SP suspends Bulan Mayor for 90 days

BULAN, Sorsogon--The Sangguniang Panlalawigan (SP) of Sorsogon slapped Bulan mayor Marnellie B. Robles with a 90-day suspension.

The decision stemmed from Administrative Complaint 01-2014, which was lodged by municipal councilor Crisostomo Gotladera last July against this town's chief executive.

The complainant alleged separate charges of culpable violation of the Constitution, dishonesty, oppression, gross negligence, and grave abuse of authority against the mayor.

The SP, however, held the mayor only administratively liable of the charges of grave abuse of authority, oppression, and gross negligence in relation to the performance of her office.

According to the decision, the mayor to  was found to be grossly negligent for her "failure to exercise prudence in preventing the disbursement of public funds of the Municipality of Bulan, Sorsogon for purely private affairs." This is in relation to her authorizing the release of a P10,000 donation in favor of De La Salle College of St. Benilde, where her two children are studying.

Likewise, she was also found to be grossly negligent and to have acted with gross abuse of authority when she issued a no-objection certification absent a statutorily mandated public consultation. This is in relation to the issue of the cutting of the trees in the Bulan Tree Tunnel.

Finally, the chief executive was found guilty of oppression and grave abuse of authority for her "deliberate refusal to allow and to pay the retirement and terminal leave benefits of former officials and employees of the municipal government of Bulan despite repeated demands and inquiries thru letters duly received by her office, and her apparent indifference towards the claimants."

All members of the Sangguniang Panlalawigan, with the sole exception of Arze G. Glipo, gave imprimatur to suspension order.

A copy of the recommendation for suspension, issued on the 25th of November, has already been forwarded to Governor Raul R. Lee for appropriate action. 

A copy of the same was also served today (November 27) at the Office of the Mayor.

This is the second blow to the controversial mayor this week.

Earlier, the Commission on Elections, though a resolution, ordered the reopening of the recall proceedings against the Mayor. --BICOLSTANDARD.COM
