MMDA, LTFRB fail to address Alabang South Station passenger woes

MANILA--Employees of the transportation departments involved in the opening of the South Station in Alabang are still at a loss for words when asked for a list of the buses which are assigned to use the new terminal.

Last week, the Metro Manila Development Authority (MMDA) and Land Transportation Franchising and Regulatory Board (LTFRB) announced that 556 buses from Bicol, Southern Luzon, and Visayas will use the Alabang Terminal.

On August 26, the LTFRB clarified that an 236 buses will use the South Station beginning 3 AM of August 27.

However, today, August 28, the offices still could not provide a list of the buses that will be dropping off passengers at the Alabang Terminal.

In an interview by BICOL STANDARD, employees of the MMDA said that their office is currently unable to provide the complete list.


"The list is still with the officials who are tagging the buses in Alabang," an employee of the MMDA said.

"There is still no landline in that station as it was just opened yesterday, so we cannot call them to ask for the list," the employee added.

Repeated attempts to contact the LTFRB and the DOTC have also proven futile.


Confusion

Meanwhile, commuters from the Bicol region, who have long been accustomed to using the Cubao Station, have expressed their confusion and irritation at what appears to be an ill-prepared execution of the transfer.

"Dapat sinigurado muna ninda na ayos na antes pig-implementar an arog kaning sistema, aram kan mga tawo kun arin an mga bus na duman na sa Alabang,(They should have ensured that before this system was implemented, the commuters know which buses are now assigned in Alabang.)" a frustrated commuter told BICOL STANDARD.

Another expressed her outrage at the added cost that the transfer of the terminal entails.

"Kaipuhan ko pa po magbiyahe hale sa Alabang pasiring sa Cubao. Dagdag gastos po ini. (I have to travel from Alabang to Cubao. This is an added expense for me," he explained.

"Kulang pong marhay an information dissemination ninda. Makaribong na maray. Kaherak mi man na mga pasahero, (The information dissemination is severely lacking. It is very confusing. I pity us passengers," another said.

Penalties

During the 'soft' opening of the South Station early Wednesday, the LTFRB said that the 236 buses that use the South Luzon Expressway (SLEx) will have to exit via the Filinvest tollgate and head to the South Station. Then, from the South Station, the buses will enter the SLEx tollgate under the Alabang viaduct.

LTFRB Chairman Winston Ginez also stressed that provincial buses that violate the memorandum circular will be apprehended for out-of-line operation.

They will be penalized under the Joint Administrative Order (JAO) 2014-04 against out-of-line violators.

Ginez said that under such order, the penalty will be a Php 1,000,000 fine, three months impoundment, and the cancellation of the franchise involved.--BICOLSTANDARD.COM

Bacman geothermal unit 2 operational by October

MANILA --Energy Development Corporation’s (EDC) Bacman Unit 2 is projected to be fully operational by October 2014, after its “permanent fix” due to the havoc of typhoon “Glenda.”

EDC said in a disclosure from the Philippine Stock Exchange (PSE) Tuesday, “the cooling tower restoration works is still-ongoing and is being carried out concurrently with the installation of a brand new Toshiba steam turbine rotor unit and diaphragms (referred to as the Permanent Fix).”

Bacman Unit 2 powers a capacity of 55 Megawatts (MW) and has been offline since July 15, having suffered an unscheduled outage caused by “Glenda’s” wrath.

On the other hand, “Glenda’s” destruction to Bacman Unit 1 only applied to the cooling tower, but is now fully restored.

Currently, it releases the potential 55 MW power capacity.

Meanwhile, the Bacman 3 Unit, which was on outage during the same typhoon’s visit, was being tested through a 30-day reliability run.

Bacman Unit 3 had a maintenance shutdown due to the installation of a new Toshiba generator.

Once it completes its test, another 2 MW will add to the Luzon grid’s power. At the current stable supply, it will fall under reserves.

The 18,870 hectares Bacman Production Field lot is located in the Bicol Region, scoping specifically the Bacon District of Sorsogon City and the Manito, Albay.

EDC is the largest geothermal energy company in the world, with its investments reaching other countries such as Peru, Chile and Indonesia.

The company’s local geothermal projects include the Bacman Geothermal Production Field, Mindanao Geothermal Production Field, Northern Negros Geothermal Production Field, Southern Negros Geothermal Production Field and the Leyte Geothermal Production Field.

Legazpi taps barangays' aid in war vs. measles, polio

LEGAZPI CITY -- Preparations for the mass immunization of children against measles and polio are now in place here with all the city's 70 barangays tapped by the City Health Office (CHO) in the month-long campaign.

“We have mobilized the barangays in this campaign so that all children aged 0-59 months old in the city are given measles-rubella (MR) and oral polio vaccines (OPV) to be conducted by the CHO from September 1-30 this year under the auspices of the Department of Health (DOH),” Dr. Fulbert Gillego, the city health officer, on Monday said.

The mass immunization will include the giving of free MR vaccine to children aged nine months to 59 months as part of the DOH’s “Goodbye Tigdas” campaign, and OPV to children aged zero to 59 months.

