Carabao causes bus crash in Cam Sur

SAN FERNANDO, CAMARINES SUR--A carabao that had gotten loose on the Maharlika Highway caused two buses to collide at Sitio Gogon, Barangay Bonifacio here at around 4:15 PM yesterday.

The owner of the carabao was identified as Danilo Cao.

San Fernando police disclosed that the carabao was crossing the highway when it was accidentally hit by a Nissan King Long bus with plate number EVN 763. Said bus belongs to Cagsawa Travel and Tours, Inc. and was driven by Garry Montanez, 40, and a resident of Portico Fabrica, Bula, Camarines Sur.

The Nissan King Long bus was also hit from behind by a tailing JAC bus owned by Penafrancia Travel and Tours. The bus bore plate number TYZ 229, and was driven by Hernando Lladones, 51, and a resident of San Vicente, Castilla, Sorsogon.

The carabao died from the crash. Meanwhile, the two vehicles incurred damages of a still-undetermined amount.

Proper documentation of the parties involved is being undertaken for possible legal action, the police said.—BICOLSTANDARD.COM

PHLPost bares new rates for ordinary mail

The Philippine Postal Corporation (PHLPost) announced today that starting July 15, 2014, it will implement the rationalized changes for its Domestic Ordinary Mail service.

Said service covers Intra Mail, Inter-Land and Inter-Air mail.

For the Intra Mail, the cost of sending a first-class single-piece letter posted from one province/city for delivery to the same province/city shall now be P10.00.

The applicable rate for Inter-Land, which are mails posted from one province for delivery to another province by land transport, shall be P12.00 for a minimum weight of 20 grams.

Meanwhile, the new rate for Inter-Air shall now cost P15.00 per 20g of mail. These are mails posted from one province for delivery to another province, conveyed or transported by air.

The new postage rates shall be adjusted according to the corresponding weight steps in gram, and will be placed in all post offices nationwide.

PHLPost has indicated that the price adjustment is necessary to cover the increase in its operations, including conveyance and transportation expenses. It was in 2010 when PHLPost had its last rate increase for ordinary mails.--PHLPost

Martial Law victims in Bicol to file compensation suits

LEGAZPI CITY—Bicolano victims of human rights violations during Martial Law in Bicol may file their compensation suits from Monday to Wednesday next week at the Ibalong Centrum for Recreation here, the Philippine News Agency (PNA) reported.

Karapatan-Bicol spokesperson Vince Casilihan said some 3,000 victims from across the region are expected to file suits.

The compensation is in consonance with Republic Act No. 10386 or the Human Rights Victims Repatriation and Recognition Act, which was signed by President Benigno Aquino III last year.

A total of P10 billion from the alleged ill-gotten wealth of the Marcoses will be used to pay the victims.

Requirements

Victims, said the PNA, must personally file their claims. They also need to provide the following documents: a duly-accomplished application form; a detailed notarized statement about the violation; a government-issued ID; a National Statistics Office or locally-issued birth certificate or baptismal certificate; and supporting documents to prove the human rights violation.

In the case, however, that the victim of the violation was killed, or has died, his or her legal heir or an authorized representative can file the compensation. In such case, the following requirements must be presented: a birth certificate or marriage certificate; the death certificate of the victim; photo/s of the victim; and a Special Power of Attorney from other legal heirs authorizing the claimant to represent them.

For physically-incapacitated victims, claimants must bring a notarized authorization, proof of filiation, photo/s of the human rights victim, and a medical certificate of the victim.

For mentally or psychologically-disabled victims, proof of filiation and photo/s of the human rights victim, and a medical certificate of the victim must be presented.


The filing period started on May 12, and will be open until November 10. Failure to file within the period is deemed a waiver, the Philippine News Agency added.—BICOLSTANDARD.COM/With report from Connie B. Destura

NAPOCOR blames FICELCO for power crisis

If there is a company to be blamed for Catanduanes' power woes, it should be FICELCO itself.

This is the stand of the National Power Corporation (NAPOCOR) in its official statement regarding the spate of power outages that prompted local officials to declare a state of calamity.

