Duterte for prexy supporters storm Naga City

NAGA CITY— A group of punong barangays from Davao City visited this city over the weekend to enjoin Bicolanos to support the Duterte for President 2016 Movement.

Rodrigo Duterte, who is an undefeated strongman, is the incumbent mayor of Davao City. He is known for his iron fist leadership, believing that discipline is the sole solution to curbing criminality.

Kapitan Mar Masanguid of Barangay R. Castillo, Agdao District, Davao City, National President of the Movement, when interviewed over radio station BBS-DWLV, said that Duterte is the best leader that can cleanse the government and eradicate the ever-growing criminality in the Philippines.

Also a radio personality, Masanguid appealed to Bicolanos to choose Duterte if they want chance in the country.

“Sa amin walang magnanakaw. Sa amin, ang bawal, bawal. Sa amin, sumusunod kami sa leadership niya, dahil siya ay mabuting leader,” he stressed.

Masanguid said that he, along with 20 punong barangays, will tour the country, to make Duterte’s brand of leadership known.

Also among them are Kap. Usman, National Vice President of the Movement, Davao City and Kap. Balite of Barangay 35-D, Davao City.

The group revealed that they are spending their own money to fund the movement, and are not dependent on any political supporter.

Duterte, in his previous remarks, denied that he is running for president.

The Duterte for President Movement, however, is seeking to gather 14 million signatures from across the nation in a petition for the local chief executive to run in the 2016 polls.

The group says that Duterte would not be able to refuse the call of 14 million Filipinos for him to serve as their leader.

The Duterte for President Movement caravan is scheduled to visit other key cities in the Philippines to gather support for their presidential bet.

Duterte was born in Maasin, Leyte. He studied in Davao City and later in Manila. He took law from San Beda College and passed the bar exam in 1972.

He has held office as vice mayor of Davao City and congressman of the 1st District of Davao City.
Duterte has been dubbed “The Punisher” by Time Magazine for his efforts in reducing crime. On the other hand, he has been criticized by human rights organizations for allegedly condoning the extrajudicial killing of suspects in crimes.—BICOLSTANDARD.PH

'We deserve clean and safe food'—Mayon evacuees

Social Welfare Secretary Dinky Soliman vehemently denied that the relief packs sent by the Department of Social Welfare and Development to Mayon evacuees were spoiled.

Soliman announced to the media today that 33 of the canned goods sent by her department were burst open "because of the weight."

She is nonetheless asking their procurement service to probe the goods.

"All these goods that were brought to Albay were newly-bought," Soliman added.

Soliman's statement comes after reports that a camp manager from the Anislag, Daraga evacuation center was complaining that some of the food sent to them were spoiled.

Over the weekend, 22,450 food packs were delivered through seven cabinet secretaries to the evacuees.

Each food pack contained 6 kilos of rice, 4 cans of corned beef, 4 cans of sardines, 6 packs of noodles, and cereal drinks.

Meanwhile, Albay Governor Joey Salceda said that the existence of the spoiled food packs was a "reasonable error" on the part of the DSWD.

These packs, Salceda said, were intercepted, before they even reached the evacuees.

Alarm


Meanwhile, in an interview by BICOL STANDARD, an evacuee who asked for his name to be withheld said that he was alarmed by the error.

"Even if we are needy, we still deserve clean and safe food," he said.

He added that he felt insulted that the lapse happened.

"They want to keep us safe from the eruption, but what if we die from the food they give us here?" he asked.

Caution


Meanwhile, a grocery store worker in Legazpi City told BICOL STANDARD that the canned goods were most probably unsafe for eating.

"Even canned goods with a little dent or bulge means that there is bacteria in the can. What more if the cans have already burst open?" she said.

"We are repeatedly cautioned against selling canned goods which have holes, bulges, or dents by the Food and Drug Administration (FDA). Even if they are still mostly sealed, the food inside may be spoiled," she added.

The store worker explained that based on her experience, these canned goods were possibly improperly stored or handled.

"They may be old stock. Just because they were recently bought by the DSWD doesn't mean that they are new. Many of these canned goods which are about to spoil are sold for huge discounts," she said.—BICOLSTANDARD.PH

Caramoan massacre witness dies after signing testimony

A vital eyewitness in the grisly Caramoan massacre died shortly after signing an affidavit attached to the criminal complaint filed against members of Task Force Sagip Kalikasan.

Elmer Labiano, the eyewitness, had been suffering from trauma since the massacre, Punong Barangay Mercy Sueno narrated in an interview by BICOL STANDARD.

He succumbed to death on the way home from the office of the Department of Justice (DOJ) in Manila.

Terrors


Sueno said that Labiano had been suffering tremendously after the massacre. “He told us that he couldn’t sleep; even at night he would be haunted by the gunshots and the blood-drenched bodies. He could neither eat nor work well,” she related.

Now seven months after the massacre, she still could not stop herself from shaking when she talks about the incident.

She finally broke down in tears as she recalled the struggles that Labiano faced before he perished.

