permanent danger zone, have begun their exodus back home today.

The Philippine Institute of Volcanology and Seismology (Phivolcs), however, has advised that those living within the 6-kilometer danger zone (PDZ) should be required to stay.

Phivolcs resident volcanologist Eduardo Laguerta said that although there is a significant decrease in the volcano’s activities, the possibility of a dangerous eruption is still imminent.

“This is the reason why we cannot upgrade or downgrade Mayon’s current alert level 3 status," he said as he briefed members of the Regional and Provincial Disaster Risk Reduction and Management Council RDRRMC/PDRRMC) during the joint meeting at Camp Simeon Ola in Legazpi City.

Laguerta clarified, however, that the Philvolcs may issue a special advisory or Pre-alert Level 4 Advisory anytime if the behavior and temper of the volcano goes from bad to worse, in which case immediate re-evacuation will be ordered.

“The Provincial Government of Albay and its partners such as the Armed Forces of the Philippines, the Department of Health, the Department of Education and the Department of Social Welfare and Development, other NGOs and POs are always ready for any of such eventuality, “ PDRRMC chief Cedric Daep said.

He added that although the evacuees will be sent home, excluding those ordered to stay, all facilities, tents and temporary learning spaces in the evacuation centers will not be removed. Army trucks and rescue vehicles will  likewise be still on stand-by for any emergencies.

“Nothing will change in our strategies. The national government’s commitment and assistance will not be affected. Everything stays,” said Director Bernardo Alejandro of the Office of Civil Defense (OCD) - Bicol.

Once the concerned local government Units (LGUs) submit the list of the identified families in the 6-km PDZ, the Council will meet immediately for the approval of the measure to issue formal order of strategic decampment.

Families to be left in the evacuation center will be selected following some parameters such as their location, the terrain of the area, and their proximity to danger zones.

As of November 3, the Regional Office of the DSWD has reported that the agency has already given almost 100 million total cost of assistance, including those from LGUs.

He adds: “[a]nd if the projected 90 days will be maximized, the cost may balloon to almost 229 million.”

For its Zero-Casualty and Pre-empted Evacuation Strategy goal and upon Phivolcs’ advice, Gov. Joey Sarte Salceda ordered the immediate evacuation of almost 12,000 families living around Mayon’s 6-km PDZ and Extended Danger Zones(EDZ) which are now housed in 49 evacuation centers provincewide.

(UPDATED) 2 soldiers killed in Albay ambush


CAMP GUILLERMO NAKAR, Lucena City - Two soldiers were shot to death by NPA rebels in Brgy. Anislag, Daraga, Albay at around 7:40am today.

The fallen soldiers were identified as Pfc. Dario Manaois and Pfc. Jayrom Zambrona.

According to Lt. Col Perfecto Pe├▒aredondo, Commanding Officer of the 2nd Infantry Battalion in Albay, the two were on their way to an evacuation center when the attack happened.

The soldiers, who were in civilian clothes, were on their way to perform their marketing duties.They were assigned and detailed as security personnel on the evacuations centers of Anislag.

At around 7:45 am, however, the two soldiers encountered at least five NPAs who were armed with high-powered firearms. 

A sporadic firefight ensued.

The attack lasted for five minutes before the NPAs dispersed in different directions. 

This incident prompted Colonel Raul Farnacio, Commander of the 901st Bde in Albay to direct the deployment of other units to track down the perpetrators. 

In view of this, the SOLCOM has expressed its condolences to the family of the two soldiers killed by the attack.

It expressed its lamentation noting that the NPA rebels appear to be targeting soldiers rendering humanitarian assistance.

Despite the attack, the SOLCOM reiterated its commitment to its mandate to provide humanitarian assistance and to continue with its operations which are geared towards a more peaceful region.

Man arrested for illegal possession of KG9 Luger



CATAINGAN, MASBATE—The members of the Philippine National Police (PNP) had further intensified their efforts to implement the law against loose firearms, especially in this part of the province.

The latest police operation in this town resulted to the arrest of Reneboy Abilong y Catampongan, who was apprehended in possession control and custody of one KG9 Luger (Ingram), with serial number 963827, 3 magazines for the same calibre and 14 pieces of 9mm live ammunition.

The investigators said that when the suspect was apprehended, he failed to present the necessary legal documents and authority to possess the said gun.

