Computer Science High School of Bicolandia announces entrance exam sked

PILI, CAMARINES SURThe Computer Science High School of Bicolandia (CSHB) at the Central Bicol State University of Agriculture has announced that entrance examinations for incoming Grade 7 Students for S/Y 2014-2015 is scheduled on March 25 to 28, 2014. DENR 5 steps up protection of Bicol National Park

LEGAZPI CITYThe Department of Environment and Natural Resources (DENR) regional office here has intensified law enforcement efforts to protect the natural resources at Bicol National Park (BNP) from illegal activities and other forms of abuse.

DENR Bicol director Gilbert Gonzales said that one of the major breaktroughs in this drive was the conviction of one handicraft maker who was charged with illegal logging.

Gonzales said that one Avelino Zapanta Jr. of barangay Tuaca, Basud Camarines Norte was proven guilty beyond reasonable doubt and sentenced to suffer an indeterminate penalty of four months and one day.

Some 2.884 cubic meters or 1,222.91 board feet of lumber of apitong were found in his possession. The damage to the government was estimated at P543,125.20.

Zapanta earlier denied the accusation, claiming that he was at the Bicol National Park looking for grasses and vines. According to him, two men who were unknown to him were the ones who cut the tree. Zapanta, however, reportedly fled upon seeing DENR foresters and policemen.

The court favored the testimony of the DENR against Zapanta as “credible and consistent as he was caught in flagrante by the arresting officer.”

The grounds for felony committed by the accused were possession of timber and other forest products, and cutting, gathering, collecting or removing of forest products within a forest land without authority.

Gonzales stressed that the Bicol National Park, where the crime was committed, is a protected area covering 5,201 hectares. The area, which is classified as a lowland dipterocarp forest, is also a source of pride for the Bicol region, he added.

“Under the law it should not be occupied, nor should anything be extracted [from it] without permission from authorities, including the Protected Area Management Board, its multi-sectoral policy-making body,” Gonzales said.

Gonzales also recognized the efforts of the Camarines Norte Provincial Environment and Natural Resources office for the said accomplishment. (MAL/SAA/DENR-5/Albay)

2 killed, 5 injured in road accident in San Andres, Catanduanes

SAN ANDRES, CATANDUANESA complaint for reckless imprudence resulting to multiple homicide has been filed against the driver of the Toyota Hilux compact pickup truck which crashed against a tricycle at Barangay Timbaan in this town.

The driver was Sonny Vecina y Delos Santos, who was unharmed in the incident.

The collision killed Arnel de Leon y Suares, the driver of the tricycle, and Ophalyn Pingol y Toledo, a passenger.
Meanwhile, four passengers of the tricycle and one passenger of the pickup truck sustained injuries.

Those who were injured were identified as Eden Aban y Nacua, Jonathan Brequillo y Camacho, Gloria Laurente y Lumabi, Janus Soneja y Surban, Edna Capistrano y Cortezano, and Amilou Celso y Belano.

The fatalities were brought to Gianan Funeral Parlor while the injured were rushed to Eastern Bicol Medical Center (EBMC) in Virac.

MTC Judge Mampo grants execution pending appeal in Malitbog election case

MINALABAC, CSur-–Municipal Trial Court Judge Elsma A. Mampo granted the Motion for Execution Pending Appeal filed by Romeo Barrameda Nicolas, who was declared winner during the barangay polls in Malitbog, this town, after an election protest case was decided by the trial court.

Nicolas, who in the original count conducted by the Barangay Board of Canvassers lost to Punong Barangay Pablito A. Renta, was pronounced the true winner in the said election contest, after the revision of votes was made.

In the order issued by Judge Mampo dated March 3, 2014, she said that “considering the grounds relied upon by the protestant (Nicolas) in his Motion for Execution Pending Appeal and the opposition thereto raised by the protestee (Renta) said motion is GRANTED.”

“The decision in this case was arrived at after a conscientious study and deliberation of all the evidence available. It has been found that protestant Romeo B. Nicolas is the true winner in the barangay elections for the position of Punong Barangay in Barangay Malitbog, Minalabac, Camarines Sur. There is a slim chance that this decision would be reversed because he leads seven votes when previously the protestee had 13 votes over him,” the decision said.

The court added that “having been voted for the position, Nicolas should have been sitting as such from December 1, 2013 to the present but was not able to sit by reason of the proclamation of the protestee. Public interest would be better served and it would be giving the true meaning to the electoral will of the people of Barangay Malitbog, Minalabac, Camarines Sur if their chosen Punong barangay, Romeo Nicolas should immediately sit as the Punong barangay and govern them instead of the protestee.”

