Abalos was earlier given a preventive suspension in 2012 pending investigation.

Last year, the CAAP filed criminal and administrative complaints against against Abalos, Aviatour’s Flyin’ Inc.’s Nelson Zapata and Federico Omolon for falsification of public documents, gross misconduct and violations of the CAAP Act.

Among CAAP's allegations was that Abalos "falsely certified that a test flight was conducted last January 7, 2012 in Mactan, Cebu, in order to test the airworthiness of the aircraft"

It was discovered that no flight plan was filed for the Piper Seneca plane.BICOLSTANDARD.COM
