NPA rebels blamed for death of farmer in Cataingan

CATAINGAN, MASBATE—A 32-year old farmer here was pronounced dead after he was gunned down by four unidentified armed men.

The victim was Robinson Lopez y Toling, a resident of Barangay Tuybo.

The investigators said that Lopez was standing in front of his house when the suspects fired a gun at him.

The report also reveals that several gun shots hit the different vital parts of the victim’s body that resulted to his instantaneous death.

A few minutes after the shooting incident, the suspects fled, leaving no trace of their whereabouts.

Meanwhile, some residents who witnessed the crime believe that the perpetrators could be the members of the rebel group known as the New People’s Army (NPA).

Suspect in frustrated homicide surrenders in San Jose

SAN JOSE, CAMARINES SUR—Members of the Philippine National Police (PNP) here have intensified their campaign against persons with pending criminal charges.

This is in compliance with the directive issued by PNP Bicol Regional Director P/Chief Supt. Victor Deona a few months ago.

It will be recalled that Deona instructed his field personnel to submit a monthly report that clearly indicates the accomplishments of every police station.

Included in the latest report is the arrest of Joseph Pacum, 42 years old, a member of the 42nd Infantry Division of the Philippine Army based in Tigaon, Camarines Sur.

Pacum is facing a criminal charge for frustrated murder. Said charge is now pending with the Regional Trial Court here.

He told the police that upon learning that a warrant of arrest was issued against him, he decided to submit himself to the authorities.

Hon. Maria Acompanado, Presiding Judge of RTC Branch 38 recommended a bail amounting to P200,000 for the temporary liberty of the accused.—BICOLSTANDARD.COM

Lending collectors held up in Iriga City and Tigaon

NAGA CITY—Two separate cases involving robbery holdups were recorded in the consolidated report of the Provincial Police Office, here today.

The first incident was reported in Iriga City at around 10:00 o’clock in the evening.

The victim was identified as Jesus Esplane y Bellanes, a credit collector of Oragon Lending Corporation.

The police report says that while Esplane was negotiating the road along Barangay Sta. Teresita, two unidentified persons, who were on board a black XRM motorcycle, poked a gun at him. Later, the suspects demanded that his entire collection be turned over to them.

Apart from the cash, the suspects also forcibly took his cellphone , which was valued at P400.

After carting away the valuable items, the suspects immediately fled on board their motorcycle.

Meanwhile, in Tigaon, Camarines Sur, a collector of Sum Finance Service Corporation was also held up by motorcycle-riding suspects.

The victim, identified as Joeven San Juan y Barbara, told the police that at around 2:00 o’clock in the afternoon, three unidentified persons who on board a white Honda XRM motorcycle poked a gun at him. Later, they carted away his collection for the day, amounting to P7,000; a Motorola cellphone valued at P1,000, and the ignition key of the victim’s motorcycle.

The incident occurred at Subdvision 2, Barangay Salvacion, Tigaon.

Bicol Express to run again in September

Albay teacher wins P17M lotto pot

A teacher from Albay won the P17.92 million prize from the June 28 draw of the 6/42 lotto, the Philippine Charity Sweepstakes Office (PCSO) said.

His winning combination was 01-04-06-18-27-29.

Earlier this week, the teacher already claimed his prize from the PCSO extension office in Pasay City.

Uson, Masbate pastor ambushed by rebels

CAWAYAN, MASBATE—Alleged members of the New People’s Army (NPA) were responsible for the death of Joel Guarina, leader of the group who calls themselves Plipinista Alpha and Omega Vigilantes Fighters.

The reports say that the victim, a resident of Barangay Libertad, in the town of Uson, was driving his motorcycle along Villaganas Village at Barangay Panan-awan, this town, when he was fired upon by armed men believed to rebels operating in the area.

The incident report also said that Guarina was riding the motorcycle with his wife and child when they were assaulted.

“My husband, child and I were at first very lucky because we were not hit by the bullets when we were fired upon by the unidentified armed men,” the wife said. “But, after bringing us to a safe place after the incident, my husband (Joel) went back to the place where we were ambused.”

“The intention of my husband,” the wife explained, “was to confront the NPAs. He went back to ask for explanation, why they (NPAs) wanted to kill us.”

A heated confrontation ensued which resulted into the firing of bullets that claimed the life of Guarina, the report added.

In the follow-up investigation, the reports claim that Joel Guarina was the subject of a manhunt operation launched by the rebels, upon suspicion that he was a spy for the military.

At the scene of the crime, the police authorities recovered empty shells from an M-16 armalite rifle and a caliber .9mm pistol.

This was the statement made by lawyer Noe Botor, who represents 1st District Congressman Rolando Andaya, Jr., in an interview by Edwin Lara of Radio Station DWLV.

Andaya’s name was dragged into the controversy when he signed and released the SAROs covering projects that were allegedly implemented by bogus NGOs owned by businesswoman Janet Lim-Napoles.