I realized I want this, I want to win one of the crowns,” she says.

DepEd irons out details of Palarong Pambansa 2014

Top Department of Education (DepEd) officials met at Bay, Laguna, Wednesday to finalize details of the 2014 Palarong Pambansa (National Games) to be held on May 4-10 in Sta. Rosa, Laguna. Among the items discussed are logistical requirements for regional delegates such as food and billeting quarters.

“I am reminding everyone to be sensitive to cultural and religious needs as this is a national event,” Secretary of Education Armin Luistro said. “Halal food, for example, must be made available to those who require it.”

The Palaro will be participated in by almost 10,000 athletes from 17 regions, who will stay in Laguna for around one week. The student athletes will be billeted in public schools near the venue, which were inspected Wednesday by the directors and sports coordinators of each region. The schools will be upgraded with the help of the host local government unit (LGU).

“The usual improvements that our schools undergo for Palaro are the installation of screens in classroom windows as well as a renovation of the bathroom facilities,” Assistant Secretary Tonisito Umali, Palarong Pambansa Secretary General, explained. “For schools in the host province, this is a quick ‘Brigada Eskwela’ that results in an upgrade of their physical facilities.”

Luistro, meanwhile, reminded coaches and chaperones about the DepEd’s Child Protection Policy: “From the time they leave your province, through Palaro, and until they return they are under our care. Make sure that an adult is always present to supervise them,” adding that any decision regional officials make must take into consideration the welfare of the students, especially the younger ones.

The DepEd Secretary also asked everyone to continue the “clean as you go” and garbage segregation policy for delegates. “Leave the host school cleaner than when you arrived.”

Palarong Pambansa is an annual event showcasing and promoting sportsmanship of Filipino learners. In May 2013, President Benigno Aquino III signed Republic Act No. 10588 or Palarong Pambansa Law institutionalizing the said event. This year’s Palaro is the first Palarong Pambansa under RA 10588.

NAGA CITY—In full support of  the global Women's Month celebration, top-notch local modeling agency Modelo Bikolano will hold its first Real Women Empowerment Workshop this weekend.

The event, which is open to all women 20 years old and above, will take place from March 15 to 16, 8AM to 5PM at Villa Caceres Hotel.

The Real Women Empowerment Workshop is premised on the idea that all women are capable of realizing their full potential. With proper guidance and training, they can harness their strengths, transform their weaknesses, and achieve true joy.

To reach this goal, Modelong Bikolano designed a set of sessions on basic makeup, poise and projection, basic runway modelling, and personality development.

Modelo Bikolano's very own Anjo Santos, renowned makeup artist, modelling coach, and pageant guru, will facilitate the sessions. Santos will also be joined by Tess Mendoza, Modelo Bikolano's PR Manager.

Participants are advised to bring wear comfortable clothes, and bring high-heeled shoes and an elegant outfit for the photoshoot.

No change in price of LTO plates—DOTC

The Department of Transportation and Communications (DOTC) and the Land Transportation Office (LTO) are clarifying recent reports which claim that the new license plates will cost more than current rates.

“The new license plates will still cost the same: P450.00 for four-wheeled vehicles and P120 for motorcycles.  These are the current prices already.  So it’s not correct to say that they will cost more. New vehicle owners, meaning those who will register their vehicles for the first time beginning February 17 this year, will be charged the same rate as everyone else before,” Secretary Joseph “Jun” Abaya said

“The additional cost will be for owners of the current license plates, who will have to pay those amounts to get the new designs. But this is a one-time payment only. In exchange, we get many security features which will improve the safety of our families and loved ones,” he added.

Among the new security features are the tamper-proof bolts, which will permanently attach the license plates to the vehicle; the reflectorized sheeting to make them visible from afar and from any angle; and the “third-plate” sticker, which will display license plate numbers on windshields and cannot be torn off without leaving a trace.

These security features will curb illegal and colorum operations such as “tanggal plaka,” whereby current license plates are transferred from one vehicle to another to carry out crimes such as carjacking and other heinous acts.

In addition, the DOTC and the LTO have also incorporated road-discipline features to improve enforcement and prevent violations of traffic or franchising rules.

For example, the protocol license plates issued to members of the Senate and the House of Representatives will now indicate which Congress or term they are serving in, and which years this will cover. Thus, the validity of protocol plates will expire simultaneously with the term of the public official, preventing the unauthorized extension of their use.

“We believe that public officials will appreciate these new features, since we should all lead by example,” said Abaya.

For public utility vehicles (PUVs), their license plates will indicate the region where registration was made. Public utility buses (PUBs) will also bear a label of “city bus” or “provincial bus,” and their “third plate” sticker will reflect their authorized routes.