Gillego clarified that the DOH has added OPV to the MR nationwide mass immunization program this year in order to protect the population from the wild polio virus while preventing the transmission of measles and rubella in all parts of the Philippines.

The Philippines has enjoyed a polio-free status since 2000 when the Western Pacific Region was certified to be under such status.

The country also experienced a significant reduction in measles cases due to the measles mass immunization in 2011 and the rubella transmission in 2012.

The spread of measles cases, however, returned in 2013, leading to some significant outbreaks.

In Bicol, at least 10 children died of measles from January 1 to April 11 this year, records of the DOH’s regional Center for Health and Development (CHD) based in Daraga, Albay said.

Last year, DOH recorded 156 suspected measles cases, 29 of which were laboratory-confirmed, forcing the agency to declare an outbreak in Bicol.

Measles, according to Gillego, is a viral disease that is highly communicable as it transmits through droplets and spreads from person to person through sneezing, coughing and close personal contact.

It is a treatable but deadly deadly due to complications such as diarrhea, pneumonia, malnutrition, blindness, otitis media and encephalitis, if not treated immediately.

Gillego said on the other hand that polio is a crippling and potentially fatal disease. It is a highly infectious disease caused by a virus that invades the nervous system, and can cause total paralysis in a matter of hours.

One in 200 infections leads to irreversible paralysis, usually in the legs.

Among those paralyzed, five to 10 percent die when their breathing muscles become immobilized, Gillego said.

The CHO, he said, expects in the entire city a total of around 10,000 children within the target age brackets into the mass immunization drive.

Earlier, city Mayor Noel Rosal has directed Barangay Oro City chair and Liga ng mga Barangay-city chapter president Joseph Philip Lee to task all village chieftains in the fielding of their respective Barangay Health Workers (BHWs) for the conduct of house-to-house inventory of target children and informing parents of the immunization program.

To avoid overcrowding, Rosal said, every sitio or purok of each barangay will be given a date of schedule in their respective barangay health centers which will conduct the immunization from 8:00 a.m. to 5:00 p.m.

All barangays in the city have their health centers which will serve as immunization posts. These are to be manned by health personnel on a schedule basis, he said.

Mobile immunization teams are also to be fielded--mobilizing, checking and immunizing children door-to-door as needed in bigger barangays, Rosal said, adding that he has also called on parents to extend their full cooperation to this campaign.

In his report to Rosal on Monday, Lee said BHWs of each barangays have already completed their preparations and just awaiting schedules of immunization for each sitio, which they will relay to all parents of target children.

According to Rosal, the city government started its preparations for this mass immunization drive as early as last July to ensure sufficient lead time for micro planning, orientation and preparation and make a comprehensive social mobilization plan, including media and communication materials.

The local government has also put in place quality micro plans for every barangay to ensure that no children are missed.

“We have also assembled different agencies and organizations like the Department of Social Welfare and Development, Department of Interior and Local Government (DILG), the Philippine National Police (PNP), the Liga ng mga Barangay and Legazpi Jaycess, among others, into helping the CHO in this campaign,” Rosal said.(PNA) LAP/FGS/DOC/CBD/UTB

P4-M Bula robber clobbered by Iriga City police

IRIGA CITY—The suspect in the P4 M robbery incident in Bula, Camarines Sur was accidentally collared by the Iriga City police in a check point that was established to help curb the rising criminal incidents in the city.

Last Saturday, at around 6:00 in the evening, Arth Paul Tipanero, y Fenis, 18 years old was flagged down in a check point along barangay San Francisco, this city for allegedly violating the law on the use of helmets.

Tipanero is a resident of Barangay Salvacion, this city.

When arrested, he was riding a red Suzuki motorcycle with MC plate for registration.

Meanwhile, in the apprehension of Tipanero, some members of the Bula PNP were also present in the area, allegedly to make a follow-up investigation on the robbery incident that happened in Bula.

The report reveals that Mr. and Mrs. John Antioquia, the owners of the house that was robbed in Bula were also at the police station in the city, adjacent to the place where Tipanero was arrested.

When informed of the incident, the Antioquia couple immediately proceeded to the site where they saw the suspect wearing a necklace that was part of their missing jewelry collection.

Apart from the necklace, Tipanero was also wearing a ring which, the Antioquia couple identified as their wedding ring.

When Tipanero was brought to the police station for further investigation, more personal missing items from the Antioquia’s were recovered from the suspect.In the presence of PO2 Romeo M. Racelis, Jr., a member of the Bula PNP and Barangay Kagawad Leo Sumpay of Salvacion, Iriga City, the following items were retrieved from the suspect: two wrist watches, a piece gold necklace with pendant, a silver bracelet, a necklace with cross pendant, a gold ring, two gold earrings, an SM prestige card with the of name John Antioquia, Sales invoices no 11264 of Comworks, LCC Mall, IC and P7,000 of cash in different demominations.

During the interrogation, Tipanero confessed that he hid some of the money at their residence in Barangay Salvacion.

Police investigators, together with PI Adonis C. Andrade, Jr. of Bula PNP, and PB Vicente Lagatic rushed to the suspect's residence and recovered P21,460 in different denominations.

