14 Bicol reps. junk LTFRB's redefining of bus routes sans consultation

NAGA CITY--Fourteen representatives from the Bicol Region signed today a resolution urging to defer the implementation of Memorandum Circular No. 2014-15 issued by the Land Transportation Franchising and Regulatory Board.

Said circular, the group claimed in House Resolution 1445, "prejudiced the people of the Bicol Region."

The House Resolution was signed by Reps. Cesar V. Sarmiento, Maria Leonor Gerona-Robredo, Edcel "Grex" B. Lagman, Al Francis C. Bichara, Fernando Gonzalez, Cathy Barcelona-Reyes, Elmer E. Panotes, Felix William Fuentebella, Salvio B. Fortuno, Maria Vida E. Bravo, Elisa "Olga" T. Kho, Evelina G. Escudero, Scott Davies Lanete, and Deogracias B. Ramos, Jr.

"[T]he new traffic scheme purportedly lacked public consultation with the stakeholders such as the provincial bus operators and commuters most especially from the Bicol Region," the resolution maintains.

"Memorandum Circular No. 2014-15 purportedly was issued without any extensive, objective and scientific study to support that such scheme would positively impact in decongesting traffic in Metro Manila especially considering that most of the buses concerned travel early in the morning or late in the evening [when] the traffic is relatively light," it adds.

The representatives further point out that the new traffic scheme translates to disruptions caused by the required transfer of passengers, the inconvenience involved in the transfer of passengers, the uncertainty of city buses to receive the passengers and most importantly, higher costs in transportation."

Thus, the group seeks for the DOTC, LTFRB, MMDA, the City of Muntinlupa, and all concerned agencies to defer the implementation of said circular.

They also propose to conduct an extensive and objective study of the impact of the proposed traffic scheme; carry out an ample public consultation with the stakeholders in determining the most effective and efficient solution to ease the traffic in Metro Manila without causing any undue burden to bus operators and commuters; and to immediately rationalize the routes of PUVs based on scientific studies.--BICOLSTANDARD.COM BICOL NEWS