“These will help improve road discipline and safety.  They will enable traffic enforcers to apprehend PUVs which violate their franchises. Legitimate PUV operators should welcome this, since colorum vehicles will be weeded out,” Abaya remarked.

3 fishermen rescued, 1 dead, 1 missing in Catanduanes

PANDAN, CATANDUANES—Four fishermen were rescued after their motorboats were swept by big waves the other day.

According to the report, fellow fishermen found the victims frantically waving their hands while afloat at sea.

Those who were rescued were identified as Jimel Tesorero y Maike of Brgy. Putsan, Baras; Norwel Taniegra y Betorin of Brgy. Cagdarao, Panganiban; and Perry Soledad y Gonzalo of Brgy. Cagdarao, Panganiban.

Meanwhile, Joel Tesoro y Maike, a fisherman from Brgy. Putsan, Baras was already dead when his body was recovered. The body was brought to Pandan Rural Health Unit for post-mortem examination.

Still missing, however, is Eddie Villar y Cabrera of Brgy. Cagdarao, Panganiban.

P/Insp. Darwin Sevilla, Deputy Chief of Police of Pandan Municipal Police Station, already coordinated with the Chiefs of Police of Baras and Panganiban to locate and inform the family members of said fishermen regarding the incident.

Only voters with biometrics can vote in 2016, Comelec warns

Commission on Elections (Comelec) spokesman James Jimenez announced that only voters with biometrics data will be allowed to vote in the 2016 polls.

Biometrics data include the voter's photograph, fingerprints and signature which are captured digitally by the COMELEC's Voter Registration Machine. Said information are required for the issuance of a voter's ID.

Jimenez said that the voters who still have no biometrics must submit these before October 15. Otherwise, they will not be allowed to vote in 2016, even if they were able to vote in 2010 and 2013.

In particular, he reminded those who registered before 2004 to check whether COMELEC has the data or not.

It is estimated that as many as 7.3 million registered votes in the Philippines do not have biometrics data at present.

Meanwhile, Comelec commissioner Grace Padaca earlier said that Comelec offices across the country will accommodate voters who want to update their records, even on weekends. Calls for voters to claim their voters' ID cards also continue.

Voters' registration this year will start on May 6, 2014. It will end on October 31, 2015, in preparation for the elections.

San Francisco church ruins to be declared heritage site

NAGA CITY—The Sangguniang Panlungsod seeks to declare the ruins at San Francisco church as a heritage site.

Said resolution is sponsored by Councilor David Casper Nathan A. Sergio.

According to the resolution, the ruins must be protected and conserved pursuant to the Natural Cultural Heritage Act of 2009 or Republic Act 10066.

The San Francisco church itself was established in 1578, making it 436 years old today.

Initially, it was made of bamboo, before being reconstructed using bricks in the mid-17th century.
Much of the original church was destroyed during World War II when Japanese forces bombed the edifice. However, ruins of the old structure still stand today in front of the present church.

Albay celebrates the  440th anniversary of the province on April 3.

Local bards to hold public poetry reading at Raul Roco Library

NAGA CITY—The Raul Roco Library will host a monthly poetry event dubbed as Naga City Library Public Poetry Project (NCLPPP). The activity will feature lectures, poetry readings, performances and books, among others. Its main organizers include Naga-based writer Jose Jason L. Chancoco, AdNU-POEM moderator Elsie Albis and City Librarian Riko Vinluan. The first installment, a lecture by Chancoco on Bikol poetics, was held on February 28, in time for the closing of the National Arts Month.

Chancoco, a known organizer of literary events in the city, is the person behind the WG poetry reading at the now-defunct Wharf Galley Rock Café. Later, the readings were moved to Sosimo Bar, where it took the name VerSosimo. The Public Poetry Project will feature a similar format as the previous poetry gigs, combining multimedia and performance poetry, but a lecture-workshop element has been added.


For the month of March, the NCLPPP will be a tribute to incoming National Artist for Literature Cirilo F. Bautista. Poems by Bautista will be read on March 14 at 4-6pm. An open-mic segment will also follow. Interested parties may contact the organizers at hagbayon(at)gmail(dot)com.

Tina "Tins" Aureus, who used to be a newscaster of PBN TV5 in Naga, plays the role of the secretary of Monica Santiago-de Villa (Angel Locsin) and Javier Santiago (Christopher de Leon) at Vita Sardines Company.

In an interview with BICOL STANDARD, Aureus said that she is thankful that she was given a break to appear in a national primetime show.