"FICELCO cannot deny responsibility for power failure in their area after it failed to fulfill its obligations under the 2008 PIPO Agreement," said Napocor Vice President for Corporate Affairs Urbano Mendiola. He said that after the agreement was executed, only the lease of NPC plant to FICELCO materialized and other provisions in the said agreement were not fulfilled.

Napocor said that the long term solution FICELCO asked from the National Government and from Napocor for its power supply should have been initiated by FICELCO since this is what the signed agreement required of them.

Likewise, Napocor stated that its continuing presence in the province is just a temporary measure until full privatization is realized and that FICELCO to blame other people for shortfalls that could have been pre-empted on their end would be to evade their own accountability to their customers.

Meanwhile, Napocor Vice President for SPUG Danilo Sedilla officially confirmed Wednesday afternoon that Napocor has already awarded to Monark Equipment the contract for the new rental generating sets with an aggregate of 2.8 MW to replace Cost Plus gensets in the Province of Catanduanes.

Catanduanes is one of the 14 First Wave areas to embark on privatization by virtue of DOE Circular No. 2004-01-001 prescribing the rules for private sector participation in existing Napocor-Small Power Utilities Group (SPUG) areas. Based on the circular, electric coops may conduct a competitive selection process to secure a New Power Provider (NPP) that will take over the generation function of Napocor-SPUG.

Napocor also bid out three new 1MW gensets earlier this year for the Marinawa Diesel Power Plant which will be commissioned on the last quarter of 2014 to replace the rental gensets.

Teacher kills teacher in Bula, Cam Sur

BULA, CAMARINES SUR –Members of the local police here have arrested the suspect in the brutal killing of a teacher named Noreen Albao, a resident of Panoypoyan, this town.

PO2 Jayson Barcena of Bula PNP identified the suspect as Luis Relativo III, who is also a member of the teaching staff of an elementary school here.

Relativo III was arrested after he was positively identified by the 9-year-old child of the victim as the person who perpetrated the crime.

Police probers believe that the crime could have taken place between 1:30 to 2:00 o’clock in the morning yesterday.

The lifeless body of the victim was discovered by the authorities with a head injury believed to be due to a hit from a hard object.

Albao’s 70-year-old mother, together with her two other children, were also rushed to the hospital for medical attention as they also sustained injuries.

The suspect, the police said, was charged with the crime of Robbery with Homicide and Multiple Frustrated Homicide.

In the investigation report, it was also mentioned that the P20,000 which the victim kept in her belongings was missing.

4 fishermen captured for illegal fishing in Garchitorena

GARCHITORENA, CAMARINES SUR—A team led by Police Senior Inspector Stephen H. Cabaltera, OIC, together with Garchitorena Bantay Dagat apprehended four fishermen who were caught engaging in illegal fishing in this town.

The suspects were Fernando Naa y Brasero, 41; Jonnel Rubia y Berdeuos, 22; Ritchie Naa y Dela Cruz, 21; and Michael Beriso y Ruiz, 35, all residents of the aforementioned barangay.

The arrest was made at about 1 AM yesterday in the waters of Sitio Sipucan, Barangay Harrison.

According to the police, the group of fishermen were using a compressor, which is prohibited by law.

The authorities confiscated from the suspects said compressor, a motorboat, and other fishing paraphernalia, which were brought to Garchitorena Municipal Police Station for proper disposition.—BICOLSTANDARD.COM

Man hacks older brother in San Jose

SAN JOSE, CAMARINES SUR—An old grudge might have prompted a man to hack his older brother at around 5 PM yesterday in this town, police reported.

They identified the suspect as Rodelio Cacam y Purisima, 32, married, and a resident of this town. Meanwhile, the victim was Enrique Cacam y Purisima.

Three hack wounds were discovered on the hands of the victim, who was rushed to Partido District Hospital. He was later transferred to Bicol Medical Center in Naga City.

Teen collared in Pamplona for possession of stolen items

PAMPLONA, CAMARINES SUR— Police from this town recovered from a teenager several items believed to be stolen.

Some of said items were said to be owned by students of Central Bicol State University of Agriculture Sipocot, while others by residents of Sitio Coloy-coloy, Barangay Impig, this town.

The suspect was identified as Mark Albert Osila y Brito, 19 years old, a laborer and a resident of said barangay.

