DOST extends deadline for scholarship applications

LEGAZPI CITY -- The Department of Science and Technology (DOST) has moved from August 22 to August 29 the deadline it set for the filing of applications forms and requirements for its 2015 Science Education Institute's (DOST-SEI) Undergraduate Scholarships Examination.

Dr. Pilita Lucena, DOST-Bicol information officer, said today that the extension was confirmed by DOST-SEI director Dr. Josette Biyo.

The examination set on Septembet 21 with results to be announced in March 2015, however, has not been moved, so far.

Priority S&T courses for the scholarship grants include agriculture, agricultural biotechnology, biochemistry, computer science, environmental science, fisheries, food technology, forestry, geology, information technology, science/mathematics teaching, statistics, and engineering courses.

Interested parties may download the application form at http://www.sei.dost.gov.ph/ or http://www.science-scholarships.ph/.

Application forms are also available at the SEI office at the DOST Compound in Taguig City and in all DOST regional offices, Provincial Science and Technology Centers, and offices of congressmen and senators.

Scholarship qualifiers may enroll in any of the state universities, colleges, and tertiary institutions identified as Centers of Excellence or Centers of Development by the Commission on Higher Education and in DOST-SEI identified network institutions all over the country.

Among these are the University of the Philippines, University of the East, Ateneo de Manila, Ateneo de Davao, De La Salle University, University of Santo Tomas, Mapua Institute of Technology, Don Bosco Technical College, Siliman University, Mariano Marcos State University and St. Louis University. --by Danny O. RD Deona hands over 193 Glock 17 pistols to public safety cops

LEGAZPI CITY – Chief Supt. Victor P. Deona distributed 193 Glock 17 pistols to members of the Regional Public Safety Battalion (RSPB) during a simple ceremony held this morning.


Deona said those who received the 9mm firearms were police officers with the rank of PO1 to PO3.

The RSPB members expressed joy for having received the firearms as most of them have not yet possessed a gun since they entered the service.

"Gamitin nang tama at gamitin para sa tama (Use them properly and use them for what is right)," Deona told the recipients of the guns.

He said the recipients will soon start training on shooting at their newly finished camp firing range.

Deona added that police officers who will become members of the Special Weapons And Tactics (SWAT) unit that will be organized by the regional office will undergo rigid shooting training.

In preparation for the Asia-Pacific Economic Cooperation summit in Albay, especially in Legazpi City, the Philippine National Police (PNP) Bicol Regional Office will invest in the SWAT and make it of international standard in terms of training and equipment like firearms, bullet proof vest, night vision goggles, helmets and other necessary gadgets, the regional top official disclosed.

The funds for the training and purchase of the equipment will no longer be requested from the PNP national headquarters but will come from the savings of the regional office.

“What I only asked from you is the dedication to your duty so that you can perform your job well,” Deona stressed.



The PNP regional office is not only busy with providing firearms and other equipment to the police officers but also with rehabilitating offices damaged by typhoon “Glenda” so that organization could continue providing services to the Bicolanos and visitors in the region.(PNA)

Albay to oversee Almasor booth in PH Travel Mart

LEGAZPI CITY-- The Department of Tourism (DOT) – Bicol has asked the Provincial Government of Albay, through Governor Joey Sarte Salceda, to lead the AlMaSor Pavilion in this year’s edition of the Philippine Travel Mart at the SMX Convention Center on September 5.

In a letter sent by DOT Regional Director Maria O. Ravanilla, the DOT-Bicol requested the PGA to be the lead agency in this endeavor and manage the AlMaSor Pavilion information counter to cater to guests making inquiries about the three provinces during the three-day event.

AlMaSor is a collaborative tourism promotion effort of the provinces of Albay, Masbate and Sorsogon.

It has recently been making waves in the local tourism industry as well as in the international tourism market ever since this brainchild of Salceda was set into motion.

Aside from the tourism officers and employees from the PGA, the DOT-Bicol has also invited DOT-accredited tour operators from the AlMaSor area to help market and sell Bicol tour packages, particularly those that highlight Albay and AlMaSor destinations.

