Archbishop Legaspi, who died on August 8 in Manila, served the Catholic faithful in the City of Naga and the Bicol Region for 28 years, the proclamation reads.

When he retired in 2012, Archbishop Legaspi was conferred the title of "The Beloved Honorary Nagueño" by virtue of Sangguniang Panlungsod Resolution No. 2012-408, "for his service to the City of Naga, the Heart of Bicol, and for his exemplary leadership in bringing the faithful closer to God, through Ina, Our Lady of Peñafrancia."

Bongat directed all public offices, buildings, and installations in the city to flow the national flag on half-staff on August 12, 2014 from sunrise to sunset or from 8:00 o’clock in the morning to 5:00 o’clock in the afternoon. -- BICOLSTANDARD.COM
