Cam Sur media elects officers to support nutrition program

NAGA CITY—National Nutrition Council Coordinator for Bicol Arlene Reario has shifted to high gear to make more people informed of the state of nutrition in the region.

A new approach was presented to tap the members of the local media to help spread important news and information that would make people better understand the issues and problems that have hounded the region for many years now.

In a media briefing, Reario appealed to the working media to share their space and time, because the malnutrition still rears its ugly head, according to the latest data available in their office.

Responding to Reario’s call, the members of the local print, and broadcast media in Camarines Sur agreed to have themselves organized into a group to support the program.

The elected officers of the Camarines Sur Nutrition Council Media Organization are the following: President Jane Betito, Vice President Joel Jeremias, Secretary Lizel Sapinoso-Macatangay, Treasurer Jeanette Mogado-Hirang, Auditor Myra Revilla, PIO Adonis Aguilar, Jr, Board of Directors: Ben Babar for print, Mark Bongat and Rona Jane Nunez for TV, Agness Ella for Radio; Advisers Edgar Barrameda, Cet Dematera, and Arlene Reario.

Suspects arrested in CamSur cybersex dens undergo medical exam

NAGA CITY— A report indicates that all persons arrested in connection with the raid of alleged cybersex dens that was initiated by the Anti-Cybercrime group in Libmanan, Nabua and Naga City have been required to undergo medical examination.

The medical examination’s purpose is to have information on the health condition of every suspect. Said exam is also part of the standard operating procedures since the allegations refer to the cybersex crime, the report added.

In an interview by BICOL STANDARD, a member of the raiding who requested anonymity disclosed that they have already completed the inventory of all items found inside the different offices allegedly used in said illegal activity. The computers, CCTV, and all the other gadgets will be brought to Camp Crame.

Meanwhile, Police Senior Inspector Gil Abrazado, Jr., of the Anti-Cybercrime group who headed the raid in Libmanan, said that the suspects in the said criminal activity will be prosecuted for violation of RA 8484 (Access Devices Regulation Act of 1998) and RA 10175 (Cybercrime Prevention Act of 2012).

A total of 73 computer sets were confiscated in the raid in the three separate locations: 33 in Naga City, 22 in Libmanan and 22 in Nabua.

In a related development, Adrian Dilanco, a local businessman in Libmanan vehemently denied any involvement in cybersex crime. He confirmed that he has a business in the said town, but he is not in any way engaged in illegal activities.

He further stressed to the media that his business is legitimate. Dilanco, whose business was identified as the Money Magnet Portal Web Solution, claims that he also sells software, computer games, books and perfume.—BICOLSTANDARD.COM

Interpol, Anti-Cybercrime group bust 3 cybersex dens in Cam Sur, Naga City

CAMARINES SUR – Newly installed PNP Provincial Director of Camarines Sur Police Senior Superintendent Primo Golingay confirmed today that three alleged cybersex dens here were raided early this morning by the combined elements of the Anti-Cybercrime Group, Interpol, CIDG, NOSO and Regional Intelligence Operatives.

The subjects of the raid were Digital Minds, Incorporated in the City of Naga; Money Magnet Portal Web Solution in Libmanan; and Money Builder Web Marketing Solution in San Francisco, Nabua.

Reports gathered by BICOL STANDARD reveal that the original targets of the raiding team were Mark Laracas of Naga City and Michael Quinn of Nabua. Both named individuals have pending warrants of arrest.

At press time, the authorities are still making a complete inventory of all the items, gadgets and other paraphernalia, found inside the office that was allegedly used for cybersex.

Meanwhile, in a separate report, Libmanan OIC Police Chief Vic Marpuri said that the establishment that is being occupied and utilized for cybersex is owned by a member of the family of a former town mayor of the said municipality. The police chief would not, however, give additional information regarding the issue, as they are still conducting a thorough investigation.

Another source, admitted, however, that the establishment was being operated by a person identified as Adrian Clores Dilanco, the grandson of former town Libmanan town mayor Teddy Dilanco.

In said business establishment, eight persons were found. Of the eight, three were allegedly dealing with their customers.

In Nabua, two persons were surprised by the members of the raiding team. They were identified as Michael Quinn, who is said to be the owner of the establishment and a certain Gerald BoseronTagum, who was caught in the allegedly, dealing with a foreigner customer.

In Naga City, the raiding team would not allow the members of the media to have access to the names of the persons inside the alleged cybersex den.

Police Supt Elmo Sayson, however, confirmed that 34 persons (young boys and girls) were inside the involved business establishment. Five of the thirty four (two females and three males) were allegedly dealing with their foreigner customers.