This year’s Travel Mart is the 25th rendition of the yearly event, marking its silver anniversary and making it the longest-running travel trade exhibition in the Philippines.

It is also regarded as the biggest travel trade exhibition in the promotion and marketing of domestic and inbound tourism in the country.

To mark this significant milestone, the Philippine Tour Operators Association -- the biggest association of tour operators and agencies that promote exclusively domestic and inbound tourism, as operators and organizer, promised that the 25th Philippine Travel Mart will be the biggest and most meaningful staging of the event."--by Connie B. Metro Manila and the rest of Luzon will experience cloudy skies with light to moderate rainshowers and thunderstorms. The rest of the country will be partly cloudy to cloudy with isolated rainshowers or thunderstorms mostly in the afternoon or evening.

Minalabac engineer still missing

NAGA CITY – The pregnant wife of missing Engr. Ferdinand Aquino, an employee of the town of Minalabac, Camarines Sur, is now confused, a bit frustrated, but still optimistic that her husband, who has been missing for almost a month and a half, will turn up soon.

Engr. Aquino left their residence last July 12. Since then, there has been no news of his whereabouts.

Mercy Valencia-Aquino, Engr. Aquino's wife, is a school principal at San Jose Elementary School in Minalabac, and is six months pregnant.

She told the BICOL STANDARD, that she frequented the offices of the Philippine National Police (PNP) and the National Bureau of Investigation (NBI) to ask for updates on the case. Her attempts, however, have proven futile, as the reports were all negative.

She also discussed the matter with the local police of Minalabac, but no one is able to provide information on her missing husband.

Today, Mrs. Valencia-Aquino told the BICOL STANDARD that she would like to seek the help of the public once again.

"I would appreciate any information on my husband," she pleaded.

"You may send it to me via the radio and television stations, or though this newspaper," she added.

Earlier, the Kapisanan ng Mga Brodkaster ng Pilipinas, through Chairman Edwin Lara of BBS-DWLV, also promised to help Mrs. Aquino locate her husband.

“I want to find him. Whether he is dead or still alive, I want to know. I am suffering both mental and physical distress due to this problem," she confessed.

She also mentioned that persistent rumors about where her husband could be are circulating, but as nothing is confirmed, everything remains to be mere rumors.

“Some say that my husband went home to Tarlac, his home province. But that is not true. My in-laws are here with me in Bicol, trying to help locate him. He couldn't have gone home to Tarlac without his family knowing," she continued.

During the past few weeks, she revealed that she went to all the places that she believes her husband could have visited. However, but she would always return home disappointed at the lack of news.

"But I am still keeping my faith," she said firmly in the interview.

"Several friends, including some who are directly working on the investigation, have vowed to help me find my husband, and I believe that we will soon know where he is," she declared.

Albay SP OKs ordinance banning misuse of gov't ambulances

To curb the blatant and frequent misuse of government ambulances intended to be utilized by sick constituents, the Sangguniang Panlalawigan of Albay approved on August 18, 2014 an ordinance entitled “Regulating the Use of All Government Ambulances in the Province of Albay, and Providing Penalties for Violations Thereof.”

Authored by 3rd District Board Member Rhederick N. Riva from Oas, and co-authored by 3rd District Board Member Herbert S. Borja from Polangui, the ordinance aims to make government ambulances readily available to transport the seriously sick and injured patients requiring immediate medical treatment to or from a facility that is sufficiently equipped to handle the matter and save lives.

The ordinance states that it has been observed that in many instances, government ambulances have been gravely misused, to the detriment of the public.

Said vehicles, it notes, have been seen in recreational areas. There were also reports that fees have been collected for their use, defeating the very purpose for which they were purchased.

According to the ordinance, it is unlawful for public officials or employees to use government ambulances for personal use or as an office service vehicle.

It shall also be unlawful to use said vehicles for transporting patients deemed not to be in an emergency medical situation. Whether with fees or not, government ambulances cannot be used for private purposes.

It adds, government officials or employees shall not refuse the use of any government ambulance by patients who cannot pay fees, nor should there be any deprivation of use to any individual due to their gender, religious beliefs, economic status, or political affiliations.