Found in the suspect’s possession were a digital camera and two cellphones which were allegedly stolen last July 8.

TINAMBAC, CAMARINES SUR—The Women and Children Protection Desk of the Tinambac Municipal Police Station here rushed to the aid of a 7-year-old child who claimed to have been made to swallow a bar of soap by a relative.

According to the report by PO1 Maribel Ramos, the suspect also dragged the child by the hair into a creek, and later plunged the victim’s body into the water.

Casureco II: Brownout on July 11 in parts of Naga, Pili, Milaor

NAGA CITY—The Camarines Sur II Electric Cooperative (Casureco II) has announced that there will be a power service interruption on Friday, July 11 in some parts of this city along with parts of Pili and Milaor.

From 9:00 to 11:00 AM, the interruption will affect Del Rosario San Isidro, Camella Homes, GSIS, Villa Corazon Subdivision, Cararayan, Langon, San Felipe, Ateneo High School Campus, and AVIDA. Also included are Palestina, Pili; San Antonio, Milaor; San Jose; Tinangis; Modern Village; Naga Airport; and Central Bicol State University of Agriculture (CBSUA).

Meanwhile, from 9:00 AM to 5:00 PM, there will be no power in Upper Pacol, Carolina, Panicuason, Madrigal Village, Buenavida Village, Urban Pacol and Grandview.

The purpose, per the announcement, is the correction of hot spots, installation of disconnect switches at Avida Village, and the clearing of lines.

The bar, Aracama, serves a cocktail drink called Mojito de Mayon, which is made of vodka, muddled lime wedges, shaved ice, and sugar syrup mixed and formed into Mayon’s perfect conical shape.

Customers may choose to have the drink drizzled with their choice of flavored syrup, which includes strawberry, cherry, passion fruit, and mango.

Today, the drink made it to CNN’s list of 18 cocktail drinks inspired by the flavors of the islands.

PNR seeks 11.12B for Manila-Bicol line repair

The Philippine National Railways (PNR) is asking for an 11.12 billion pesos budget in 2015 for the repair and maintenance of the Manila-Bicol train line.

Said amount was proposed by PNR General Manager Joseph Allan C. Dilay during the public hearing of the House Transportation committee earlier this week

The proposed capital expenditure is much higher than the Department of Budget and Management (DBM)’s recommended subsidy of P374.18 million.

According to Dilay, the DBM’s recommended amount is not in line with the goal of the PNR to improve the Bicol line.

Under their proposed budget, the PNR expects to spend P5.2 billion to rehabilitate the Calamba to Legazpi City line, P3.65 billion to purchase new passenger cars, and the rest to acquire other new equipment.

On top of this, the state-owned rail company is seeking for another P625.8 million to repair the stations, bridges, and railroad tracks.

It will be recalled that last month, Republic Act No. 10638 extended PNR’s charter for another 50 years.—BICOLSTANDARD.COM

Albay among provinces with most OFWs, highest remittance

Albay was named as one of the top five provinces with the highest amount of remittance and number of Overseas Filipino Workers (OFWs) recently by the Commission of Filipino Overseas (CFO).

Among the other top provinces are Pangasinan, Iloilo, Negros Occidental and Pampanga.

Albay, the report said, contributes greatly to the $25 billion that is brought into country by the migrant workers.

Last year, however, the Overseas Workers Welfare Administration (OWWA) noted that Camarines Sur had the highest number of OFWs in the Bicol Region, with around 25,242 workers abroad. In the same year, Albay had 16,607 OFWs.

The same agency also said that female OFWs from Bicol outnumber the males, according to the 2013 data.

United Arab Emirates, Saudi Arabia, and Hong Kong are the top areas in which OFWs from Bicol work.


A majority of the OFWs are domestic helpers, caregivers and nurses, the report added.—BICOLSTANDARD.COM

Tonight, it has announced its call for event organizers to submit their proposals for the use of city facilities, such as the Plaza Quezon, the Naga City Gymnasium, the Jesse M. Robredo Coliseum and the Naga City People’s Hall.

It is also inviting organizers to inform them of activities that they would like to include in the official events calendar.