The Legal Wife airs weeknights at 9 PM. The teleserye is directed by Rory B. Quintos and Dado C. Lumibao.

DBP Naga, HDMF Naga lead list of agencies with excellent service rating

LEGAZPI CITY—Eleven agencies in the Bicol Region were rated with excellent service by the Civil Service Commission (CSC) in the recently-released 2013 Report Card Survey.

The report says that 939 agencies were surveyed nationwide. Of these, 620 were national government agencies, 303 were government corporations, and six were state colleges and universities.

In the Bicol Region, the agencies which obtained excellent marks of 90 to 100 were the Development Bank of the Philippines-Naga City Branch, Department of Trade and Industry – Masbate Provincial Office, Government Service Insurance System – Masbate City Branch, Land Registration Authority – Naga City Branch, Land Transportation Office – Ragay District Office, Land Transportation Office- Daet District Office, National Prosecution Service-Camarines Norte Provincial Prosecutor’s Office, National Statistics Office-Daet, Overseas Workers Welfare Administration-RO5, and Social Security System – Tabaco City Branch.

Meanwhile, two agencies failed the survey, receiving scores of 66.99 and below. These were the Land Transportation Office Regional Office 5 and  Cooperative Development Authority – Albay.
The evaluation of frontline services of government offices is done through the Report Card Survey  survey. Said survey is a component of the Anti-Red Tape Act of 2007, or Republic Act No. 9485.

Fight corruption: PMA 2014 valedictorian's father tells son

This is the number one advice of the father of Philippine Military Academy Cadet First Class Jheorge Llona, the valedictorian of the PMA “Siklab Diwa" Class of 2014.

Nelson Llona, a farmer in Barangay Maopi, Daraga, Albay, from where the 2014 PMA top honor graduate hailed, said he made the advice with the belief that his son would someday occupy a high position in the government, especially that Jheorge has chosen to join the Philippine Air Force (PAF).

“I am not a good swimmer so I chose the Air Force,” Nelson quoted Jheorge as saying when asked why he chose the PAF instead of the Navy and Army.

In an interview Wednesday at their residence in an upland farming village about 20 kilometers away from Legazpi City, Nelson could not help being emotional about the achievement of his son despite their struggling economic condition.

He and his wife Gloria work together at their half-hectare farm that gives them a yield of 20-30 sacks of palay per harvest.

The expression of happiness on the faces of the Llona couple was nondescript.

Jheorge’s father said that even while still young, his sixth son had already shown potentials of excelling in any activity, especially in his studies.

“Ever since, my son has been studious, kind and obedient,” Nelson recalled.

The Llona patriarch said that during Jheorge’s high school days at the Anislag National High School, he was being teased by his classmate as “malamya” or “mahinhin” (gentle).

Jheorge, he claimed, used to walk two kilometers just to attend his classes in the nearby Barangay Anislag.

After graduating from high school, Jheorge took up Accountancy course at the Bicol University and entered the PMA after two years, he said.

Nelson said Jheorge is profuse with expression of gratitude for their efforts to have him finish his studies through farming and selling food items.

Dr. Ramesis Lorino, dean of the Bicol University College of Business, Entrepreneurship and Management (BU-CBEM), also expressed joy over the achievement of Jheorge.

Lorino claimed that in two years of stay in BU-CBEM, Jheorge had displayed excellence in his studies, especially in Math where he got a rating of 95 percent.

He said the BU-CBEM plans to have a simple welcome program for its former student.

In August last year, the PMA administration already sent a message to the Llona family that their son would be among those who will graduate with academic honors.

The entire family is scheduled to leave for Baguio City Thursday to witness the fruit of Jheorge’s struggle as a PMA cadet for four years.

The Albayanos’ pride will march during the graduation rites on Sunday with the highest academic honors in the premiere military school in the country, said Gov. Joey Sarte Salceda, who was invited by the Llona family to attend the occasion.

“I am going to attend this event upon the request of the family,” Salceda said in a phone interview.

He said seven other Albayano classmates of Jheorge will join him at the graduation rites.

He identified the other successful Albayano cadets as Rolly Lopez of Ligao City, Jeanelyn Cabrido and Ranjan S. Palacio from Guinobatan town, Juanito A. Siddayao of Legazpi City, Charlie A. Bernaldez of Bacacay, Angielyn B. Samaniego of Polangui, and Julan M. Ocharan of Camalig.

The Albay governor said he has directed his office to plan out welcome honors for Llona and the other PMA graduates from Albay.

He also expressed his pride over this new feat for his province as he also directed the Sangguniang Panlalawigan to pass a resolution commending Llona for his academic achievement as well as the seven other PMA graduates.