Seventy-five computers and nine CCTV cameras were also installed inside and outside the business establishment.

The authorities further said that those involved in this crime will face criminal charges for violating RA 8484 and RA 10175, otherwise known as the Anti-cybercrime Law.

A belated report from Legaspi City, meanwhile, confirmed that the Interpol from South Korea, National Bureau of investigation, and members of the Philippine National Police from Camp Crame, also raided a cyber sex den in the said city.

A member of the raiding team who requested not to be named in this report said that their operation is part of a nationwide campaign to eradicate cybersex crime activities that have proliferated even in the provinces. –With report from Oscar Esmenda/BICOLSTANDARD.COM

UNC grad tops Librarian Licensure Exam

NAGA CITY—A graduate of the University of Nueva Caceres bested the 149 examinees who took the the April 2014 Librarian Licensure Exams.

Maria Victoria Dematera Anonat scored 86.05% in the examination, which was administered by the Professional Regulation Commission (PRC) last April 23 to 24 in the cities of Legazpi, Manila, Baguio, Cebu, and Davao.

Meanwhile, another Bicolano, John Lyndon Tatoy Amaza, took the ninth spot in the same licensure exam.
Amaza is a graduate of the Ateneo de Naga University. He scored 82.40%.


The results, which were released today, also named students from the University of the Philippines Diliman, Central Philippine University, Saint Paul University Tuguegarao, Saint Louis University, and University of Batangas, as the others who made it to the top ten passers.

Man stabbed while attending barangay dance

LABO, CAMARINES NORTE—A resident of Purok 5, Barangay Daguit, was stabbed yesterday at Purok 1, Submakin, Labo, Camarines Norte at about 1:00 a.m.

The victim, Joselito “Litong” Contrata y De Mesa, 32 years old, was watching the Barangay Fiesta Dance Celebration in the Barangay covered court, when he was stabbed in the chest.

The suspect was identified as Ian Rigon y Espela, a 19-year-old gold panner and resident of Purok 1, Barangay Submakin, Labo, Camarines Norte.

The barangay tanods on duty, Jerry de Vela y Tamon and Alan Londres y del Barrio, were able to apprehend the suspect. He was later turned over to Labo MPS for proper disposition.

Meanwhile, the victim was rushed to Labo Distict Hospital, but was later transferred to Camarines Norte Provincial Hospital for medical treatment.—BICOLSTANDARD.COM

Ombudsman junks Dato plunder raps

Ombudsman Conchita Carpio-Morales approved the dismissal of the complaint filed against Representatives Dato Arroyo and former President and now Pampanga Representative Gloria Macapagal Arroyo in connection with the infrastructure projects in Libmanan, Camarines Sur.

The two Arroyos were accused of incurring ill-gotten wealth from the Skybridge 1 and 2 and from the Libmanan-Cabusao Dam.

The 28-page investigation Report said that funding for the projects did not come from the President’s Social Fund or from her son’s Priority Development Assistance Fund or PDAF.

Complainants in these cases that were filed last year was lawyer Roberto “Argee” Guevarra, Renecio  “Luke” Espiritu, Jr., Jose Aaron Pedrosa and Juliano Fernando Guiang.

They averred in their complaint  that then President Gloria Macapagal-Arroyo gave her son, Dato unwarranted benefits, when the former allegedly announced that a total of P3 billion worth of projects would be allocated to finance the bid for Congress of Dato, last May 2010 elections.

The report said that there was no evidence that the two amassed, accumulated , or acquired ill-gotten wealth directly or through their subordinates in the National Irrigation Administration and the 

Department of Public Works and Highways, because the dam was already included in the NIA’s 2008 procurement plans. The sky bridge projects were also already included in the DPWH’s project scheme in 2009.

“Nor was there a showing that respondents demanded and received the amount not less than P50 Million as “SOP” from the projects,” it said.

Meanwhile, the P700 Million Libmanan-Cabusao Dam project which covers a 10-kilometer diversion canal and other structures to service 4,000 hectares, was suspended by the NIA in 2019 because of the strong opposition local groups.

Close to 200K in Bicol lack access to safe water–DSWD

There are at least 187,673 persons in Bicol who were found to have no access to clean and safe water, as well as exhibit poor cleanliness and sanitation, according to the latest data from Listahanan or the National Household Targeting for Poverty Reduction (NHTS-PR) of the Department of Social Welfare and Development (DSWD).

In Bicol, the provinces of Masbate, Camarines Sur and Albay top the list of households with the highest incidents of unhygienic practices. The same provinces also have the least access to safe water.

Listahanan, the DSWD’s targeting system that identifies and locates the poor also reports that 30% of underprivileged Bicolanos supply themselves with drinking water from dug wells. This is mostly practiced in rural areas, predominantly in Masbate.