Said information needs to be submitted to the City Events, Protocol and Public Information Office via e-mail at ceppio@naga.gov.ph. The deadline for submission is on July 14, 2014.

Earlier, it had been announced that the feast day of Our Lady of Peñafrancia is on September 21. The Traslacion will be held on September 12 while the Fluvial Procession is scheduled on September 20.—BICOLSTANDARD.COM

PCA Cam Norte braces for cocolisap

CAMARINES NORTE—The provincial office of the Philippine Coconut Authority here is now bracing for the possible entry of coconut scale insects, otherwise known as Aspiodotus rigidus or cocolisap.

Said insects have already infested Barangays Kulong-kulong and Laurel in Tagkawayan, Quezon, which may serve as its entry points into the province.

To avert the possible infestation, the provincial office has established a defense line between Barangays Tabugon and Dona Aurora up to Patag Ilaya in Sta. Elena, this province.

Said defense line will be free of areas on which the insects may thrive. In case the insects are able to penetrate this line, however, it will be easy for the PCA to detect if the coconut trees will be affected.

Acting Senior Agriculturist Arturo Banta also revealed that heavy duty sprayers and other forms of protection are already on hand in case the pests attack.

DTI CamSur: price of basic commodities is stable

CAMARINES SUR—The prices of basic commodities in the province remains stable, Department of Trade and Industry (DTI) Provincial Director Edna Tejada assured the public. This, she said, is despite the recent spike in the prices of some agricultural products such as rice, garlic, ginger, carrots, and tomatoes.

The agency is currently conducting regular price monitoring to make sure that retailers are not selling the commodities above the suggested retail price (SRP), Tejada explained.

Among the commodities which are monitored by DTI are bread, processed milk, coffee, locally-manufactured instant noodles, processed and canned pork, beef, poultry, toiler paper, laundry soap, detergent, school supplies, cement, GI sheets and light bulbs.


It will be recalled that the Department of Agriculture explained that the skyrocketing prices of products are due to inadequate production. There were, however, allegations that the price hike occurred because some traders were manipulating the prices.—With report from PIA/BICOLSTANDARD.COM

Libmanan student found dead

LIBMANAN, CAMARINES SUR—A 24-year-old student here was found dead, hanging off a wooden beam of a small house, by her mother at around 11 PM last night at Barangay Bikal, this municipality.

Rhimie Velga y Lozano, a resident of said barangay, was rushed to Sipocot District Hospital in Sipocot, Camarines Sur, but was pronounced Dead on Arrival (DOA) by the attending physician.

Her parents believe that she committed suicide because of a personal problem, the police said. However, a post-mortem examination will still be conducted to determine the cause of death.—BICOLSTANDARD.COM

Aquinas U, CSU, PSU, USANT lauded for adopting bodies of water

LEGAZPI CITY—Four universities in the region were recognized by the Environment Management Bureau (EMB) under the Department of Environment and Natural Resources (DENR) for their support to the Adopt-an-Estero/Water Bodies Project.

Said schools include Aquinas University of Legazpi which adopted Yawa River, Barangay Rawis, this city; Catanduanes State University, which adopted Gogon River in Virac Catanduanes; Partido State University, which adopted Kulasi Bridge Creek in Goa, Camarines Sur; and University of Saint Anthony which Adopted Lake Bato in Bato, Camarines Sur.

The EMB conferred these universities with the Greening of Blue Award during the DENR Saringaya Awards held here.

According to the EMB, the universities regularly monitored and cleaned their adopted areas as well as planted trees which served as natural flood and soil erosion control.

No. 9 most wanted in Sorsogon arrested

SORSOGON CITY –The intensified campaign waged by the police authorities here have resulted to the arrest of two persons with pending arrest warrants.

First to be arrested was Richard Dones Jasereno, 19 years of age, a resident of San Juan Raro, at around 10:30 in the morning the other day.

He was taken into custody by the arresting officers led by SPO1 Orlando A. Dondonilla, by virtue of the Warrant of Arrest issued by Judge Rofebar F. Gerona of RTC Branch 52.

The suspect, the arresting police officer said, is facing the crime of Frustrated Murder filed under Criminal Case No. 14-8911, dated January 28, 2014.

