Donsol, Sorsogon- The gentle giants are back!

Locals are ecstatic to be finally catching a glimpse of the whale sharks off the coast of Sorsogon.

This morning, five butandings were sighted by locals and tourists off the coast of this town.

According Rodel Lita, a diving instructor at the Bicol Dive Center, fishermen have been reporting shadows of the whalesharks in the past days. However, it was only today when they were seen by locals and tourists on the surface.

The whale shark's appearance have sparked hope among locals who have been alarmed over the decline in whale shark sightings last season.

Donsol town in Sorsogon has been tagged by tourism authorities as the Butanding Capital of the country.

Butanding season is observed in February until March where thousands of local and foreign visitors spend their holidays in Donsol town, some 47 kilometers from this city.

However, last year, the sightings of butanding at the coastal waters of Donsol dwindled because of the rising sea temperature due to climate change, stress and lack of food.

Alan Amanse, Donsol BIO board chairperson, confirmed in an earlier interview that the rising sea temperature, stress and insufficient plankton are the factors that cause the whale sharks to transfer to cooler areas and swim to the deep sea or look for areas with abundant food.

He said because of this condition, the sightings of butanding in Donsol has considerably dropped from eight sightings the previous year to only two during the first half of last year, endangering the tourism industry of the town.

Amanse claimed that sea temperature rise has significantly increased from the ideal temperature range 26 to 27 degrees to 29 to 30 degrees last year.

Sta Elena bridge still unpassable –DPWH Camarines Norte

STA. ELENA, CNorte –Camarines Norte DPWH District Engineer Elmer Redrico confirmed the other day that the downpour of rain could further delay the construction of the bridge at Sitio Kabuluan, that was destroyed last month.

In an interview, he explained that their work is always interrupted every time the river overflows.

He explained further that as of now, commuters are only using the detour bridge which is generally fit for use of light vehicles only.

He, however, cautioned commuters against the use of the bridge when river is swollen. He especially expressed his concern over the use of the bridge by heavy vehicles when the water level is high.

To address this, he stated that the DPWH had assigned some personnel and had posted signboards that would serve as warning or notice on whether the detour bridge is passable or not.

Meanwhile, Redrico appealed for more understanding of the irate commuters. He vowed that his office is doing everything to expedite the construction.

He explained that the only thing impeding the workers from constructing the new bridge is the high water level of the river.

Most of the commuters had called the attention of the DPWH to hurry the restoration of the bridge, because the alternate route, which is the Quirino-Andaya highway is too circuitous and much more expensive.

The bridge was destroyed during the onslaught of typhoon Mario, which devastated parts of the Province of Camarines Norte.

P150K, shabu recovered as notorious pusher falls

This is what Branch 17 RTC Judge Edwin C. Malaat ruled upon the arrest of Jonathan Magdaraog y Poot, a.k.a “Atan”, who was collared by the operatives of the Philippine National Police, yesterday at 6:20 in the afternoon.

PSupt Felix N. Sevilla, Jr., who led the arrest of Magdaraog said that the suspect is charged for violating Secs. 11 and 12 in relation to Sec. 13 of RA 9165, otherwise known as the Dangerous Drugs Act. The case is docketed Criminal Case No. T-5980.

Upon his arrest, the police operatives also found the suspect in possession of the following items: (1) four pcs heat sealed transparent plastic sachets containing white crystalline substance suspected to be “shabu”; (2) bundles of money and coins amounting to P152,691.00; (3) cellphones, scissors, improvised metal tooter and other drug paraphernalia.

The search was made in the presence of the representatives from the media, Department of Justice and elected barangay officials.

The suspect is now detained at the police station here while the corresponding case is being prepared for inquest proceedings.

DSWD launches 4.5B poverty-reduction program for 101 Bicol municipalities



LEGAZPI CITY  (PIA) – The Department of Social Welfare and Development (DSWD) officially launched the National Community-Driven PROGRAM (NCDDP) on October 16, 2014 at the Police Regional Office V, Camp General Simeon A. Ola here together with mayors and governors who forged the Memorandum of Agreement (MOA) to formally start its implementation.

DSWD Bicol director Arnel Garcia led the ceremonial signing of the MOA with the mayors all over the region to formalize the engagement of local government units (LGUs) and to address poverty and accept KALAHI CIDSS─NCDDP in their respective municipalities.

The leaders showed their support to the project by stamping their handprints on the commitment board with the project’s tagline, “Kaya natin ang pagbabago kapag magkakapit-bisig tayo!” and by releasing balloons as symbol of rise from poverty.