“He was repeatedly rushed to the hospital to calm his nerves when the symptoms became too severe. But he insisted that his conscience wouldn't let him be until he accomplished what he needed to do: to sign the affidavit revealing what he saw during the massacre,” she said.

Sueno also mentioned that the DOJ had offered to help Labiano undergo medical treatment for his trauma, but the witness refused.

“He said that he knew his condition was getting worse, and that he was about to die, but he was fulfilled knowing that he was able to sign the affidavit,” she said.

“Elmer wasn't only a neighbor or a friend to the victims. He was a blood relative. That is why he was in so much pain over the murder,” the village chief explained.

Silence


The punong barangay also confirmed the reports that there were people who were trying to offer huge amounts of money in exchange for the silence of the eyewitnesses.

While she would not reveal the exact amounts, she said that they were substantial sums.

“But they [the eyewitnesses] would never take the money. Even if we are from a poor community, we know in our hearts that justice can never be bought, not by any amount,” she insisted.

To travel to Manila, Sueno and the witnesses had to go around begging people to spare some cash for their fare.

“Many were willing to give their share because they understood that we were fighting the good fight,” she said.

Lesson


Despite the immense struggle, Sueno recognizes that their experience has taught them significant lessons.

She also said that the experience proved to her the existence of a government that is willing to help.

“With Elmer’s death, we have lost not only four, but five lives to that massacre. In my twenty years as barangay captain, I have never imagined this horror to be possible,” Sueno shared.

But, she said, she draws inspiration from the courage and resolve of people like Elmer, the families and friends of the victims, and all those who are helping them seek justice.

Insurgency cause of killings in Sorsogon—PCSupt. Deona

SORSOGON—The insurgency problem here has resulted to a recent spate of killings in  this province, according to Police Chief Supt Victor P. Deona.

In an interview by the BICOL STANDARD, he said that they have noted a substantial increase in the number of deaths. The latest of these occurred just this morning in Prieto Diaz town.

Police reports say that at around 8:00 o’clock today Allan Figueras was shot to death by unidentified gunmen, at close range.

The assailants were aboard two separate motorcycles, and were armed with an M-16 armalite rifle and a calibre .45 pistol.

The incident occurred at Barangay San Isidro in said town.

Reports gathered today say the police have already accounted for at least 7 killings this month alone.
In the incident that happened this morning, the suspects were not identified.

The other victims include Jinky Federio Estrada of Sitio Bongsaran, Rizal, Gubat , who was killed last October 11 at around 7 P.M.

She was killed just a few meters from a CAFGU detachment.

The other victims of the series of killing were Federico Erive, 58 years old, of Sitio Mabaga, Gubat; Richard Lozano, 35 years old; and a utility worker from the Local Government of Donsol, who was killed in Dancalan, Donsol. Another person was also killed inside the city complex of Sorsogon City, one in the town of Casiguran, and another in Magallanes town.

Deona told the BICOL STANDARD that they are coordinating closely with the Philippine Army, since the PNP only provides support in the insurgency campaign.

He stated further that they are very much aware of the situation here and are doing their best to protect the lives of the residents of this province.—BICOLSTANDARD.PH

Ex-Dept. of Tourism employee gunned down

PRIETO DIAZ, Sorsogon—A former employee of the Department of Tourism (DOT) identified as Allan Figueras was shot to death by unidentified suspects.

The incident occurred at about 8:00 a.m, today at Barangay San Isidro, this town.

Fegueras is a resident of Barangay Panganiban, Gubat, Sorsogon.

Police investigators are still in the crime scene at press time.

EDITORIAL: Picture, picture!

An enterprising person is able to see opportunity in everything. Unfortunately, this includes even disasters.

In Albay, for instance, some are milking the impending eruption of Mayon Volcano for personal, political, or profitable purposes.

Some government officials are using the disaster to gain as much media mileage as possible. Each vies to be the voice of authority, regardless of whether he or she actually understands the situation or not. No interview or photo opportunity, it seems, is inconsequential: each adds up to more visibility, and therefore, a greater chance for recall, especially if one is eyeing a post in the upcoming polls.

What’s worse is that some are cashing in on the disaster by asking for exorbitant amounts of aid without first ascertaining how much is needed.

Government officials are not the only ones who are guilty of this. Even some private organizations are capitalizing on the fear and anxiety of the victims, and the possible extent of the destruction that the eruption will bring, to profit from the disaster.

This is not to say that all of these efforts are insincere; that there is no one out there with a true desire to come to the aid of those who are, and will be affected, by the disaster.

Still, the situation at present isn't very encouraging.

Much to the distress of the people, the information coming from the so-called leaders have become confusing, sometimes conflicting.

Meanwhile, there are reports of relief goods that are spoiled and unfit for human, even animal, consumption, that dishearten those who truly sympathize with the victims.

Disasters, admittedly, are incredibly tough to handle. Yet the difficulty would be significantly lessened if people, both from the public and private sectors, avoid preying on the affected individuals and truly work to help them cope with the distress that the disaster brings.