PO2 Jason Max F. Barcenas, in an interview, told the BICOL STANDARD that Tipanero was charged with Violation of  P.D. 1612, the Anti Fencing Law, in connection with his possession of the stolen items.

Aside from the said case, he will also be charged with Robbery that occurred in the residence of John Antioquia last August 11.

In the said incident, the complainants said that they lost P4,111,000 in cash, pieces of jewelry and watches with an estimated value of  P1,869,600, two caliber .40 pistols with serial number F02000281, and a caliber .45 Norinco pistol with an unknown serial number. BICOLSTANDARD.COM BICOL NEWS

MMDA to tag provincial buses for Alabang terminal Wednesday

MANILA -- The Metropolitan Manila Development Authority (MMDA) will conduct the vehicle-tagging scheme on more than 500 provincial buses on Wednesday to identify the provincial buses that will use the South Terminal Station in Alabang, Muntinlupa, an MMDA official said on Monday.
In an interview, Emerson Carlos, MMDA assistant general manager for operations, offered assistance in the tagging of stickers on 556 provincial buses with the cooperation of the Land Transportation Franchising and Regulatory Board (LTFRB). who will provide a list of registered bus operators
“Para maidentify yung mga provincial buses na dapat hanggang Alabang na lang, stickers will be placed on each of the buses. Initially 200 buses muna hanggang macomplete namin ung 556 buses (To identify the provincial buses limit to Alabang stickers will be placed on each of the buses. Initially 200 bues will be tag then it will complete the 556 buses),” he explained adding that only those registered and franchised buses will be allowed to drop and pick-up passengers at the terminal
”The move is also intended to track down colorum provincial buses, and with tagging system that colorum buses cannot enter the terminal while if buses go beyond in the route it will considered out of line,” said Carlos.
Apart from tagging, Carlos said the MMDA will also help in the traffic management to ensure a smooth flow of traffic in the area.
Compared to the Southwest Interim Provincial Terminal for Cavite and Batangas bound buses managed by the MMDA at ParaƱaque City, the South Station terminal will be operated by the local government of Muntinlupa City, said Carlos.
The 556 provincial buses coming from the Southern Luzon, Bicol and Visayas will be accommodated in the South Station terminal.
The terminal was formerly scheduled to open last Wednesday but due to lack of preparation of the involved government agencies, it was postponed.
Muntinlupa City Mayor Jimmy Fresnedi earlier gave a go signal to the concerned government agencies to implement the new traffic scheme for provincial buses in Alabang, Muntinlupa City.
The local chief executive said that only buses with temporary stickers from MMDA and LTFRB will be allowed to unload and load passengers in the South Station Terminal.
He added that this plan hopes to bust colorum buses traveling beyond its registered route.
Meanwhile, the 556 provincial buses with stickers traveling from expressway will detour to the Filinvest exit going to the temporary terminal in South Station instead of taking the Alabang Viaduct exit.
He said with this new traffic plan develops, the local government of Muntinlupa will monitor the effect in its traffic for a month. Withdrawal from this management plan depends on the result to Muntinlupa’s traffic.
However, Fresnedi hopes this provisional transport scheme will go well for the city to contribute in solving the traffic problem in EDSA.
The South Transport Terminal was Muntinlupa's contribution to MMDA's request in addressing traffic management in EDSA and to its all-out-war in colorum buses. The new routing scheme will cater 556 provincial buses traveling from Southern Tagalog to parts of Metro Manila in the hope of alleviating traffic congestion
Meanwhile for other 583 buses with routes ending in Lawton, Manila, Carlos said, it will remain in status quo pending talks of Pasay City Mayor Antonino Calixto with Cultural Center of the Philippines and Philippine National Construction Corp. for a designated staging area for buses without terminals in LRT/Buendia Ave.
Another meeting is set with LTFRB and mayors of Quezon City, Caloocan, Valenzuela, Malabon and Navotas and MMDA to determine staging areas for 226 provincial buses coming from Northern Luzon whose end points in Metro Manila are Balintawak and Central Integrated Terminal. (PNA)

Aswang text message a hoax--Sorsogon PNP

SORSOGON--"There is definitely no truth to the report circulating in this province about the alleged aswang or witch sightings in several towns of this province," P/Chief Insp. Nonito Marquez told the BICOL STANDARD after their office has been flooded with queries from local residents and the local media regarding the text messages that have been circulating since two days ago.

Marquez said that some residents are already afraid of this news, which he clarified as false.

"It could have been the product of some joke peddled by pranksters sent via text messaging," said the police officer.

What gave a semblance of plausibility is the fact that the sender claims that the message came from PNP Sorsogon, which is not true.

Just this morning, Marquez said that he had received information from the residents of Bacon,Bulusan and Juban, asking the police about the veracity of the report.

Meanwhile, Marquez believes that this wrong information could have reached many cell phone users and is causing anxiety among their residents."

I want to inform all Sorsoganons that there is no truth to the witch story. It is not true," he stressed.

Meanwhile, the police warned pranksters to avoid this kind of joke. "It will not do us any good," he said.