Lastly, government ambulances cannot be used to transport cadavers, the ordinance reads.

The exceptions, however, include the use of the vehicles in official and authorized medical outreach missions and other hospital services and operations related to medical missions, delivery of medicines and other medical supplies.

Public officials or employees caught violating this ordinance shall be penalized, after due process, with a P1,000 fine, and/or imprisonment of 1 month for the first offense; a fine of P2,500 and or 6 months of imprisonment for the second offense; and a fine of P5,000 and or imprisonment of 1 year, without any prejudice to the filing of appropriate administrative charges, for the third offense.

In the Declaration of Policy, the Sangguniang Panlalawigan of Albay states that this ordinance was created to protect and promote the rights of the Albayano people to health.--Provincial Government of Albay

Who is Associate Justice Francis Jardeleza?

Associate Justice Francis Jardeleza
Atty. Francis H. Jardeleza was appointed as Associate Justice of the Supreme Court by President Benigno S. Aquino III on August 19, 2014.

Prior to this, he was appointed as the Solicitor General in February 2012.

He also served as the Deputy Ombudsman for Luzon from July 2011 to February 2012.

He graduated salutatorian/cum laude form the University of the Philippines (U.P.) College of Law in 1974, then he placed third in the bar exams the same year. In 1977, he obtained his Masters of Law from the Harvard Law School.

Jardeleza has practiced law for more than three decades. He joined Angara Abello Concepcion Regala and Cruz (ACCRALAW) in 1975. He made partner in 1981 and became the Chairman of the ACCRALAW Litigation Department. After earning his masters degree, he trained in securities, litigation, and public offerings as a foreign associate in the New York law firm of Sullivan and Cromwell.

He left ACCRALAW in 1987 and founded Jardeleza Sobreviñas Diaz Hayudini and Bodegon, where he started practicing labor law. In 1990, he established the Jardeleza Law Offices as a solo practice. He joined Roco Buñag Kapunan Migallos and Jardeleza in 1992 as partner, and headed the litigation and labor law practice groups. His varied exposure has enabled him to gain a wide experience in litigation, appearing before the regional trial courts and administrative agencies. Furthermore, he has also employed his litigation skills for pro bono work.

In 1996, he became Senior Vice President and General Counsel of San Miguel Corporation, a position he held up to June 2010, when he opted for early retirement. As General Counsel, he broadened his practice, this time specializing in mergers and acquisitions, corporate restructuring, securities, intellectual property, and corporate governance.

He is a professorial lecturer in Constitutional Law at the U.P. College of Law, where he has lectured since 1993. His other fields of interest in the academe are Civil Procedure and Administrative Law. He has also been a lecturer at the U.P. Law Center in Commercial Law, and in various Mandatory Continuing Legal Education (MCLE) forums on governance. He is presently writing a treatise on “The Constitution and the Laws on Libel” as part of the U.P. Law Centennial Textbook Project.

He is a member of the Integrated Bar of the Philippines, the Philippine Bar Association, the American Bar Association and the Inter-Pacific Bar Association. In 1997, he was also admitted to the New York Sate Bar and the US Eastern and Southern Districts of New York.

He is active in alumni activities, both at the U.P. College of Law and at the University of the Philippines Visayas.

Cops arrest wanted person posing as mediaman

Members of the Guinobatan Municipal Police Office arrested inside their office a man who had introduced himself as a mediaman and was partaking of the lunch they had prepared to celebrate the town fiesta.

Vedasto Ocfemia, 54, and a resident Barangay Upper Binogsacan, Guinobatan, did not resist arrest when collared by the GMPO members while eating lunch with his companions inside the police office at about 12:30 p.m.

A report said a member of the GMPO recognized Ocfemia as a wanted person with warrant of arrest so he immediately got a copy of the document and showed it to the suspect.

Ocfemia denied at first that he was the person in the warrant of arrest and showed various identification cards of radio stations and newspapers to prove that he is a member of the media in Bicol.

