Libmanan approves P169-M 2014 annual budget

LIBMANAN, Camarines Sur – The Sangguniang Bayan has unanimously approved the 2014 annual budget of this town during the regular session held last Monday, August 18.

It was passed without altering the original budget that was submitted.

The total budgetary allocation for this year amounts to P169,279,203.

This was revealed today by Vice Mayor Romel Bulaong in an interview by BICOL STANDARD.

Bulaong said that the budget should have been approved before the end of December 2013.

He added that despite the brewing political conflict that surfaced a few weeks ago when town mayor Marilyn Jimenez abandoned her original partymates, the local legislators set aside their political differences for the sake of the constituents.

It will be recalled that the annual budget of this town was disapproved by the majority members of the Sangguniang Bayan, allegedly due to the refusal of the town executive to align with the political party of former governor LRay Villafuerte, Jr.

Aside from the political reason, several Sangguniang Bayan members also accuse Mayor Jimenez of irregularities. Primarily, such argument was purportedly used as the main reason for disapproving the budget.

Bulaong said that with this development, he expects that the regular projects of the municipality will already be implemented.

In the 2014 budget of this town, P68,533,936.28 is allocated for personal services; P44,674,365.97 for Maintenance and Other Operating Expenses; and P12,530,000.00 for Capital Outlay.

In the same budget, P31,934,440.60 was allocated under the 20% Economic Development Fund; P8,481,460.15 for the 5% Municipal Disaster Risk Reduction and Management Fund (MDRRMF); P75,000.00 for the Barangay Development Fund; and P3,500,000.00 for loan amortization for heavy equipment.

“Our ability to deliver the basic services was totally hampered when the 2014 budget was initially blocked and disapproved. We are glad that it can now be disbursed,” Bulaong remarked.

Meanwhile, the Liga ng Mga Barangay of this town also welcomed the development.

In an interview by BICOL STANDARD and BBS-DWLV correspondent Jener Villarez, Punong Barangay Valiant Pen Ofemaria said that his group expects that Jimenez would comply with her promise to release the budgetary allocations for the different barangays.

He stated further that, in the event that the release of the barangay funds would be used to entice or pressure the Punong Barangays to join the Nacionalista Party (NP), they will stand firm and not be intimidated.

Ofemaria confirmed that majority of the members of the Liga ng Mga Barangay of this town still remain loyal to the group of Cong. Diosdado “Dato” Arroyo, 2nd district representative of Camarines Sur. –BICOLSDANDARD.COM
