LTO releases new license plates

The first batch of new license plates has been released by the Land Transportation Office (LTO).

The new LTO license plates—manufactured by Dutch-Filipino consortium PPI-JKG Philippines, Inc.—will replace the nine different plate designs that have been in use since 1981. Under the new standard, plates of private vehicles will now sport a black-and-white design, while “For Hire” or public utility vehicles (PUVs) will retain the black-and-yellow scheme.

Aside from the color change, the LTO also introduced modern security features to the new license plates. These include tamper-proof bolts that will permanently attach the plates to the vehicle, reflectorized sheeting for long-range and wide-angled visibility, and a “third-plate” sticker to display license plate numbers on windshields that leaves a trace when torn off.

The security features embedded in the new license plates are expected to limit, if not eliminate, illegal operations, such as the “tanggal plaka” modus operandi, and prevent criminal elements from carrying out activities such as carjacking and other heinous crimes.

In addition, the license plates for PUVs will indicate the region where it is registered. Public utility buses (PUBs), on the other hand, will display a label indicating whether it is a city or a provincial bus, and their “third plate” sticker will reflect their authorized routes.

Secretary of Transportation and Communications Jun Abaya said that the new license plates will not only ensure the safety of motorists, but also help ease traffic congestion and promote road discipline in the country.

OKC defeats LA Clippers in Game 3; 118-112

DepEd Bicol: More Senior High students prefer academic track

A survey conducted by the Department of Education in Bicol on the preference of Senior High School students reveals that more students still prefer to enrol in the academic track of the K to 12 program.

Of the 78,451 public school and 10,710 private school students who were surveyed, 36,027 public and 5,956 private school students said that they are interested in pursuing the academic track.
30,784 public and 3,372 private school students, meanwhile, are inclined in taking the technical-vocational track.

The remaining 11,640 public and 1,382 private schools students want to enrol in the sports and arts track.

Sorsogon identified as moderately-vulnerable to El Niño

The Department of Agriculture has identified Sorsogon as the lone province in Bicol which is moderately vulnerable to the effects of El Niño, the DA said today.

The DA announced that early preparation for the said climate disturbance will curb its adverse impact. In fact, as early as last month, DA has been implementing cloud seeding operations to induce rains in major watersheds and farming communities in Cagayan Valley that did not receive a rainfall for at least a week, said Secretary Alcala. And with a protracted dry spell now an increasing possibility, Secretary Alcala said DA would intensify cloud seeding operations to save harvestable crops and other produce from damage, in tandem with DOST.

To date, the DA-Bureau of Soils and Water Management (BSWM) has already completed 28 cloud-seeding trips in drought-affected municipalities in Isabela, Nueva Vizcaya and other areas in Cagayan Valley. In Isabela, these sorties prevented damage on some 4,155 hectares of corn farms, of which 3,490 hectares are in reproductive stage and 665 hectares in the vegetative, agriculture officials explained. Each flying hour costs around P43,000, including expense on salt being dispersed above clouds suitable for seeding.

Aside from cloud seeding sorties, the Department has also started to distribute shallow tube wells and drought-tolerant crop varieties to help farmers in areas most affected by the drought. For rice, it includes PSB Rc14 popularly known as “Rio Grande,” a rainfed lowland rice variety which matures in 116 days with a maximum yield of 6.1 tons per hectare. Meanwhile, farmers who don’t intend to plant rice are being advised to consider drought-resistant crops such as sweet pepper, ubi, alugbati, mungbean, cassava, and sweet potato.

Several water-saving technologies are also available. For instance, in rice, the Philippine Rice Research Institute promotes controlled irrigation or alternate wetting and drying (AWD) technology. It also minimizes greenhouse gas emissions in paddy fields. PhilRice has also been teaching farmers nationwide to adopt Palayamanan Plus, a highly integrated and diversified system of farming where rice is grown with other crops and livestock, among others. With diversified sources of food and income, farmers are able to enhance their resilience to adverse weather conditions such as a prolonged drought.

DA through the National Irrigation Administration has been in touch with irrigators associations nationwide to ensure efficient water allocation and use in irrigation systems.

Undersecretary Emerson U. Palad of the DA-Field Operations Service (DA-FOS) said that a newly formed task force on El Niño will meet on Wednesday to firm up strategies meant to cushion the impact of the impending extended dry spell on farming and fishery sectors. The task force, composed of Usec. Palad as head, with members that include heads of key attached bureaus and agencies and national directorate programs for rice, corn, livestock, fisheries, and high value crops, is expected to come up with an action plan and its corresponding budgetary requirements.

Illegal miners nabbed in Malinao

At around 4:00 in the afternoon yesterday, a team led by Malinao Chief of Police PSI Arthur R. Gomez, Deputy Chief of Police PI Christian I. Brual and Senior Forest Ranger Jayrius Amistoso of the Tiwi Watershed Area Team spotted four persons actually engaged in illegal mining activities.

The mining site is located at Zone 9, Estancia in this town.

According to the report, the four suspects were apprehended while their mining operation was going on without the necessary permit from the government.

Those arrested were identified as Alberto Divina y Nazareno, 37, of Bibingcahan, Sorsogon City; Jonathan Basco y Ceneta, 33, of Cagraray, Bacacay, Albay; Froilan Cardano y Canchela, 24, of P-7 Labnig, Malinao; and Victor Calusor y Jones, 42, of Zone 3, Labnig, Malinao.

Meanwhile, those apprehended were appraised of their constitutional rights, subjected to medical examination as a standard operating procedure, police officers said.

Spate of shoplifting in Albay continues

POLANGUI, ALBAY--A suspect who allegedly attempted to shoplift at the Polangui branch of Novo Jeans and Commercial Store was apprehended by the security guard of said establishment the other day.

The incident occured at around 4:40 in the afternoon, according to the police report.

The suspect, Gina Munda y Cana, 46 years old, was nabbed when a pair of denim pants worth P200, a hair plait worth P20, and a dog collar worth P35, all unpaid, were reportedly found in her possession by the security guard, Ronald Biscas y Lomibao.

Munda was turned over by the security guard, and the person in charge of the store, Michelle Dela Cruz, to Polangui MPS for proper disposition.

It will be recalled that a number of shoplifting incidents have been reported in Albay for the past few months, prompting some to consider the installation of CCTV cameras within stores.--BICOLSTANDARD.COM

Names of cybercrime suspects in Naga City released

NAGA CITY—Suspects apprehended by the Anti-Cybercrime Group headed by agents of the International Police (Interpol) are still currently detained at the Naga City Police Headquarters and at Substation No. 2 at Concepcion Grande, Naga City.

In the list of 33 suspects, 23 are males, while five are females. Majority of them come from Naga City.

Included in the list is Mark Raymond Loracas, 28 years old, of Naga City, who is the manager of the said group.

Meanwhile, the alleged owner of the cybersex den, Jarvel Rebagay, who is also from Naga City, is still at large.

Petition to reduce bail

Atty. Leila Mendoza, counsel for the accused, said in an interview that they are still awaiting confirmation from the Supreme Court if the Anti-Cybercrime Law is already effective, since it was the subject of a Temporary Restraining Order (TRO) last year.

She added that as a preliminary step, they will file a petition to reduce bail.

Presently, the recommended bail stands at P144,000 for every person named in the complaint.

Mendoza said that their group believes that the petition for reduction of bail will be granted since most of the persons involved are young adults and first-time offenders.