Atty. Botor made the pitch for Andaya to clarify muddled issues regarding the allegations that he received P225 million from suspected pork barrel queen Janet Lim-Napoles.

In the national dailies, Andaya was pinpointed to have signed 33 of the 43 SAROs released by the DBM to Senators Ramon “Bong” Revilla, Jr., Juan Ponce Enrile and Jinggoy Estrada.

The said SARO releases are now the subject of plunder cases pending with the Sandiganbayan, which involve Senators Revilla, Estrada and Enrile.

The abovementioned SAROs were issued between 2007 to 2009.

“It was Andaya’s job to sign and release the SAROs. That is part of his job as DBM secretary. What’s irregular about that?” Botor said.

Andaya’s name was mentioned in some media reports that made it appear that he was in cahoots with Napoles.

In defense of Andaya, Botor explained that the release of the questioned documents strictly adhered to the process observed by the DBM. He explained that he was responding to the news item that seemed give malice with regard to the regular performance of his job as head of the budget agency.

Relative to the Priority Development Assistance Fund (PDAF), which is found in the General Appropriations Act (GAA), the request to issue SAROs did not emanate from the Office of the President.

The Office of the Speaker of the House or the Senate President are the ones who made the requests, Botor added.

Andaya’s lawyer also emphasized that the Procurement Act which strictly prohibits NGOs to implement projects was primarily authored by Andaya. He is, therefore, very aware that, unless authorized by law, no government money should be implemented by an NGO.—BICOLSTANDARD.COM

Anti-illegal logging task force confiscates hot lumber in Tamban

TINAMBAC, CAMARINES SUR— At least 20,000 board feet of hardwood lumber were confiscated by the Regional Anti-Illegal Logging Task force during their raid at Tamban here.

NBI Regional Director Tomas Enrile, the head of the Anti -Illegal Logging Task Force said that the illegal logging activity appeared to have been in active operation for a longer period of time already.

This is based on the pieces of evidence that they saw, like the presence of a circular saw, chain saw and other equipment used to process the illegally cut lumber, and the pile of saw dust found in the different saw mills.

Onsite, along Tamban River, the authorities noted that more than 50 small saw mills were established by persons involved in the illegal activity.

Apart from NBI Region V, the other members of the task force include DENR V personnel, Centro Goa, Members of the Camarines Sur Provincial Police Office, and members of Tinambac Municipal Police Station.

Initial investigations reveal that the logs were illegally cut from the timberland of Lagonoy.

The same report also confirms that Tamban Port is used as the entry point of illegally cut lumber from the island Province of Catanduanes.

Also taken into custody by the task for is a huge stock of driftwood materials estimated to range from 500 to 1,000 kilos which was piled at Tamban Port.

It was learned from the local residents here that the driftwood is priced at P5.00 per kilo.

At least 4 persons armed with unlicensed firearms were arrested during the raid.

SOCO rules out foul play in Grageda’s death

NAGA CITY – “There was no foul play nor any sign that robbery was committed in the residence of former city councilor Jose 'Joe' Grageda.” This is the conclusion made by the members of the Scene of the Crime operatives (SOCO), who were immediately dispatched to the apartment after the discovery of the lifeless body of Goyena Grageda, the wife of Joe.

At around 4:00 o’clock in the afternoon yesterday, police probers rushed to the Grageda’s after they received a phone call requesting for immediate police assistance.

The members of the SOCO, upon reaching the place, immediately collected the pieces of evidence then available to ascertain if a crime was committed against the victim.

An investigation was also made inside the apartment, which was also being utilized as a store, to discover if money or valuable items were missing.

The report gathered reveals that apart from the telephone and the electric fan, which were found not in their proper place, there were no other signs that would indicate that burglars entered the place.

Further, the report claims that Mrs. Grageda was regularly taking maintenance medicine for her high blood pressure. Said ailment could have triggered her death.

In the same query, it was noticed that there was an injury upon her forehead which could have resulted when she fell to the floor.

It will be recalled that before the investigation, there were reports that filtered to the different media outlets that discussed the possibility that burglars could have entered their apartment.

The police clarified that in their thorough investigation inside the said house, nothing was stolen.

Meanwhile, the authorities said that they will review the autopsy report to put closure to this incident.--BICOLSTANDARD.COM

Trike driver slain in Placer, Masbate

PLACER, MASBATE – Police authorities are still conducting their investigation regarding the motive behind the death of a pedicab driver here.

The slain victim was identified as Raul Catampatan y Mandawe, 39 years old and a resident of Sitio Banal, Barangay Villa-Inocencio, this town.

The initial investigation reveals that Catampatan was driving his tricycle when his passenger, who remains to be unidentified, ordered him to stop in a secluded place in the same barangay.

A little later, several gun shots were fired upon the victim, which caused his instantaneous death.

At press time, the identity of the suspect could not yet be ascertained.

