Bicolano Senator Francis "Chiz" Escudero has proposed a "grading system" that will monitor the education expenditures of the Department of Education.

Escudero underscored this system's necessity after pointing out that education officials failed to report on the status of classrooms built, books bought, and teachers hired this year.

He said that procurement and recruitment chokepoints must be addressed this early so that the Departments would be able to absorb tens of billions of new teachers, classrooms, and books next year.

For 2015, the government will open 39,066 teaching positions at a first year compensation cost of PhP9.3 billion.