The police operatives was headed by P01 Luis M Valle, under the supervision of P/Insp Czar Pancho Avila, Officer –in- Charge of the Philippine National Police Municipal station, here.

In this regard, the police authorities filed a case against the suspect for violating RA 10591 against Abilong.

The complaint is now with the Provincial Prosecutor’s Office, docketed under NPS No. V-12-INQ-14J-01429 dated October 31, 2014. Cop reports partner for stealing service firearm



CAMALIGAN, Camarines Sur—The live-in partner of a police officer assigned in the town of Libmanan, Camarines Sur was apprehended and charged with Qualified Theft and Violation of RA 10591, (Illegal Possession of Firearms).

Reports gathered by the BICOL STANDARD say that PO1 Joan Aquillon y Alinday, 32 years old, single and member of Libmanan Municipal Police station, complained to the Camaligan Police Station that her service firearm, Glock 17 pistol, was missing and believed to be taken away by her live-in partner, identified as Ariel Wong y Sioco, 35 years old..

The complainant and the suspect are both residents of Barangay Marupit, this town.

The same information also revealed that prior to the missing Glock 17 report, the live-in partners had some misunderstanding, which could have triggered the suspect to take the gun with him.

The said gun was a recent issue by the PNP, to serve as service pistol of police officers, the report added.

Meanwhile, the victim reported this matter to the Camaligan PNP.

This led to the follow-up investigation composed of PO1 Kiven Batalla and the victim herself, who further reported the matter to the Naga City Police Office, believing that the suspect was in Naga City.

A hot pursuit investigation was made together with the NCPO operatives composed of PO3 Abano and PO3 Bernales, who later in the said afternoon, at around 2:345 pm, the same day arrested the suspect, while the latter was at spotted in a shopping mall, in Naga City.

When collared by the police officers, Wong yielded the reported missing firearms, bearing serial number 53209, with one magazine loaded with 16 pieces of live ammunition.

The suspect was brought to the Camaligan Police Station.

1 cop injured as gov't troops, NPA clash in Masbate

CAMP GUILLERMO NAKAR, Lucena City - A policeman was wounded after joint elements of the PNP and AFP encountered an undetermined number of NPAs at the boundary of Brgy. Poblacion District 1 & Brgy Canomay, Claveria (Burias Island), Masbate at 6:30am today (Nov 2) while on combat patrol led by PSI Bon Billy David Timuat.

The encounter lasted for 10 minutes after which the NPAs dispersed in different directions. One policeman was wounded as he was hit in the buttocks. He was evacuated at Bicol Regional Training and Teaching Hospital in Albay.

Colonel Cesar M Idio, Commander of the 903rd Infantry Brigade directed the engaged troops to conduct pursuit operation.

"The 903rd IBde will continue its aggressive conduct of focused military operations and intensify our joint operations with the local PNP and stakeholder engagement to facilitate the clearing of Sorsogon and Masbate to ensure that the AOR will be transformed into manageable conflict areas," Colonel Idio said.

SOLCOM on its part intensifies its campaign in Southern Luzon in order to achieve a more peaceful environment conducive for further development.

DEAD END Rape suspect captured at the cemetery

Paracale, Camarines Norte- A suspect charged with eight counts of rape clearly underestimated the Paracale police.

Identified as Ryan Lemios y Cereno, the accused was nabbed last night while inconspicuously joining the throngs of people at the cemetery. 

According to the Paracale police, the suspect was arrested at around 10:00 in the evening at the Bagumbayan Cemetery in Brgy .Bagumbayan.

Lemios is  27 years old, a fisherman, and a resident of Fish port, Brgy. Poblacion Norte of this town.

He was arrested by virtue of a warrant of arrest in relation to Criminal Case number 16265 for the crime of rape.

The writ was issued last August 1 by Judge Arnel A. Dating of the Regional Trial Court, Branch 1 in Daet, Camarines Norte .

Forming the arresting team were PO3 Michael Surla, PO3 Darwin Verzo, PO3 Rommel Guamos, PO1 Joel Vergara, and PO1 Arrianne Bonza. Police Inspector Herson Manegdeg served as the team leader.

No bail was recommended for Lemios. 

Subsequent to the arrest, the suspect was brought to the Rural Health Unit of Paracale for medical examination .

Currently, he is detained at the Paracale Municpal Police Station.


Lemios ranks 8th among the Most Wanted Persons list of this town.