Meanwhile, in sum, 2.5 million poor households from all over the country are challenged with this sanitation problem.

The Kapit-Bisig Laban sa Kahirapan Comprehensive and Integrated Delivery of Social Services (KALAHI-CIDSS) seeks to address this issue. Said program has delivered and served potable water facilities in 260 barangays across the region in assistance to the Bicolanos who are deprived of clean water.

KALAHI-CIDSS is one of the poverty alleviations of DSWD that uses the community driven development (CDD) approach. The program strongly advocates community involvement in the design and implementation of the projects.–BICOLSTANDARD.COM

APEC issues notice of power interruption

ALBAY--A power interruption will affect the areas covered by the Bitano Substation in Albay today, according to a notice issued by the Albay Power and Energy Corp (APEC).

The brownout will occur from 12 noon to 1 PM, according to the announcement.

The areas affected are Marquez St. to BPI Albay, Maoyod, Tula-tula, Estanza, Taysan, Ibalong Village to Guyam, Mariaqa, Tico-Tico, Homapon, Maslog, Bagacay Banquerohan, Imalnod, Bariis to Naontugan, Cagbacong, San Francisco, Buenavista and the whole town of Manito.

The reason, per the same notice, is the urgent replacement of the primary pole, which has been damaged.--BICOLSTANDARD.COM

OPINION: Jack of all trades

Teaching is considered a complex and many-sided task, said Lardizabal (1999). A teacher is expected to perform many tasks inside or outside the classroom – facilitator, manager, disciplinarian, counselor, caregiver, referee and often a close friend.

It has been said that a teacher is considered jack of all trades who does not master any. Do you agree with this? Take a closer look at the work of a multigrade teacher assigned in a far-flung area. One that teaches two or three grade levels, all at one room setting, providing the children with different concepts, intelligences and skills. Do you still consider this kind of teacher, unmastered of what he or she is doing?  I strongly disagree!

Being a multigrade teacher is a huge challenge. Imagine you are one of them, would you survive?
In the first stretch, you are to travel in a remote place where 27 or more pupils enrolled in a different grade levels are waiting for your arrival. The school is one or five kilometers away from downtown and is reach by a motorcycle when the weather is good or by foot when raining. This will immediately followed by managing their behavior once these children enter the classroom. Next is the most critical stage. It’s time to teach them with perhaps the same subject matter but of different level of thinking. Take note, procedures are strictly followed like you are teaching a mono class. The mere thought of facilitating these children like this makes me wonder.  The challenge does not end here, have I told you that your pupils belong to poor families? You have to be creative and resourceful, some of them lack school materials, allowance and worst have not eaten    breakfast. How can you handle that? Let me remind you also that you have to use teaching aid or devices to facilitate instruction appropriate with each grade level. Make sure that they will learn. Then, you have pending reports to be submitted in the Division Office. Deadline is near, do them ASAP! Finally, the last part of the challenge, the most favored one, dismissal of you classes. Of course, you still have to travel the same distance from school going back to your home. Opps, wait! I almost forget that you have to prepare your different lessons, activities and evaluations tonight. End.

Hail the multigrade teachers! Hail the teachers! Indeed, they are jacks of all trades! I salute their dedication in molding young minds and personalities who are technically far from us by distance.

Obama to try pili nuts in state dinner

President Barack Obama will get what will probably be his first taste of pili nuts during today’s State Visit.

Among the dishes that the United States President will be served is pili-crusted lapu-lapu with pureed squash.

Pili, a tree that grows abundantly in the Bicol region, is known for its distinctly-flavored nuts. These are expected to give the fish a unique and memorable taste.

In the Bicol region, the nut is now being added to a plethora of recipes, including pastas and pastries.

Cooks from other regions are now also discovering the pili’s other culinary uses, apart from the usual pili tarts and jams which are common pasalubong fare.

Meanwhile, the other dishes on the menu to be served in the state dinner include grilled beef tenderloin marinated in lemongrass and turmeric, chicken inasal, coconut sorbet and chocolate-covered dried mangoes: dishes that will give Obama a sampling of the world-renowned Philippine cuisine.

The dinner will be held tonight at the Palace’s Rizal Hall.—BICOLSTANDARD.COM

Militant groups in Bicol oppose Obama state visit

Groups from Sorsogon and Albay have joined forces to oppose the visit of United States President Barack Obama today.

Earlier this morning, a six-jeepney delegation from Sorsogon travelled to Legazpi City in Albay where they could join other people who are opposed to the visit, as well.

The groups insist that the visit of the American president, like the Balikatan Exercises, is a threat to Philippine sovereignty.