The recommended a bail for this criminal charge was fixed by the court at P200,000.

In another police operation, Jose Opena Dino, 32 years old, of San Juan Roro, suspected of Frustrated Murder was also arrested, at about 10:40 on the same date.

Aside from the Frustrated Murder charge, Opena is also facing a case for Violation of Article XXII sec 261 (q) of the Omnibus Election Code, in relation to Sec 32 of RA 7165 and Comelec Resolution No. 9561-A under CC No. 14-8912 dated January 28, 2014. Cemetery caretaker finds fetus in biscuit container

DARAGA, ALBAY—A cemetery caretaker here found a male fetus wrapped in a plastic bag and slid inside a biscuit container about five meters from the gate of the Daraga Catholic Cemetery at Barangay Binitayan yesterday.

Said caretaker, who was identified as Joel Abainza, alerted the Daraga Municipal Police Station, whose members immediately launched an investigation.

The police said that a candle vendor who works near the cemetery saw a man with a a backpack enter the cemetery premises at around 5 AM. He left the place shortly, according to the candle vendor.

Meanwhile, the fetus was brought to the Daraga Municipal Health Office, and was examined by Dr. Mercy Chua.

Soreco employee nabbed for illegal possession of high-powered firearms, ammo

JUBAN, SORSOGON — Combined elements of Sorsogon Criminal Investigation and Detection Team (CIDT) and the Municipal Police force here caught red handed an employee of Sorsogon Electric Cooperative, Inc. (Soreco), identified as Winston Fortes y Muega, for Violation of Republic Act 10591, otherwise known as the Comprehensive Firearms and Ammunition Regulation Act.

Fortes, a resident of Barangay Cogon, this town, was nabbed by the members of the raiding team while in possession of high-powered forearms and ammunition.

The suspect, the report said, could not produce the necessary permits to possess the said high- powered guns and ammunition.

He is now detained at the Municipal Police station of this town, while waiting for the formal charges to be filed against him by the arresting officers.

LEGAZPI CITY—Member-consumers of Albay Power Energy Corporation (APEC) are up in arms over the alleged grossly inefficient service of the power distributor.

Already, they have taken the fight not only to the streets, but also on social media, where they continue to air their gripes against APEC.

Their major concerns include double billing, overbilling, non-billing, and frequent power interruptions.

Currently circulating on Facebook are the two electric bills of a consumer named Joselito Arado for the period of June 2014.

One of the bills indicates that the generation system charge is 6.0090, for which the total amount is P4,143.31. However, another bill, which covers the same billing period, shows a generation system charge of 7.6911, which amounts to P5,014.

Another consumer says that she has been unbilled from February up to the present. She shared that her household’s electricity consumption reached P11,000 despite the fact that there was a power service interruption for 12 days, and no one was in their home for half the month.

There are also some who claim that APEC does not issue a receipt at the time of payment.

Said member-consumers stressed that their fight will continue until these matters are clarified by APEC.
In the meantime, they are calling for a boycott of products sold by San Miguel, the company which operates APEC. Further, they are appealing for power users to not foot their electric bills.

2 Naga City cops test positive for drugs

NAGA CITY – Police City Director Sr/Supt Filmore Escobal confirmed today that two members of the Naga City police tested positive for the use of illegal drugs.

This is the result of the just concluded random drug tests initiated by his office, Escobal noted.
In an interview by BICOL STANDARD, Esbobal reiterated his stern warning against police officers who are using drugs, saying that they will be dealt with accordingly.

He further warned that the random drug tests in an ongoing program that intends to cover all police officers here.

“We should serve as the best example to the community,” he said.

Upon his assumption to office as PNP City Director, Escobal met with the city officials to present his approach to curb all forms of criminality.  He also activated the members of the Peace and Order Council (POC) who will be his partners in planning other activities related to crime prevention.

Meanwhile, in an interview over DWLV, he explained that he want to rally the participation of all Barangay Officials.

“Even ordinary residents are encouraged to participate in the crime prevention campaign,” he said.

“We are of the belief the most of the crimes that occur here are related to drug abuse. That is why want to tap the help of all our barangay officials to consider our anti-drug abuse program,” Escobal explained.