This is no time to be concerned with making political opponents irrelevant. This is no time for worthless propaganda, for raising funds to fatten one’s wallet, or for basking in credit. This is simply no time for enterprise.

Linig Kasanggayahan takes off October 15

SORSOGON CITY—Governor Raul Lee has signed a provincial memorandum enjoining Sorsoganons to participate in Linig Kasanggayahan, a simultaneous massive clean-up drive, on October 15, 2014.

The activity is in conjunction with Kasanggayan Festival, which commemorates the establishment of Sorsogon as a province separate from Albay. It is also a thanksgiving for good harvest, and a celebration of the history and culture of Sorsogon.

Lining Kasanggayahan seeks to give importance to the environment which provides for the daily needs of the locals.

Among those who will join the activity are employees of the provincial and city governments of Sorsogon; tricycle, jeepney, van, and bus associations; employees of SORECO, PLDT, Smart, and Digitel; business and establishment owners; street sweepers; market vendors; fisherfolks; and members of the PNP, Philippine Army, DENR, KBP, and BJMP.

The clean-up drive will start at 6:00 A.M. Participants are requested to bring their own cleaning tools and materials.—BICOLSTANDARD.PH

3 dead, 2 ill after eating pawikan meat

IROSIN, SORSOGON—Three children were declared dead after eating meat from a sea turtle, or pawikan.

Authorities identified the fatalities as Juvelyn, Jose Bernard and Jacob Alon, children of Pio and Theresa Alon of Barangay Liang, this town.

The children perished due to food poisoning from turtle meat, according to Dr. Maxima Gonzales of Irosin District Hospital.

Their parents, meanwhile, are confined at the Irosin District Hospital, and are still recovering as of press time.

The meat of sea turtles is considered poisonous for humans. The poison, known as chelonitoxin, is from the sea sponges that the turtles ingest.

This is not the first time that sea turtle meat poisoning has been reported in the Philippines. Deaths from eating pawikan meat have been recorded in parts of Western Visayas.—BICOLSTANDARD.PH

St. Joseph School blasts Naga City Hall for jeepney terminal issue

NAGA CITY—Member of the St. Joseph School administration, Parents-Teachers Association, students, and alumni will launch a protest caravan tomorrow, October 14, at 8:30 A.M. in the major streets of this city.

The protest will be a manifestation of their objection to the Sangguniang Panlungsod (SP) ordinance that allows the use of the property of Engr. Ruben Sia at the back of St. Joseph School as a terminal for eastbound jeepneys.

The ordinance was originally unanimously passed last July.

When it was brought to the office of Mayor John Bongat for his signature, however, the local chief executive registered his objection to some of its provisions. Bongat exercised his veto power.

The veto was later overridden by the SP members via a unanimous vote.

Meanwhile, during a meeting at St. Joseph School yesterday, the Parents-Teachers Association and members of the school administration agreed that they would bring to the attention of the city hall their opposition to the use of the terminal.

They reasoned that the new terminal could cause toxic smoke, as well as added traffic.

In a related interview, City Councilor Gabriel Bordado Jr. told BICOL STANDARD that they have already received information about the protest.


He said that the city officials will be willing and ready to meet with the protesters to discuss the problem tomorrow.—BICOLSTANDARD.PH

Police recover stolen jewelry

NAGA CITY—A team composed of members of the Bula police were able to recover a pair of diamond earrings that were identified to be one of the items stolen from the residence of Engr. and Mrs. Antioquia in Zone 7, Bula, Camarines Sur last August 11.

Apprehended was Vicente Dela Torre Aurellano, 46 years old, resident of Zone 2, Barangay Marupit, Camaligan, Camarines Sur, along the sidewalk of Naga City People's Mall (public market) last Friday, October 10.

According to the police, Mrs. Emerlina Antioquia y Ocampo agreed with the police to act as a poseur-buyer in an entrapment operation.

She gave the suspect a bundle of paper with three hundred-peso bills on top in exchange for the earrings.

The cops, led by Police Inspector Adonic Andrade, Jr. OIC, then swooped down on the suspect after Mrs. Antioquia identified the earrings as hers.

The suspect was brought to Bula Municipal Police Station for proper disposition, the police said.

Mayon still at Alert Level 3.

Mayon Volcano's alert status remains at Alert Level 3, according to Philvolcs' bulletin this morning. This means that magma is at the crater, and hazardous eruption is possible within weeks.

During the past 24-hour observation period, the volcano's seismic network recorded two volcanic earthquakes. Moderate to voluminous emission of white steam plumes drifting northeast was also observed.

The edifice remains inflated compared to baseline measurements. Tilt data also indicate continuous inflation at the base of the edifice since August 2014.

Phivolcs recommends that the the 6-km radius Permanent Danger Zone (PDZ) around the volcano and the 7-km Extended Danger Zone (EDZ) on the southeastern flank be enforced due to the danger of rock falls, landslides and sudden explosions or dome collapse that may generate hazardous volcanic flows.