Previously, militant groups in the region also held protests in Albay against the Balikatan Exercises.

Meanwhile, President Obama has arrived in the Philippines for his first official state visit as of the time of this writing.--BICOLSTANDARD.COM

Chevin Cecilio from CamSur joins PBB: All In

NAGA CITY–A 22-year old salesman from Camarines Sur was chosen along with 17 others to become a housemate in Pinoy Big Brother: All In, the fifth regular and eleventh overall season of the reality show.

Chevin Cecilio, the sole competitor coming from the Bicol Region, is nicknamed the “Simpatikong Salesman ng Cam Sur.”

Cecilio moved to Manila to support his father, who is undergoing medical treatment. He was supposed to be in his first year of college as an IT student, but chose not to pursue his education to work as a realty broker.

According to his Facebook account, Cecilio studied at Ateneo de Naga University and at the Saint Louise de Marilla School of Tabaco (Catholic Central School).

On social media, Cecilio’s supporters have already made several fanpages asking for the public’s support for the Bicolano housemate.—BICOLSTANDARD.COM

Casureco II announces April 30 brownout in Naga, CSur towns

NAGA CITY--The Camarines Sur II Electric Cooperative (Casureco II) has issued this morning two notices of power interruption for April 30.

One of these will occur from 6 AM to 12 noon. It will cover the entire city of Naga and Palestina, Pili up to Diversion, Pili.

Meanwhile, the towns of Canaman, Magarao, Bombon, Calabanga, Tinambac and Siruma will experience a power outage from 6 AM to 8 PM.

The reason, according to the notice, is NGCP's transfer of the 69-kv bus from the old to new switchyard.--BICOLSTANDARD.COM

3 arrested in CamNorte for illegal fishing

STA. ELENA, CAMARINES NORTE–Three residents of Barangay San Lorenzo, Sta. Elena, Camarines Norte were arrested last April 25 for reportedly engaging in illegal fishing at Sitio Mapinghil, Brgy Salvacion here.

Reports indicate that at around 6:30 a.m., the suspects, Julio Palmes y Aler, 57 years old, married; Ricky Marale y Barilla, 45 years old, married; and Aldrin Bulloso y Pisnar, 18 years old, with live-in partner; were caught using a fine mesh net on board a baby trawl.

Confiscated from the suspects were more or less four kilos of assorted small fish, two boards, and one fine mesh net.

The apprehended persons together with the pieces of evidence have already been brought to Sta. Elena Municipal Police Station for proper disposition.–BICOLSTANDARD.COM

2 die, 4 hurt in Masbate shooting incident

MASBATE CITY—Authorities are yet to identify the suspects in the shooting of six persons at Sitio Circulo, Barangay B. Titong in this city earlier this week.


Reports have it that at around 9:50 in the evening last Thursday, the group of victims were having a drinking spree inside the house of one of the victims, Rose Andaya y Bugoy.

During the occasion, two armed men who were positioned outside the house shot at the group, killing victims Ricardo Padila y Dela Pena and Norma Andaya y Cortes. The shooting also injured Rose Andaya y Bugoy, Edna Garganta y Mahilum, Rezyl Andaya y Bugoy, and Lito Garganta y Arnaiz.

All were residents of the aforementioned sitio, according to the police report.

The suspects reportedly fled on a motorcycle to an unknown direction.

Meanwhile, the victims were brought to the Masbate Provincial Hospital for medical treatment.

Elements of the Masbate City police are now conducting a hot pursuit operation to nab the suspects.

As of press time, the families of those who were killed or injured are demanding for immediate justice.—BICOLSTANDARD.COM

Barangay tanods disarm man with gun at fiesta

CAWAYAN, MASBATE—Police are still on the hunt for the suspect who drew out his gun at the annual fiesta celebration of Barangay Itom-Bato the other day in this town.

The suspect was identified as Mario Ylaran y Negro, of legal age, single, jobless, and a resident of said place.

The Masbate Provincial Police Office reported that the suspect was under the influence of liquor during the dance party.

While he was attending the event, he suddenly drew out his KG-9 caliber .9mm pistol, causing fear and panic among the others who were present.

Barangay Tanods Jesus Revilla and Dindo Caparoso, who were onstage, hurried to capture the suspect to prevent any untoward incident. They were able to take possession of the firearm. However, the suspect was able to flee.

When the Cawayan Municipal Police Station examined the subject pistol, it was discovered that was loaded with 10 pieces of live ammunition.

A case for the violation of RA 10591, or the Comprehensive Law Against Firearms and Ammunition, is now being prepared for filing against the suspect before the Prosecutor’s Office.—BICOLSTANDARD.COM