Police said he is wanted for violation of Sec. 1 of Republic Act 8294 or illegal possession of firearm and has a bail of Php 80,000 for his temporary liberty.

Ocfemia is now detained at the police office and awaiting commitment to the court that issued the arrest warrant for him. (PNA)

4 Casureco II board aspirants file COC

NAGA CITY—Only four candidates for the Camarines Sur II Electric Cooperative (Casureco II) Board of Directors were able to make it to the deadline at 5:00 this afternoon.

Casureco II Public Information Officer Manny Rojo said that Rey Hernandez of Calabanga District, Tomas De Vera of Magarao District, Oscar Borja of Bombon District, and Agusto Pacis of Pili District filed their Certificates of Candidacy (COC).

The districts of Naga South, Naga North, Milaor, Minalabac, Tinambac/Siruma, and Canaman, meanwhile, have no candidates.

Former Board President Rey Hernandez who filed his COC said that he is not even sure if he will not qualify on account of the strict requirements imposed by Republic Act 10531, or the National Electrification Administration Reform Act of 2013.

Section 26-B of said law states that the minimum qualifications of a director or officer of the electric cooperative are as follows: “(a) He or she is a Filipino citizen; (b) He or she is a graduate of a four (4)-year course; (c) He or she is between twenty-one (21) and seventy (70) years old, on the date of election; (d) He or she is of good moral character; (e) He or she is a member of the electric cooperative in good standing for the last five (5) years immediately preceding the election or appointment; (f) He or she is an actual resident and consumer in the district that he or she seeks to represent for at least two (2) years immediately preceding the election; and (g) He or she has attended at least two (2) Annual General Membership Assemblies (AGMA) for the last five (5) years immediately preceding the election or appointment.

The election of the Board of Directors will be held on August 30, 2014.

Only those who have been member-consumers on June 1, 2014 will be qualified to vote.—BICOLSTANDARD.COM

Libmanan approves P169-M 2014 annual budget

LIBMANAN, Camarines Sur – The Sangguniang Bayan has unanimously approved the 2014 annual budget of this town during the regular session held last Monday, August 18.

It was passed without altering the original budget that was submitted.

The total budgetary allocation for this year amounts to P169,279,203.

This was revealed today by Vice Mayor Romel Bulaong in an interview by BICOL STANDARD.

Bulaong said that the budget should have been approved before the end of December 2013.

He added that despite the brewing political conflict that surfaced a few weeks ago when town mayor Marilyn Jimenez abandoned her original partymates, the local legislators set aside their political differences for the sake of the constituents.

It will be recalled that the annual budget of this town was disapproved by the majority members of the Sangguniang Bayan, allegedly due to the refusal of the town executive to align with the political party of former governor LRay Villafuerte, Jr.

Aside from the political reason, several Sangguniang Bayan members also accuse Mayor Jimenez of irregularities. Primarily, such argument was purportedly used as the main reason for disapproving the budget.

Bulaong said that with this development, he expects that the regular projects of the municipality will already be implemented.

In the 2014 budget of this town, P68,533,936.28 is allocated for personal services; P44,674,365.97 for Maintenance and Other Operating Expenses; and P12,530,000.00 for Capital Outlay.

In the same budget, P31,934,440.60 was allocated under the 20% Economic Development Fund; P8,481,460.15 for the 5% Municipal Disaster Risk Reduction and Management Fund (MDRRMF); P75,000.00 for the Barangay Development Fund; and P3,500,000.00 for loan amortization for heavy equipment.

“Our ability to deliver the basic services was totally hampered when the 2014 budget was initially blocked and disapproved. We are glad that it can now be disbursed,” Bulaong remarked.

Meanwhile, the Liga ng Mga Barangay of this town also welcomed the development.

In an interview by BICOL STANDARD and BBS-DWLV correspondent Jener Villarez, Punong Barangay Valiant Pen Ofemaria said that his group expects that Jimenez would comply with her promise to release the budgetary allocations for the different barangays.

He stated further that, in the event that the release of the barangay funds would be used to entice or pressure the Punong Barangays to join the Nacionalista Party (NP), they will stand firm and not be intimidated.