NCDDP scaled-up the community-driven development (CDD) strategy, which was proven effective by the Kapit-Bisig Laban sa Kahirapan-Comprehensive and Integrated Delivery of Social Services (KALAHI CIDSS) in its past 11 years of implementation in the Philippines.

KALAHI CIDSS has been implemented in all six provinces of Bicol region since 2003 addressing the most pressing need of a village with the collaborative efforts of local residents and their LGUs.

Garcia said its implementation will be extended from 48 municipalities in 2014 to 101 municipalities until 2018 with total community grant amouting to about P4.5 billion.

“From 48 municipalities it will now expand to 101 municipalities from 2014 to 2018. About 4.5 billion is the total community grant to fund the expansion of the project in all provinces,” Garcia said.

From that said grant, Albay has been allocated with P304, 884,950.00; Camarines Norte with P459,157,540.00; Camarines Sur with P1,888,007,990.00; Catanduanes P247,146,675.00; Masbate P941,078,020.00 and Sorsogon P657,173,000.00.

He added that 92 municipalities will implement the said project this year while the rest will be done in the succeeding years. Municipalities are identified as beneficiaries based on the 2010 poverty incidence survey including those affected by typhoon Yolanda.

Garcia said all eligible LGUs were required by DSWD to submit enrolment requirements last June to check their capacities in implementing the project.

Furthermore LGUs are to be engaged in providing technical assistance and local counterpart contribution to pursue subprojects such as health centers, school buildings, concrete pathways, water systems and other development interventions funded under KALAHI CIDSS─NCDDP.


“The involvement of the people in the implementation of community-identified subprojects promotes the key principles of participation, transparency and accountability in KALAHI CIDSS─NCDDP which improves our local governance,” Garcia stressed.

CDD puts the power back in the hands of the people by giving them the opportunity to make informed decisions on locally identified options for development and manage resources to implement subprojects that address needs identified by communities themselves.

KALAHI CIDSS-NCDDP is one of the poverty alleviation programs of the Philippine Government being implemented by the DSWD along with Panatwid Pamilyang Pilipino PROGRAM and Sustainable Livelihood Program (SLP). One of the target groups of the KALAHI CIDSS─NCDDP community subprojects are Pantawid Pamilya beneficiaries as well.

DSWD Bicol had started to pool applicants last March to fill up 1,315 JOB VACANCIES for the project’s expansion this year. Dr. Juan Flavier, 79, succumbs to pneumonia

Former senator and Department of Health Secretary Dr. Juan Flavier passed away at around 4 p.m. today, October 30.

He succumbed to multiple organ failure, sepsis and pneumonia.

He was 79 years old.

Dr. Flavier is most remembered for his Yosi Kadiri campaign and the catchphrase "Let's DOH it!"

Jose Panganiban eyes mercury-free mining

JOSE PANGANIBAN, Camarines Norte — The local government of this town and environmental justice group BAN Toxics (BT) joined forces to boost the municipality’s efforts in promoting mercury-free artisanal and small-scale gold mining (ASGM) and sustainable community development through the establishment of a Minahang Bayan in 2017.

Pursuant to Republic Act 7076 or the People’s Small Scale Mining Act of 1991, a minahang bayan is intended to legalize small-scale mining operations in the Philippines, which will pave the way to regulate small-scale mining and avoid mercury use in its operations.

“The illegal use of mercury should be stopped, and an effective way of achieving this is to recognize legitimate small-scale miners and give them the appropriate space to operate and work through the establishment of a Minahang Bayan,” said BT ASGM programme manager, Eve Cubelo.

The establishment of a Minahang Bayan is a bold step for the province, taking its cue from the alarming events in recent weeks where over 78 small-scale miners from the province have been apprehended for illegal small-scale mining operations.

“The establishment of a mercury-free Minahang Bayan by 2017 is a daunting task because we have to change mindsets and habits coupled with concrete actions. We recommend that we start with the young who still know how to listen and follow,” said Jose Panganiban councilor Sarah Marie Aviado.

“Minahang Bayan is a pro-poor campaign because not all small-scale miners have the capacity to fund their own small-scale mining permits. A Minahang Bayan will be helpful as it will give the small-scale miners with the necessary assistance they need to operate legally and properly,” Aviado added.

According to the Mines and Geosciences Bureau (MGB) of Region V, approximately 7,000 people are directly involved in small-scale mining in Bicol. Of these, 2,000 are situated in Camarines Norte’s mining towns of Paracale, Jose Panganiban, Labo, Capalonga and Basud—extracting gold, iron and copper.

 With the absence of a Minahang Bayan, the small-scale mining industry operates largely unregulated in these resource rich towns. This in turn poses serious threats to the health, security, and the environment of community directly in mining areas as well as downstream communities in the province.