The investigators said Catampat suffered ten gunshot wounds that penetrated different parts of his body.

Police operatives are still looking for additional evidence that could help them identify the assailant.—BICOLSTANDARD.COM

DILG Sec Mar Roxas revokes Gov Migz’ authority over police

DILG Secretary Mar Roxas, who is also the Chairman of the National Police Commission (NAPOLCOM), removed and revoked the powers and prerogatives granted to Camarines Sur Governor Miguel Luis Villafuerte as NAPOLCOM deputy, pursuant to Sec. 51 (a) of R.A. 6975 and Section 64 of R.A. 8551.

The NAPOCOLCOM issued the said order after evaluating the confidential report dated May 4, 2014 of the DILG 5 OIC Regional Director, who expressed his support to the temporary suspension or withdrawal of the NAPOLCOM deputation of Gov. Villafuerte.

Antecedent facts


The antecedent facts reveal that On September 6, 2004, former Gov. Luis Raymund F.Villafuerte, Jr., the father of the incumbent Governor, issued Executive Order No. 04-001, creating Sagip Kalikasan Task Force (SKTF). The objective was allegedly for the effective monitoring of quarrying activities within the Province of Camarines Sur, and for efficient collection of fees and taxes.

In the said Executive Order, the Provincial Government would establish checkpoints in strategic locations. The SKTF was tasked to file the appropriate court action against illegal quarrying operators. In its operations, the said group would utilize the members of the Camarines Sur Provincial Civilian Security Unit (CSU).

Investigations conducted relative to the operations of the SKTF show that during the incumbency of then Gov Luis Raymund F. Villafuerte, Jr., numerous incidents of abuses in the conduct of the checkpoints manned by the SKTF were reported and entered into the blotters of Minalabac, Caramoan, Sagnay, San Jose and Naga City Police Stations. Relative to the said reports, the PNP National Headquarters issued a directive to the Police special investigators to conduct an investigation.

Requested documents


PSSupt. Arnold L. Albis, OIC Camarines Sur PPO, wrote a letter dated March 31, 2014 to Gov. Miguel Luis R. Villafuerte, requesting from the Governor certain vital documents, so that it can obtain complete collection of facts and accurate information.

Albis, in particular, requested for the following: (1) the authority of the Task Force Sagip Kalikasan to establish checkpoint within the territorial jurisdiction of the Province of Camarines Sur; (2) the roster of personnel or official list of members of the Civil Security Unit (CSU) of the Provincial Government of Camarines Sur; (3) the roster of personnel or official list of members of the Task Force Sagip Kalikasan; and (4) the roster of personnel or official list of members of the Provincial Guards.

On April 1, 2014, without conducting any formal investigation and without fully responding to the urgent request of Provincial Director Albis, Gov. Miguel Luis R. Villafuerte immediately exculpated the members of the SKTF, the CSU and the Provincial Guards by making a gratuitous statement that the said personnel had nothing to do or have no involvement with the subject incident.

The report also said that the failure of Gov. Villafuerte to obtain appropriate licenses for the firearms of the Provincial Government, his unjustifiable failure to deposit the unlicensed firearms to the PPO, as demanded by the PD Albis, his unwarranted refusal to cooperate with the police authorities in its investigation of the shooting incident, his evident coddling of individuals carrying high powered firearms with expired licenses, and his deliberate refusal to provide information to the police on unfounded and baseless claims that the persons subject of the investigation have nothing to do or have no involvement with the subject incident are valid and justifiable grounds for withdrawal of his deputation as agent or representative of the National Police Commission.

Abuses


Meanwhile, during the term of Gov. Miguel Luis R. Villafuerte, similar abuses were reported to have been committed by the SKTF. The most recent was the shooting incident that happened in Barangay Gata, Caramoan on March 22.

Four small-scale miners were killed and charges had been filed against alleged members of the SKTF.

The investigation conducted by the PRO 5 disclosed that the Provincial Government of Camarines Sur under the incumbent Gov. Miguel Luis R. Villafuerte was remiss in its duty to renew and update the licenses covering 41 firearms of the Provincial Government of Camarines Sur. Camarines Sur OIC PD PSSupt Albis in fact even demanded from Gov. Villafuerte to deposit the 41 firearms with expired licenses to the PNP office for safekeeping pending the renewal of the licenses.

The same report also concluded that the unlicensed firearms could have been used in the shooting incident, where members of the SKTF were allegedly involved.

The order which removed and revoked the deputation of Gov Miguel Luis R. Villafuerte as deputy of the National Police Commission (NAPOLCOM) was duly signed by DILG Secretary Mar Roxas, as Chairman of the NAPOLCOM; Commissioner Eduardo U. Escueta, as Vice Chair and Executive Director; Commissioner Luisito Palmera, Commissioner Alejandro S. Urro, Commissioner Constancia P. de Guzman and Commissioner Alan La Madrid Purisima.—BICOLSTANDARD.COM