“The Minahang Bayan will shepherd the people away from mercury exposure and provide them with alternative technology and healthier methods in small-scale mining.” said Dr. Antonio Fulong, municipal health officer of Jose Panganiban.

A major challenge to the ASGM sector in Camarines Norte and most of the provinces with ASGM operations in the country is the rampant use of mercury. According to a study conducted by the United
Nations Environment Program, ASGM is the single largest mercury-emitting sector in the world. The Department of Environment and Natural Resources - Environment Management Bureau (DENR-EMB) estimates the annual mercury discharge from the sector at around 70 metric tons.

Mercury is a potent neurotoxin that is persistent in the environment. From a number of historical pollution disasters it has been established that psychiatric symptoms, brain damage and kidney damage are some of the serious health consequences of exposure to high levels of mercury. It is also well-documented that even tiny dosages affect the intellectual and physical performance of children when exposed in utero or while in the womb.

Gov. Tallado's son pleads for forgiveness, love, support for dad

The only surviving child of Camarines Norte Governor Edgardo Tallado and his estranged wife Josie has finally broken his silence after his father was embroiled in a sex scandal. 

Alvin Tallado made a public appearance today as he stepped into the shoes of his mother in her social engagements. 

Quoted by ABS-CBN, the 27-year-old Tallado appealed for sympathy for his father saying:

"Sana po ay mapatawad din natin siya. Kung ang Diyos nga po ay nagpapatawad, tayo pa kayang mga tao lamang. Sana po ipagpatuloy natin ang pagmamahal at suporta sa aking ama,"

In an earlier interview, the governor's wife admitted that their son is aware of their marital woes.

Man killed in Mobo, Masbate

MOBO, Masbate—A 36–year-old fisherman was killed by three unidentified men armed with a cal. 45 pistol, a police report revealed today.

The victim was identified as Rainel Fernandez y Ocap, married, and a resident of barangay Balatucan, this town.

The incident occurred along the National Highway at Barangay Poblacion, this town, where the victim was allegedy walking by the side of the road towards the direction of barangay Poblacion.

The victim was fired upon several times. What caused his instantaneous death was the bullet that gained his entrance at the back of his head.

The suspects fled after the incident, the investigators said.

The cadaver was brought to the Bagalihog Funeral Parlor for autopsy. The motive is yet to be determined. Recovered at the scene of the crime were 4 cartridges for .45 pistol which were turned over to the Masbate Provincial Crime Lab fof ballistic examination.

The crime happened around 6:30 in the morning of October 28.

Police probers are still conducting their investigation for a possible identification of the perpetrator of the criminal incident.—BICOL STANDARD

DOH: Code White Alert up for Undas 2014



MANILA, Oct. 30 -- The Department of Health (DOH) disclosed that all DOH-retained hospitals and Centers for Health Development nationwide will be on Code White Alert from October 31 until November 3 to prepare for any eventualities or health-related incidents that may occur.


“A Code White Alert is declared when there is a mass gathering or national event and there is a possibility of emergency conditions that may need immediate medical attention,” Acting Secretary Janette Loreto-Garin said, adding that medical teams are on standby for immediate mobilization when needed.


Garin explained that Code White Alert refers to the readiness of hospital manpower like general and orthopedic surgeons, anesthesiologists, internists, operating room nurses, opthalmologists, and otorhinolaryngologists, to respond to any emergency situation.


Also during Code White Alert, emergency service, nursing and administrative personnel residing at the hospital dormitory shall be placed on an on-call status for immediate mobilization.


Garin also said that the Health Emergency Management Staff operations center will be on 24-hour duty on the said dates to monitor any health-related events.


The DOH also coordinated with other responding agencies such as Bureau of Fire Protection, Metro Manila Development Authority, and local government health units for a coordinated health emergency response.


Meanwhile, Garin advised people going to cemeteries to bring their own food and water to avoid diarrhea, or even food poisoning.


The acting health chief warned against patronizing ambulant foods peddled in cemeteries. She explained that the safety and sanitation of peddled foods, such as green mangoes, hotdogs, juices, barbecues, burgers, chickens, etc., are doubtful, as these might be exposed to dust and other disease-causing organisms.


Garin appealed to transport owners to deploy more buses to bring people to provinces and avoid overcrowding and overloading of passengers, which oftentimes are causes of accidents. She added that commuters should also plan their trip, bring water to avoid dehydration, and be more patient as there will be more passengers wishing to go to the province to pay respect to their dearly departed loved ones.


“It would be better not to bring along babies and small children to cemeteries/memorial parks, as they are vulnerable to contracting diseases due to their low resistance to infection, heat, and congestion,” Garin concluded. (DOH)
